  • This case study reviews procedures of the implementation of a strategic performance management system for the KITECH(Korea Institute of Industrial Technology). The purpose of the study is to provide government funding research institutions with cautious considerations when the institutions want to setup performance systems.. KITHCH's strategic performance management system is based on BSC and has following characteristics: 1. KITHCH has spent more than a year in order to obtain the personnel's agreements on mission, strategies and goals. 2. They have focused a mission and strategy focused performance system so that KPIs are as much aligned as possible with strategies. 3. They have developed the system using both top-down and bottom-up frames. The weights for KPIs were formulated with the bottom-up procedure. This study results possible effective factors for successful implementation of a strategic performance management system for research institutions.

A Glimpse into Brazil Conference (2014 브라질 회의로 가는 길)

  • This short report introduces the general background why Brazil conference is being prepared and what topics would be undertaken and what goals are being taken into account. It overviews what differences from traditional telecommunication governance, internet governance has had in its historical development and how such differences had been formed from its technological differences and the regulatory policy shift from common carrier regulation to privatization. Moreover, the fact that open, voluntary, bottom-up, diverse stakeholder's participation had evolved throughout the historical development of the internet, had established the present multistakeholder governance model from technological standardization to addressing scheme policies. ICANN, which has governed internet addressing schemes since the earlier 2000s, had developed address policies including IANA function from Jon Postel and technical community's legacy management system into contract based formation between ICANN and gTLD, ccTLD registries. And it made dispute resolution policies responding to trademark disputes and resolved gTLD monopoly issue by introducing new TLD generation and the separation of registry and registar. However, there had been challenges on the legitimacy of ICANN due to its dependency on the Federal Government of the U.S. particularly in its oversight role over ICANN and IANA contract. WSIS raised up internet governance issues including addressing governance, and set up IGF as a discussion platform for multistakeholders to discuss and share all views on other internet related public policies. IGF's loose and non-binding discussion once frustrated governments and other stakeholders, but more focused discussion and visible outcomes have consolidated its unique role for internet governance discourses. Particularly, IGF addressed many emerging internet related issues like cybersecurity, privacy, net neuratlity, development related issues. WTPF of 2013, after WCIT debate on whether traditional telecommunication regulation could be applied to internet infrastructure, suggested other governance issues such as the transition to ipv6, IXP coordination etc. How to make sure the legitimacy of internet addressing governance and how and where other internet related public policies could be undertaken are fundamental tasks for internet governance. Brazil conference, which has been motivated by the breakdown of trust in internet governance from NSA mass surveillance revealed by Snowden, faces these questions and try to make consensus on principles, institutions and roadmap for internet governance in multistakeholder participation way.

  • Recently, Korea brings to remarkable levels about industrialization, modernization, population and development of technology. Especially, the rapidly growing from this technology has increased the burden on existing industrial waste landfills. The purpose of this research is to existing knowledge base of landfill cover liner behavior during periods freeze/thaw. Although these tests have been invaluable in clarifying the problem of freeze/thaw, extending the results of such experimental studies to prototype landfills are questionable. For this investigation, the author utilized a large scale laboratory simulation allowing inclusion of the field depth of the cover systems, layered soil profiles, rainfall simulation, a cold climate and boundary conditions similar to those encountered in the landfill. And the soil materials used stabilized soils (mixed clays, cements, and minerals) instead of clays. The bottom liners are made up of drainage layer (30cm), stabilized layer (75cm), and leach collection layer (60cm). The stabilized layers are made up of supporting layer (45cm) and impermeable layer (30cm) - consisted of $P_A$ and $P_B$ layer.

  • The purpose of this study is to develop and examine an in-line skating uniform that is also suitable for everyday wear, through research on the dressing needs of skaters. The results of this research are as follows: when asked about the garment, ordinary clothes were more inconvenient than professional uniform. In the case of the upper garment, the skaters who dressed in ordinary clothes felt the most inconvenience in the part of sleeve, back side of bottom and width. The skaters who dressed in professional in-line uniforms felt the most inconvenience in the part of neck girth, of sleeve, back side of bottom. In the case of the lower garment, the skaters who dressed in ordinary clothes felt the most inconvenience in the knee, crotch and hip. The skaters who dressed in professional in-line uniforms felt the most inconvenience in the hip and crotch. Damage due to wear was shown up the hip, knee, side of thigh and shoulder. The answer rate was high that the ordinary clothes usually wore out and the uniform used to tear out in the form of clothes damage. An appropriate sample pattern was made up, based on the problems revealed in the results of the questionnaire analysis. Evaluation of samples was used linear Measurement (5 point preference scale) by organized with 15 male and female's subjects group and 12 observer group.

  • Software visualization can assist developers to understand a software system and change its code. The recent development of bottom-up visualization tools demonstrates the advantages by revealing the code that is directly related to a software evolution task. However, the information provided by these tools is limited to the code already investigated by the developers in that task session. To broaden the scope and provide the code information that developers should explore, we propose to present the latest revision of a software system via a class diagram. When a developer clicks on a button, the proposed tool reveals the code changes committed to a configuration management system, and facilitates the understanding of code changes. We also conduct case studies illustrating the advantages of the proposed tool.

