융복합시대에 말기 암 환자를 돌보는 호스피스 병동 간호사의 경험 (The Experience of Hospice Nurse on Caring for Terminal Cancer Patients in the Era of Convergence.)

  • 본 연구의 목적은 현상학적 방법을 통해 말기 암 환자를 돌보는 호스피스 병동 간호사의 경험의 의미 가 무엇인지 이해하여 본질을 추구하고 그 현상의 의미를 심층적으로 기술하고자 함이다. 본 연구의 대상자는 C시에 위치한 일종합병원의 호스피스 병동에서 1년 이상 근무하고 있는 간호사 9명을 선정하였다. 연구 방법은 심층 인터뷰로 2019년 7월부터 2019년 9월까지 자료를 수집하였다. 인터뷰 자료는 Giorgi의 현상학적 방법으로 분석하였다. 분석 결과는 '업무의 부담감' '성숙해짐', '밀착된 관계형성', '호스피스에 대한 지원 부족'으로 나타났다. 결론적으로 말기 암 환자를 돌보는 호스피스병동 간호사의 경험에 대하여 그들의 입장에서 포괄적이고 총체적인 이해를 제공함으로써 말기 암 환자 돌봄에 대한 통찰력을 제공 할 것이며, 그들의 경험에 근거하여 효과적인 지지체계 및 행정적 지원체계의 개발에 기여할 수 있으리라 생각된다.

  • This study was conducted as a preliminary study for the mitigation of acid rain which has been a serious environmental problem in both regional and global scales. In this study, sulfur dioxide emission was estimated at city and gun(county) level. Also, this study represents the estimated sulfur dioxide emission with using a geographical information system which includes administrative boundaries. The results of this study are expected to serve as a sulfur dioxide emission mitigation policy guidance and a basis of a future emission model and a comprehensive global warming model. Moreover, thanks to the geographical information system, the results are also expected to help carrying out clear policy goals and setting up sulfur dioxide emission mitigation measures in regional environmental planning processes, which currently have been implemented in some cities and counties in Korea.

농촌지역개발정책을 위한 새마을사업의 현대적 함의 (Present Implications of Saemaul Project for Rural Development Policy)

  • In this research, we reappraise saemaul project which is a leading role of rural development in a present perspectives and deduct social and political implications for rural development. For deducting problems and implications, related documents and previous researches are reviewed. Administration statistics are also gathered and analyzed for monitoring detailed projects propulsion progress and results. Samaul project is reappraised based on previous researches such as rural development, regional agricultural production system improvement, agricultural distribution system improvement, leader breeding, income improvement, and governance. Saemaul project has basically positive characteristics because of decreasing growth gap of urban and rural area by empowering cooperation of rural residents, instilling leadership, making village fund, constricting networks of government and urban area for administrative and financial assistant. In conclusion, there are implications that continues interests of most powerful sovereignty and comprehensive assistant of government are needed for overcome agricultural and rural crisis. Saemaulundong is a united and systematic approach in village level. In south korea where most of farms are small size, village or regional level assistants started in saemaulundong are still needed. In regional development, we can infer that will and ability development of participated residents are most basic and important factors for successful project propulsion in saemaul project.

  • Should the Korea Maritime Police Agency (KMPA) be a comprehensive, multi-functional organization for a unique on-scene service at sea, as in the case of the U.S. Coast Guard, or should it be simply a water police agency, confining its mission only to law enforcement? The argument about enlarging or limiting KMPA's function has been and will be repeated. In this paper, Lee Sangjib highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support for it. In this regard, he urges KMPA to practise a scientific management system for maximizing cost-effectiveness of its administrative resources and for maintaining its identity and characteristics as a lead maritime agency. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organization structure to meet the future competition in the changing political and legal environment. He further recommends the proactive, non-regulatory 'Prevention Through People' program, pioneered by the U.S. Coast Guard, as a way of changing KMPA's existing lopsidedly legalistic culture. He concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

우리나라 학교보건사업 변천에 관한 연구 (A Study on the Analysis of School Health Program by the Chronological Events in Korea)

  • The purpose of this study was to identify and name clusters of school health program, and to describe some of the characteristics of administrative supports. The literature, materials and public documents were analysed by the chronological events from 1945 to 1989. The result of this study is as follows : 1. A brief summary of the history of school health program was included as an introduction to the analysis of the current programs of school health. Five current school health-program clusters were identified from findings of a study of programs ; 1) Physical assessment, laboratory examination and health services for the students, 2) health insturction 3) healthful living condition(environmental health), 4) health clinic management 5) administrative supports. 2. The earliest school-based efforts focused on communicable disease prevention by the ministry of health and social affairs. Annual medical inspection(health assessment) for school children for eyes, ears, nose, and throat were mandated nation-wide in 1951 by physical Assessment Act. 3. In 1979, the health instruction of schools to improve the health status of students was improved by health department in the Ministry of Education. 4. Experiences in healthful environment were basic components of the school health program. However, without careful planning and supervision these experiences were not contributed to the goal of school health. The formal program of school health environment were initiated in 1979. 5. In 1980, the guidelines of school health clinic management were prepared by Ministry of Education such as guidance of essential degrees and facilities in school health clinic. 6. Two patterns of administration of school health programs existed in Korea. In one the school health department operated its own health program and in the other the physical education department operated the health program within the school system. The school health department was established in Ministry of Education from 1979 to 1982. Improved school health programs will be a key element in the comprehensive national child health policy whic I will ask the Ministry of Education to develop for the Department.

공공기록물의 수집·이관과 아키비스트의 역할 (The Collection and Transfer of Public Records and the Role of the Archivist)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.

