  • From now on, the direction of fishery products circulation measure should be improved the system to give just the right of free choice of sale route like retail, direct sale, direct dealings and direct shipping only for fishermen to produce them diversifing the function and the role of current fish market in the production to prepare the fishery internationalization, to improve the competitiveness of coastal and off-shore fishery. Practically wholesale market in land and fish market in the production have the different function and role, the organization of wholesale market in land can't substitute the essential function and role which fish market in the production should perform. So far, fisheries cooperatives as a managing subject of fish market in the production have depended on the consignment sales and purchases of fishery products but, from now on, it should be explore the widespread supply way of fishery products by producing value - added fishery products that should bring higher demand from the consumers, producer - consumer direct marketing system through not only consignment sales but also direct sales that common processing and manufacturing system of fishery products under the management of FC has been established. The direction of the idealest structural improvement of fishery production circulation organization is to establish the the position of the fishery retail price leader based on the standard of market in the fisheries production due to existing characteristics of fisheries, accordingly, to harmony the market organization of direct transportation, direct sales and direct dealings form by producer and group of producers with market organization in the fisheries production, and to make the condition to do the appropriate distributive function.

대학 교재 추천 기능을 지원하는 중고 전공서적 거래 플랫폼 (Used Textbook Trading Platform to Recommend University Textbooks)

  • 전공서적 이용실태조사에 따르면, 대학생들은 한 학기당 평균적으로 6.4권의 전공서적을 구매하고 이를 위해 9.4만원을 지출한다. 그러나 이렇게 구입한 전공서적의 절반 가까이는 사용되지 않고 방치되고 있다. 그래서 많은 학생들이 정가를 주고 새 책을 구입하기 보다는 중고책 거래를 통해 전공서적을 구하고 있다. 기존의 중고 전공서적 거래를 지원하는 플랫폼들은 판매를 위한 기본 기능들은 제공하고 있지만, 전공별 교재 추천, 참고도서 추천 기능 등이 제공되지 못하고 있다. 본 연구에서 지역성을 반영한 전공별 교재 추천, 참고도서 추천, 위탁 거래 기능 등이 제공되는 중고 전공서적 거래 플랫폼 BookCue를 개발하였다. 본 플랫폼을 이용함으로써 방치된 전공서적들의 거래 활성화를 통한 대학생들의 교재구매비 경감과 환경보전에 기여할 수 있을 것으로 기대된다. 향후 본 플랫폼은 전공서적뿐만 아니라 대학생들을 위한 지역 내 다양한 물품을 거래하는 플랫폼으로 확대될 수 있을 것이다.

시뮬레이션을 이용한 금융 ATM기 유지보수의 효율적 운영에 관한 연구 (A Study on the Efficient Operation of Automated Teller Machine(ATM) Maintenance Using Simulation)

  • The automated teller machine (ATM) is developed as a system to provide customers with an easy deposit and withdrawal of their money without time restriction and be served for 24 hours. Today, ATM is come up to the level of an unmanned branch. The automatic financing system is developed as an essential one for dealing with the rationalization of management and the globalization of financing in order to improve the efficiency of financial management work and increase the customer service quality. With reducing the operational cost of financial organizations through the efficient maintenance operation of ATM and increasing the service quality through the maximization of its processing efficiency, this study is to draw the scheme to ensure the competitiveness among the finance companies. The importance of ATM is highly recognized as the utilization of ATM is increased and the processing function is extended, but ATM is quite vulnerable to the malfunction occurred during the nighttime after banking hours. The ATM maintenance is done through consignment to the specialized maintenance company. The efficient operation of ATM maintenance work is important to the satisfaction of customer using ATM in the nighttime.

소규모 사업장 대상 스마트 작업환경관리 서비스 모델 제안 (A Proposal of a Smart Work Environmental Management Service Model for Small Business)

  • Objectives: The purpose of this study is to propose a smart work environment management service model that can measure and maintain work environments in real time. Methods: How existing private consignment business is being carried out was identified and a simpler method was applied to the model. Results: Common support was provided according to the Korea Standard Industrial Classification. Hazards suitable for the relevant industry classification were selected and information on safety and health education, etc. was provided. Theme-specific support provides services focusing on hazards that can be measured through applications. Hazards are evaluated by applying new standards divided into 'Good', 'Average', 'Inadequate', and 'Faulty'. Conclusions: This model is designed to help employers identify health and safety conditions in small businesses where it is difficult to hire health and safety professionals. Using the app proposed in this study, anyone can easily measure their work environment at any time.

