Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

Throughout the history of UCP, the longest lasting operational rules have been those derived from internationally acceptable best practices. I would propose that the effort to establish best practices be undertaken using four tools the SBPED, ISP98, the Opinions of the Banking Commission, and decisional law by respected courts in jurisdictions that influence letter of credit case law in the various regions. The SBPED and the ISP98 should be used; not only as a model for the drafting of future operational rules, but also as a questionnaire on best practices directed to all the national committees. The Opinions of the Banking Commission and the leading cases should be used to verify the soundness and enforceability of proposed rules. For this reason, I would suggest that the revision wait until the dust settles sometime in 2003 (10 years after the enactment of UCP 500) and we know if it is a good idea to attempt the drafting of new operational rules and whether to merge with closely related sets of rules. To do otherwise may entail a revision of the revision while it is still going on, or worse, discarding it before the ink dries or the electronic message reaches its intended recipient.

We are in search for many method at 21th century thinking about the environment internationally. One is among them low carbon green city. Consequently this dissertation put a system solar energy key point of low carbon green city and purpose of low carbon green city Besides system and technique about the solar energy best practices try to do the investigation analysis. It's important of low carbon green city's environmental friendly system such as solar heat system, solar power generation, ecological greening, All these systems are connected each other and organize low carbon green city. A solar energy system uses pure energy of the situation directly most among the environmental friendly system. Energy saving and environment-friendly city in the world must do not a choice. However, recognition conversion and infrastructure of the Korea still has not come true. But South Korea and the international best practices is not the same system. But plan to solar city, the concept of green city in Cheongju, Deagu local government. And many meetings are in progress.

Water is a strategic resource for Singapore due to its small land mass and more than half of the mainland serves as catchment for raw water, including construction sites. Construction site typically involves earthworks and in conjunction with the frequent and intense rainstorm in Singapore, produce runoff of high turbidity due to suspended sediments. The resulting high concentration of suspended sediment in construction site runoff very often leads to aesthetically unpleasant reservoirs and potentially increases the treatment cost of raw water. To mitigate this, the local standard requires the discharged concentration of total suspended solids of construction runoff leaving a construction site to be less than 50mg/l which is a very high standard. This paper will present, examine and discuss particular issues and practices of Singapore's construction industry in meeting this requirement. The focus will be on two areas: Government lead initiatives and industry practices. How the government agencies worked together with the industry professionals to develop a system to ensure meeting of the standard is discussed. In addition, the types of industry practices, including various Best Management Practice to reduce erosion in construction sites and implement effective sedimentation on construction sites are examined.

Maturity models allow organizations to assess and compare their own practices against best practices or those employed by competitors, with the intention to map out a structured path to improvement. This research explores the aspects of the Maturity Models that are relevant to distinguish them from one to another. The different Project Management maturity models for define maturity differently and measure different things to determine maturity. Because of this, organizations should give careful consideration to select appropriate maturity model. The main reason behind this research lies on the modification to the existing Organizational Project Management Maturity Model (OPM3) by adding four knowledge areas, dedicated to construction industry as best practices. These are Safety, Environment, Financial and Claim Management. This Model contains (Yes/No) questions; all of these questions must be answered before the user reviews the results that describe the overall maturity and areas of strength and weakness of an organization. The research presents the implementation of the proposed Model Construction Enterprises Maturity Model (CEM2). All the components of the developed Model have been implemented in Microsoft Access. CEM2 helps Construction Enterprises to assess their Maturity Level and know Areas of Weaknesses for future improvement. The easy to use Yes/No user interfaces help enterprises' employees to assess the maturity level of their enterprises. The Model maintains users' responses in its database; as such, many employees from different enterprise divisions can be involved during assessment phase in several sessions.

This study investigated whether parental disciplinary practices mediated the status of peer acceptance. From a sample of 420 kindergarteners, twenty were classified as popular children and twenty were classified as rejected children using sociometric assessment and their parents(40 mothers and 40 fathers) were responded to a parental behavior questionnaire Results were as follows: 1. Compared to rejected children, popular children had fathers who participated more actively in child-rearing practices and mothers who were less overprotective in child-rearing practices. 2. Popular children had fathers who were more affectionate and more actively participated in child-rearing practices than mothers were, whereas rejected children had fathers who were more overprotective than mothers were. 3. Reasonable guidance made by parents was uniquely predictive of peer popularity, whereas parental overprotection was the best predictor for peer rejection.

The importance of information systems(IS) operations and maintenance is increasing as the costs of IS operations and maintenance take larger share of total IS costs and organization's dependency on IS is increasing. However, this area has received relatively little attention from scholars and practitioners despite of its significance. The main objectives of this study are to provide practical guidelines for improving IS operations and maintenance practices, and to propose a research framework for this area. To accomplish this objectives, the following three issues are investigated. First, IS operations and maintenance practices of a case company are analyzed. Second, the current practices are compared with best practices. Finally, suggestions are made based on the analyses to improve the IS operations and maintenance practices.

Due to resource constraints, most of Android application developers need to address potential performance problems during application development and maintenance. The coding styles and patterns of Android programming could often affect the execution time and energy efficiency which are utilized by the Android applications. Thus, it is necessary for application developers to apply performance-enhancing programming practices for mobile application development. This paper introduces performance-enhancing best practices for Android programming, and further, it evaluates the impact of these practices on the CPU time of the application. The original version with the performance-worsening code has been refactored to become an efficient version without changing its functionality. To demonstrate the efficiency of the proposed approach, each coding pattern was evaluated by measuring the CPU time under the controlled runtime environment. Furthermore, the Android applications were evaluated and compared via the CPU time of the original version, with that of the refactored version. These experimental results indicate that, by -using the proposed programming practices, the Android developer can develop performance-efficient mobile applications.
