항만 하역 노동력의 최적 규모 결정에 관하여 (A Study on Determining the Optimal Amount of Labor Force for Cargo Handling in the Harbor)

  • Today, about 99% of total import and export cargo in Korea is being transported through the port. The general trends of cargo handling show increases in capacity and speed, In order to cope with these trends, it is not only required to raise the efficiencies of port operation and function but also necessary to decide the optimal amount of the skilled labor force for cargo handling in the port. Cargo handling in the port is basically relied on the cargo handling facilities. Therefore, it is very important to reserve the amount of labor force for cargo handling system has been developed up to a certain level but the personnel management system which is the superior structure has not been followed well. In this study, therefore, we show a method to determine the required amount of labor force for cargo handling considering the amount of cargo and type of cargo handling work per each cargo, and the optimal amount labor force in cope with the fluctuation of the basic cargo handling labor force with respect to the time of in and out cargo flow in the viewpoint of minimizing the expences due to reservation of extra labor force than needed and firing employment of labor force using the Dynamic Programming. The derived algorithm is introduced into the computer simulation for Pusan port with the analyzed real data such as amount of cargo handling in the port with respect to working hour, cargo capacity, working step, the ratio of cargo handling facility and actual number of workers and we estimated the required labor force. As a result of analysis the labor force of Pusan port showed the over-employment such as maximum 21.4%, minimum 8.2% when we assumed that the averages of actual working hours and days were 8 hours in a day and 20 day in a month.

항만하역관할의 원인분석 및 예방대책에 관하여 (On the Countermeasure for Preventing the Accident of Cargo Handling in Port)

  • The economy of Korea has grown up significantly in its scale. It has, therefore, become imperative to develop countermeasures to prevent work related injuries and occupational illnesses resultining from haza-rdous working conditions and handling harmful substances. A lot of cargo handling accident in port have occurred due to the characteristics of poor working environment, diversity of working place and method, fluctuation of the amount of cargo and handling of heavy, long, harmful and dangerous cargo, etc. According to '91 industrial accident analysis carried out by the ministry of labour, the number of the stevedores injured by cargo handling accident in port were 1, 432 persons (the death accident : 22 per-sons), the amount of industrial accident compensation in port was 6.7 billion won (the amount of economic loss : 33.6 billion won), and the injury occurance rate of the stevedoring industry was higher than that of the whole industry. This paper, therefore, aims to the actual status of the stevedoring industry and to extract the main cau-ses of the accidents related to cargo handling in port through factor analysis using the data of the accide-nts in the whole habour from 1990 to 1992, and to suggest the countermeasures to prevent such accident. The main causes of the accident and countermeasures are found to be as follows through the factor analy-sis : Factor1, factor2, and factor3 related to a defect of human being and management, a defect of state and environment, and an insufficiency of education and law are extracted. The short-term countermeasures to prevent these accidents are 1) to consolidate the safety and health organization in the working spot, 2) to secure a safe condition in working spot before dock work, 3) to strengthen a dock worker's safety educa-tion. The long-term countermeasures are 1) to promote a decasualisation of dock workers, 2) to modernize the cargo working methods through constructing exclusive pier and introducing exclusive cargo handling equipment, 3) to establish a exclusive dock accident prevention organization and the dock workers law. Factor 4, factor5, factor6, and factor7 related to an unfitness, a deficiency of technical knowledge, a nonfu-lfilment of safety measures, and a bad arrangement are extracted. The countermeasures to prevent these accidents are 1) to perform a complete safety inspection of cargo handling equipments and tools and to carry out the dock work according to a working plan, 2) to publish and supply technical safety books, safety instruction book, safety check list, etc., 3) to strengthen the safety patrol at the working spot in habour and to activate a safety fund, 4) to maintain always a clean workshop with the safety consciousness in which the good arragement of the working spot is considered to be the beginning of safety.

인천항 비상용 근로자의 재해분석 및 예방대책에 관한 연구 (A Study on Cargo Handling Accident Analysis and Prevention for irregular employee in Incheon Port)

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

부산항 항만하역근로자의 근무환경에 대한 인식이 직무만족과 조직몰입에 미치는 영향 (Effect of Cargo Employee Recognition of Work Environment on the Job Satisfaction and Organizational Commitment in the Port Industry)

  • 본 연구는 부산항 항만하역근로자들의 근무환경에 대한 인식이 어떠한지 요인별로 파악하고, 직무만족과 조직몰입에 미치는 영향을 규명하는데 그 목적을 두고 있다. 연구의 대상은 부산항에 근무하고 있는 항만하역근로자들 중 부산항운노동조합 소속 부두조합원들을 대상으로 한정하였으며, 설문지는 부산항 북항과 신항을 대표하는 신선대 터미널, PNC 터미널 등을 직접 방문을 통하여 회수하였다. 가설의 검증결과 교육복지, 직무태도, 동료관계, 인사제도, 고용안정 등은 조직몰입에 유의미한 정의 영향을 미치는 것으로 나타났으며, 교육복지, 직무태도, 동료관계, 인사제도, 업무시간 등은 직무만족에 유의미한 정의 영향을 미치는 것으로 나타났다. 특히 임금이 조직몰입이나 직무만족에 유의미한 영향을 미치지 않는 부분은 기존 선행연구와 다른 점으로 갱단위로 작업하는 항만하역작업의 특수성이 반영된 결과로 볼 수 있다. 항만하역 산업이 인력의존도가 높고 작업반을 단위로 하는 협업이며 따라서 직무태도나 동료관계 등의 요인이 중요한 산업임에 따라 본 연구의 결과는 항만하역 산업 발전전략의 기초자료로 활용될 수 있을 것으로 사료된다.

