국내 건설업 재해율은 다른 업종보다 1.9배 높은 증가세를 보이고 있다. 건설사고 증가 추세는 현행 건설안전관리제도의 한계를 보여주는 것으로, 신중한 개선책을 통해 건설업 사고 예방을 위한 효과 제고가 요구된다. 본 논문은 건설업 안전사고 예방을 위해 표준안전관린업무를 도출하고 설문조사를 통해 IPA분석의 결과를 바탕으로 안전관리 업무에서의 서류간소화 및 중요도를 도출하여 건설업에서의 안전관리 효율을 증대하고자한다.

2017년도 연령별 산업재해 분석에 따르면 건설업 재해자 가운데 71.8%, 사망자의 74.9%가 50세 이상으로, 건설업 고령근로자의 산업재해 심각성을 보여 주고 있다. 본 연구에서 50세 이상 건설근로자 303명과 안전관리자 178명을 대상으로 건설현장 건설업 기초안전보건교육 현황을 파악하여 교육이수자에 대한 보수교육 개선방안을 제시하여, 건설현장 고령근로자 산업재해 예방에 기여하고자 건설근로자의 안전교육에 대한 안전의식과 기초안전보건교육 개선방안에 대하여 설문조사를 실시하였다. 연구결과 첫째 고령근로자와 안전관리자간의 안전교육에 대한 안전의식 차이 비교에서는 고령근로자(M=2.09), 안전관리자(M=2.39)로 안전교육에 대한 안전의식이 건설근로자보다 안전관리자들이 더 높게 나타났다. 둘째는 건설업 기초안전보건교육에 대한 보수교육 필요성에 대해서는 응답자의 65.2%가 긍정적으로 대답했다. 세째 건설업 기초안전보건교육 이수자에 대한 보수 주기에 대한 설문에서는 70%가 정기적으로 3년 이내 보수교육이 필요하다고 분석되었다. 교육 이수 후 시간이 지나면 안전의식이 떨어지고 새로운 공법과 건설안전 환경이 변화되는 상황에서 본 연구는 건설업 기초안전보건교육이 채용 시 교육을 대체하지 못하고 있어, 선행연구에서 제시한 기초안전보건 교육방법 개선을 통한 보수교육 도입으로 이 제도가 개선 될 수 있도록 제안하고자 한다.

최근 4차 산업 시대의 흐름에 따라 건설공사에서는 최첨단 기술의 적용으로 나날이 발전하고 있는데 반해, 건설현장에서는 지속적인 안전사고가 발생하고 있다. 본 연구의 주목적은 안전관리자 계획단계에서 수행되는 업무들의 중요도와 예방효과를 전문가 의견을 통한 IPA 분석을 활용하여 상관관계를 도출하고 안전관리에 기여할 수 있는 주요 안전 계획 업무와 개선이 필요한 업무를 파악함으로써, 궁극적으로 건설안전재해사고 발생을 줄이는 데 있다.

Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

The South Korean construction industry has shown a high proportion of industrial accidents (approximately 28% of whole injuries) and the continuously increasing accident rate. Although many safety research emphasized that the 3E (Enforcement, Education, and Engineering) approach is a potential solution to enhance workplace safety, there should be benefits to consider psychological (i.e., Emotional) effects on the safety performance since most construction works are human-oriented. Thus, understanding construction workers' psychological conditions can be a priority. This research studied the relationships between psychological conditions-which cover stress, personal temperament, emotional disturbance, and drinking habit-and specific safety-related factors including safety motivation and knowledge, and safety performance of individual workers at a construction site. This study conducted a survey of 430 respondents and analyzed the data with the multiple linear regressions. The results imply persistence, trait anxiety, and problem-focused coping style are the critical factors that should be controlled for enhancing jobsite safety. Finally, the research outcomes could be applied to build a strategic safety management plan for a construction manager.

