The purpose of this paper is to focus on the development of the arbitration system, such as the establishment of the arbitration industry and expanding the scope of arbitration fields. The solution method of arbitration differs greatly from that of the court's trial process. This can be seen in the way of autonomous conflict resolution. Therefore, the role of arbitrator is a very important function. In this sense, it seems necessary to establish a professional arbitrator system. Now the Arbitration Promotion Act has been enacted and interest in the arbitration industry is also rising. It is necessary to deal effectively with new incidents according to changes in the legal environment internationally. In order to do this, it is imperative to train professional arbitrators. A training plan for arbitration manager to assist this is now under consideration. The coming of the Fourth Industrial Revolution and the growth of artificial intelligence (AI) technology will simply stop the uniform way of determining winners by lawsuits. Even in new companies entering new markets as well as overseas companies, assistance from arbitration experts is indispensable in order to effectively deal with international trade disputes that will develop in the future. In addition to fostering the arbitration industry, it is necessary to train experts in domestic and foreign arbitration and arbitration practitioners to provide high-quality legal services. For these human resource development measures, we will explore the subject and procedural methods. The Arbitrators Association should concentrate on these matters and be cautious when focusing on the training of arbitrators and arbitration managers through the selection process. The Arbitrators Association must strengthen the level of new education (designation / consignment). Measures must be taken in order to grant such procedures as well as subsequent steps.

Korean logistics industry have been focused on transportation business. However, with the expansion of the electronic commerce and on-line shopping, delivery service is now dramatically growing. Despite the expansion of logistics market, the domestic logistics industry have significant structural problems such as low productivity comparing with the advanced countries, relatively high cost and shortage of human resources and lack of professionalism of people in the industry. Logistics companies reallocate employees, use subcontractors, expand consignment and training the employees to overcome the labor shortages but it has some limits. In recognition of the importance of labor in the logistics industry, financial support and investment have increased. Logistics companies tend to hire consultants, set up logistics department or R&D center in order to establish highly productive logistics process and system so it is viewed that there will be considerable demands of human resources in the logistics industry. This study indicates implications and development direction of human resources in the logistics industry by looking into prospect and characteristic of the industry, employment status, training programs and qualification requirements.

The purpose of this study is to determine whether the pre-evaluation of the feasibility of establishing a public library, which is mandatory according to the revision of the Library Act, can improve the quality of the library. Therefore, the effectiveness of the preliminary evaluation was analyzed through the case analysis of the preliminary evaluation of the public library construction support project, which was implemented for the same purpose before the revision of the Library Act. In the case of libraries built after preliminary evaluation, most of the minimum standards for legal librarians required by the Enforcement Decree of the Library Act were secured, which helped secure basic library personnel. However, there were few libraries that secured and operated as much manpower as originally planned, and in some cases, the application applied to operate the library directly, but it was changed to consignment operation at the time of opening, so the pre-review details were not faithfully reflected. This study proposed re-establishing realistic librarian placement standards according to the revision of the law and introducing a post-evaluation using the library registration system so that it would not be a formal pre-process through case analysis.

Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.

This study is aiming at estimating the demolition cost of deterioration housing by the rational method in order to provide for the demolition and new build project of the rental multi-family housing of LH. We investigated the actual state of demolition construction and work process of small size housing, and analysed an actual condition of estimation for the demolition cost through an advice by the expert of construction cost estimate. Furthermore, the 'estimation standard for the predetermined amount', 'estimation standard for the disposal cost of construction wastes' and precedent studies in public construction work were considered. As one of results in this study, cost accounting system, breakdown system and construction cost for the demolition work based on the standard of estimate were proposed and the predetermined amount of demolition construction for the multi-family housing with 2 or 3 floors could be produced by them. Eventually, It is estimated that the demolition cost per a multi-family housing is about 18,331,000(won) and 104,000(won) per floorage($m^2$). To the details, the result indicated that the direct demolition cost needs about 14,339,000(won) per a multi-family housing and the consignment disposal cost of wastes needs 3,992,000(won) per one. The results of the study will be used as the fundamental data to estimate the project cost in the phase of budget establishment for demolition and new build project of the deteriorated rental multi-family housings, and also cost accounting system of demolition construction and breakdown system are expect to be used effectively at the ordering of public construction work.