농축산물생산비조사 통계의 종합적 품질 진단 및 개선 방안 (Comprehensive Diagnosis and Improvement Plans on Agricultural Production Cost Survey Statistics)

  • 이 연구는 농축산물생산비 조사의 통계품질을 진단하는 작업이다. 이러한 진단의 목적을 달성하기 위하여, 본 연구는 통계청의 품질 진단 지침에 의거하여 다양한 형태의 정량적 정성적 진단을 시도하였다. 본 연구에서는 공식적인 국가 통계에서의 통계품질 개념인 통계의 정확성, 관련성, 시의성, 접근성, 비교성 등의 측면에 대한 정성적 분석 및 조사, 전문 이용자 심층면접 분석(FGI) 결과를 제시하였다. 이용자 만족도 조사를 통한 포트폴리오 분석 결과, 중요도는 높지만 만족도는 상대적으로 낮은 1차 개선 영역에 해당되는 항목은 '지출비용에 대한 만족도', '충분한 설명자료 제공' 등으로 분석되었다. 분석결과를 종합했을 때, 통계 작성기관과의 협의를 거친 주요 개선점은 다음과 같다. 첫째 이용자의 편의 제고를 위한 개선 사항으로 통계 용어 분류의 개선을 꼽을 수 있다. 통계 이용자 편의를 위해 통계의 세부 항목을 재분류해야 한다는 전문가의 의견이 있으나, 이는 조사기관인 통계청에만 국한되는 문제가 아니므로, 유관 기관과의 적극적인 협의 하에 전문적이면서도 보다 보편적인 용어가 정의될 수 있도록 개선할 필요가 있는 것으로 진단되었다. 둘째, 이용자의 편의를 제고하기 위해 KOSIS가 지속적으로 업그레이드되어야 할 필요가 있는 것으로 진단되었다.

A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

해외도시개발 지원 종합정보시스템 구축방안 (Construction of Information System for Promoting Overseas Urban Development)

  • 본 논문은 해외도시개발 활성화와 효율적 추진을 위한 지원방안으로 기존의 산발적으로 분포하고 있는 정보들을 체계화 한 종합정보시스템 구축방안을 마련하였다. 연구결과, 첫째, 해외도시개발 관련 현행 정보시스템과 민간기업의 수집정보를 분석하였다. 국내 유관기관에서 운영하고 있는 정보시스템의 경우 정보공유 방식과 인적네트워크 구축 및 사업절차에 대한 내용이 부족한 것으로 나타난 반면, 해외도시개발사업을 주로 발주하는 기관들은 대부분 관련 전문가와 사업 참여자 및 그들이 참여한 사업정보를 제공하고 있었다. 한편, 민간기업의 경우 수집되는 정보가 국가현황, 발주정보, 기본적인 법제도 수준으로 실제 사업을 추진하는 과정에서 필요한 세부적인 정보의 습득에는 제약이 있었다. 둘째, 종합정보시스템에서 제공되어야 할 정보를 선정하고 정보수집 방안을 제시하였다. 현행 정보시스템과 민간기업의 수집정보를 유형화하여 해외도시개발사업 추진시 필요한 정보를 크게 국가개황, 경제정보, 산업정보, 투자정보, 법률정보, 사업정보, 인적네트워크의 7개 부문으로 구분하고, 이들 부문에 대한 세부항목을 설정하였다. 그리고 해외도시개발 전문가, 민간기업 실무자 등의 의견을 반영하여 정보의 우선순위를 도출한 바, 사업정보와 인적네트워크 부문이 가장 중요한 것으로 나타났다. 셋째, 종합정보시스템 목표모델을 수립하고 제도개선 방안을 도출하였다. 해외도시개발 정보를 분류하고, 분류된 정보를 연계하고, 정보제공 채널을 통해 서비스하는 3단계로 시스템을 체계화하고, 여기에 종합정보시스템의 비전 및 목표, 단계별 구축계획을 종합하여 목표모델을 제시하였다. 또한 인터넷건축행정정보시스템(세움터), 택지정보체계, 보금자리통합정보체계 등 유사 사례 검토를 통해 종합정보시스템을 효과적으로 구축하기 위한 제도개선 사항을 제시하였다.

간호·간병통합서비스 병동 간호사의 감정노동, 강인성이 직무만족도에 미치는 영향 (Influences of Emotional Labor, Hardiness on Job Satisfaction of Nurses in Comprehensive Nursing Care Service Units)

  • 본 연구는 간호·간병통합서비스 병동 간호사의 직무만족도에 미치는 영향을 파악하기 위해 수행된 서술적 조사연구이다. 본 연구는 3개 도시 250병상이상 종합병원 2개와 800병상이상 상급종합병원 3개로 총 5개 병원에서 수행하였다. 연구 대상자는 간호·간병통합서비스 병동에 근무하고 있는 간호사로150부를 배포하여 최종 146부를 회수하였다. 자료수집 기간은 2019년 8월 1일부터 2019년 11월 15일까지였고, x2-test, t-test, ANOVA, Pearson 상관관계, Multiple linear regression으로 분석하였다. 감정노동과 강인성은 음의 상관관계(r=-.20, p=.018), 감정노동과 직무만족도는 양의 상관관계가 나타났다(r=.25, p=.004). 대상자의 직무만족도에 영향을 미치는 예측변인은 병동업무의 적성여부(β=-.35, p=<.001)와 강직성(β=.21, p=.009)으로 나타났다. 직무만족도의 설명력은 18.2%였다(F=3.54, p=.009). 본 연구 결과 간호·간병통합서비스 병동 간호사의 직무만족도에 영향을 미치는 예측변인은 강직성과 병동업무의 적성여부로 나타났다. 따라서 해당 병동 간호사의 직무만족도를 높이기 위해서는 간호사의 강직성 향상과 적성을 고려한 인력배치 등의 행정적인 뒷받침이 요구된다.