In this thesis, the domestic and foreign legislative background and legislative process of the Serious Accident Punishment Act were reviewed, and the Serious Accident Punishment Act in Korea was reviewed. In 2022, more safety accidents occurred in the construction industry than in other fields, and in particular, the most deaths occurred in the 'fall' type. In April 2023, regarding two criminal first-instance trial cases, the courts all sentenced guilty, and in one case, the representative of the company(CEO) was sentenced to imprisonment and was arrested. In response, the management side expresses the opinion that the punishment is excessive and there is a concern that corporate management will shrink, while the workers side(Union) argues that the responsibility of the business operator or manager should be strengthened by heavier punishment. As a countermeasure to overcome rationally, we present a plan in terms of legislation and resolution process. In other words, we present a review of the amendment to the Serious Accident Punishment Act and the Court Organization Act. In addition, guidelines for the a safety and health system must be implemented, and if an accident occurs, it must be dealt with reasonably. As a result, safety accidents in the construction industry should drastically decrease and safety culture should be properly established.

Occupational Safety and Health Expenses Law in construction industry was enacted in 1988 by the notification of Ministry of Employment and Labor and 22 revisions have been made since. The fact that revisions have been made almost every year since the first enactment shows that Occupational Safety and Health Expenses can effectively prevent construction accidents and the need for revisions to fit the reality has been raised continuously. Despite the construction industry has undergone various internal and external environmental changes, (such as the changes in the safety and health management techniques and the increase in the construction employees' desire for safety) the appropriation standard of Occupational Safety and Health Expenses has been calculated based on the contract price. The construction industry has constantly suggested that the Occupational Safety and Health Expenses be calculated based on the estimated construction expenses since applying the current method doesn't provide enough money to secure the safety. Also because it has become mandatory to hire a health manager since 2015, the lack of Occupational Safety and Health Expenses is expected to get worse. In this study, we will analyze the usage of Occupational Safety and Health Expenses and propose a more practical and realistic change in setting the appropriation standard of Occupational Safety and Health Expenses.

The construction industry is a hazardous environment in which many field workers work. Therefore, there is a limit to the safety manager's grasp of all situations. In order to solve these problems, the application of automatic control technology in connection with AI and CCTV is being introduced, and the development of intelligent CCTV to reduce the safety accident rate is actively progressing. This study seeks to present future directions by identifying the current status of intelligent CCTV developed to reduce the safety accident rate at construction sites and analyzing its limitations. Through this, the range of accident prevention types of the safety control system at the construction site will be confirmed and the need for future intelligent CCTV function development will be suggested.

Currently, the government has made a lot of efforts to improve construction productivity but there are few studies which measure between safety perception level and productivity in the South Korean construction industry. Therefore, the objective of this study is to analyze correlation between safety perception level of domestic construction companies and construction productivity. To achieve the objective, first, the concept of safety perception level was defined. Second, the safety perception level and construction productivity were investigated in the case projects. Third, correlation analysis was conducted between safety perception level and productivity. As a result, it was concluded that a high level of safety perception of executive and manager would increase construction productivity. In addition, To improve the safety perception level in the construction company, it is suggested that the provision safety resources for managements and the equal communication system between workers and managements and the development safety education tools considering the worker's experience. In the future, these findings can be utilized to develop future evaluation tools for a safety perception level in domestic construction company.

Poor safety management in construction management may adversely affect cost, schedule and quality of a project. Heavy fines upon safety offence becomes a burden to the budget; losing working hours as a result of safety incident impacts on the schedule, and compromising quality is always an indirect consequence when workers perform duties in an unsafe site environment. Therefore, promotion of safety management becomes the top priority in any construction manager's agenda. Working safely will benefit construction project and lead to a "real" success. This paper is a case study, based upon "Geller's 10 principles for achieving a total safety culture", reviewing how a Hong Kong leading construction company fosters the safety culture and possesses a pleasant safety record over years. Its safety performance is not only well ahead the local industry, but also ranges top within the Asia Pacific region and comparable to those mature Western industries. The review concluded that safety culture is one of the major components in construction management and collaboration is the essence to realize this positive culture within an organization. Safety management is not merely a "top down" approach, but requires the positive "bottom up" actions from the other end. The successful story of this company can demonstrate the contribution of safety management in construction management.