The study has try to find out the relationship between airfreight service quality and satisfaction in international forwarding practice which has focused to figure out the mediating role of performance that measured as subjective evaluation on profit. For the purpose of this paper, questionnaire survey has been performed on the relationship among the procedure of the air freight service quality was found to have not only direct influence but also indirect impact through performance on satisfaction. This research made some contribution both academicals and logistic practices. Academically, it is the first research to address the relationship between air freight service quality and profit performance in Korean academic field. Practically, this study provides justification for the investment to improve forwarding service quality. The results of this study bear some implications on international shipping and practice. The quality of the air cargo transportation management system for customer satisfaction and its impact on business performance in the process to make an empirical identifies. The role and influence of the working-level analysis to derive the performance as transportation management, as well as the effectiveness of customer satisfaction for quality and promote a point. Arrange this point take advantage of air cargo companies are composed of service quality management system for the dimension of course aims to foster a competitive advantage in terms of performance. This paper suggest that real-time movement of the consignment route provides information such as verification and business cooperation for the purpose of proper features a reflecting on the stability of cargo air freight management system, that improve the quality of services on this performance to increase the customer satisfaction strategy in connected getting and so on, is in the process of the formation of customer satisfaction.

In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

The purpose of this study is to have a main change of korea logistics industry analysis and take in the whole situation and the characteristics about a logistics firms. In korean logistics industry, The rate of a carriage is among the low-level as compared with the increasingly high prices for diesel. besides, a national logistics cost and the sales in the transportation industry has increased steadily. On the other hand, the number of trucks and transfer companies has decreased steadily. This change is attributed to expansion of logistics firm size through the limit on a raise in the number of trucks and introduction of a direct consignment system. But medium and small logistics firm size is dwindling in numbers. In the meantime, 2PL since early 2000s has rapidly rose as powerful players in logistics industry by a strong Support of the parent companies. Government and academia have long noted the limit and problems of 2PL system and emphasize on the necessity of activating the 3PL system. So this study divided broadly into two groups that the primary characteristics of korea logistics industry are 2PL and 3PL. Through the results of this study, the management and financial perspectives mean that there is a considerable difference between 2PL and 3PL.

This study suggests a plan for revitalizing return-to-farming / fishing villages through the marine leisure industry by analyzing the practical problems faced by young and older adults who have returned to the marine leisure field. A case study was conducted to identify the problems faced by those returning to marine leisure, and to determine the measures for revitalizing return-to-farming / fishing villages. Interview participants were those returning to marine leisure and experts in related fields. The problems identified include the exclusive culture of fishing villages, difficulty in raising initial investment funds, and lack of marine leisure education programs for return-to-farming / fishing villages. The proposals to solve these problems and revitalize return-to-farming / fishing villages through the marine leisure industry include the introduction of an incentive system to mitigate barriers to entry; establishment of a matching system; use of idle land in fishing villages to promote return-to-farming / fishing villages; introduction of a consignment management system after the pre-investment of the fishing villages; and establishment of an education program, including in the fisheries field, and infrastructure for return-to-farming / fishing villages for marine leisure.

The aim of this research was to apply a HACCP system (Hazard Analysis Critical Control Point) to fermented milk. The main ingredients of fermented milk, work facilities and workers were obtained from a company named YD, which is located in Seobuk-gu, Cheonan-si between November 5 2013 to April 13, 2014. A manufacturing process chart was prepared by referring to the manufacturing process of fermented milk manufacturers in common. The manufacturing process chart was made with raw materials; Raw milk, High Fructose Corn Syrup, Oligosaccharides, Lactic Acid bacteria and Subsidiary ingredients, Warehousing of packaging materials, Storage, Input, Preheating, Mixing, Homogeneity, Sterilization, Precooling, Culture, Filtration, In packaging, Out packaging, Storage, and Consignment, as listed Table 1. The results of the microbiological hazard analysis on the raw materials was safe after sterilization($90^{\circ}C{\pm}5^{\circ}C$, $35{\pm}3min.$) On the other hand,a microorganism test of an environment and workers suggested that the microbiological hazard should be reduced through systematic cleaning and disinfection accompanied by improved personal hygiene based on hygienic education on workers and the management of microorganisms in air.
