An Analysis of the Productive Efficiency and Competitive Strength of Container Ports using the DEA, Super-efficiency, and FDH Methods

  • The purpose of this paper is to Investigate the productive efficiency and competitive strength of world container ports using the DEA, Super-efficiency, and FDH methods with the raw data from previous research by Jun et al.(1993). The super-efficiency measure examines the maximal radial change In input, outputs for an observation to remain efficient. Therefore, it provides a means of distinguishing between efficient observations, which would otherwise seem identical. FDH provides a good test mechanism for examining the practical implications of the choice available among alternative efficiency measures and orientations, because of the lack of convexity of its production possibility set. Both methods are complementary to DEA. This paper follows the traditional productivity analysis method overcoming the limitation of previous studies by using the DEA, FDH and Super-efficiency methods, and proposing in measure the relative competitive strength of worldwide container ports. The main empirical results of this paper are as follows: Firstly the ports of Singapore, Hongkong, Kilrung, Busan, Tokyo. and Longbeach were found to be efficient In the CCR model. The ports of Felixstowe, Bangkok, Singapore, Hongkong, Kilung, Busan, Tokyo, and Longbeach were found to be efficient in the BCC model. Secondly, super. efficiency rankings under CRS and input-oriented model are as follows: Longbeach, Keelung, Singapore, Busan, Tokyo, and Honkong. However, it was difficult In differenciate the rankings under the VRS and input-oriented model. due to major difficulties posed by the ports of Singapore, Hongkong, and Longbeach. Thirdly, the FDH method shows that the inefficient ports are Bremerhaven, Antwerp, Le Havre, Kobe, Seattle, New York The policy Implications of this study are as follows: Firstly, when port authorities want to measure the international competitive strength of container ports and enhance their productive efficiency, they should consider the traditional method as well as introducing the Super-efficiency and FDH methods. Secondly, according to the analysis results of the super-efficiency and FDH methods, poll authorities should recommend benchmarks ports and dominated ports as reference ports in order to enhance the productive efficiency of their container ports that have an efficiency rating of less than 1. Efficient ports whose efficiency ratings are over 1 in the Input-oriented Super-efficiency model should also consider the usage of input and output elements used by more efficient ports.

  • The Currently, most cargos of container transshipment between Busan Port and New Port are transported over land, and the rest is transported by barge. This study estimated firstly the traffic between those ports through simulations in order to analyze the feasibility of container transshipment by barge. It forecasted annual profitability using determinants to affect on the barge business by the traffic, and then, discussed the feasibility. This study supposed the flexible scenarios with 50%, 60%, 80%, or 100% transshipment and the 25 monthly barge service numbers between two ports, and measured the influences of different factors according to the above various scenarios. And then the sales were evaluated by the different traffics and freights scenarios provided the business would be actually operated. Finally, Net incomes were simulated to analyze the feasibility of different scenarios by various traffics and freights. The net income should be positive to get the feasibility. To achieve this, the minimum traffic should be secured and the lowest freight per TEU should be determined. While all countries of the world is controlling CO2 emissions and emphasizes the green logistics, this study contributed to solve at the same time the problems about the pollution and the efficiency of transportation by reviewing positively the feasibility of barge transportation as an alternative to transportation overland.

  • The constrained modulus, representative property to evaluate compressibility of soil, is needed to estimate the settlement of ground structure. A series of lab and field cone penetration tests for clayey soil of Busan new-port and Noksan industrial area were conducted to evaluate the estimation method of constrained modulus. Since CPT generates large deformation of ground, it is difficult to correlate the cone resistance with the constrained modulus. Therefore, appropriate correlation between them is essential to estimate the constrained modulus based on CPT results. The test results show that the ratio of the constrained modulus to the cone resistance is inversely proportional with plasticity index. Based on this result, the estimation method of constrained modulus for Busan clay is suggested.

  • In this study, new dispersion-correction terms are added to leap-frog finite difference scheme for the linear shallow-water equations with the purpose of considering the dispersion effects of the linear Boussinesq equations for the propagation of tsunamis. The new model is applied to near Gadeok island in Pusan about The Central East Sea Tsunami in 1983 and The Hokkaldo Nansei Oki Earthquake Tsunami in 1993 one simulated in the study.

