Analysis and Prospect on the Terrorism in China: Focusing on the Xinjiang Uighur (중국의 테러리즘 분석과 그 전망: 신장 위구르족을 중심으로)

  • China has become a G-2 Superpower country as result of rapid economic growth through the reform and opening-up in these days. It expressed its confidence by helding a few big international events, such as Bejing Olympic Games. Shanghai Expo. Though most Chinese people give their agreement and support to the government, there are serious, ill-concealed political problems behind the curtain in China. As a multi-ethnic nation, China has repeated experience of fragmentation and integration of various ethnic groups through her long history. In spite of top-level political leaders of communist party always concern the issues of separatism very sensitively, China has suffered occasional bloodshed terrorism because of erupting ethnic and religious conflicts. Especially there are many disruption and fear due to the bloodshed and terrorism by a minority race-seperatists of Uighur tribe in Xinjiang province. The Uighur in Xinjiang province is very different from major Chinese Han ethnically and culturally. Although Chinese government has presented various policies in order to suppress the Uighus's desire for seperation, they have not been able to offer a fundamental, satisfying solution. Because we, Korean people face the expansion of possibility of conflicts, such as increasing of foreign workers, multi-cultural families and extremists. At this point, I believe we can learn valuable lessons from Chinese experiences for anti-terrorism.

Effects of the Out-of-pocket Payment Exemption in the Public Health Center on Medical Utilization of the Korean Elderly

  • Objectives: The distribution of hospitals in Korea is unbalanced in terms of accessibility. Many local public health centers (PHCs) exempt out-of-pocket payments (OOPs) based on local government laws to increase coverage. However, this varies across administrative regions, as many make this exemption for the elderly, while others do not. This study aimed to evaluate the effects of the OOP exemption at local PHCs among elderly individuals. Methods: This study used online data on Korean national law to gather information on individual local governments' regulations regarding OOP exemptions. Individual-level data were gathered from the 2018 Community Health Survey and regional-level data from public online sources. Results: The study analyzed 132 regions and 44 918 elderly people. A statistical analysis of rate differences and 2-level multiple logistic regression were carried out. The rate difference according to whether elderly individuals resided in areas with the OOP exemption was 1.97%p (95% confidence interval [CI], 1.07 to 2.88) for PHC utilization, 1.37%p (95% CI, 0.67 to 2.08) for hypertension treatment, and 2.19%p (95% CI, 0.63 to 3.74) for diabetes treatment. The regression analysis showed that OOP exemption had an effect on hypertension treatment, with a fixed-effect odds ratio of 1.25 (95% CI, 1.05 to 1.48). Conclusions: The OOP exemption at PHCs can affect medical utilization in Korea, especially for hypertension treatment. The OOP exemption should be expanded to improve healthcare utilization in Korea.

Association Between the Prevalence of Schistosomiasis in Elementary School Students and Their Parental Occupation in Sudan

  • Global efforts to identify groups at high risk for schistosomiasis have mainly concentrated on identifying their geographical distribution. Investigations on the socioeconomic characteristics of high-risk groups are relatively scarce. This study aimed to explore the associations between schistosomiasis among students and their parents' occupations. A nationwide cross-sectional survey was conducted targeting 105,167 students in 1,772 primary schools across Sudan in 2017. From these students, 100,726 urine and 96,634 stool samples were collected to test for Schistosoma haematobium and S. mansoni infection. A multi-level mixed effect analysis was used with age and sex as fixed factors, and school as a random factor. The odd ratios (ORs) of practicing open defecation among farmers' children were almost 5 times higher than their counterparts whose parents were government officials (OR=4.97, 95% confidence intervals (CIs): 4.57-5.42, P<0.001). The ORs of contacting water bodies for watering livestock among farmers' children were more than 4 times higher than those of children whose parents were government officials (OR=4.59, 95% CIs: 4.02-5.24, P<0.001). This study shows that schistosomiasis represents a disease of poverty and that farmers' children constituted a high-risk group.