도시공원의 민간위탁 적용을 위한 제도적 방안 - 성남시 도시공원 운영사례를 중심으로 - (An Institutional Approach for Application of the Contracting-out in City Parks - Focused on the Case Study of City Park Management of Seongnam City -)

  • 현대 정부의 가장 중요한 과제 중의 하나는 시민들에게 최고의 서비스를 제공하기 위한 다양한 방법들을 모색하는 것이다. 본 연구는 도시공원의 민간위탁을 위한 적용 방안 및 적정 절차를 수립하여 적극적인 시민 참여를 이끌어 내고, 시민들의 만족도를 향상시키기 위한 제도적 방안을 찾고자 진행되었다. 구체적으로 공원운영 수탁자의 선정 기준 및 이를 선정하기 위한 심의위원회의 구성 등과 같은 제도적 지원절차를 수립하고자 진행되었다. 본 연구를 통해 도출된 결론은 다음과 같이 요약될 수 있다. 첫째, 도시공원의 운영은 경비절감, 인력양성, 경영효율, 노하우 축적 등의 측면에서 민간에 위탁하여 관리하는 것이 지자체 혹은 정부에서 직영으로 운영하는 것보다 효율적인 방안이 되며, 이에 대한 법제적 근거는 중앙 법령과 지자체 조례에 근거 조항이 마련되어 있다. 둘째, 공원 민간위탁 수탁자 선정을 위한 심사위원회는 6~9명으로 구성하는 것이 바람직하며, 내부 인사와 외부 인사의 비율이 균형을 이루도록 한다. 또한, 심사위원회의 운영은 단순히 수탁자 선정에만 국한되는 것이 아니라, 심사 기준의 재편 및 운영에 대한 자문 등도 수행하며, 해당 내용은 향후 민간위탁의 운영 개선을 위한 지침서로 활용할 수 있다. 셋째, 수탁자 선정은 사전에 공지되어야 하며, 각 지자체의 실정에 맞는 일정한 기준에 따라 평가되어야 한다. 해당 기준으로는 공공성 측면, 경비절감 측면, 서비스 질 제고 측면, 관리 감독 측면, 시민 참여 측면 등이 고려되어야 하며, 이들 기준에 따라 정량 지표와 정성 지표로 구분하여 심사위원들의 평가가 이루어져야 한다. 넷째, 공원운영의 민간위탁을 수행하기 위하여 사업 공모와 수탁자 모집 공고 및 접수, 심사위원회의 구성 및 평가, 수탁자 선정 및 계약 체결, 위탁 성과의 중간 평가, 재위탁 혹은 재공고의 과정을 통해 진행되어야 한다. 민간위탁을 통한 도시공원 운영은 도시공원이용객들의 재방문 기회를 확대할 것으로 기대되며, 다양한 계층의 시민참여를 실현하여 도시공원이 녹색문화공동체를 구축하는데 중요한 역할을 할 수 있을 것이다.

학교 및 병원 영양사의 직무분석 : 인적특성의 요인구조 비교 (Job Analysis of School and Hospital Dietitians : Factor Analysis of Human Attributes)

  • This study was mainly done by factors analyzing to find out the structure and the dimension of the results of a previous study; analyzing the school and hospital dietitians'human attributes needed for successful job performance(Song 1998). The results were as follows: 1) Through factor analysis, the 12 knowledge items were categorized into 4 groups ; ‘basic knowledge of food and nutrition’, ‘knowledge of clinical nutrition and diet therapy’, ‘knowledge of medial science’, and ‘knowledge from experience and common sense’. These 4 knowledge factors were more frequently used and importantly recognized by hospital dietians compared with school dietitians. 2) The 38 skill and ability items were categorized into 7 groups ; ‘ability of program development and research’, ‘ability of counseling and nutrition education’, ‘ability of production control and facility management’, ‘ability to use computer’, ‘ability to cooperate with others’, ‘ability to manage consignment marketing’, and ‘ability of managing situations and informations’. Different skills and abilities were required for each group. 3) The 11 personality items were categorized as 3 groups ; ‘respoinsibility and sincerity’, ‘positive personality’, and ‘affirmative and inquisitive personality’.

