  • Living infrastructure facilities are concentrated in cities with high population density, it is necessary to supply basic living infrastructure facilities to promote welfare in rural areas. The establishment of basic living infrastructure is the minimum right for daily living of local residents. It is supplied by considering national economic and social characteristics through national minimum standards, but it is limited to be practically applied to rural areas where many villages are dispersed in large areas. There is a situation. Therefore, it is necessary to supply systematic and quantitative facilities by analyzing villages that do not meet the minimum standards of basic living infrastructure in rural areas and by considering their characteristics. The purpose of this study is to identify the basic living infrastructure facilities of village units and analyze the characteristics of each village for Boeun-gun, Chungcheongbuk-do.

  • Recently, Cloud Computing and Big Data has become a buzzword in the field of IT. In this paper, as part of special efforts to support small businesses (SMB) in these situations, we designed the basic prototypes ver. 0.1, 0.2, and 0.5 for Hadoop cluster based on private cloud infrastructure and implemented the part of basic prototypes. And we verified the performances of the basic prototypes using ASA Dataset.

Analyzing Migration Decision-Making Characteristics Based on Population Change Pattern and Distribution of Basic Living Services in Rural Areas (농촌지역 인구변화 특성 및 기초생활서비스 분포 특성을 고려한 이주 의사 결정 요인 분석)

  • Rural decline due to the decrease of the local population is an inevitable phenomenon, and a vicious cycle has been formed between a lack of basic living services and a population decrease in rural areas. Therefore, the study aims to derive the migration decision-making characteristics based on basic living service infrastructure data in rural areas. To do this, the population change over the past 20 years was categorized into six types, and the relationship between the classified population change types and the number of basic living service infrastructures was analyzed using decision tree analysis. Of the total 3,501 regions, 801 regions were the continuous decline type, of which 740 were rural areas. On the other hand, among 569 regions that were the continuous increase type, 401 regions were urban areas, confirming the population imbalance between rural and urban areas. As a result of the decision tree analysis on the relationship between population change types and the distribution of basic living service infrastructure, the number of daycare centers was derived as an important variable to classify the continuous increase type. Hospitals, parks, and public transportation were also found to be major basic living services affecting the classification of population change types.

Development of Urban Green Infrastructure by promoting Walkability (걷고 싶은 거리조성을 위한 도심녹지 확보 방안)

  • The purpose of this study is to propose the methodology for introducing green infrastructure that can improve the health of citizens by promoting walkability. The methodology is composed of the following three phases: classification of the types of green spaces, selection of core green spaces with two separate analyses, and introduction of the framework of green infrastructure to promote walkability. In the first phase, the classification of the types of green spaces was carried out in order to understand existing distribution pattern of green spaces in study site. In the second phase, walkable blocks were selected by such methods as walkability value. Through these two analyses, all the blocks were divided into three groups according to the ranking figured up the second analyses' results. The blocks in the first group, the group involved in the top 30% and having the greatest ranking, were defined as walkable blocks. In the last phase, a basic frame of the green infrastructure in study site was introduced by connecting the walkable blocks with using other blocks and the green spaces over 1ha. In case study, 28 important green spaces and 35 walkable blocks were selected through the two analysis process. Then, the basic framework of green infrastructure based on the selected 28 important green spaces and 35 walkable blocks was introduced. The methodology applied to this study can be used to get the best selections of the proper green infrastructure in accordance with the purpose of the ecological and recreational local development. In particular, this study will suggest a specific analysis model to use for the ecological and walkable urban planning with green spaces existing in the city.

Analysis of Contribution to Net Zero of Non-Urban Settlement - For Green Infrastructure in Rural Areas - (비도시 정주지의 탄소중립 기여도 분석 - 농촌지역 그린인프라를 대상으로 -)

