Study on the Analysis for the Effects of the Automated Speed Enforcement System Application (무인단속시스템 설치효과 분석에 관한 연구)

  • Since the introduction of 32 Automated Speed Enforcement System in Korea 1997, their application was expanded to the entire nation and, as of January 2008, there are 3,212 Automated Speed Enforcement System that are in operation. The existing method of evaluating the effects of the Automated Speed Enforcement System application is simple comparison of a year before and a year after the application. If the number of traffic accidents dramatically increased(or decreased) the year before the application compared to the numbers from years before that, then if the number decreased(or increased) after the Automated Speed Enforcement System application, it cannot be concluded that the change was caused by the Automated Speed Enforcement System application alone. Based on the 4-Step Before-After study, the method of evaluating the effect of an Automated Speed Enforcement System application was analyzed anew. At 205 locations where Automated Speed Enforcement System was applied in 2006, the existing evaluation stated a reduction of 19% in the number of traffic accidents, but when reanalyzed for the method suggested in this paper, the effect of the Automated Speed Enforcement System was found to be $27.4{\pm}3$, along with an error range of ${\pm}12.89%$ due to miscellaneous improvement.

A Study on the Variations of Runing Speed Characteristics by Automated Speed Enforcement System (속도위반단속시스템에 의한 주행속도 특성 변화에 관한 연구)

  • An installation of automated speed enforcement system(ASES) was known for traffic safety and accident preventive effects that traffic characteristics transmute by speed distribution stabilizing. This study is verified the variations of average speed, 85% speed, speed distribution and dispersion as traffic characteristics depend on enforcement system influences in the road. We tested selected 5 areas. By and large, it has a little differences depend on road geometric structure and traffic environment but that is not too much. After all, after automated speed enforcement system installed in all of test areas, average speed, 85% accumulated speed, speed distribution and dispersion characteristics were declined and equalized. The speed dispersion was smaller than before installed the ASES. The speed dispersion value of each case that is the limited speed has been 70Km/h, 80Km/h at flat and straight, 80Km/h at downhill and straight or downhill and left-curved area was 77.3%, 65.2%, 68.7% and 54.1%. Each of the data was declined. We could analyze that average speed distributed depletion factor was declined rapidly by 66.3% in test area.

  • The purpose of this study is to reduce a high speed driving, it is a large scale traffic accident as the most dangerous fact on the highway. So traffic accidents related to high speed driving, a number of automated speed enforcement system has been established up to now. At present automated speed enforcement system in Korea control overspeed vehicle only in the specific spot. Because the drivers generally recognize the previous stated fact. therefore, we need speed control by new system. it is necessary to establish the automated traffic enforcement system based on the travel time speed. In conclusion, we obtain the desired results about automated traffic enforcement system based on the travel time speed. it is important that the number of traffic accidents has decreased and try to secure the safety of traffic.

  • The automatic speed enforcement system is expected to play an important role as intelligent transport system (ITS) or advanced franc management system (ATMS). It must be a reliable system checking the overspeedy vehicles automatically, while savine the police manpower and ensuring a safe traffic flow. In terms of traffic engineering, the automatic speed enforcement system may serve to improve driver's violent behaviors, facilitate the smooth and safe traffic flow and thereby, reduce the traffic accident. This study was aimed at analyzing the accident before and after installation of the automatic speed enforcement systems at the frequency, EPDO(equivalent property damage only) and accident cost, analyzing the effects of the automatic system on the traffic flow and accident. As a result, when we equip the automatic speed enforcement system on the downward slope section or after middle section comparing with whole section. We should consider the location of automatic speed enforcement system.

  • Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. The number has increased to 5,348 stations throughout country as of December 2012. Recently, the Section Speed Enforcement Systems have been installed at many sites to produce a general effect well beyond the localised effect at overt fixed camera sites. In this study aims, we have analyzed the effects of the Section Speed Enforcement System at the Misiryeong tunnel section. We have found that there were a statistically significant 21.4%~31.% reduction of the average speed and 45.9% reduction in a number of traffic accidents per month. Accordingly, the study indicates that the Section Speed Enforcement Systems at Misiryeong tunnel section has effective to produce road safety.

