For the last 70 years, the U.S.-led bilateral security system, or "Hub-and-Spokes" system, has been applied to Northeast Asia, and the system has been successfully settled in terms of stability and economic achievements of the region. Given the increasing complexity of the security environment of East Asia, it is plausible to consider the possibility of a security system shift from bilateral alliances to collective security. In order to analyze the driver of collective security system, this study developed three factors of formation and development of collective security system - main threat, intensity of the threat, and confidence among countries in the system - by reviewing international political theories related to security cooperation. Comparing the formation, development, and achievements of NATO and SEATO, the study figures out that the existence of the main threat, the high intensity of the threat, and the strong confidence among countries in the security system are the primary drivers for a successful collective security system. Based on the result, the study also analyzed the possibility of a security system shift in East Asia. Considering contemporary international conflicts such as U.S.-China strategic competition, Russia-Ukraine War, and growing threats posed by North Korean nuclear and missiles, the study anticipates that the necessity of a collective security system that will replace the current security system of the region would arise. Still, although some issues between countries should be overcome, the growing intensity of the threats will promote cooperation among countries by improving their confidence.
In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.
This is a case study on the violent collective activities of spectators in professional soccer games. The purpose of this study is to examine the reasons and the processes of the activities. In order to achieve the purpose well, I analyzed two cases of violent collective activities in spectators of professional soccer games that were held on June 24 and July 28 in 2001. The data for this study was collected from 14 kinds of daily newspapers from June 10 to August 20 in 2001 to maintain the objective validity of the outline, the reasons, and the processes of the violent collective activities of spectators in two cases. The data was collected from Korea Integrated News Database System(KINDS) of Korea Press Foundation, and Chollian, on-line service of DACOM, for its efficiency, accuracy and promptness. On the basis of the above-mentioned method as well as the consequences of data analysis, I've reached to a conclusion as follows. The reasons of the violent collective activities of spectators in professional soccer games were the mass effect, the activities of players, umpires and the results of games, etc. The violent collective activities of spectators in professional soccer games need pre-requirements and have relationships with special affairs that are developed in a regular sequence. In other words, a collective activity gives an effect on another one directly or indirectly. Therefore, this study shows that we can reduce or prevent the damages by the violent collective activities of spectators in sport games when we analyze the processes of collective activities and make a previous counter-measure for that.
The prospect of security services industries is as followings. First, integrated security system will be increased in the security service sphere of collective housing such as apartments. Second, the needs to security services with high-tech electronic security system and systematic security service against crimes will be increased. Third, the needs to crime prevention and disaster prevention service including information security service by means of internet and information and communication technology will be increased. Fourth, perhaps domestic market of security service will be reshaped in relation with localization trend and entrance of foreign security service companies to our country. With these conclusions I think that the departments of universities related to security services will focus on their social roles.
Nuclear issue is a good example showing globalization of the international regime. The history showed nuclear weapons may cause the extinction of human races when the first nuclear bombs fell down to Japan in August, 1945 and people became increasingly eager to achieve peace. Military buildup for national security is a matter of existence in the international society. However, disarmament or arms control to secure international peace and safety which is also the purpose of the Charter of the United Nations may be the most important task for us to realize peace of the mankind. Today, disarmament, together with amicable settlement of international conflicts and collective security system, is an important means to maintain and promote international peace and safety. It might be our permanent task to realize complete disarmament but, as the Preamble of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) expressed general and complete disarmament, the international society has clarified its effort for complete disarmament. Thus, taking a look into the international regime on the nuclear issue and progress related to the nuclear issue in North Korea, the study was intended to introduce the globalization of the nuclear issue, review the international effort for nuclear disarmament based on the concept of the 'common heritage of the mankind' and with respect to the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) and controls over nuclear weapons, and then evaluate the North Korean nuclear issue, which is in direct relation with South Korea and international laws, in terms of the space law and disarmament acts. The collective security system along with policies to prevent dissemination of nuclear weapons should also be emphasized and implemented to cope with the North Korean nuclear issue.

