After inspecting ground surface or excavating cultural heritage site, the government can take measures for the preservation of buried cultural heritage based on the related law. It means that the provisions complement the limitation of current cultural heritage management system by extending the scope of cultural heritage to be preserved. But we neither have set any matters about implementing the measures for preservation of the buried cultural heritage, nor manage the heritage and its surroundings after implementing the measures. Due to these insufficiency of the law, there arise several problems in the field. For example, the measures for preservation are not complete, or preserved cultural heritage is damaged due to inappropriate management. We have to resolve the problems in order to accomplish the original purpose of taking measures for preservation of the heritage. First, it is necessary to make sure of the legal status of preserved buried cultural heritage, to establish the standards to decide whether to preserve it or not. We need to have regulations by law or internal rule on the daily management, who should manage it, what and how the manager should manage. It is also important for local residents to take an active part in preserving and utilizing the cultural heritage as the owner. Through building up the foundation mentioned above, the meaning and value of preserved buried cultural heritage can be expanded widely.
The Purpose of this study is to analyze an active discussion in North America about the issue of community archives governance which mainly focused on 'participatory archives' model and from it, draws implications for the present stage of domestic community archives development. Traditionally in the United States and Canada, local community archives have been built mostly by mainstream cultural institutions such as public archives, public libraries, museums, and historical societies as a part of comprehensive documentation of the society at large. At the same time, they have been processed and managed in accordance with the institution's collection development policy. As a result, most community archives in North America are characterized as top-down community archives model (in contrast with down-up model of 'independent' community archives as a part of grass roots movement in the UK). Recently, the community archives in North America with these characteristics try to overcome their limitations, which result in 'the others' of community archives, through governance, that is, community-institution partnership. Participatory archives model which assumes active community participation in all archives processes is being suggested by archival communities as the effective alternative of governance model of top-down community archives. This discussion of community archives governance suggests progressive direction for the present stage of domestic community archives, which has been built mostly by various mainstream cultural institutions and still has been stayed in 'about the community' stage. Particularly, community outreach strategies that participatory archives model concretely suggests are useful as a conceptual framework in building community archives based on community-institution partnership in reality.
As the 'hyper-connected society' has emerged through the 'Fourth Industrial Revolution, public interests as well as social dangers have increased. Above all, the risk of infringement of information, including confidential personal information, is dramatically increasing. As the hyper-connected society has been realized, even if only one of the internet devices is hacked, there would be a danger that the ripple effect of such a hacking spreads to the whole network. Therefore, the necessity and importance of information security, including cybersecurity, has been increasing. In other words, the stability of cyberspace and internet space is becoming more important. As a result, the Korean government is seeking to build a legal system related to information security, which would be able to cope with the information infringement problem in the hyper-connected society. However, it seems that the government is still struggling with the direction of building such a legal system. In this context, a comparative review examining the legal systems of advanced foreign countries will provide meaningful implications as to what kinds of legal policies we should devise and implement for information security. In particular, the U.S. legislative act that actively responds to the cybersecurity violations is worthy of reference. For this reason, this article systematically analyzes the current status of the U.S. cybersecurity laws. Especially, this article focuses on the "Cybersecurity Information Sharing Act of 2015"(hereinafter "CISA"), that was recently enacted by the U.S. congress. The CISA prescribes the systemic and detailed information-sharing between national and private entities. The CISA, that actively promotes information-sharing, is full of suggestions for us, in that information-sharing is an effective way to properly realize information security in today's hyper-connected society.
Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.

The Ministry of National Defense is re-establishing the role of the Army in accordance with the defense reform and is promoting the Warrior Platform, a next-generation individual combat system. The Warrior Platform project is divided into three stages and is being promoted. In the first stage, the quality and performance of individual items are improved, in the second stage, items between system development are integrated, and in the third stage, the combat capability is maximized by developing an integrated unit weapon system. In this paper, detailed sub-items for the five essential required competencies (survival, lethality, mobility, sustainability, Communication) that are considered for building an effective warrior platform are presented. We also present a plan that can be used to prepare a specific master plan for the Army's Warrior Platform project by using Analytic Hierarchy Process(AHP) and selecting the priority of the five required capabilities and detailed sub-items for different unit types. As a result of analyzing the priorities of the four types of units with different mission types, we find that there are differences for each unit. These results are expected to be used as useful reference materials for setting the future direction for the development of warrior platform.

This study aims to establish a foundation for autonomous driving on campus and communication of abundant university information in the HCI environment in a VR environment where college freshmen can freely travel around campus facilities. The purpose of this study is to develop a three-dimensional VR-style campus tour system to establish a media environment to provide abundant university information guidance services to freshmen in non-face-to-face situations. This study designed a three-dimensional virtual reality campus tour system to solve the problem of discontinuity in which VR360 filming space does not lead to space like reality, and to solve many problems of expertise in VR technology by constructing an integrated production environment of tour system. We aim to solve the problem of inefficiency, which requires a large amount of momentum in virtual space, by constructing a GUI that utilizes the motion of the field of view focus. The campus environment was designed as a three-dimensional virtual reality using a three-dimensional graphic design. In non-face-to-face situations, college freshmen freely transformed the HMD VR device, smartphone, FPS operation mode of the gyroscope sensor. The design elements of the three-dimensional virtual reality campus tour system were classified as ①Visualization of factual experiences, ②Continuity of space movement, ③Operation, automatic operation mode, ④Natural landscape animation, ⑤Animation according to wind direction, ⑥Actual space movement mode, ⑦Informatization of spatial understanding, ⑧GUI by experience environment, ⑨Text GUI by building, ⑩VR360, 3D360 Studio Environment, ⑪Three-dimensional virtual space coupling block module, ⑫3D360-3D Virtual Space Transmedia Zone, ⑬Transformable GUI(VR Device Dual Viewer-Gyro Sensor Full Viewer-FPS Operation Viewer) and an integrated production environment was established with each element. It is launched online (http://vautu.com/u1) by constructing a GUI for free driving mode and college information screens to adapt to college life for freshmen, and designing an environment that can be used simultaneously by current media such as PCs, Android, and iPads. Therefore, it conducted user research, held a development presentation, a forum on excellence in university innovation support projects, and applied it as a system on the website of a particular university. College freshmen will be able to experience university information directly from the web and app to the virtual reality campus environment.