  • This study was conducted to provide basic data that can be used when establishing Net Zero policies and implementation plans for non-urban settlements by quantitatively analyzing the Net Zero contribution to green infrastructure in rural areas corresponding to non-urban settlements. The main purpose is to first, systematize green infrastructure in rural areas, secondly derive basic units for each element of green infrastructure, and thirdly quantify and present the impact on Net Zero in Korea using these. In this study, CVR(Content Validity Ration) analysis was performed to verify the adequacy of green infrastructure elements in rural areas derived through research and analysis of previous studies, is as follows. First, Hubs of Green infrastructure in rural area include village forests, wetlands, farm land, and smart farms with a CVR value of .500 or higher. And Links of Green infrastructure in rural area include streams, village green areas, and LID (rainwater recycling). Second, the basic unit for each green infrastructure element was presented by classifying it into minimum, maximum, and median values using the results of previous studies so that it could be used for spatial planning and design for Net Zero. Third, when Green infrastructure in rural areas is applied to non-urban settlements in Korea, it is analyzed that it has the effect of indirectly reducing CO2 by at least 70.76 million tons and up to 141.16 million tons. This is 3.4 to 6.7 times the amount of CO2 emission from the agricultural sector in 2019, and it can be seen that the contribution to Net Zero is very high. It is expected to greatly contribute to the transformation of the ecosystem. This study quantitatively presented the carbon-neutral contribution to settlements located in non-urban areas, and by deriving the carbon reduction unit for each element of green infrastructure in rural areas, it can be used in spatial planning and design for carbon-neutral at the village level. It has significance as a basic research. In particular, the basic unit of carbon reduction for each green infrastructure factors will be usable for Net Zero policy at the village level, presenting a quantitative target when establishing a plan, and checking whether or not it has been achieved. In addition, based on this, it will be possible to expand and apply Net Zero at regional and city units such as cities, counties, and districts.

  • The advent of the multiple media representatives system make the competition in the advertising industry. In this sense, both advertising industry and academic field have interested in construction and application of public infrastructure for broadcasting advertising. More specifically, this work analyzes the value of Kodex in the smart media system. Also, this study explores a basic set of application plan of Kodex as the public infrastructure. As a result, it is necessary to build transaction system infrastructure, ads contents application infrastructure, ads promotion infrastructure, and new profit creation infrastructure in the KOBAnet and KODEX. This study, as a leading research for the application of broadcasting advertising infrastructure, aims to provide some practical implications and suggestions for further research.

  • Carbon emissions in construction stage is very high because lots of construction machines and materials are required to be used at a road construction stage. Many researcher carried out application of carbon emissions estimation methodology during the life cycle of road infrastructure in order to reduce greenhouse gas emissions in the road sector. But the calculation of carbon emissions is difficult because data collection is difficult and calculation procedure is complex. In this study, a basic unit of carbon emissions in construction stage of the road infrastructure was developed in order to get the quantitative determination of carbon that occurs. Carbon emissions of the expressway and common state road was calculated by using the basic unit of carbon emissions and application plan of basic unit of carbon emissions are presented.

  • This study was carried out to analyze the disparities of basic living infrastructure between Guns(rural counties), and between Eups/Myuns(rural districts) in Jeollanam-do province. For the purpose of this study, dimensions of regional disparity in basic living structure were measured by 3 components ; road, public water service and sewage disposal. By utilizing the published statistics, this study has examined 8 Guns(counties) containing Eup and Myon in Jeollanam-do province which can represent 4 different rural areal types, respectively, i,e. mountainous, semi-mountainous, flat and seashore areas. The data acquisition time of this study is fixed on end of 2009 year in order for possible collections of the most recent published statistics. It presents evidence on the magnitude and evolution of discussion of regional disparities between Guns(counties), and between Eup & Myon, and between Myons in Jeollanam-do province even though infrastructure provision level of Jeollanam-do rural areas are much more improved than the past. Concludingly, the existing disparities in this area is meaningful and so, it should be seriously reconsidered when deciding local government's budget allocation priority.

  • Author outlines briefly developments of policies relating to telecommunication infrastructure and databases since latter half of 1970′s. There exist three phases. The first phase was from later 1970′s to 1985, which was an initial stage of electronic information service in Japan. In the second phase, 1985~1990, basic policy change made possible the privatization of telecommunication services and proliferation of database products and vendors, The third phase began in early 1990′s with downsizing in computer usage, wide-spreading information networks and rapid dissemination of personal computers. Then author describes offers on policy formation for "novel information infrastructure" and current situation concerning the "Internet" in Japan. Finally, tasks and problems for implementing new generation program for information infrastructure and database usage are pointed out, These are knowledge resource, cost, copyrights and cultural problems including language.
