유류오염사고와 해양오염 방제시스템 (Oil spill accident and prevention system of marine pollution)

  • According to grow maritime activities in coastal zone, a threat increase to the marine environment from oil spill. The success or failure of initial effort depends on the adequacy of the plan and the ability of immediate execution. Successful response to oil spills requires critical information in real time topics, including spill data, environmental conditions, ecological factors. Diverse simulation provides tactical decision-makers with the information on the movement of pollutant.

비협약선박의 항해안전 향상을 위한 항해지원서비스에 관한 연구 (A Study on Navigational Support Services for Improving Navigational Safety of Non-SOLAS Ships)

  • 본 연구에서는 비협약선박의 항해 통신환경에 대해 법제도적 측면에서 현황조사를 통해 문제점을 파악하여 연안선박의 항해안전을 높이기 위한 항해지원서비스를 식별하고, 식별된 항해지원서비스별로 기능요건과 운영방안에 대하여 연구하였다. 연안선박에 대한 항해지원서비스로 전자해도서비스, 연안여객선 및 위험물 운반선 등 사고취약선박에 대한 운항모니터링지원 및 항해계획지원서비스 등을 식별하였으며, 이들 서비스 구현을 위한 인프라로서 선박항법시스템, 육상지원센터 및 해상무선통신시스템에 대한 구성방안을 논의하였으며, 운영방안으로서 해사안전법에서 정의하고 있는 위험물운반선박, 길이 200미터 이상의 거대선박 및 시속 15노트 이상으로 항해하는 고속여객선 등 해양사고 취약선박에 대해 항해지원서비스 시나리오를 논의하였다. 본 연구는 우리나라 연안해역에서 종합적인 선박안전운항관리 체계를 확충하는데 기초 정책자료로 활용될 수 있으며 나아가 우리나라 연안에서 비협약선박의 해양사고 예방에 기여할 수 있다고 본다.

해양사고 신속대응을 위한 k-평균 군집화 기반 경비함정 최적배치 (Optimal Arrangement of Patrol Ships based on k-Means Clustering for Quick Response of Marine Accidents)

  • 현 경비 함정의 위치는 해양사고 위치와의 접근성이 떨어져 있어 합리적이고 과학적인 기준이 아닌 주관적인 판단으로 배치되어 있다. 이에 본 연구에서는 과거 해양사고 데이터를 기반으로 정량적으로 최적의 경비 함정 배치 위치를 도출하고자 한다. 연구 해역은 포항 연안을 대상으로 하였다. 본 연구에서는 k-평균 군집화 알고리즘으로 경비 함정의 배치 위치를 도출한 후, 보로노이 다이어그램으로 각 경비 함정 간 경비 구역을 구획하였다. 연구 결과, 해양사고 1건당 경비 함정의 평균 항해 거리는 4.4해리, 평균 도착 시간은 13.2분이 개선될 수 있었다. 경비 함정을 유동적으로 배치 수를 달리해야 할 경우 본 연구에서 적용한 기법을 활용하여 최적 배치가 가능하며, 신속한 구조 지원 체계가 더욱 확보될 것으로 판단된다.

해난사고의 분석 및 그 손해액추정에 관한 연구 (Marine Casualties and Its Economical Losses)

  • The transport of cargoes carried by coastal and ocean-going vessels has increased with the rapid growth of the Korean economy these days. This increase of the sea-borne cargoes has made the Korean coastal traffic so congested that this can be a cause of large pollution as well as great marine casualties such as loss of human lives and properties. Marine casualties generally result from the complicated interaction of natural and human factors; the former being the topographic, marine traffic volume and meteorological conditions, and the latter being the quality of seafares. In this paper, the authors analyse the trend of marine casualties in the Korean coastal and clear up the cause of accidents and examine closely the mutual relations among sea accidents, weather conditions, and marine traffic volume. These accidents are classified into several patterns on hte point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described in detail. Also, the authors estimate the amount of economical losses resulting from marine casualties which are classified into the accident patterns, and clarify the effects of those losses on B/B(Balance Sheet) and P/L(Profit & Loss) of Korean shipping companies and Korean national economy. The analyzed results of marine casualties are summarized as follows: 1) The average number of sea accidents is 248 cases per year with the loss of 107 persons during last 13 years. 2) Collision is the top of causes of sea accidents (approx. 36.4%), shipwreck the second (approx. 20.3%), agroung the third rank (approx. 18.2%). 3) The ship's number under 1, 000G/T is approx. 74% of total ship's number of accidents. 4) 80% of total number of marine accidents is taken plact at the coastal waters. (involved ports & narrow channels) 5) Marine casualties are occur likely to in the night, the winter and the summer. 6) The average amount of economical losses is approx. 18.5 billion won. (approx. 0.14% of GNP) 7) Shipwreck is the top of the amount of economical losses (approx. 60.4%), collision the second (aprox. 24.5%), aground the third (approx. 9.9%). 8) The amount of economical losses is approx. 5.24% of gross capital of shipping co., 1.24% of shipping revenue, 1.38% of shipping total income in 1983.