The aim is to find cyber measures in consideration of physical CPTED in order to prepare countermeasures for cybercrime prevention. For this, the six applied principles of CPTED were used as the standard. A new control item was created in connection with the control items of ISO27001. A survey was conducted on former and current investigators and security experts. As a result of the reliability analysis, the Kronbar alpha coefficient value was 0.947, indicating the reliability of the statistical value. As a result of factor analysis, it was reduced to six factors. The following are six factors and countermeasures. Nature monitoring blocks opportunities and strengthens business continuity. Access control is based on management system compliance, personnel security. Reinforcement of territoriality is reinforcement of each wife and ethics. Establishment of security policy to enhance readability, security system maintenance. Increasing usability is seeking ways to utilize, periodic incentives. For maintenance, security education is strength and security-related collective cooperation is conducted. The differentiation of this study was to find countermeasures against cybercrime in the psychological part of the past. However, they approached to find in cyber measures. The limitation of the study is to bring the concept of physical CPTED to the cyber concept.
QoS(Quality of Service) is defined "The collective effect of service performance which determines the degree of satisfaction of a user of the service" by ITU-T Rec. E.800. The final goal of information system is to secure the performance efficiency within the required time. The security QoS framework is the modeling of the QoS measurement metrics, the measurement time schedule, instrument, method of measurement and the series of methodology about analysis of the result of measurement. This paper relates to implementing issue and performance measuring about blended mechanism between networking technology and security technology. We got more effectiveness in overall network security, when applying and composing amalgamated security mechanism between network technology and security technology. In this paper, we suggest techniques being used on infrastructure system and also offers a security QoS methodology as a model of more effective way. Methodology proposed in this research has proven that it is possible to measure response time through the scheduled method.

The formation of a new world order is primarily caused by new conditions and military operations on the European continent. The intensification of military-political tension led to the formation of new centers of power and gravity, which in turn led to the concentration of weapons and general militarization. Changes in the world order as a result of military conflicts and an increase in hot spots in the world, an increase in threats and the formation of centers of military gravity, the inability of existing institutions to resolve the situation lead to the need to develop new security mechanisms. Studies show that in the current situation, the countries of the Baltic countries are especially actively increasing their level of technologization of the army and militarization in general. The creation of any alliance is always conditioned by the presence of external threats. Naturally, the increase in the number of threats creates preconditions for the development of new forms of cooperation within existing military alliances. It seems obvious that due to the current situation in the context of the military conflict and military aggression of Russia in Ukraine, as well as its constant threats, including to the Baltic countries, there is a need to form a certain alliance that can protect the eastern border of Europe and form a certain border between European countries and aggressor countries. The Baltic countries are actively involved in these processes, in addition, it is the Baltic countries that can enter the new military alliance proposed by Britain, which will unite Poland, Ukraine, the Baltic countries and, possibly, Great Britain.

Existing studies have used a variety of terms related to North Korea's income guarantees, causing some confusion. It can be said that it is a problem that appears only when dealing with the contents of a specific statute in an existing study. To this end, we will look at the laws and regulations related to income security by period and analyze the contents of dictionaries that are also the explanations of the laws and the status of orders and rules. As a result of the analysis, living subsidies are classified into subsidies under the national social insurance system and pension and subsidy under the national social security system. Among them, the pension under the national social security system, which is an income security system for non-workers, includes old age pensions, labor capacity loss pension(general work ability loss pension, accidental work ability loss pension, honored soldiers' work ability loss pension), and survivor pension(general survivor pension, war deads' survivor pension, victims' survivor pension). In particular, it was confirmed that the terminology for social security pension, which has been confusing in previous studies, is a collective jargon for all pensions under the national social security system. This study is significant in that it synthesized the historical transition process of the terminology of income security from the 10th Platform for the National Liberation Society in 1936 to the Socialist Constitution of the Democratic People's Republic of Korea in 2013.

Therefore, in this study, I examined the requirements of laws and systems for the introduction of the centralized management system to support smooth distribution of digital contents, and also researched on the current status of domestic and international centralized management system for copyrights. Furthermore, 1 tried to provide basic materials for the standardization of digital contents copyright management information through the examination of the essential elements of the centralized digital contents management such as the system for unique identification the standardization for data elements, and the digital rights management (DHM) .
