Study on the Combustion Characteristics of Flammable materials and Combustion Accelerants in an Arson (방화 범죄에서 가연성 물질과 연소촉진제의 연소 특성에 관한 연구)

  • The purpose of this study is to recognize the necessity for the management of the available materials in cases of arsons and to prevent arson gaining an understanding of the combustion characteristics of the flammable materials and combustion accelerants in arson cases. We investigated and analyzed the statistical data on arsons and selected flammable materials (wood, paper, synthetic textiles, synthetic resins), and combustion accelerants (gasoline, diesel, solvent) that are frequently used in cases of arson. We conducted a thermogravimetric analysis to assess the thermal properties of the flammable materials. Also, we conducted burning and flame spread rate tests for the purpose of comparing and analyzing the combustion characteristics of the flammable materials and combustion accelerants.

  • Since Daegu subway arson fire disaster in 2003, there have been several copycat crimes such as at Seoul Metro line number seven and Hongkong Chuiwan line cases. Oil and gas were used for fire propagation in most cases as in Daegu case and such fire could be expanded to a whole subway cabin within several minutes. The fire may eventually cause the whole subway system stop. Fire damage can be minimized when fire occurrence and diffusion are blocked by stages or isolated rapidly. This study suggests an effective early response system that separates passengers from fire and a real-time fire extinguishment program by stages. Based on the subway arson case studies, the early response scenario has been structured by three stages, i.e., confirmation of fire and damage, early fire extinguishment, and information dissemination and passengers evacuation.

  • This research derived the perception with, and their remedies, in our country's fire cause investigation system by conducting survey on the working-level officials responsible for fire cause investigation in the fire stations and police stations. The results of the survey showed the necessity of establishing departments exclusively responsible for fire statistics management, broad area fire cause investigation task force, fire appraisal organizations besides National Institute of Scientific Investigation, standards for retaining fire investigation equipment, ways of improving technical education system, and improving the system for those who are specialized in arson (fire) cause investigation.

  • In this study, a fire cause of setting fire to one's own car to collect the insurance is analyzed. Through a close examination of causes of this car fire, it is suggested to improve current practices and institutions: (1) A collection system of fallen vehicle parts or fire debris in the fire site should be established; (2) A system of providing fire site information in detail should be established when a police station requests National Institute of Scientific Investigation (NISI) to examine causes of vehicle fires; (3) When a burned car is suspected of arson, a fire station and a police station should maintain a mutual cooperation system; (4) Procedures of examining the causes of vehicle arson in National Institute of Scientific Investigation (NISI) should be improved; and (5) Recognition of the examination of fire causes and correlation with analysis equipment should be changed.

  • The study will first pay attention to the conflict between Kyoto Animation Co. and residents over establishing memorial facilities after the "Kyoto Animation 1st Studio arson and Murder Incident," which occurred in Kyoto, Japan on the morning of July 18, 2019. And through on-site coverage and review of related TV program "Summer of Prayer, Voice of the Holy Land" aired by Mainichi Broadcasting System on August 17, 2019. We reviewed what this conflict means by Japanese animation fans to set a "Holy Land" of specific regions and the resulting content tourism business model. The conflict between Kyoto Animation Co. and the residents resulted in a lengthy confrontation which did not get solved until late July 2020. It proves the cooperation of residents is essential for the success of content tourism, especially the cooperation model for development of Holy Land.

  • The victims of fire are increasing steadily. Fires have been occurred by arson, spontaneous combustion and various causes. As a result of that, the damages of fire got out of hand. Especially, the fires of flammable liquids are can be spreaded easily because of high calorific value and fire loads. These rapid fire spread cause the huge losses of both life and property and the malfunction of extinguishing systems. In these studies, we examined the spread pattern of surface fire on the water surface by the reappearance experiment.

A Study on the Factors Affecting the Arson (방화 발생에 영향을 미치는 요인에 관한 연구)

  • This study derives the factors which affect the occurrence of arson from statistical data (population, economic, and social factors) by multiple regression analysis. Multiple regression analysis applies to 4 forms of functions, linear functions, semi-log functions, inverse log functions, and dual log functions. Also analysis respectively functions by using the stepwise progress which considered selection and deletion of the independent variable factors by each steps. In order to solve a problem of multiple regression analysis, autocorrelation and multicollinearity, Variance Inflation Factor (VIF) and the Durbin-Watson coefficient were considered. Through the analysis, the optimal model was determined by adjusted Rsquared which means statistical significance used determination, Adjusted R-squared of linear function is scored 0.935 (93.5%), the highest of the 4 forms of function, and so linear function is the optimal model in this study. Then interpretation to the optimal model is conducted. As a result of the analysis, the factors affecting the arson were resulted in lines, the incidence of crime (0.829), the general divorce rate (0.151), the financial autonomy rate (0.149), and the consumer price index (0.099).

  • This study is to deduce problems and grope for its solution by investigating the general operation status about the present fire investigation in Korea. As for the problems, this study is to point out that they are application of diversion by the function of law for fire investigation, execution of individualized fire investigation by each institution, total lack of information sharing system for fire investigation, and weakness of cause investigation for arson. The reform measures are as follows: the unity of law for fire investigation, joint investigation by the related institutions, early introduction of civil fire investigation expert system, extension of special research institutes for fire investigation, introduction of system for sharing information of fire investigation, and operation of fire investigation team for cause investigation for arson.

  • Recently the arson crime is increased remarkably in comparison with different violent crimes and the pace of increase is very quick. But Social interest about the crime is still slight, it is a fact that the scientific and professional approaches about the crime is insufficient. This problem causes lower arrest rate of the arson crime than the other crime. So, we need to infer the behavior of a arsonist at the crime scene and analyze the profile and psychological state of the suspect from unique point at the crime scene scientifically and professionally. After arresting the arsonist, we interviewed him and compared a product of interview with our analysis previous to arrest.

  • There were little available data of vehicular incendiary fires. We investigated fires by inflammable gasoline and papers. cloths in the interior and exterior of vehicles. Fires in the interior and exterior of vehicles were carried out under the several conditions by incendiary methods and vehicle's windows. We knew that dominant factor of combustion is direction of wind at that time in vehicle's fire. And we knew that the other mark of combustion pattern in vehicle's fire could be a clue for solving the problem in discerning the place to which we sotted fire between the general fire and arson.