The effect of Self-sufficiency Project on Participants' Self-reliance and Satisfaction -Focusing on Self-sufficiency Participants in Ulsan Metropolitan City- (자활사업이 참여자의 자립의지 및 만족도에 미치는 영향 -울산광역시 자활참여자 중심으로-)

  • The purpose of this paper is to investigate the impact on self-reliance and satisfaction of participants participating in the self-sufficiency business program of the Ulsan Metropolitan Regional Self-Sufficiency Center. A self-filled questionnaire was surveyed on self-sufficiency participants in five Borough and Country in Ulsan for 4 weeks from September 1 to 30, 2020, and final 233 copies were used in the actual analysis. As a result of the study, first, the percentage of positive responses of the participants was found to be good at 71.7%, for questions on the degree of support to the government, local governments, and administrative welfare centers. Second, in response to a system or service that would like to be supported or needed in the future, support for living expenses and support for health and medical expenses appeared and as a result of gender difference analysis, it was confirmed that there was a significant difference between support for children's education expenses and support for housing funds. Among the factors of the participant's psychological self-reliance(self-control, confidence, and willingness to work), the factor of self-control was the most significant factor, followed by confidence and willingness to work. Overall satisfaction with work was the highest among 9 satisfaction items such as salary and working hours.

A Study on Public Data Quality Factors Affecting the Confidence of the Public Data Open Policy (공공데이터 품질 요인이 공공데이터 개방정책의 신뢰에 미치는 영향에 관한 연구)

  • This article aims to identify the quality factors of public data which have increased as a public issue; analyze the impact of users satisfaction in the perspective of Technology Acceptance Model (TAM), and investigate the effect of service satisfaction on the government's open policy of public data. This study is consistent with Total Data Quality Management (TDQM) of MIT, it focuses on three main qualities except Contextual Data Quality (CDQ) and includes seven independent variables : accuracy, reliability, fairness for Intrinsic Data Quality (IDQ), accessibility, security for Accessibility Data Quality (ADQ), Consistent representation and understandability for Representational Data Quality (RDQ). Basing on TAM, the research model was conducted to examine which factors affect to perceived usefulness, perceived ease of use, service satisfaction and how service satisfaction affects to the government's open policy of public data. The results showed that accuracy, fairness, understandability affect both perceived ease of use and perceived usefulness; while reliability, consistent representation, security, and accessibility affect only perceived ease of use. This article found that the influence of perceived ease of use on perceived usefulness and the influence of these two causes on service satisfaction in the perspective of TAM were significant and it was consistent with prior studies. The service satisfaction when using public data leads to the reliability of public data open policy. As an initial study on unstructured public data open policy, this article offered quality factors that pubic data providers should consider and also present the operation plan of public data open policy in the future.

Effectiveness of Learning Performances According to Financial Motivation of University Students

  • Purpose - The aim of this study is to explore the effectiveness in educational differences between students of the government's financial-funded groups and the non-financial-funded groups at a university in Korea. Research design, data, and methodology - The study was conducted using a survey tool of National Assessment for Student Engagement in Learning. In total, 334 participants were surveyed, of which 290 students were participants in economic support program and 44 were nonattendance program students. The general characteristics of all of the participants were investigated by frequency analysis. The analysis of participants' collective characteristics used independent t and f-test, and one-way ANOVA with IBM SPSS Statistics package program 22.0. Results - The number of participating students is higher than that of non-participating students in relation to in-activities of university immersion, but the number of participating students is lower than that of non-participating students in relation to in-quality of student support. However, there was no statistical significance. The confidence coefficient of the university-immersion and student support questionnaire is 0.860 and 0.913, respectively. Conclusions - There is no significant difference in the activities of university immersion and student support between students who participate in the economic support program and those who do not.

