Strategy of LMC Application at Bridge Overlay in Korea (LMC 교면포장공법의 국내 도입 방안)

  • Latex modified concrete (LMC) has grown to be accepted as a standard material of construction overlaying bridge decks in America due to its superior physical and chemical properties. The properties of latex, combined with the low water-cement ratio, produce a concrete that has improved flexural, tensile, and bond strength, lower modulus of elasticity, increased freeze-thaw resistance, and reduced permeability compared to conventional concrete of similar mix design. LMC overlays have been service in excellence for 30 years on thousands of bridge in U.S.A. This may, also, prolong the life cycle of bridge deck once it is adopted in Korea. The self-contained, mobile, continuous mixer is most appropriate particularly for concrete quality assurance. Assuring quality on a bridge deck overlay project should begin in the design phase and continue after the construction is completed. Quality should be the concern of everyone involved-owner, designer, and contractor.

Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

Effect of Employer's Power on Contractor' s Behavior in the Construction Industry (건설 산업에서 발주자의 권력이 시공사의 행동에 미치는 영향)

  • The cooperative relationship between Employer and Contractor in the construction industry is the most important factor to achieve the project success. Employer shall draw the Contractor's cooperative behavior during executing the project. A study on the impact of the Owner's power on the contractor's cooperative behavior is rare in the construction industry in Korea even though the negative impact of the high-power distance between the Employer and the Contractor has been a hot issue in Korea. In this empirical study, it is shown that the Employer's power can address the contractor's cooperative behavior. The respondents were mostly employees in the domestic construction companies who have experienced in the construction projects. The total number of respondents was 317 effectively. The multiple regression analysis using SPSS 21.0 were conducted to verify the hypotheses. In conclusion, the Mediated Power is positively associated with the In-Role Behavior and with the Extra-Role Behavior. Some of Non-Mediated Power is positively associated with the In-Role Behavior and with the Extra-Role Behavior. It seems that the Contract underestimate the Employer's Expert Power. It was known that the cooperative power caused by Non-Mediated Power is good for long term relationship of the business to business transaction. So it is highly recommended that the Employer shall foster its expertise.

  • Soil and groundwater contamination is an emerging national issue in recognition of the potential adverse impact to human health and ecosystem. In a recent registration, property owner's liability was addressed on the damages to neighbor's soil and groundwater caused by contaminant-plume migration. Soil and groundwater remediation is a technical and engineering project. But, the scientific and technical solutions for the project have been greatly influenced by social and political movement in the country. Governmental sectors, including local and central, should actively engage on this important issue through long-term planning and public investments. Government made regulations to prevent soil and groundwater contamination, not to punish private sector that has no technical and financial capability for solving such problems.

  • Korea government established a domestic quality management system under the Law for Construction Technology Management, which was revised in 1997. This Law prescribes that the owner has to assign quality management cost into the construction project budget However, there are some conflicts among internal regulations and prescriptions on the scope of quality management engineer's roles was not specific. In order to overcome these limitations, this research identifies proper scope of quality management engineer's roles and suggests an approach for an improved estimating guideline for construction quality management cost.

  • The procedure of predicting the construction cost and selecting the best alternative is performed based on comparative review of each building case. In the case of office building, it is required continuously until design is complete, since the owner requirements are various and likely to change during the design process compared to a standardized apartment. However, since the comparison work for each alternative in practice uses only the unit construction cost, there is no correlation between the alternative and the final result, and it is difficult to quantitatively determine the effect of the determined design factor on the total construction cost. It is needed that a means to support the generation of design alternatives using similar building cases during the design phase. This paper proposes a BIM-based data replacing process to support creating and comparison of design alternatives of internal finishing for office building. When design alternatives are created through the proposed process, it is possible to compare several similar cases with current project under equivalent design circumstance. Because only some finishing properties are replaced while maintaining the shape information such as the length, height, and base constraint of the object to be replaced.

  • Recently The public project ordering is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. The CM services of project all phase excepts a planning business are performed. But recently the CM services of project all phase including a planning business are increasing every year. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the planning business management, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Daegu Gyeongbuk Institute of Science & Technology.

  • Recently with increasing interest in the operation of life cycle, building remodeling business is spreading like a fashion. Keeping pace with the trend, the present project carried out the remodeling of an existing neighborhood facility into a religious facility based on the concepts of remodeling, reform and renovation. Basic requirements were overcoming spatial limitations, solving structural problems, meeting various functional needs, and securing a spatial size, and the project designed the interior of the building according to these requirements suggested by the owner. To overcome the low floor height of the existing space, the main sanctuary on the 1st floor had the ceiling in the form of a slant and installed indirect lighting into the resulting gaps, maximizing the depth and width of the space visually. The subsidiary sanctuary on the first basement was finished with red bricks, forming an arch using the bricks, to create religious atmosphere. However, considering the low floor height as in the 1st floor and the ceiling even lowered by the arch structure, the arch was formed threefold and the radius of the curvature of the arch was enlarged to secure a spacious feeling. The outer appearance was finished with granite on existing structure to save the cost of construction. In addition to the use of the finishing material, the structure of the arch and the frame of the opening part and the finishing of the walls were expressed with uneven surface in order to avoid the plainness of the appearance.

  • In a large owner organization, a program manager of multiple maintenance and remodeling projects has experienced increasing scale and complexity of coordinating the M/R projects with in-house technicians who belong to multiple trade shops. This paper proposes a dual-level hierarchical planning strategy that consists of a program master plan in the long-term horizon and a master construction schedule in an operational scheduling window. A rolling horizon approach to the program master plan is proposed to deal with the external uncertainty of unknown stream of project requests. A resource-constrained scheduling algorithm is developed to generate the master construction schedule in a scheduling window. During development of the algorithm, more emphasis is placed on long-term organizational resource continuity, especially flow management of program constraint resources, than ephemeral events of an individual activity and project. Monte Carlo simulation experiments of three scheduling windows are used to evaluate the relative performance of the proposed scheduling algorithm against three popular scheduling heuristics for resource-constrained multiple projects.

A Case Study on the Risk Impact and Loss Cost of Temporary Aircraft Runway Construction (임시 활주로 건설공사의 위험영향 및 손실비용 사례분석)

  • The purpose of this study is to derive the risk factors that occurred during the construction of the temporary aircraft runway and to analyse the risk costs and loss costs. For this purpose, actual construction data made during the construction of the aircraft runway were investigated. And the risk factors that occurred during the construction work were derived. So the increased construction costs and loss costs due to risk factors were analyzed. The results of this study are as follows: 1)The number of risk factors that occurred during the construction of the aircraft runway was derived from eight. 2)It was calculated that the total risk cost of 5.2million won, the risk cost of the owner's should be 243 million won and the cost of the contractor should be 277million won. 3)Owner's was up 2.36% from its planned budget and the contractor lost -277million won out of its planned profit of 443million won, resulting in a residual profit of 165million won. The results of the study are used as a reference for estimating risk factors and contingency that should be considered in aircraft runway construction.