As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

Sleep and Fatigue Among Seafarers: The Role of Environmental Stressors, Duration at Sea and Psychological Capital

  • Background: Seafaring is an inherently stressful environment. Because working time and leisure time is spent in the same confined environment for a prolonged period of time, many stressors present in seafaring can also be conceived of as chronic. We explored the effects of duration at sea, seafaring experience, environmental stressors, and psychological capital (PsyCap) on the sleep quality and fatigue of seafarers. PsyCap is a construct that draws upon ideas from positive psychology and positive organizational behavior, and is intended to capture an individual's psychological capacities that can be developed and utilized for performance improvements. Methods: We collected survey data from a sample of seafarers working in the offshore re-supply industry (n = 402) and a sample of seafarers working on board combined passenger and cargo ships (n = 340). Results: PsyCap emerged as a robust predictor with statistically significant relations to fatigue and sleep quality in both samples. PsyCap also interacted with duration at sea in explaining fatigue in seafarers working on board the passenger and cargo ships. Seafarers on passenger and cargo ships also reported significantly higher levels of fatigue than those working in the offshore re-supply industry. Conclusion: Coupled with emerging research showing that PsyCap is trainable, our results suggest that maritime organizations could have much to gain by being cognizant of and developing routines for continually developing the PsyCap of their employees.

  • This paper describes a system for LNG carrier's loading and discharging work education. This system consists of three modules(cargo work simulation, ballast work simulation and loading calculation module), and could be a useful to train mariners boarding on LNG carrier so as to take a suitable action while their ship maneuvering and cargo handling.

중량물 물류 실태 분석 및 개선 방안에 관한 연구 (A Study on Status Analysis and Improvement of Heavy Cargo Logistics)

  • 중량물 물류에 대한 관심과 수요는 경제 규모가 확대되고 플랜트 산업이 활성화되는 추세에 따라 점점 더 많아지고 다양해지고 있다. 이러한 화물들이 해상운송 또는 육상운송을 통하여 이동하고 있으나 중량물 물류에 대한 실태 분석 연구 및 체계적인 조사는 전무하거나 미흡한 실정이다. 따라서 본 연구는 기존 연구가 거의 전무한 중량물 물류에 대하여 중량화물의 개념, 법령, 제도 및 운송현황을 심층 분석하고 실증 분석을 통하여 도출된 문제점에 대하여 개선 방안을 제안하고자 한다. 중량물 물류에 영향을 미치는 요인에 대한 회귀 분석 결과로는 통계적으로 유의한 변수는 근무환경이 종속 변수인 경우 운송 빈도와 법/절차/제도인 것으로 나타났다. 이는 운송 빈도가 많지 않고 법/절차/제도가 양호하면 근무 환경이 좋은 것으로 인식하고 있는 것으로 파악되었다. 아울러 상관 분석을 실시한 결과 통계적으로 유의한 변수는 화물의 중량과 화물의 크기, 근무환경과 법/제도/절차이며 높은 상관관계를 나타내고 있다. 이는 화물의 크기가 중량과 비례하고 있는 경향을 나타내고 있으며 법/절차/제도가 양호하면 근무환경이 좋은 것으로 인식하는 있는 것으로 분석되었다. 도출된 문제점에 대한 개선 방안을 정리하면 다음과 같다. 첫째, 중량화물에 대한 개념을 명확히 정립할 필요가 있다. 둘째, 중량화물과 관련한 육 해상운송 관련 법 규정 및 조항이 마련되어야 한다. 셋째, 중량화물 운송 수단에 대한 분류 체계를 개선하여야 한다. 넷째, 운송실적 통계 및 집계기준 제도의 개선이 필요하다. 다섯째, 중량물 물류 관리시스템을 개선하여야 한다.

  • 특수선은 일반화물과 달리 적$\cdot$양하를 위한 준비가 순차적으로 이루어져야 하며 LNG 및 LPG 운반선은 화물이 극저온 혹은 고압이라는 특성 때문에 고도의 안전성이 요구된다. 또한 인명 안전 및 해상환경 보호를 위해 액화물 취급의 중요성을 인식하면서도 과학적인 장비를 이용한 교육 ·훈련의 관심 부족 및 제도적 지원책이 미비하여 현재까지 해양교육기관에 설치된 장비는 거의 없는 상태이며 그나마 보유하고 있는 장비도 노후되어 원활한 교육$\cdot$훈련이 어려운 실정이다. 따라서, 본 논문에서는 본 연구는 특수선 특히 LNG선박의 적양하 작업을 시뮬레이션 할 수 있는 교육시스템을 개발하는 것이다.

  • The possibility of developing musculoskeletal disorders increases with the length of service of the worker. Musculoskeletal disorders can occur when performing repetitive and forceful movements. Therefore, Cargo drivers operate repeatedly in the wrong posture for a long time. When loading and unloading a cargo, the cargo driver works repeatedly with force. Cargo operators are also exposed to musculoskeletal disorders in the working environment due to poor posture and repetitive movements. In this study, we are going to conduct a study on the level of awareness and prevention of the possibility of musculoskeletal disorders in cargo drivers for long periods of time. As a result of the study, the factors that cause musculoskeletal disorders in each group can occur during the long-term operation and preparation of drivers.
