  • Terrorists have been attacking in the vulnerable points of aviation sector with the diverse methods of attacks. Recently, Vulnerability is increasing because the Modus Operandi of Terrorism is carried out by exploitation of people in the form of employee working in aviation sector whose role provides them with privileged access to secured locations, secured items or security sensitive information. Furthermore, cases of insider threat are rising across the world with the phenomenon of personal radicalization through internet and social network service. The government of ROK must respond to insider threat could exploit to acts of unlawful interference and the security regulations should be established to prevent from insider threat in advance refer to the acts of unlawful interference carried out in foreign countries and the recommendations by USA, UK and ICAO.

  • The passenger security screening is a mandatory procedure for boarding the aircraft according to ICAO standard as well as national law of each country. The enhanced threat of terrorism have had the security procedure strengthened since 9/11 events. However the effectiveness of passenger screening is not satisfactory and the service level for passenger is getting worse because of tightened security measurements. This research studied the responsibility issue for the enhancement of the effectiveness and service quality in passenger security screening. The study concluded that a desirable responsibility assignment for passenger screening is to the airport authority at normal time and to the government authority at the time of high threat.

  • As intellectual terror threats increase, we feel the limit in coping with those threats and the things we do are placing traditional X-ray machines & ETD and increasing aviation security staffs. In fact, even if air transportation system is the fast and most efficient transportation methods, it is true that there are many inconveniences to endure due to terror threats. In the name of security, even if we make a lot of efforts and time to screen both good-natured passengers, baggage, cargo and suspicious passengers, it is impossible to screen perfectly and it is not an efficient methods. Therefore, we introduce profiling system that reduce the effort to screen good-natured passengers but focus on screening dangerous passengers and baggages. Profiling system strengthens aviation security, using the concept "Selection & Concentration". Israel started to introduce manual profiling system in aviation security, which is interviewing suspicious passengers and it has been used in crime investigation since 1960. And it has been upgraded and diversified to CAPPS(Computer Assisted Passenger Screening Program) and SPOT(Screening Passenger by Observation). So, this theses is to study on the concept & kind of profiling and profiling methods adopted in airlines. Also it presents the method of introduction of profiling system in Korea and the necessity of making law on it.

  • Aviation Maintenance Technician(AMT)'s error is not directly link to deficiency which is differ to flight crew's error and it potentially maintains. Due to it usually occur as undesired aircraft state, hazards, like unreported maintenance error or near miss fortunately undetected and are not develop to accident. This could be a crucial influence of an accident occurrence. To remove these hazards, just safety culture should be support that anyone can report about safety problems and person who reported safety problems and hazards like near miss, should not get disadvantages. Also if it is satisfied, they must exempt for punishment and guaranteed for security. Hence, on this study, aviation maintenance site's just culture need to be researched and analysed about improvement for aviation maintenance field's positive just culture.

  • Smart Security is the global initiative of Airports Council International in collaboration with airports, airlines and governmental agencies. Its main objective is to create a step change in passenger and cabin baggage screening, escalating security costs and constantly evolving threats. Incheon International Airport should adopt and deploy smart security systems not only to strengthen aviation security but also increase passenger's experiences and operational efficiency by way of seamless security screening that it will lead to establish the best security environment to prevent terrorism and acts of unlawful interference.

  • The importance of Security measures by means of Physical Security, Network Security and Online/Internet Security. Lack of security is one of the primary obstacles in fielding many technologies in both commercial and DoD networks. Moreover, Internet censorship may be growing and is becoming increasingly sophisticated. In this paper, we will evaluate the Practice to Policy to Theory Approach for survivability by means of software rejuvenation models. These models would be assessed the effectiveness of proactive fault management in operational software systems and determined optimal times to perform rejuvenation.

  • The air transportation industry in Korea has grown very fast in aspect of the transportation scale as much as entering within the tenth in the world. However, as compared with the air transportation industry, the civil aviation pilots training has been performed at very low level in quantity and quality because of the high cost of pilots training, nation security, limited airspace use and falling behind of the science technology in relation to the aviation industry. In result, the number of airline pilots became lower than actual demands of both airlines, KAL and ASIANA. This produced many foreign captains employed, airline pilots overloaded and finally affected flight safety. In this paper, it was studied the actual reality and problems of civil aviation pilots training and presented the encouraging policies for civil aviation pilots training in Korea.

  • Airport security staff are outsourced workers, whose status is a special security agent under the security service law in Republic of Korea, who are subject to persuing both profitability and public concern at the same time. This paper has chosen the sample of security staff working at Incheon airport. This is because airport security staff is being outsourced, this paper had made an empirical research such areas as the perception of job identity, public service motivation and organizational commitment through job satisfaction. According to statistical research, it was found the perception on job identity by airport security staff had a significant negative effect on both job satisfaction and organizational commitment. The more they have perceived their status as non-permanent status, the less they had job satisfaction and commitment at the same time as a special security agent at airport. Their perception of job identity had a significant effect on such public service motivation factors as 'absorbing public concern' and 'a solicitude'. Lastly, their motivation factors had also significant positive effect on job satisfaction and organizational commitment.

  • The background of the research is the following. With the prosperity of drone industry, the government has been actively promoting measures to nominate 'drone photographing free areas'. However, existing laws, and procedures are rather unclear with related environmental factors in discordance with one another. Hence, voices in need for establishing a clear precondition for nominating drone photography free area have been rising. The purpose of the research is to provide measures for the preconditions to establish photography free areas for convenient drone photographing. The research utilizes literary methods, conducting focus group interviews to coordinate with specialists who can participate and discuss so that they can provide improvement measures. The research renders improvement measures in different sectors including 2x items in aviation security law, 8x items in free area nomination and procedure, 4x items in infrastructure establishment and information management area. The expected effects are the following: by attaching drone photography with aviation security law, nominating photography free area can be linked up with the Ministry of Land Infrastructure and Technology. Secondly, by enlarging photography restricted area to upper mid-air, a three dimensional drone security will be possible. Thirdly, by providing a 'Yongin area standard model', free area nomination will become more easy. Future research will focus on enhancing aviation security law regarding drone photographing. In addition, the promotion to nominate free areas for 33x responsible areas in accordance with the National Intelligence service will be required.