일본 후쿠시마 근해에서 방출된 오염물질에 미치는 태풍의 영향 (Effect of Typhoons on Contaminants Released from the Southern Sea around Fukushima of Japan)

  • We examined the diffusion of contaminants released from the southern coast around Fukushima, Japan, during the passage of typhoons using a three-dimensional numerical model (POM) to track diffusing radioactivity (RA) released from the nuclear power plant at Fukushima following the accident caused by the giant tsunami event in March 2011. Radioactive contaminants released during the passage of typhoons may have significantly affected not only Japanese but also Korean coastal waters. The model domain covered most of the northwestern Pacific including marginal seas such as the East/Japan Sea and the Yellow Sea. Several numerical experiments were conducted case studies focusing on the westward diffusion from the southern coast of Japan of contaminants derived from the source site (Fukushima) according to various attributes of the typhoons, such as intensity, track, etc. The model produced the following results 1) significant amounts of contaminants were transported in a westward direction by easterly winds favorable for generating a coastal air stream along the southern Japanese coast, 2) the contaminants reached as far as Osaka Bay with the passage of typhoons, forced by a 5-day positive sinusoidal form with a (right-) northward track east of Fukushima, and 3) the range of contamination was significant, extending to the interior of the East/Japan Sea around the Tsugaru Strait. The model suggests that contaminants and/or radioactivity released from Fukushima with the passage of typhoons can affect Korean waters including the northeastern East/Japan Sea around the Tsugaru Strait, especially when the typhoon tracks are favorable for generating a westward coastal air stream along the southern Japanese coast.

내항선 안전관리강화를 위한 해사안전감독관 제도 개선 연구 (A Study on the Improvement of the Maritime Safety Supervisor System for the Reinforcement of Coastal Ship Safety Control)

  • 세월호 사고 이후 내항선 안전관리분야에서의 가장 큰 변화는 해사안전감독관 제도의 도입이라 할 수 있다. 이 제도의 도입으로 내항여객선의 안전관리는 운항관리자와 해양경찰로부터 운항관리자와 새로이 도입된 해사안전감독관으로 변경되었다. 또한 내항화물선의 안전관리도 선박검사관으로부터 해사안전감독관과 선박검사관에 의한 안전관리의 체계로 전환되었다. 그러나 새로이 도입된 이 제도는 전문임기제에 따른 감독관의 신분상의 불안으로 인한 업무연속성 부족, 감독대상의 현실을 무시한 감독관의 자격요건 설정, 내항화물선에 대한 심사와 지도 감독기관의 분리로 인한 업무혼선 및 감항성 확보를 위한 항행정지 개선명령 분야의 한계 등에 대한 문제점이 여전히 남아 있다. 내항선의 안전관리를 보다 강화하기 위해서는 내항선 안전관리 업무를 실질적으로 수행하고 있는 해사안전 감독관 제도의 정착이 필수적이라 아니할 수 없다. 따라서 이러한 문제점을 개선하기 위해서는, 내항화물선에 대해서 통합된 단일기관에 의한 체계적인 안전관리가 이루어져야 하며, 전문임기제인 감독관의 신분상의 제약에 대한 개선이 동시에 이루어져야 한다. 또한 항행정지 개선명령의 분야를 확대하고, 선장 기관장 및 국제선급의 검사원 경험자 위주로 감독관의 자격을 강화해서 보다 체계적이고 실질적인 내항선의 안전관리가 되도록 해야 할 것이다.

