EXPLORING POTENTIAL SUCCESS FACTORS FOR PROCUREMENT OF PRIVATELY FINANCED INFRASTRUCTURE

  • Australia has joined many governments to adopt public-private partnership (PPP) as a major strategy for procuring infrastructure for decades. However, failures have occurred although the market has been considered to be a mature and sophisticated one. Failures have typically been traced back to inappropriate economic evaluation and a lack of value-for-money. In particular, a literature review has identified that there was no holistic consideration on the evaluation of procurement transactions of PPP projects. The transaction costs of PPPs were not handled properly. In this paper, theories of transaction cost economics are proposed for the purpose of such a holistic institutional economic evaluation. These theories are analysed in order to identify potential critical success factors for a strategic infrastructure procurement framework. The potential critical success factors are identified and grouped into a number of categories that match the theories of transaction cost economics. These categories include (1) Asset Specificity, (2) Organizational Capability, (3) Transaction Frequency, (4) Behavioural Uncertainty, and (5) Environmental Uncertainty. These potential critical success factors may be subject to an empirical test in the future. The proposed framework will offer decision makers with an insight into project life cycle economic outcomes needed to successfully deliver PPPs.

  • 기존 현장 노무 중심의 건설생산방식의 생산성 문제 및 현장 안전·품질 문제 등의 한계를 보완하기 위하여 OSC가 주목받고 있다. 국내 건설 시장에 OSC의 도입 및 활용이 활성화되기 위해서는 OSC 프로세스(설계 및 엔지니어링, 공장제조, 현장조립, 유지보수) 각 단계별로 적용되는 기술의 혁신도 중요하지만, OSC 방식에 적합한 프로젝트 관리 방식의 개발도 필요하다. 하지만, 현재 국내에서 진행되고 있는 OSC 관련 연구는 관련 기술 개발 측면의 연구가 주를 이루며, OSC 프로젝트의 성공을 위한 프로젝트 관리 방안 도출과 관련한 연구는 미진한 실정이다. 이에 OSC 프로젝트의 핵심성공요인에 기반한 프로젝트 관리 방안 도출에 대한 연구가 필요한 시점이다. 따라서, 본 연구에서는 이전 연구에서 도출한 69개의 OSC 핵심성공요인을 대상으로 중요도-성취도 분석(Importance-Performance Analysis)을 실시함으로써, OSC 도입 및 활용성 향상을 위한 중점 개선요인을 도출하고, 이와 관련한 시사점을 제시하는 것을 목적으로 연구를 진행하였다. 본 연구의 결과는 향후 OSC 활성화를 위한 R&D 계획 및 정책 수립하는 과정에 유용한 시사점을 줄 수 있을 것으로 기대된다.

PF 개발사업의 성공요인 분석을 통한 리스크 평가체계 구축을 위한 기초연구 (An Exploratory Research on Quantitative Risk Assessment Methodology Throughout Success Factor Analysis in Project Financing)

  • PF사업은 민간의 투자를 유치하여 국가 경제와 산업의 발전에 도움을 주려는 목적으로 수행되는 프로젝트 발주방식의 한 형태이다. 그러나 국내의 경우 개발이익 극대화라는 측면만을 고려함으로 인하여 무분별한 PF사업의 급증과 최근의 금융위기의 여파로 인하여 사업의 중단이 속출하고 있다. 이러한 주된 원인은 PF사업을 객관적으로 정량화하고 이를 분석하여 사전에 발생 가능한 리스크를 차단하려는 노력이 미흡한 결과이다. 본 연구의 목적은 PF사업의 건전성을 평가할 수 있는 방법론을 제안하기 위한 사전 연구로 PF사업의 성공에 영향을 끼치는 원인을 분류하여 세부요소를 파악하고 이를 바탕으로 PF사업의 리스크를 평가할 수 있는 정량적인 체계를 제안하는데 있다. 본 연구는 PF사업의 성공요인과 실패요인을 선행연구와 면담조사를 바탕으로 5개영역, 15개 항목, 104개의 영향인자를 도출하였고, 전문가 설문조사를 통해 영향정도를 검증하였다. 후속 면담조사를 통해 설문조사 결과에 대한 분석을 실시하였고, PF 사업의 건전성 평가를 위한 도구로 활용이 될 경우 PF 개발사업의 건전성 평가에 많은 도움이 될 수 있을 것으로 판단되며, PF 사업에 대한 객관적인 평가 도구 개발 시 유용한 기초자료로 이용될 수 있을 것으로 기대된다.

Challenges to Prevent in Practice for Effective Cost and Time Control of Construction Projects

  • Cost and time control of projects is important in preventing project failure. However, achieving effective cost and time control in practice is often challenging. The challenges of project cost and time control in practice are investigated by carrying out a questionnaire survey on the top 150 construction contractors in the UK followed by in-depth semi-structured interviews of practitioners from 15 construction companies in the country. Quantitative analysis reveals that design change is the most important factor inhibiting the ability of UK contractors from effectively controlling both the cost and time of construction projects. Four of the top five factors inhibiting effective cost control are also the top factors inhibiting effective time control albeit in a different order. These top factors-design changes, inaccurate evaluation of project time/duration, risk and uncertainty, non-performance of subcontractors and nominated suppliers were also found to be endogenous factors to the project. Additionally, qualitative analysis of the interviews reveals 16 key challenges to prevent for effective project cost and time control in practice. These are classified into four categorised based on where they stem from as follows; from the organisation (1. Lack of integration of cost and time during project control, 2. lack of management buy-in, 3. complicated project control systems and processes, 4. lack of a project control training regime); from the construction management/project management approach (5. Lapses in integration of interfaces, 6. project control not being implemented from the early stages of a project, 7. inefficient utilisation and control of labour, 8. limited time devoted to planning how a project will be controlled at the outset); from the client; (9. Excessive authorisation gates, 10. use of adversarial and non-collaborative forms of contracts, 11. communication problems within client set-up, 12. obstructive client representatives) and; from the project team (13. Lack of detailed/complete design, 14. lack of trust among the project partners, 15. limited time devoted to project control on site, 16. non-factual reporting). The study posits that knowledge of these project control inhibiting factors and challenges is the first step at ensuring they are avoided and enable the implementation of a more effective project cost and time control process in practice.

