A study on the Project Management Plan (PMP) Development Appropriate for Global Construction Environment (글로벌 건설 환경에 적합한 건설사업관리계획서(PMP)에 관한 연구)

  • It's became essential that Korea construction companies should enter into the overseas construction market for their growth and sustainability. In order to comply with the client's required global standard and to compete with in the international market, the shifting the construction project management system to global level is required. In accordance with the demand, this paper proposes the top-level document of construction project management system as a to-be model that utilized in overseas construction projects. The project management plan ("PMP") suggested in this paper is not only the most appropriate one, which complies with the global standard, to be used when companies bid for international construction projects against foreign competitors but also has the process modeling and hierarchical structure.

  • Recently, construction projects have become bigger and complicated and the construction business scale has enlarged. Therefore a project cost size is increasing. The historical data can be easily saved by advanced technologies of IT industries. Utilizing those make us to be able to manage construction project more effectively. These days, PMIS (Project Management Information System) has supplied widely at construction companies for integrating cooperation system of Web environment. and it is being used. However the most PMIS is limited at construction phase. Actually it isn't applied to a construction project Life-Cycle(planning, design, construction and maintenance). To control manage a construction project Life-Cycle effectively, BPMS (BIM-based PMIS Modeling) should be considered. This paper suggests the ways for applying BPMS.

  • In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

  • The tools, methods and measures used for project control reflect underlying theories of management. Management theory has been neglected in the construction industry, which has rather focused on tools and neglected theory. This paper contributes to the theory of project management by introducing and developing two fundamental and competing conceptualizations of management: MBM (Managing-by-Means) and MBR (Managing-by-results). Current project control and performance measurement practice is based on MBR. However, project control based on MBR may not be appropriate for managing dynamic projects. The paper present the Last PlannerTM System (LPS) and Process Variance Control (PVC) as examples of methods reflecting the MBM view. It is argued first that the MBM view is appropriate for managing uncertain, complex and quick projects. The paper also explores how MBR tools and techniques may be appropriately used within an MBM framework.

  • Program management is a concept to deal with huge and complex business activities from social, economical, cultural and environmental points of view and increase their value for client and society. The aim of this study is to establish a framework of program management process and develop a supporting system for program management. In this paper we propose a framework and a proto type supporting system based on case studies and report the result of application to an urban redevelopment using partially implemented software.

  • A new law, the Urban and Living Environment Improvement Act, was established, promulgated, and entered into by the Ministry of Construction and Transportation as of 1st July 2003. This system under this law, which improves currently executed consulting process and upgrade its level, is to execute the legal process and procedures that are necessarily required for housing reconstruction/renewal project.. This system requires to be supplemented with addition of reasonable, logical, and systemized tools of system. Through concurrent application of professional management of renewal business(PMRB), more benefit will be provided to housing renewal associations that are constituted with residences concerned for execution of CM project.

  • Total Project Cost Management System(TPCMS) was introduced with the purpose of increasing the efficiency of cost control for public construction project in 1994. In this paper, general perception of participants of the public construction project on the TPCMS was examined, and the problems in implementing the TPCMS was figured out through expert interviews and survey. Then better ways to implement the system were drawn based on the problems. To effectively manage the cost of public construction project, basically project cost should be estimated accurately in planning stage and managed based on it to have a project complete within the budget. In addition, the cost need to be managed in more systematic ways in terms of data collection and analysis, and the autonomy in managing the project cost given to the project owner needs to be expanded. Most of all, proper budget should be provided to prevent a project from delay through setting the priority of projects and proper budget allocation based on the priority.

  • Engineering is a value-adding process applying knowledge and skills in the construction industry that includes the planning, feasibility study, project management (PM), front end engineering and design (FEED), detail design, procurement, construction, supervision, and operation. Among these engineering activities, FEED is defined as a comprehensive design practice in the early design phase focused on conceptual design and basic design. It is a particularly influencing area that determines the competitiveness of procurement and construction capability of construction firms (KNIN 2013). Nevertheless, previous studies in FEED have been limited to the design process, deliverable, or particular management technique (e.g. system engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED business process structure for project management of thermal power plant construction projects encompassing the entire project life cycle. And an assessment methodology for FEED functions was developed. It is expected that the proposed structure of FEED functions and FEED evaluation methodology will contribute to improvement of competitive capability of engineering, procurement, and construction (EPC) companies.

  • Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.
