The 4th industrial revolution is progressing by country as a mega trend that leads various technological convergence directions in the social and economic fields from the initial simple manufacturing innovation. The epidemic of infectious diseases such as COVID-19 is shifting digital-centered non-face-to-face business from economic operation, and the use of AI and big data technology for personalized services is essential to spread online. In this paper, we analyze cases focusing on the application of artificial intelligence technology, which is a key technology for the effective implementation of the digital new deal promoted by the government, as well as the major technological characteristics of the 4th industrial revolution and describe the use cases in the field of disaster response. As a disaster response use case, AI assistants suggest appropriate countermeasures according to the status of the reporter in an emergency call. To this end, AI assistants provide speech recognition data-based analysis and disaster classification of converted text for adaptive response.

Today, the advance of a community tool such as a SNS enables users to easily share information each other and quickly deliver various opinions to suppliers. The suppliers are trying to create new value through co-creation strategies in order to satisfy rapidly and variously changing user's needs. User-participation-based idea platforms are emerging as a open innovation space that can provide user participation and interaction between suppliers and users. However, although each idea platform has specific advantages in each stage of a development process, this development process is not generalized as one complete, integrated development process. Thus, the development of an effectively integrated process, which includes advantages in each stage of the process, is needed. This research aims to analysis the characteristics of idea platforms based on the classification of idea platforms as a basic study for proposing a new development processes of them. This research will contribute to the guideline for developing a new user-participation-based idea platform.

Innovation is considered as an implemented innovation in education - in the content, methods, techniques and forms of educational activity and personality education (methods, technologies), in the content and forms of organizing the management of the educational system, as well as in the organizational structure of educational institutions, in the means of training and education and in approaches to social services in education, distance and multimedia learning, which significantly increases the quality, efficiency and effectiveness of the educational process. The classification of currently known pedagogical technologies that are most often used in practice is shown. The basis of the innovative activity of a modern teacher is the formation of an innovative program-methodical complex in the discipline. Along with programmatic and content provision of disciplines, the use of informational tools and their didactic properties comes first. It combines technical capabilities - computer and video technology with live communication between the lecturer and the audience. In pedagogical innovation, the principles reflecting specific laws and regularities of the implementation of innovative processes are singled out. All principles are elements of a complex system of organization and management of innovative activities in the field of education and training. They closely interact with each other, which enhances the effect of each of them due to the synergistic effect. To improve innovative activities in the training of students, today computer technologies are widely used in pedagogy as a science, as well as directly in the practice of the pedagogical process. They have gained the most popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, searching for information on the network for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a unified scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The article considers computer technologies as the main building material for the entire society. In the modern world, there is a need to prepare a person for life in a multimedia environment. This process should be started as early as possible, because the child's contact with the media is present almost from the moment of his birth.

Under the diagnosis of low employment rate and low growth, the government regards the creation of new jobs through the creative and innovative R&D as an important national plans. This study attempts to measure the employment creation effect of R&D investment of industrial technology by using input-output analysis used in domestic and international broadly. The employment effect can be divided into employment inducement effect and direct employment effect. As a result of the analysis, The employment creation effect of R&D investment of government industrial technology is measured to be 8-12 peoples per 1 billion KRW investment. This results mean that government R&D investment is a effective policy for employment creation. And it is necessary to establish R&D policies that reflect the technical characteristics of the employment creation effect. In short term, it is important that the government invest the superior technology of total employment and direct employment as essential means of employment creation by selection and concentration strategy. In mid-long term, the government should focus on technology spread as technology transfer and opening innovation strategy for employment creation to support superior technology of employment inducement. The results of this study can be used in analysis on the employment creation effect related to industrial technology R&D.
Future automobiles are evolving into movable living spaces capable of eco-friendly autonomous driving. The role of electrically processing, controlling, and commanding various information in the vehicle is essential. It is expected that the automotive semiconductor will play a key role in the future automobile such as self-driving and eco-friendly automobile. In order to foster the automotive semiconductor industry, it is necessary to grasp technology trends and to acquire technology and quality that reflects the requirements in advance, thereby achieving technological innovation with industrial competitiveness. However, there is a lack of systematic analysis of technology trends to date. In this study, we analyzed the technology trends of automotive semiconductors using patent analysis and topic model, and confirmed technologies such as electric cars, driving assistance, and digital manufacturing. The technology trends showed that element technology and technical characteristics change according to technology convergence, market needs, and government regulations. Through this research, it is expected that it will help to make R&D policy for automotive semiconductor industry and to make decision for industrial technology strategy establishment. In addition, it is expected that it will be used effectively in detail research direction and patent strategy establishment by providing detailed classification of technology and trend analysis result of technology.