설문조사를 통한 연안개량안강망어업의 기본 사항 및 어로 작업 중 발생하는 안전사고 분석 (Analysis of the basic items and safety accidents occurring during the fishing operation in coastal improved stow net fishery by the questionnaire survey)

  • In order to collect basic data for the improvement of fishing systems in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 on the basic items of coastal improved stow net fishery and safety accidents that occurred during fishing operation. The questionnaire for the survey on the actual conditions of coastal improved stow net fishery consisted of a survey on basic matters (six questions) and a questionnaire (six questions) on safety accidents occurring during fishing operation. The results of the survey on basic items were analyzed by region (Incheon, Seocheon, Gunsan and Mokpo), by the captain's age (less than 50 years of age, 50 to 60 years and more than 60 years of age), by the captain's career (less than 20 years, 20 to 30 years, 30 to 40 years and more than 40 years) and by the age of fishing vessel (less than 10 years, 10 to 20 years and more than 20 years). According to the survey on basic items of coastal improved stow net fishery such as the captain's age, the captain's career, the age of fishing vessel, the fishing nets in use, the crews on board and the operation days per voyage by region, the average captain's age was 55.7 years, the average captain's career was 20.5 years, the average age of fishing vessels was 9.0 years, the average numbers of nets used by fishing boats was 14.0 sets, the average numbers of crew on board a fishing boat was 4.4 persons and the average numbers of operation days per voyage was 4.9 days (p < 0.05). As a result of the survey on safety factors during fishing operations, such as experience of ship accidents, major causes of ship accidents experienced, causes of ship accidents (first priority), experience of human accidents, major causes of human accidents, and causes of human accidents (first priority), more than 96% of the respondents experienced ship accidents including collisions with other vessels or fishing gear during fishing operations. The most significant cause of the accident was the other's fishing gear installed in the fishing grounds. The first possible causes of ship accidents during fishing operations were found to be other fishing gear installed in fishing grounds, steering or engine failure, and inability to avoid accidents during casting and hauling nets. The survey of the experience of human accidents, such as injuries or sea falls, showed that more than 90% of the respondents experienced human accidents during fishing operations. The most important cause of accidents experienced during fishing operations was stucked in a fishing gear during casting and hauling nets. The first important causes of accidents during fishing operations were movement of the fishing gear during casting and hauling nets, damage of the fishing gear such as rope cutting. The results are expected to be provided as a basic data to prevent safety accidents occurring during fishing operation and improve the fishing system in the coastal improved stow net fishery.

A Cyber-Training & Education Model for Tug-barge Operators

  • The purpose of this study was to create a cyber-training & education program in response to the needs of skippers and crews operating tug-barges within Korean coastal waters and the rapid changers in this industry. Skippers and crews are inclined to operate tug-barges on the basis of experience rather than information. It is not easy to provide useful information whenever they want or to drill them in safety management skills, because of their passive attitude toward education and the few opportunities that exist. In order to increase educational opportunities, efficiency and motivation, the authors have developed this program which consists of a 'tug bridge resource management module, risk perception training module, accident case module, operating module and navigation module', and are hoping that this program will enhance and strengthen all tug-barge operations. We are also putting all our energies into designing up to date animation programs and developing new scenarios concerning the method of evaluation and certification distribution.

Language Barriers and Communication Problems under Multicultural Environment and Marine Accident

  • As the number of ships and goods shipped by marine transportation increases, almost all shipping companies adopted foreign crews in order to overcome lack of seafarers and be competitive for manning cost. Thus, these days it is inevitable to work with foreign crews aboard ships, but there occur many marine accidents due to language barriers and communication problems under multicultural and multilingual shipboard environments. In order to resolve troubles resulting from different languages, reduce miscommunication risks, and make working on ships safe and efficient, this study recognized the current status of ships with mixed crews, analyzed marine accidents caused by communication problems not only in Korea but also in other countries using analytical methodologies. Additionally, existing hazards affecting miscommunication were identified and risk of miscommunication was quantitatively evaluated while offering suggestions and future forecasts. Consequently, in this study we suggested that fundamental dialogues are to be necessarily educated on the ships with foreign crews so as to reduce the language barrier and risk of miscommunication. Furthermore, a standard maritime Korean language program and manual targeting Korean coastal vessels would be developed in the next step.

Design criteria of wind barriers for traffic -Part 1: wind barrier performance

  • This study investigates the design criteria required for wind barriers to protect vehicles running on an expressway under a high side wind. At the first stage of this study, the lateral deviations of vehicles in crosswinds were computed from the commercial software, CarSim and TruckSim, and the critical wind speeds for a car accident were then evaluated from a predefined car accident index. The critical wind speeds for driving stability were found to be 35 m/s for a small passenger car, yet 30 m/s for a truck and a bus. From the wind tunnel tests, the minimum height of a wind barrier required to reduce the wind speed by 50% was found to be 12.5% of the road width. In the case of parallel bridges, the placement of two edge wind barriers plus one wind barrier at center was recommended for a separation distance larger than 20 m (four lanes) and 10 m (six lanes) respectively, otherwise two wind barriers were recommended.
