Recently, the ratio of marine casualty has been marked about 72% in fishing boat and small ships which not less than 100 tons in Korea. It is mainly against navigation regulations such as look-out, selecting the ship's course and checking the ship's position according to the analysis of marine accident. In this paper, we proposes the Intelligent Navigation Guiding System(INGS) that provides an optimum route for an operator of small ships. INGS consists of program for route planning, interface module and GPS Plotter. we obtained optimum route from specific position to established route by INGS.

PURPOSES : The purposes of this study are to compare the day and night characteristics and to develop the models of traffic accidents. in Rural Signalized Intersections METHODS : To develop day and night traffic accident models using the Negative Binomial Model, which was constructed for 156 signalized intersections of rural areas, through field investigations and casualty data from the National Police Agency. RESULTS : Among a total of 17 variances, the daytime traffic accident estimate models identified a total of 9 influence factors of traffic accidents. In the case of nighttime traffic accident models, 11 influence factors of traffic accidents were identified. CONCLUSIONS : By comparing the two models, it was determined that the number of main roads was an independent factor for daytime accidents. For nighttime accidents, several factors were independently involved, including the number of entrances to sub-roads, whether left turn lanes existed in major roads, the distances of pedestrian crossings to main roads and sub-roads, lighting facilities, and others. It was apparent that if the same situation arises, the probability of an accident occurring at night is higher than during the day because the speed of travel through intersections in rural areas is somewhat higher at night than during the day.

It is very important for ability to be treated to protect and secure the loss of life and property in emergency situation at sea. 80% of maritime casualty are incurred by human factors rather than a mechanical reason, which means that most maritime incident does not come from only one factor by mistake, but multiple potential factors causing a fault and error. Therefore, after research of the leadership effect to the ship, decision making process and behavior characteristics occurred in emergency situation, this paper presents settlement scheme and strategy in order to reduce human error in the ship.

In order to ensure safety of small vessels, the amended Ship Safety Act will come into force on 4th. Nov. 2007. This study is performed to suggest the stability criteria of fishing vessels and cargo ships of 12m in length and over but less than 24m in length which will be new object of amended Ship Safety Act. We have analyze the dimensions of domestic small vessels and the casualty reports of capsizing accidents. According to the analyzed result, 58 ships that are in the range of the dimension are modeled and the stability calculation has been carried out. The Stability for the 58 ships has been analyzed by comparing the result that applied the selected standard in the national standard to the stability calculation. Based on the regression analysis of the model ship's allowable transverse metacentric-heights under several stability requirements, stability criteria for small fishing vessels and cargo ships are proposed.

Rockfall and landslide bring about a great social loss with loss of property such as obstruction of traffic and damage of the crops as well as casualty. The purpose of this study is to develop a mobile equipment for local risk factors detecting of road slope. The mobile equipment is designed to receive the sensing data from the measurement sensors, which are installed to detect the dangerous signs from the slopes, as loaded on a vehicle which is moving around to the places where the sensors are installed. In general, more than one mandatory data logger, which is very expensive, must be installed at each slope for the automatic measuring system, but in case of this developmental system, the inexpensive routine measurement can be performed regardless of the number of slopes due to the single unit of information gathering vehicle. This study is going to develop technologies that are expected to be applied to not only slope but also tunnel and bridges which might have the partial risk and need measuring.

In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.

It should be primarily aimed to increase survivability consisting of susceptibility, vulnerability and recoverability of naval vessels including ship hull, armament system as well as crews from the design stage to practical operations. With this in mind, swift and efficient actions should be executed on the basis of accurate calculations for the recoverability of damaged vessels. In this paper, it is established how the damage control system of naval vessels is embodied through step-by-step processes intending to cope with various damaged situations that may possibly occur during real operations. It is validated that this system has the applicability to naval vessels through the case study of the battle ship which has been damaged during the operation.
Many casualties are being occurred due to many misses the railway platform, and the accident occurrence is being increased. Recently in Korea, efforts to prevent casualties fundamentally are being made by installing and operating the PSD(Passenger Screen Door) as to prevent these casualties of passengers. However, in case of the PSD system, although it can solve the problem of public casualties at platform fundamentally, it is impossible to install it at whole railway platforms. This paper proposes the safety equipment using LaserRadar sensor for the prevention against casualties of passengers at platform. The safety equipment using novel sensor is the safety equipment making an approaching train stopped if the falling object is a person by detecting the obstacle at platform, and it has the merit possible to apply it to platform since it may detect accurately under ambient environmental elements such as the snow, rain and yellow dust, etc. also. We manufactured a prototype of the safety equipment to reduce public casualties at platform by using LaserRadar sensor and carried out its performance test, and the result is presented in this paper.
The human error or error involved with human is still the major portion of the causes of marine casualties and attracting a great concern in ship operation. However, there are not so many researches conducted to investigate or develop methodologies for analyzing such causes of human error in maritime industry, which may be caused by the variety of factors affecting the performance of ship operation and the characteristics of human being. This paper aims to study the methodologies used in investigating human factors or errors in maritime field through the investigation of researches performed so far. The methodology for human factors can be usually classified into one of three types; descriptive studies, experimental research and evaluation research. Also there are many different kinds of applied researches for some specific subjects. Prior to the investigation of the root cause of marine accident related with human error, clear concept of the human factors and systematic taxonomy shall be established. Moreover, it is very important considerations in case of casualty inspection on human factors that the inspector on the accident shall have adequate knowledges, understandings on the concept of human factors including the way of research more than those of methodologies and techniques.
This paper is provided to improve the discrimination of the towing line for tug-barge at the night sailing. As tugboat industry develops, marine accidents by tugboats are increasing. The main cause of accidents by tugboats is operators' negligence, and that portion is over 70 percent in total marine casualties by tugboats. The biggest cause of negligence is the passing through the towing line at night time. This paper suggests the ways to hinder operators' transit and improve discrimination of towing line(s) at night time.
