Commissioning Model for CM Services Considering Project and owner Properties (프로젝트 및 발주자 특성을 고려한 CM업무 위탁모델)

  • These days, Construction industries are getting bigger, more specialized and complicated. Accordingly, the items of management is increased, also owner's organization is reduced. For this reason, various a method of construction management is introduced in the domestic construction industry. But introduction of construction management have caused increase cost because role duplication of managers. This role duplication is caused by confusion of trial and error, irrationality of system. And every construction project have peculiar properties, also owner's organization of project have various properties. This various properties is not reflected in the construction management , and the regimental method of construction management applied. In order to solving these problems, this study suggested the commissioning model for CM service reflected the properties of project and owner. This study have to selection of the critical service, service item of construction management and definition of owner's role through analysis of the properties of project, owner's capacity and requirement.

  • Recently, the Construction Management service of domestic construction environment has being extended because that is an effective means to supplement owner's management and improve a total management of construction. But existing CM service guide is staying simply defined level about a work scope and procedure. So the standard CM guide needs to set a detailed plan of the project. Therefore, the key works were deducted by doing survey after the main work of CM service based on CM case studies and an existing CM service guide. That is expected to use CM contract and do service.

  • Construction Industry has become bigger, sophistication and specialization. At the same time, the concerns of Construction Management for achieving the goal of quality, cost & air are getting higher. Therefore it is demanded technology to conduct the CM works continuously in the Industrial world and be in process of education to train specialists. Studies are also been doing for it. But infrastructure circumstances are insufficiency comparing with the interests of construction industry. It is needed the scheme of education system to improve the above mentioned problem and to raise education quality standards. Consequently, the study is for E-learning education system. Because this system can help to save cost and to overcome the limits of time and spaces for existing off-line education. The study will present e-learning system architecture model to activate Construction Management education considering the distinctive features of CM.

  • Since CM for Fee has been introduced in domestic market of construction industry, Construction Management(CM) has been familiar with one of the established delivery systems in Korea. However, CM(CM for Fee) construction market has been stagnant consistently due to recent economic recessions. The fundamental causes of the current depression of CM construction market are highly related to the social/environmental factors(such as owner's negative perception about CM services, exclusive formation of the CM markets, unfeasible fee and limitations on technology developments in CM services) and the shortage of institutions associated with CM. Accordingly, fundamental improvements on the CM environment are required. This study suggests the feasible methods for improvement on CM system based on fundamental analysis of problems related to the environmental factors by conducting a delphi technique with professional personnels on various positions in CM markets.

  • Since early 2000s, the importance of CM services has been increasingly recognized and the CM market is continuously growing. As a consequence, the number of CM companies has increased, which means keener market competition. In order to increase their competitiveness, it has been a major task for CM companies to employ and foster competent construction managers who can play a role of efficient project leaders. The objective of the paper is to analyze key characteristics of construction managers' roles during design stages from the perspective of leader's roles including strategic planner, team builder, gatekeeper, expert, champion.

A Study on the Investigation into Obstacles in Overseas CM Projects (해외 CM사업의 애로요인 분석에 관한 연구)

  • An expansion into the global market increasingly becomes a buzz world among Construction Management(CM) firms in Korea. The objective of this study is to identify potential obstacles and investigate their nature and implications to CM firms in Korea. The study identified 25 obstacles under 5 categories. Base on a questionnaire survey and interviews with CM experts who have global CM projects experience, the study discusses that while there exist various types of obstacles, a more attention needs to be paid for a small number of major obstacles to minimine risks in overseas CM projects. It also suggests that improving pre-construction management competency through securing CM experts should be listed as a top agenda for Korean CM firms.

  • Turn-key and CMF(CM for Fee) have been selected as procurement paths of large public projects in Korea. However, recently, researches and discussions on CMR(CM at Risk) have been popular as the Korean government seeks for alternative procurement paths to enhance the performance. In the CMR projects, the part who is responsible for construction management should predict and control the potential risks for guaranteeing benefits. In this paper, CMR projects in which a general contractor plays the role as CMr is mainly analyzed. We give attentions to risk management during construction process given that subcontractors, main parts in this phase, work in various ways and thus more chances for faults exist. In this case, for the general contractor, to recognize potential risks in previous to start construction works of subcontractor by means of virtual design and construction (VDC) must be essential to this end. The case study of practices on VDC in U.S in which CMR has been introduced can provide considerable aspects to implement it in Korea.

  • Recently, projects are being actively promoted to develop a new residential district centered around the metropolitan area, or to redevelop the residential area that was established long ago as unplanned land development. In this residential area, the owner can directly construct the building, and the way the building owner builds the residential house is called the direct construction of the owner. If the owner has the construction management (CM) capability while conducting direct management of the owner, the direct construction can be carried out by the CM method. This type of construction is called Owner-CM delivery method. However, it is very rare for small-scale construction in Korea to be implemented by the Owner-CM method. This may be due to the lack of knowledge and experience about the CM of the owner. In this study, we investigated the actual cases of the scheduling for the residential houses of similar size which were built at the same time in the residential housing complex developed near the metropolitan area. The purpose of this study is to derive the success factors of the scheduling in the small-scale construction from the cases carried out by the Owner-CM method. These success factors of the scheduling can be used as meaningful reference for the owners who want to build their own house in the future.

  • While growth of domestic CM market has slowed down due to economic recession, it recently shows sign of scale as some public agencies are relocating their headquarters. Since the introduction of CM system, a number of client organizations have acquired construction project management capabilities, however, sufficient efforts are not made to estimate the size of construction project management organization. This study drew a method for estimating the size of the organization managing construction project by utilizing statics analysis and project costs per member based on 10 public construction projects and tried to review applicability through case studies. With this study, we would like to make a contribution to achieving smoother work performance and success of the construction project by estimating and allocating proper scale of management workforce.
