The Characteristics of Coastal Currents to the Northwest of the Taean Peninsula in the Yellow Sea (서해 태안반도 북서 연안해역에서의 연안류 특성)

  • To investigate the characteristics of tidal currents and water circulation in the coastal waters off the Taean Peninsula, tidal currents and sea levels were measured at the study area from 1998 to 2004. In the central waterway to the south of Changan Sand Ridge, mean speed of tidal currents and residual currents were 74.0cm/s, 17.8cm/s respectively; the dominant residual currents flowed northeastward, and the amplitudes of semi-diurnal components $(M_2,\;S_2)$ were larger than diurnal components $(O_1,\;K_1)$. The flood and ebb tidal currents were northeastward and southwestward, respectively, and each period was about 6 hours for them, which was consistent with the period of sea levels at the study area. In the coastal region near Hakampo, Taean, mean velocities of tidal currents and residual currents were 46.1cm/s, 30.8cm/s respectively, and the dominant residual currents flowed southwestward. The amplitudes of shallow water constituents $(M_4,\;MS_4)$ were relatively laige, which were weaker to the northeastern coastal region off Mineodo. The northeastward flow continued for about $2{\sim}3$ hours, while the southwestward flow continued for about $9{\sim}10$ hours near Hakampo during the tidal period. Tidal currents flowed northeastward in the central area of the waterway during the period from the Low Water Level (LWL) to the High Water Level (HWL). While the currents in the coastal region flowed northeastward for the first 3 hours after the LWL, southwestward counter-currents flowed between 3 and 6 hours after the LWL. During the period from the HWL to the LWL, the dominant currents flowed southwestward in the study area except to the northeastern coastal region off Mineodo. Along the shorelines, the counter-currents flowed northward between 4 and 6 hours after the HWL. It seems that the counter-currents near the coastal region are caused by the topography and the geography of the shorelines at the study area.

  • From the point of view of safety of life and property at sea and the protection of the marine environment, the Vessel Traffic Management System along the Korea coastal waterway is inevitably introduced. But the establishing priority per area must be evaluated under the restricted budget. In this case, the estimated traffic flow has a major effect on priority evaluation. In the former paper , an algorithm was proposed for estimating the trip distribution between each pair of zones such as harbours and straits. This paper aims to formulate a simulation model for estimating the dynamic traffic flow per area in the Korea coastal waterway. The model consists of the algorithm constrined by the statistical movement of ships and the observed data, the regression analysis and the traffic network evaluations. The processed results of traffic flow except fishing vessel are summarized as follows ; 1) In 2000, the traffic congestions per area are estimated, in proportion of ship's number (tonnage), as Busan area 22.3%(44.5%), Yeosu area 19.8%(11.2%), Wando-Jeju area18.1%(6.8%), Mokpo area 14.9%(9.9%), Gunsan area 9.1%(9.3%), Inchon area 8.1%(7.7%), Pohang area 5.5%(8.5%), and Donghae area 2.2%(2.1%). 2) For example in Busan area, the increment of traffic volume per annum is estimated 4, 102 ships (23 million tons) and the traffic flow in 2000 is evaluated 158, 793 ships (687 million tons). 3) consequently, the increment of traffic volume in Busan area is found the largest and followed by Yeosu, Wando-Jeju area. Also, the traffic flow per area in 2000 has the same order.

Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper, the probability analysis of marine casualties in Korean coast. To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several patterns or the point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described In detail.

  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. In order to improve the navigational safety level in the coastal waterways, the navigational safety level must be evaluated from the mariner's perception of safety. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy integral suggested by Choquet to represent the fuzziness in the evaluation process. This paper aims to develop the method for this evaluation from the viewpoint of mariner's operational stress using the fuzzy measure and Choquet integral. In this paper, Korean coastal area is divided into 8 sectors and evaluated the priority for the needs of coastal VTS and navigational aids. The results are found in the order named Mokpo, Yosu, Pohang, Inchon, Busan, Geoje, Gunsan, Donghae coastal area.

  • The amount of cargoes and fishery production have increased continuously during the last decade due to the great growth of the Korean economy. These increasements have made our coastal traffic congested, and the future coastal traffic is also expected to increase considerably. The increased traffic can be a cause of large sea pollution as well a s greater sea casualties us as properties and human lives, which could result in a big national loss. In order to prevent the sea casualties and promote the safety of coastal traffic, the Vessel Traffic Management System (VTMS) along the Korean coastal waterway is inevitably introduced. But, the precise evaluation is necessary required prior to the implementation of VTMS because this system necessitates a huge amount of budgets. This paper aims to propose the model of evaluation process, but the evaluation as to the urgency of establishment is not only very complicated and fuzzy but also affected by the subjectivity of human. Therefore, fuzzy integral is adopted as the mathematical model of evaluation in which decision-maker can intervence by making decision considering the calculated membership-function. Four aspects, namely, the frequency of sea-casualities, the traffic volume, the frequency fuzzy day, and the complexity of waterway are selected as the item of evaluation, and the fuzzy measure are applied to the evaluation of 8 candidated regions such as the adjacent area to the port Inchen, Kunsan, Mokpo, Wando, Yosu, Pusan, Pohang, Donghae. As a result of evaluation, the priority as to the candidated regions is obtained, and the following prior execution regions, namely, the adjacent area to the port Pusan, Yosu, Mokpo & Wando are selected by considering the present situation, but, in the long run, the VTMS should be executed in the whole coast of the nation, through the cost-effectiveness analysis.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

  • Marine Casualties cause the loss of hmm lives, properties and marine pollution. The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. The coastal VTS and navigational aids are considered as one of the effective methods to promote marine safety but they need relatively huge amount of budgets to build. Thus prior to establishing these coastal VTS and navigational aids, it should be evaluated the navigational safety level in the coastal waterways in concern. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy measure and integral to represent the fuzziness in the evaluation process.   • As competition in domestic and overseas ports intensify, new and small domestic ports are realizing certain limitations to independently secure competitiveness. This study collected data over 60 months with five modifications for container and general cargo volume around Gyeongin Port. Short-period (12 months) cargo volume was forecasted, which revealed the need for a middle-to-long-term development plan. First, the hinterland logistics complex of Gyeongin Port is expected to contribute to the coastal maritime facility through the quasi-public system for fishery product transportation and passenger services. It proposes to achieve this by opening channels to and from China for precision machinery, home network systems, LEDs, and machine industry items. second, specializing the ultra-light cargo transport route, and connecting the coastal island areas of the 5 West Sea Islands to Ara Waterway (Integrated Fishery Product Center of the 5 West Sea Islands). Third, on the basis of organic cooperation of government? local government ? port, the incentive and pre-circular support system would be required, and lastly, it shall carry out the adjustment of functions in nearby ports and specialization strategy simultaneously through the integrated operation of the ports in the capital areas.

  • The increase in seaborne cargoes has made our coastal traffic congested, and future coastal traffic is also expected to increase considerably as result of our economic development and high dependence on foreign trade. This increased traffic may be a cause of serious sea pollution as well as greater number of sea accidents. In view of this problem the introduction of VTMS along on our coast is required, following careful study of a large number of foreign systems. This paper analyzes the actual condition of 132 VTMSs in the world from the view point of management method authority of VTMS, coverage and characteristics of system. And this results provide helpful information for the development of VTMS in the future and for the implementation of VTMS in our coastal waterway.