  • At the 104th IMO MSC, it was decided to make a code for the operation of MASS(Maritime Autonomous Surface Ship). In addition, the government announced a roadmap for preemptive regulatory innovation for autonomous ships and identified 31 related regulatory issues and suggested improvements to revitalize the autonomous ship industry. This study aims to analyze the ship turning left on the route as a study on how to operate the route system when operating MASS. We intend to derive the current congestion degree of the special area of Busan New Port through maritime traffic survey and use simulation to derive the congestion degree of the special area due to the size of ships and increase in traffic volume. We would like to propose an appropriate amount of traffic (the number of L-converted). It is believed that the research results can be used as basic data for route operation when operating not only current ships but also MASS.

  • Container terminals in Gwangyang Port are facing in domestically and internationally a lot of changes including opening of Busan New Port and China ports. Compared to new ports, container terminals in Gwangyang Port possess old equipment and facilities. Therefore, in order for Gwangyang Port to maintain its service level and remain competitive, it needs to undergo remodeling to enhance productivity economically. Remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, yard system, berth system. In order to review the alternative, we performed questionnaire survey and expert interview. From the results of analysis, we suggested remodeling technology alternatives, priority of remodeling and improvement effect by remodeling introduction stage.

  • Most metropolitan shippers (MS) have used trans pacific route (TPR) or Asia-Europe route (AEP) through Busan port (BP). If Incheon new port (INP) sets up the deep water-depths under -16m, however, there might be a change in MS's port choice behavior (PCB). In this respect, the aim of this paper is to estimate an INP's allotment rate for metropolitan cargo using Logit Model (LM) considering changing global shipping and port environment. This paper reviews previous studies related to shippers' PCB then sets up the utility function (UF) including the dummied dependent variable which is comprised of BP and INP, and some independent variables such as the frequency of liner shipping route (TPR), inland transportation fare, and the rate of container terminal service. As a result of LM analysis, BP has 0.6618 and INP has 0,3382.

  • The purpose of this paper is to estimate economic benefits for the investment of port hinterland. This research has conducted the empirical analysis, by calculating the investment of port hinterland. The key factor for the economic benefits for the hinterland is the utilizing throughputs. This demand is influenced by the throughput in the port. However the data is different between the different organizations. The positive opinions are prevailed about constructing of port hinterland by a optimistic view about throughput. However this paper analyzes the economic benefits by a pessimistic point of view. The main results of this paper are as follows: First, the port hinterland of Busan New Port does not have economic benefit for investment and the hinterland will face the overcapacity problem. We recommend that the plan for investment has to be considered the modification. Second, data of forecasted throughputs is an important factor for evaluation of hinterland's investment. The research for reliable forecasting of throughput has to be preceded for the pertinent evaluation of hinterland's investment.

  • This paper presents the formulation for developing 2 port Frequency Dependent AC System Equivalent(FDACSE) with the instantaneous term in 5-domain and illustrates its use. This 2 port FDNE have been applied to the New Zealand AC system. The electromagnetic transient package PSCAD/EMTDC is used to assess the transient response of the 2 port (FDACSE) developed with Norton Equivalent network. The study results have indicated the robustness and accuracy of 2 port FDACSE for electromagnetic transient studies.

  • After World Trade Center's Terror in 2001 and promulgating Maritime Transportation Security Act (MTSA, 2002) and Security and Accountability For Every Port Act (SAFE Port Act, 2006) in the United States, most of the attention on security of international transportation including marine carrier and facility has focused increasingly. Inspection stations in foreign seaport terminal including Busan, South Korea, have been installed by Container Security Initiative (CSI) and Customs Trade Partnership against Terrorism (C-TPAT). The inspection station, however, may directly and indirectly affect delay of truck turnaround time in the seaport, especially high and severe level of security. This paper was analysed a risk for the additional average delay of truck turnaround time incurring by the inspection station under the all level of security, C-TPAT and CSI. As a result of this risk analysis, the higher weighted inspection time based on raising security level, the less number of trucks to be inspected, which will derive high delay in the inspection station.
