Recently, information communication technologies such as smartphone or mobile app greatly affect various application fields including geo-spatial domain. And development scheme of mobile web app or hybrid app regards as the most important computing technology which is combined each advantage of mobile app and mobile web. Despite these trends, it is general case that satellite images are used for the background image for other contents services. With this motivation, hybrid app for geo-metadata as the base for dissemination and service is designed and implemented as the prototype, in this study. At the design stage, HTML5, which is the core technology on an international standardization process for hybrid app, is applied. In the implementation, PhoneGap and Sencha Touch as mobile SDK(Software Development Kit) supporting HTML5 on cross-platform in open sources are used. In prototype, some KOMPSAT-2 images covering small area and mandatory elements in geo-metafata standard are tested. As mobile industry applications and business service models based on satellite images on mobile platform are progressing and diversifying, it is expected that this approach and implemented prototype are considered as an important reference.

To improve the practicality of 'Early warning service about agrometeorological weather hazards' and operation efficiency to deliver site-specific about a lot of land unit possibility of weather hazard occurrence with the suitable counterplan to farmer, site-specific early warning service system that was built at the National Academy of Agricultural Science in Korea passed some of the error supplementation and service's stabilization stage during operation period for trial services from October 2014 to March 2015. Field service system covered about 470 volunteered farmer and 950 lots in Seomjin river downstream areas (part of Gwangyang-si, Hadong-gun, Gurye-gun). This system (Two track system) consists of early warning system (a lot of land unit) to inform farmer by individual text message and dispersal prior alert system that can see the jurisdiction's situation of local government. Individual text message about Seomjin river downstream that is our first study area was launched since $2^{nd}$ March 2015, and online site (http://www.agmet.kr) started business since April 2015. Service offers currently information of farm weather, farm weather hazard, nationwide weather risk and special weather alert, also our system will consistently expand the service target area and contents and improve the service quality until 2017 when our study finished. To prevent crops damage that was caused by crisis situation like farm weather and weather damage offer prior alert about agrometeorological weather harzard to volunteered farmer, thereby our study expects to help the reduction of farm's damage caused by weather derivatives.