논문 - 바이오가스화 도입을 위한 양돈농가 가축분뇨 발생 및 특성분석 (Generation and Characteristics Analysis of Swine Manure for Introducing Biogas System)

  • The 21 livestock farms considering future installation of biogas systems were studied. These farms were examined how to raise the livestock, to treat manure, to operate facility with respect to manure characteristics. The 15 farms out of 21 farms have applied to the marine dumping and consignment treatment for treating manure and even farms which have equipped liquid fertilizing system have less capacity facility than legal standards. Characteristics of manure were affected by the scale of swine barn, clean water usage, frequency of cleaning, cleaning method, feces-urine separating method, etc. Retention time in storage (over 20 days) has resulted in lower concentration of organic matter which could reduce biogas production. This indicates that systematic barn management system is required. Inhibition tests showed that disinfectant and citric acid did not affected digestion rates at 10 times higher concentration than recommendation. However hypochlorous acid is likely to affect the anaerobic microbial activity.

한국철도의 남만주철도주식회사 위탁경영시 특징에 관한 연구 (A Study on the Korean Railway Property during the South Manchuria Railway Period)

  • 본 논문은 조선철도에 대한 만주철도의 위탁경영에 대한 연구로서, 위탁경영 당시 조선철도는 조선총독부 관할하의 철도와는 다른 형태의 경영형태로 관리되었고, 약 8년후에 위탁이 해제되어 다시 조선철도가 직영되는 과정을 겪게 되었다. 이러한 국경을 넘어선 위탁경영의 방식은 매우 드문 형식이며 특히 사철 성격을 띤 만주철도의 운영으로 새로운 변화도 나타났다. 본 연구에서는 조선철도의 만주철도위탁 특징은 우리나라 철도 최초의 건설과 운영이 분리된 상하 분리모델이었으며, 국가적으로 교통과 행정이 분리된 사례였다. 또한 철도관련 영업영역이 확대되었고 사설철도가 많이 건설되고 운영 되었다. 마지막으로는 대륙과의 연계운송이 더욱 확대되었다. 이러한 분석을 통해 향후 동아시아의 철도운영에 관한 비교 연구와 조선철도의 성격을 분석하는데 주요한 자료로 활용될 것이다.

지방중소도시의 누수관리방법에 대한 효율성 평가 (Efficiency evaluation of water leakage management methods in local small and medium cities)

  • This study set up the estimates of leakage management efficiency evaluation and leakage management goal that could be used in local water distribution networks efficiency business and modernization business. The data were analyzed using data envelopment analysis and multiple regression analysis. To this end, with leakage management input indices concerning leakage reduction activities (e.g., aged pipe replacement, water meter replacement, leakage restoration, and leakage detection) and leakage management calculation indices (e.g., the increase of revenue water ratio and the reduction of leakage ratio), the data on 22 K-water consignment local water supply systems were analyzed for the years from 2004 through 2018. Using the results of efficiency analysis by data envelopment analysis, the other DMUs (Decision Making Unit) benchmarked the DMU with the highest efficiency to maximize the leakage management efficiency for all DMUs. Through this, leakage management goal estimates were drawn with the input indices of four leakage reduction activities and calculation indices of the increase of revenue water ratio and the reduction of leakage ratio by multiple regression analysis for each group based on the revenue water ratio and leakage ratio. The correlation coefficients of the leakage management goal estimate for the criteria for the revenue water ratio amounted to 0.553 and 0.771. The correlation coefficients of the leakage management goal estimate for the criteria for leakage ratio were 0.397 and 0.865. Accordingly, we estimated the quantity and priority of four leakage reduction activities for the target leakage ratio and revenue water ratio.

우리나라 물류 산업 인력에 관한 소고 (A study on human resources of the logistics industry in Korea)

  • Korean logistics industry have been focused on transportation business. However, with the expansion of the electronic commerce and on-line shopping, delivery service is now dramatically growing. Despite the expansion of logistics market, the domestic logistics industry have significant structural problems such as low productivity comparing with the advanced countries, relatively high cost and shortage of human resources and lack of professionalism of people in the industry. Logistics companies reallocate employees, use subcontractors, expand consignment and training the employees to overcome the labor shortages but it has some limits. In recognition of the importance of labor in the logistics industry, financial support and investment have increased. Logistics companies tend to hire consultants, set up logistics department or R&D center in order to establish highly productive logistics process and system so it is viewed that there will be considerable demands of human resources in the logistics industry. This study indicates implications and development direction of human resources in the logistics industry by looking into prospect and characteristic of the industry, employment status, training programs and qualification requirements.
