There are some common and broad trends in National crisis management system around the world. This article considers that paradigm theoretically. 1) a shift from civil defense to civil protection, 2) 10 principles in sustainable National crisis management system, 3) the collaborative governance of crisis management. Some civil defense problems in National crisis management system are as follows; 1) obscurity of organizational identity through twofold function in civil defense, 2) ineffective organization in civil defense and disaster management system, 3) weakness of competencies in local government, 4) overlook of actual condition in communities and civil defense resources. This article suggests that to provide retired and active private security practitioners, retired law enforcement personnel, and retired military personnel to form a elite civil defense force and to find creative ways to address this pervasive threat which one reasonable and affordable solution would be for the government to take advantage of an existing resource.

The initial operation stability of hydrogen-fueled, solid oxide fuel cell with Ni thin-film anode fabricated by direct current sputtering was evaluated in terms of electrochemical properties such as peak power density, open circuit voltage, overpotential, and alternating current impedance at 500℃. Hydrogen and air were used as anode fuel and cathode fuel, respectively.

Traditionally, surveys or interview studies have been used to measure satisfaction factors for public services. This method focuses on the simple frequency of civil complaints and does not consider the aggravation of emotions implied in civil complaints. As a result, it is difficult to judge the urgency of civil complaints and the severity of grievances experienced by civil petitioners. This study aims to calculate the negative emotional value of collective complaints by using the happiness score for each word on the Hedonometer. The Anti-Corruption and Civil Rights Commission applied a Hedonometer to the top civil complaint topics and related keyword data by region in 2021 to calculate negative sentiment values by subject of civil complaints, and visualize the distribution by region. Using the negative emotional values derived from the results of this study, the severity of emotions contained in civil complaints can be considered. It is also expected to be helpful in determining the urgency of civil complaints and the severity of grievances experienced by civil petitioners.

Construction period is longer than the non-disclosure in civil construction of apartment house. And this process is intensive at the beginning and end of construction. Because this project management expertise is required. Also, forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction was investigated for the construction. To this end, It analyzes the relationship between forms of civil construction engineer, Performance experience and technical Strength of apartment complex construction and Construction of evaluation as required by Construction Technology Management Act.

This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

The purpose of this study was to examine and compare the current status of nonformal environmental education between civil and public organization. This study utilized a survey methodology, The survey was developed by the researchers and it has 4 subscales. The subjects consisted of 28 persons who are in charge of environmental education in civil organizations and 31 persons in public organizations. Descriptive statistics provided frequencies and percents for all demographic variables and items. Based on the findings of this study, it is firstly recommended that the government support environmental education policy that prioritizes nonformal environmental education for civil and public organizations. Secondly, both civil and public organizations should make continuing efforts for better nonformal environmental education programs and come up with practical ways to improve ability and quality of the staffs in the civil and public organizations by providing systematic reeducation programs and practical guidelines that would be applied to their daily lives.

The thermo-mechanical bending behavior of the antisymmetric cross-ply laminates is examined using a new simple four variable trigonometric plate theory. The proposed theory utilizes a novel displacement field which introduces undetermined integral terms and needs only four variables. The validity of the present model is proved by comparison with solutions available in the literature.

This study summarized the case study of a course development of introductory engineering design considering the characteristics of civil and environmental engineering. The course mainly depends on conducting the design projects. The self-developed text book for the course consists of learning and activities of the core elements for the creation and decision of ideas and two independent design projects. Especially, the design project drew from a survey of students majoring in civil and environmental engineering and is well knitted to help students obtain the potential for soft-landing at higher major courses.

The Civil War is widely accepted as the single most meaningful event in American history that overcame the most fatal crisis of internal division of the nation with much success. That meaningfulness in turn glorifies the North's triumph over the South and justifies hierarchical differences between the two. Yet, as shown in the studies of Civil War literature, such glorification and justification relies too much on the North-centered historical paradigm. This essay aims to offer a way of rectifying it by examining a short story by one of the persistently obscured writers of the period: Elizabeth Stoddard. The essay follows the cue of Alice Fahs's cultural-studies methodology of using popular wartime periodicals as the main resource of the war literature, and reads Stoddard's "Sally's Choice" as one of the examples that expose the hegemonic bias inside the North-directed discourse of the time. This essay is expected to demonstrate the necessity of expanding and deepening our conception of 'literature,' 'the Civil War,' and 'Civil War literature' in an ever-flexible and ever-changeable manner.

Recently, interest in the necessity and practical application of BIM (Building Information Modeling) is also increasing in the civil engineering field. However, there are difficulties in building BIM models and utilizing BIM modeling in the civil engineering field due to various reasons. To this end, it is necessary to develop management tools and research on management methods that can effectively utilize the BIM library in the civil engineering field. Libraries in the civil engineering field are complementary to each other, so library management in consideration of library management in various combinations and continuous updates is important. BIM library management was proposed through the development of a management tool that reflects these characteristics, which is expected to contribute to improving productivity in the field of civil design.