In this study, data on the study site for apartment construction was acquired, and the quantity of construction waste was calculated using a drone and mobile 3D laser scanner. The accuracy of the drone was 0.034 to 0.064m in the horizontal and vertical directions, respectively, and the mobile 3D Laser Scanner showed an accuracy of 0.018 to 0.049m in the horizontal direction, respectively. These results suggest that it is possible to construct spatial information using a drone and mobile 3D laser scanner with a value within the allowable accuracy of 1:1,000 digital terrain. The volume of construction waste calculated using the mobile 3D laser scanner data was 70,797㎥. It was possible to calculate the volume on the side of the building or some facilities that appeared as shaded areas in the drone outcomes. In addition, modeling was performed for view analysis of the apartments scheduled to be constructed and the terrain-based modeling results of the surrounding buildings. In the future, data construction and accuracy evaluation using mobile 3D laser scanners will be conducted. In addition, additional research comparing existing methods and work processes will be carried out, and the efficiency of mobile 3D laser scanners in the field of spatial information construction can be presented.
The research is to analyze current situation of the coordinated development of "5 Region" and "4 Road" in Henan Province and put forward problems about the coordinated development of the "5 Region" and "4 Road" with the inland geographical location in China by drawing on the experience of the coordinated development of related industries in developed countries and regions based on China's "One Belt And One Road". According to the problems, a plan for the promotion of opening up to the outside world is provided. Through research, the following problems are found: First, the superposition advantage of five districts' and "four roads' has not been fully brought into play. Second, the collaborative linkage mechanism is not sound. Third, modern comprehensive transportation hub facilities are not fully completed. Fourth, the industrial support capacity is insufficient. Fifth, basic support is difficult to meet the needs of future development. The plan is as follows: First, building a top-level strategic platform and improve the policy support system. Second, we need to enhance the advantages of the four Silk Roads and accelerate their interconnected development. Third, establishing a coordination and mutual assistance mechanism to stimulate the superposition effect of industrial clusters. The significance of this study is that it can be used as research data to predict the future direction of China's "One Belt and One Road" policy and enlightenment to stimulate the economic revitalization of inland provinces.

The purpose of this study is to prevent fire accidents in advance by deriving prior knowledge among groups about temporary fire-fighting facilities of workers at construction sites and devising appropriate improvement measures. The findings are as follows.First, in the case of fire extinguishers, statistical attention was paid to the contractor, supervisor, partner worker and fire extinguisher manager between designations. 87% of fire managers and 70% of facility supervisors said fire extinguisher management managers needed to be designated for each type of construction, which requires designation of fire extinguisher management managers, frequently checking and relocating. Second, in the case of simple fire extinguishing facilities, statistical attention was paid to the application of penalties for unauthorized use of fire extinguishing facilities with construction companies, supervisors, and business partners.Third, in the case of emergency alarm measures, statistical attention was paid to the application of emergency alarm sound to temporary broadcasting facilities with construction works, supervisors, and business partners.Fourth, in the case of induction, statistical attention was paid to the application of connection between construction works, supervisors, and partner workers, such as passage guidance, emergency lighting, etc.It was found that 65% of construction workers and 55% of electrical workers had different applications such as aisle guidance and emergency lighting for each type of business partner. In order to resolve blind spots such as evacuation zone guidance due to the structure of the building, it is necessary to easily distinguish the direction of the entrance door from a long distance by applying it in conjunction with passage guidance lights and emergency lighting.

Recently, the gated community has been increasing due to various reasons such as demand for differentiated areas and security, but various problems have been raised, including regional conflicts, traffic restrictions and disconnection of surrounding areas. Therefore, this study empirically considered what kind of spatial effect the gated community has on the surrounding area by analyzing the vitality using floating population big data and analyzing pedestrian accessibility using network analysis and social network analysis. As a result, it was found that the overall vitality in the study area was greatly affected by the land use and the building use. However, focusing on apartment complexes, even in the same land use, when the form of the complex is open to the outside, there is a lot of floating population, so the vitality is high. In terms of accessibility, assuming that the gated community is open, it was found that as the physical connectivity improved, there were more roads for pedestrians to choose from, and the accessibility improved as traffic and exchanges occurred in the disconnected space. The value of improving property rights and residential environment is also precious, but it is necessary to review how to reflect the improvement of local permeability in enhancing the publicness of cities and the value and direction of communities that can coexist with the region.