  • At present automated speed enforcement system in Korea control overspeed vehicle only in the specific spot. Because the drivers generally recognize the previous stated fact, they reduce a speed only in the establishment location of systems and increase rapidly again as soon as it passes the location. we have known that the rate of traffic risk at the tunnel, bridge and curve road segment is higher than other road section. Therefore, it needs speed control in them. In such a case, it is necessary to establish the automated traffic enforcement system based on the travel time speed of an individual vehicle over a pre defined stretch of road. In this study, the application limit of existing spot overspeed enforcement system was studied through an analysis of traffic flow characteristics in the tunnel, bridge and curve section. Also we found out the optimal distance of segment and the most suitable location to an application of the overspeed vehicle by travel time speed through an analysis of the road structure, traffic condition and accident numbers in the road.

  • In order to reduce traffic accidents at long road sections involving high risks of traffic accidents, including tunnels, bridges or curves, the National Police Agency have decided a tentative installation and operation of an automated point-to-point speed enforcement system based on cameras at January, 2007. The first system was established at the direction to Kangreung of Dunnae Tunnel at December, 2007. Currently, the automated point-to-point speed enforcement system operates at 11 sections including eight sections on expressways and three sections on national highways. However, there have been few researches on the effects of the system upon the reduction of traffic accidents in a scientific way. To this end, this research effort was initiated to evaluate the effect of the automated point-to-point speed enforcement system on traffic safety by comparing the number of traffic accidents before and after the installation of the system using a comparison-group(C-G) method. Three-year-long traffic accident data for the expressways were collected in order to evaluate the system. As a result, the installation of the system was found to reduce traffic accidents by 49.97% in average.

Comparison of Section Speed Enforcement Zone and Comparison Zone on Traffic Flow Characteristics under Free-flow Conditions in Expressways (자유류 상태에서 고속도로 구간과속단속구간 및 대조구간 간의 교통류 특성 비교)

  • The Korean government introduced an automated speed enforcement system (ASES), which uses traffic enforcement cameras, to counteract safety issues that are caused by speeding. As the information of the traffic enforcement camera locations is provided to the drivers via navigation systems and mobile applications in a timely manner, drivers can avoid enforcement by momentarily diminishing their speeds only near the camera locations. To prevent drivers' evasional behavior and improve the effectiveness of ASES, section control, which enforces speeding vehicles by measuring their average travel speeds over a stretch of road and checking against the speed limit, has been recently implemented. In this study, Section Speed Enforcement Zone and Comparison Zone are compared in terms of traffic stream characteristics under free flow conditions. To this end, loop detector data were obtained from the three study sites and analyzed. The study results demonstrated that drivers maintain their speeds below the speed limit over the enforcement section with a lower variance of speeds.

  • The increasing interest in the use of automated photographic equipment in Korea enables to detect speed violation and enforce traffic laws. Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. Recently, point to point speed cameras operate to measure a driver's average speed across length of road and/or the spot speed at individual camera sites along the road length. In this study, we were analyzed to driver's operating characteristics in point to point speed cameras. The point to point speed camera system has link-long influence on drivers and their speeds despite enforcement being visible only at the start and end of enforced road length. Then, mean and 85th percentile speeds were below speed limit along enforced road length by the two camers. Also, Female drivers were driving at low speed than male drivers along the road length.

Development of Speed Measurement Accuracy Using Double Loop Detectors (2중 루프검지기 속도측정 정확도 개선 알고리즘 개발)

  • Speeding has been reported as one of the major causes for fatal traffic accidents in Korea. The resolution against this dangerous speeding comes to make the automated speed enforcement system an enforcement tool. The speed detection device, which measures speeds of each incoming vehicles using double loop sensors, requires high accuracy. The object of this study is to develop an accurate speed measurement algorithm using double loop detectors. Some important findings are summarized as follows: 1) It was found that speed measurement errors are caused by scanning rate, distance of two loops, irregular vehicle trajectories, multiple vehicles in detection zone. 2) A proposed algorithm using two signal set proved to reduce variance as well as mean of speed measurement. 3) A proposed filtering algorithm was effective to filter irregular driving vehicles and multiple vehicles in detection zone. A comprehensive field test of developed algorithm resulted in significant improvement of speed measurement accuracy.