  • The government-led top-down development approach for weapons system faces the problem of technological obsolescence now that technology has rapidly grown. As a result, the government has gradually expanded the corporate-led bottom-up project implementation method to the defense industry. The key success factor of the bottom-up project implementation is the ability of defense companies to plan their technologies. This paper presented a method of analyzing patent data through data mining technique so that domestic defense companies can utilize it for technology planning activities. The main content is to propose corporate selection techniques corresponding to the defense communication-electronics sectors and conduct principal component analysis and cluster analysis for the International Patent Classification. Through this, the technology was classified into four groups based on the patents of nine companies and the representative enterprises of each group were derived.

A Study on the Development of the Extermination gear for Starfish, Asterias amurensis and its Efficiency (불가사리 구제기구의 개발과 그 성능에 관한 연구)

  • In order to exterminate effectively starfish, Asterias amurensis inhabited a village fishing grounds and shellfish farms on coast of Korea, Mop and sledge gear were made and sea trials for capture efficiency of starfish by each gear and towing distance were carried out by commercial dredger on the coast of Keojedo from April to May in 1995. As Starfish mop and sledge were slowly dragged over the bottom at the same time, starfish became entangled in bunches of twine and netting respectively. The gears were hauled up at intervals to remove the starfish and hand-picking operations on vessel were conducted. The results obtained are as follows : Two gears were smoothly slidden over the sea bottom and captured numerous starfish. The optimal towing distance by each gear was 300 to 500 m.The capture efficiency of starfish species by sledge was 57% compared with 43% of that by mop but mixed rate with fish or shellfish of the former was 21 times as high as that of the letter. It was concluded from sea trials that moping was effective in shellfish farms, because the mop outfit causes little damage to useful shellfishes and the mixture of starfish with fish or shellfish was low, whereas sledging can be used to clean uncultivated areas free of shellfish where starfish population is very heavy and common fishing grounds in which bottom material is rock or gravel.

Korea's Designation of Living Happiness Sphere in the Local Area from the Perspective of New Institutionalism (지역행복생활권 획정에 대한 신제도주의적 접근)

  • Park Geun-hye Administration has been leading HOPE Area(Living Happiness Sphere) policy as a part of strategy for the regional development. Recent study on HOPE Area policy mainly focuses on how to enhance cooperation among local governments or how to activate the HOPE area. However, as far as I found, the research on how HOPE area guideline as an institution is made and how HOPE area, the effect of the institution, is demarcated has not well been conducted. With based on these issues, this article aims to identify and examine the process of the HOPE area guideline-making and the designation of the HOPE area. For this purpose, new institutionalism is utilized for the analysis. The guideline was made through competition and compromise among a few parties concerned rather than a decision by unitary elite group, and the final outcome of the process reflected the balanced development strategy more than the growth pole development strategy. There was a tendency that the local governments try to make many HOPE areas by overlapping the HOPE areas, which are the outcomes of the bottom-up approach. In Seoul metropolitan area, a new type of HOPE area was introduced one year later than the other local regions.

A study on the variations of water temperature and sonar performance using the empirical orthogonal function scheme in the East Sea of Korea (동해에서 경험직교함수 기법을 이용한 수온과 소나성능 변화 연구)

  • For measuring the performance of passive sonars, we usually consider the maximum Detection Range (DR) under the environment and system parameters in operation. In shallow water, where sound waves inevitably interacts with sea surface or bottom, detection generally maintains up to the maximum range. In deep water, however, sound waves may not interact with sea surface or/and bottom, and thus there may exist shadow zones where sound waves can hardly reach. In this situation, DR alone may not completely define the performance of each sonar. For complete description of sonar performance, we employ the concept 'Robustness Of Detection (ROD)'. In the coastal region of the East Sea, the spatial variations of water masses have close relations with DR and ROD, where the two parameters show reverse spatial variations in general. The spatial and temporal analysis of the temperature by employing the Empirical Orthogonal Function (EOF) shows that the 1-st mode represents typical pattern of seasonal variation and the 2-nd mode represents strength variations of mixed layers and currents. The two modes are estimated to explain about 92 % of the variations. Assuming two types of targets located at the depths of 5 m (shallow) and 100 m (deep), the passive sonar performance (DR) gives high negative correlations (about -0.9) with the first two modes. Most of temporal variations of temperature occur from the surface up to 200 m in the water column so that when we assume a target at 100 m, we can expect detection performance of little seasonal variations with passive sonars below 100 m.

An Analysis of the Effectiveness on Rural Field Forum - Focusing on the recognition change and satisfaction of the inhabitants - (농촌현장포럼 효과분석 - 주민의 인식 변화 및 만족도를 중심으로 -)

  • This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.