In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs was driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Public R&D institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. so, In order to effectively support SMEs, government and public R&D institutes must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. In particular, SMEs are not only taking up a large portion of the national economy, but also their influence in politics and economy so strong that raising the competitiveness of small and medium-sized companies is a national policy goal that must be achieved in order to achieve sustained economic growth. For this reason, it is necessary to look specifically at the relationship between concepts such as the environment, strategy, and organizational culture surrounding the enterprise to enhance the competitiveness of SMEs. The paper analyzes 665 companies to find out which organizational culture affects their performance by classification and type of business of SMEs. This study demonstrated that when SMEs seek consistency in their external environment, strategies, and organizational structure to maintain their continued competitiveness. According to three-way analysis of variance (3-way ANOVA) indicates that classification of industries in SMEs has statistically significant main effects, but the type of business and organizational culture do not have significant effects. However, the company's organizational performance (operating profit) of SMES were found to differ significantly in comparison between groups according to classification standards of industries, and therefore adopted some parts. In addition, an analysis of the effect of interaction between the three independent variables of small and medium-sized enterprises has shown that there are statistically significant interaction effects among classification, types of business, and organizational cultures. The results shows that there is an organizational culture suitable for each industry classification and type of business of an entity, and is expected to be used as a basis for establishing promotion policies related to the incubation and commerciality of small and medium-sized venture companies in the future.

This research aims to contribute to the discipline of knowledge management (KM) in Higher Education (HE), and is conducted using the case of the study programme (SP) for Integrated Academic Studies (IAS) of Technics and Informatics (TI). A deduction-induction methodology is applied, using a Plan-Do-Check-Act (PDCA) approach to design a suitable KM concept for making improvements to the SP IAS TI on the standardisation platform. Based on the application of the International Classification of Standards (ICS), the research analyses the correlations and competences acquired during the courses within the accredited TI study programme of two-course studies. On the basis of the results of a comparative analysis of the developmental learning process and educational goals, it is shown that knowledge management in correlation with standardisation leads to the improvement of study programmes in the upcoming accreditation cycle on the standardisation platform. Frequent innovations within standardised thematic fields (daily, weekly, monthly, etc.) indicate the need for appropriate changes to the SP. The contribution to KM is through an original analysis of annual samples of more than 90,000 standardised sources in correlation with the TI study programme. Expert System (ES) modelling and the original results enable an analogous contribution to the future KM of other SPs.
The WTO(World Trade Organization) meetings for service negotiations started in February in 2000. Since then, the member countries have discussed the tourism sector and their expectations and methods of liberalization, based on the proposals they have submitted. The Republic of Korea had already opened hotels and restaurants, travel agencies and tour operator services, and tourist guide services, preceding of WTO service negotiations. However, to comply with the terms of the negotiations, the domestic laws and systems related to tourism should be analyzed according to their adherence to the principles of GATS(General Agreement on Trade in Services), which include market access and national treatment. Thus, the purposes of this study were two-fold: first, regarding the two basic principles of GATS(market access and national treatment), the articles of the administrative laws relating to tourism were examined. Second, proposals from the tourism sectors in the US, Canada, Dominique, EC, Switzerland, and Japan were also summarized and reviewed. Proper responses to service negotiations were proposed based on the results of this analysis. As a result, I can support the GATS classification(w/120) of tourism and the liberalization of tourism in other WTO member countries. I can also support the elimination of obstacles such as economic need tests and nationality requirement. 'Others' category should be considered more carefully according to the competitiveness of the given industry.
In this study, the Q method is used to investigate the types of perceptions of liberal arts education perceived by college students and to investigate the characteristics of each type. 33 Q samples were extracted from the Q population collected through literature research, open questionnaires, and deep interviews. Q classification was conducted for 27 students of A University located in B City. The data was analyzed using the QUANL program. In the research, the types of awareness of liberal arts education were derived as "pursuit of various experiences", "pursuit of practical studies", "pursuit of accident expansion", and "pursuit of social change". The results of this study re-establish the meaning of liberal arts education in university education and suggest that it is necessary to consider various educational contents and teaching learning methods.
Customer needs for final products are very unpredictable because product specifications and technologies are being improved very quickly thereby their requirement level is also elevated correspondingly. In order to survive and to enhance competitiveness in the global market, many manufacturing companies are trying to find a breakthrough from collaborization. Even though they want to collaborate with others, however, they do not exactly know what kind of system they have to develop or which technology they have to use. In this paper, therefore, we first investigate status and trend of information systems and infrastructure that are essential for collaboration. We then clearly describe definition and classification of collaboration with various point of views considering collaboration pattern, timing condition of collaborative activities, organizational structure, etc. With web-based collaboration systems already developed by i-Manufacturing (Korean-style Manufacturing Innovation) project, led by Korean government from 2004, we introduce main functions and analyze collaboration types of each system. Strategically important technologies for supporting collaboration will also be illustrated by reorganizing collaborization technologies after evaluating them with respect to emergency and importance of each technology. We hope this research will provide a guideline on collaboration especially for small and medium sized manufacturing companies.