The Estimation of The Productivities of Institutions under Ministry of Oceans and Fisheries (해양수산부 산하기관의 생산성 추정에 관한 연구)

  • This study applied the parametric bootstrapping method to analyze whether there was a change in the production efficiency of institutions under Ministry of Oceans and Fisheries. This study used input and output oriented productivity simultaneously. In particular, the productivity was estimated through 95% confidence interval derived by 2000 times re-sampling process. The results of the study showed us a reduction in overall total factor productivity by 24% between 2009 and 2013, and 7% of decreases in productivity annually. A recent conditions of an external economic shocks brought a 28% downward shift of production function. In this study, public institutions were divided into three types, which were public, quasi-government, and other public institutions. There were approximately 13%, 1%, and 5% decreases in total factor productivity per each. In analyzing the productivity each of 14 institutions, approximately DMU4 and DMU6 had 4%, and 5% increases in productivity per each. While DMU14 showed us no changes in productivity, all of the other 10 DMUs were estimated the decreases in productivities.

A Study on Resolution Methods of Overseas Direct Purchase Dispute by ODR (ODR을 통한 해외직구 분쟁해결방안)

  • As the Internet rapidly emerges as a speedy and cost-effective way of purchasing goods from overseas websites, the number of disputes arising out of overseas direct purchases also increases. In such situations, a disgruntled consumer might be left without an effective remedy. Providing an alternative approach to redress such grievances might assist in resolving such disputes and in increasing consumer confidence in e-commerce. Online Dispute Resolution (ODR) will allow consumers to solve their disputes without going to court, in a quick, low-cost, and simple way. It also helps to eliminate complex jurisdictional and choice-of-law problems. On the other hand, it has many problems such as having inadequate confidentiality and security, not being able to meet the "writing" requirement for arbitration of disputes, having difficulty in enforcing online arbitration agreements, having difficulties in enforcing online decisions and so on. This article investigates relationship online disputes and ODR and suggests ways that ODR can work best in resolving disputes arising out of overseas direct purchases. To expand the ODR system in online disputes, it is very important for domestic consumers to recognize the concept and usefulness of the Alternative Dispute Resolution (ADR) and ODR systems. The Korean government must also help consumers recognize the ADR mechanisms of dispute resolution by public campaign advertisement of ADR systems. Further education of dispute resolution in higher educational institutions is also required as well as assisting the KCAB with funds and the establishment of ADR Law.

A Comparative Analysis of the Institution and Market of Health Functional Food Between Korea and Japan

  • The aim of this study was to forecast the future Health Functional Food (HFF) market trends of Korea by studied about policies and market situation in Japan. The HFF is a food that is given an additional health function. In contrast with traditional foods, the HFF has unique characteristics in that it can be produced under the political regulations. The market size of the HFF was growing gradually due to the increased of an aging population and consumer need for high quality and diversified foods. The reason why the HFF market in Japan grew up earlier than other countries, Japan was the first country that institutionalized the HFF policies. Therefore, in this paper, by examining the policies and the market situation of Japan through literatures, we forecasted upcoming political and market situational changes of Korea's HFF market. We noticed that consumers needs about the HFFs which diversified, confidently ensured safety and ingredients will increase. In this regard, the government will reorganize legislation in order to increase the confidence of the safety of HFFs. In addition, the market size of domestic HFFs which are produced by major food companies will grow.

Impacts of Household Income and Economic Recession on Participation in Colorectal Cancer Screening in Korea

  • To assess the impact of household income and economic recession on participation in CRC screening, we estimated annual participating proportions from 2007 to 2009 for different CRC screening modalities according to household income levels. A total of 8,042 subjects were derived from the fourth Korean National Health and Nutrition Examination Survey (KNHANES IV). Multivariate logistic regression analysis was used to estimate odds ratios and 95% confidence intervals for CRC screening with household income quartiles by gender in each year. People were less likely to attend a high-cost CRC screening such as a sigmoidoscopy or colonoscopy independent of the income quartile during the economic recession. Income disparities for participating in opportunistic cancer screening appear to have existed among both males and females during the three years (2007-2009), but were most distinctive in 2009. An increase in mortality of CRC can therefore be expected due to late detection in periods of economic crisis. Accordingly, the government should expand the coverage of CRC screening to prevent excess deaths by reducing related direct and indirect costs during the economic recession.