  • Due to the diversification and complication of construction projects, controlling risks from the early design-planning phase gives huge impact on success of the construction project. As a part of managing uncertainties it is also important to estimate the project cost several times. Especially, estimating project cost in the early stage gives effects on making a budget for projects. This study estimated the apartment project cost using case-based reasoning(CBR), which is the process of solving new problems based on the past problems. For this, we deduced the apartment cost influence factors which can be gathered in the early stage of project. Based on the factors we established the database for apartment project and calculated the attribute value, attribute similarity and case similarity. Although we retrieve the most similar case from the database, it is very hard to utilize it directly due to the uniqueness of each project. So, Genetic Algorithm(GA) was applied in revising the cost of the retrieved-case. Therefore, the accuracy of the prediction was improved by GA optimization.

Assessing Critical Quality Metrics for Successful Baseline Construction Scheduling

  • In the current construction industry, difficulty arises in creating an adequate baseline schedule to establish a fundamental plan for construction. This presentation will present the research findings which investigated industry-recognized schedule metrics that aid in the successful implementation of said schedule. Industry organizations (Association for the Advancement of Cost Engineering, the Government Accountability Office, the Project Management Institute, and local city, state, and county government offices) provide standardized guidelines with specific metrics requirements to ensure successful implementation. However, most of those metrics are substantiated or validated in their effectiveness. The study examined the impact between these industry-recognized critical metrics and three distinct scheduling characteristics: Project Type, Project Duration, and Project Density (number of activities within a schedule). The research results showed that, among the 12 various schedules evaluated in parallel with 20 industry-recognized critical metrics, seven metrics substantially demonstrate a significant impact on a project schedule's success. Furthermore, six of the seven metrics directly correlate to at least one of the three scheduling characteristics outlined. As a result, this research has established more predictable outcomes based on impacts between three distinct project characteristics and 20 of the most discussed/researched critical scheduling metrics in the field. This allows management teams to have more confidence in establishing critical milestones and accurate turnover dates from the start of the project through its final completion.

  • The application of knowledge management concepts as a way to improve project success is an emerging topic for project management researches around the world. The Construction Extension to the PMBOK® Guide Third Edition documents the knowledge and practices that are generally recognized as good practices for managing engineering and construction projects. However, it is not unusual to see that engineering and construction projects suffer from poor performance. Based on a critical literature review, a theoretical framework is developed for the application of knowledge management in engineering and construction projects. This framework is subsequently applied as a lens to examine the construction extension to the PMBOK® Guide, aiming to identify the key characteristics of knowledge management in this standard. This research also aims to highlight those aspects of the construction extension to the PMBOK® Guide that can be improved from the knowledge management perspective. Recommendations are made to improve this standard by means of applying knowledge management concept so that better project outcomes can be achieved.

  • The widespread of IT technology caused a remarkable change in many industries and the construction industry is also one of them being influenced in the form of CIC(Computer Integrated Construction) and BIM(Building Information Modeling). Construction projects have many participants from various disciplines involved throughout the entire process. Therefore the success of the project greatly depend on the efficiency of decision-making using the information generated from each process stage. Looking from this aspect, the greatest potential value lies in the planning and pre-design stage when considering the construction life cycle. In this paper, we propose a project on developing a 3D object oriented simulation system for supporting the pre design phase. We define the needs for such system through previous case studies and suggest a to be process model. Finally we anticipate the effects that the project will eventually contribute to the construction industry.

Upward Influence to Overcome Hierarchical Authority Expectations: A New Approach for Stakeholder Management

  • Critical to project success is effective stakeholder management. This paper presents a challenge for the project manager who uses traditional approaches to manage mid-level stakeholders in an organization. Dual roles of a mid-level stakeholder (as a stakeholder of a project and as an agent of the corporate) may cause problems that would result in difficulties for project managers in identifying the stakeholder's attributes and overcoming hierarchical authority expectation. However, the dual roles of the stakeholder result in its weakness in the project-stakeholder relationship. Can a project leverage its strategic role for effective upward influence by linking project objectives to corporate strategic objectives? To address this research question, case study method was used to gain a deeper understanding of mid-level stakeholder's salience. This research proposes an upward influence strategy to embed a project-stakeholder relationship in a hierarchical stakeholder network.

  • 최근의 국내 건설시장은 시장 규모의 축소로 인해 과잉경쟁이 이루어지고 있으며 이에 기업들은 적극적인 수주산업인 기획제안형 주택사업 분야에 관심을 기울이고 있다. 기획제안형 사업에서 가장 중요한 단계는 사업성 여부를 판단하는 초기 기획단계로서 현재 각 기업들마다 기획업무 모델을 갖고 있으나 표준적인 모델이 제시되지 못하고 있다. 이에 본 논문에서는 국내 기업의 기획업무 절차와 문제점파악에 의한 개선 방안을 바탕으로 개발형 주택사업 의 성공적 수행을 위한 전략적 기획업무 모델을 제안하려 한다