This purpose of this study is to extract the perceptual types of Organizational Citizenship Behavior(OCB) conceptual domain. OCB is a employee behavior that goes above and beyond the call of duty, that is discretionary and not explicitly recognized by the employing organization's formal reward system, and that contributes to organizational effectiveness. But, as is generally known, OCB is such a fuzzy concept that many researchers have been questioning the exact conceptual domain of OCB. In this context, we try to applicate Q-methodology to find more effective way of explaining the conceptual domain of OCB. Q-sample was constructed by a thorough review on the relevant literature, and P-sample is 14 employees of an manufacturing company. In conclusion, we find three types of the conceptual domain of OCB, that is coworker-oriented, organization-orienteded, and work-orienteed type. The paper ends with suggestions for future research directions.
Recently ontology has been an attractive technology along with the business strategy of providing a plenty of more intelligent services. The essential problem in application domains using ontology is that all members, agents, and application programs in the domains must share the same ontology concepts. However, a variety of mobile devices, sensing devices, and network components manufactured by various companies, a variety of common carriers, and a variety of contents providers make multiple heterogeneous ontologies more likely to coexist. We can see many past researches fallen into resolving this semantic interoperability. Such methods can be broadly classified into by-mapping, by-merging, and by-translation. In this research, we focus on by-translation among them which uses a translation rule directly made between two heterogeneous ontology data like OntoMorph. However, the manual composition of the direct translation rule is not convenient by itself and if there are N ontologies, the direct method has the rule composition complexity of $O(N^2)$ in the worst case. Therefore, in this paper we introduce the cascade composition of translation rules based on web openness in order to improve the complexity. The research result made us recognize some important factors in an ontology translation system, that is speediness of translation, and conveniency of translation rule composition, and some experiments and comparing analysis with existing methods showed that our cascade method has more conveniency with insuring the speediness and the correctness.
Purpose - The purpose of this study is to explore the introduction and activation of smart training for the effective training of vocational ability development of companies in the 4th industrial revolution era, we analyze the present status of smart training introduction and related difficulties and propose concrete activation plan. Research design, data, and methodology - Through the online survey, we tried to confirm the recognition of corporate about smart training. Questionnaires include what are the benefits, expectations, and difficulties of smart training, etc. The survey was conducted from August 21, 2017 to September 4, 2017. A total of 69 companies participated in the questionnaire. The questionnaire results were analyzed through frequency analysis and contents analysis. Based on the results of the questionnaire, we found out the cause of inhibition of smart training activation and suggested activation strategies. Results - The main reason for the provision of smart training is the expectation of the training performance and the recognition that it is possible to provide training in a flexible manner. The effectiveness of smart training operation was evaluated as a high level of contribution to the development of creative training course and the capacity of training institute. As a result of checking factors that hinders the activation of smart training, the most important reason is that the time and cost burden of the training institutes is excessive. The lack of expertise in the design of smart training courses and the burden of employers and trainees. Conclusions - In order to activate smart training, it is necessary to find solutions to the obstacles at the internal or external level of training institutions. The internal barriers to the training organization are lack of internal competence for preparation and course management. In this regard, we need to consider providing consulting, best practices or guidance in the process of designing and operating smart training. On the other hand, as an external obstacle factor, it is necessary to provide incentives to participate in smart training. In addition, further research is needed on strategies that can lead to participation in smart training from the viewpoint of employers and learners.
The case of 'Paik Jong-moon's Taped Conversation,' has presented "an important and serious challenge to the freedom of the press and democracy" in South Korea. Nevertheless, this case has not been reported by the mainstream news media. It has also been forgotten without a proper fact-finding or investigation by regulatory agencies, like The Foundation for Broadcast Culture, The Korea Communications Commission, or The National Assembly. This study aims to examine why the above has happened through in-depth interviews of reporters and TV producers, senior journalists, former and incumbent commissioners of the broadcasting regulatory agencies, and experts of the industry, as well as literature research. Here, I present three answers. First, I found two reasons the mainstream press has ignored this incident. 1) It serves for political interests instead of reporting truth. 2) Public broadcasters' watchdog role has been neutralized. Second, regulatory agencies like The Foundation for Broadcast Culture, The Korea Communications Commission and The National Assembly are ruled by political tribalism. The ruling party's members of the National Assembly and these agencies were reluctant to investigate allegations surrounding Paik Jong-moon, such as illegal dismissals, illegal intervention in programming or production, illegal recruitment and illegal business deals. That's because they considered CEO Paik an ally. Using their majority power, they have rejected the request from opposition-affiliated commissioners or from opposition lawmakers to investigate the allegations. Third, there were no alternative forces within the public broadcasters to unveil the truth. In conclusion, the legal and institutional shake-up of corporate governance is urgently needed for public broadcasters and broadcasting regulatory agencies.
This paper focuses upon the relationship between port and port city. The purpose of this study is to theoretically review the relationship between port and its city, and to identify crucial policy directions for mutual development of port and the backward city in the case of Gwangyang Port (GP), Korea. The contents of this paper consist of five main sections: introduction; a concept of port-port city relationship; an analysis of the relationship between GP and its city; policy directions for GP city; conclusion. This study was mainly conducted by a literature review of the papers/reports and the analysis of secondary data. Significant policy strategies are associated with development of value-added logistics, expansion of additional port business, vitalization of port hinterlands, and establishment of port logistics clusters in terms of port economic function. Green port operation, improvements of coastal environment, establishment of port waterfronts, and conceptual port redevelopment master plan are included in the major port city development strategies in terms of sustainable development. Another major port city development strategies contain major port city master plan, institutional arrangements for port city development, specialized port city development policy, and formation of free trade port city in relation to integrated port-port city planning and management.
This study investigates in-sample and out-of-sample predictive abilities of accruals and accruals components with respect to future cash flows using models developed by Barth et al.(2001). In tests, data collected fromda62 Korean KOSPI and KOSDAQ listed firms for ccr4-2007 are used. Results of in-sample prediction tests are similar with those of Barth et al.(2001). Their accrual components model is better than other three models(NI only model, CF only model and NI-total accruals model) in future cash flows predictive ability. That is, in the case of in-sample prediction, accrual components excluding amortization have additional information contents for future cash flows. But in out-of-sample tests, the results are different. The model including operational cash flows(CF only model) shows best out-of-sample predictive ability with respect to future cash flows among above four prediction models. The accrual components model of Barth et al.(2001) has worst out-of-sample predictive ability. The results are robust to sensitivity analyses. In conclusion, we can't find the evidence that accruals and accrual components have predictive ability with respect to future cash flows in out-of-sample prediction tests. This results are consistent with results of Lev et al.(2005), and inconsistent with the belief of accounting standards formulating organizations such as FASB and KASB.

Since the regulation of MSDS (Material Safety Data Sheets) had started from July 1996, employers were required to furnish MSDS for the chemicals in use in their workplace. However, many MSDS did not contain upright information for the chemicals, and they were not updated regularly, and were not written in the standard format required by the Industrial Safety and Health Act (ISHA). The purposes of this study were 1) to examine the reliability of MSDS for mixed solvents, 2) to provide reliable MSDS to employers or employees, 3) to find out any difficulties in implementing MSDS after the initiation, and 4) to promote regular MSDS updating and to ensure the reliability of MSDS for chemical manufacturers. To check the reliability of MSDS of mixed chemicals, 21 samples of mostly degreasing solvents were collected along with their MSDS from the work place. The samples were analyzed by gas chromatography-mass selective detector(GC-MSD). Their components were classified as saturated hydrocarbon, cyclic hydrocarbon, aromatics, and halogen containing hydrocarbon, and the amount of each class were measured. Manufacture's MSDS were compared with the actual composition of the collected samples, and further examined the reliability by checking whether the chemicals analyzed were included in the MSDS correctly. Finally, each item of MSDS was evaluated whether the MSDS correspond to the regulation required by ISHA. The results were following: 1) most of the degreasing solvents in MSDS were incorrect in their composition and contents, 2) the information in the MSDS including hazard classification, exposure level, toxicity, regulatory information were incorrectly provided, and 3) some MSDS did not disclose carcinogens in their MSDS. Continuous monitoring of MSDS was required to ensure reliability of MSDS. The Chemicals containing hydrocarbons from C10-C15 need to be tested to provide toxicity data. In addition, governmental support for providing correct MSDS was recommended to ensure reliability of MSDS. The MSDS regulation relating to the confidential business information may need to be revised to ensure reliability of MSDS.
