심의민주주의에 대한 해원상생사상의 정치철학적 함의 (The Political Implication of 'Haewonsangsaeng' on Deliberative Democracy)

  • This article's purpose is to overcome the inadequacy of deliberative democracy for communication on the basis of Haewonsangsaeng. The inadequacy of deliberative democracy for communication is presented as the following two. First, as deliberative democracy treats civic virtue as instrumental thing, deliberative democracy is still in moral solipsism. Second, as deliberative democracy doesn't consider 'the inequality of power' among diverse political positions, the project of deliberative democracy for communication ends up in the exposure of the inequality of power among diverse political positions. Sangsaeng in Haewonsangsaeng concerned with inter-relationship over individualism treats civic virtue as original motility. In this context, Sangsaeng in Haewonsangsaeng is the alternative notion to overcome the first inadequacy of deliberative democracy for communication. Haewon in Haewonsangsaengas is the condition for Sangsaeng. and Haewon's method is to exclude or to eliminate the structural frame of Sanggeuk meaning mutual conflict and antagonism. This article presents two structural frame of Sanggeuk. First, First structural obstacle as internal obstacle is suggested through analyzing pluralism on the basis of existential philosophy. The result of the analysis is the 'antagonism' between the hegemonical value and the peripheral value. Second structural obstacle as external obstacle is the extinction of public sphere caused by the growth of market and the expansion of bureaucracy.

신 장애물제한표면에 관한 이론적 고찰과 실증분석 - 인천국제공항을 중심으로 - (A Theoretical Study and Empirical Analysis of New Obstacle Limitation Surface (OLS) - The Case of Incheon International Airport -)

  • Obstacle Limitation Surface (OLS) is conceptual surface establishing the airspace around aerodromes to be maintained from obstacles to ensure safe aircraft operations. Despite advances in the technologies for aircraft, navigation systems and the development of new flight procedures, the criteria defining OLS have not been amended since its initial establishment, resulting in the overestimation of areas for height restriction. As there were requests to examine OLS at the 12th Air Navigation Conference and the 38th ICAO Assembly, the research on the OLS revision began in earnest and ICAO has proposed Obstacle Free Surface (OFS) and Obstacle Evaluation Surface (OES) as an alternative of the existing OLS. OFS is surfaces where obstacles shall not be permitted, and OES is ones where obstacles be evaluated with an aeronautical study and could be permitted under some conditions. The purpose of this study is to preemptively assess the efficiency and safety of OFS and OES by applying them to the second runway (15L/33R) of Incheon International Airport. The results show that OFS and OES are capable of serving the instrument flight procedure safely with a smaller obstacle clearance area compared to the existing OLS.

  • 본 논문은 국내 철도 건널목의 현황 조사와 현재 운영되고 있는 안전설비의 문제점 분석을 통해 이를 해결할 수 있는 대안으로 레이저레이더기반의 지장물 검지장치를 설계 및 구현하였다. 철도 안전사고의 큰 비중을 차지하는 철도 건널목에서의 효과적인 지장물 검지를 통해 철도교통의 안전성 및 신뢰성 향상을 목표로 하며, 기존 안전 설비의 한계와 노후화로 인한 문제점을 극복하는 시스템을 제안한다. 레이저레이더 스캐너를 활용한 철도 건널목 지장물 검지장치를 설계하였고 시제품 시험 및 성능평가를 통해 이를 입증하였다.

Autonomous swimming technology for an AUV operating in the underwater jacket structure environment

  • This paper presents the autonomous swimming technology developed for an Autonomous Underwater Vehicle (AUV) operating in the underwater jacket structure environment. To prevent the position divergence of the inertial navigation system constructed for the primary navigation solution for the vehicle, we've developed kinds of marker-recognition based underwater localization methods using both of optical and acoustic cameras. However, these two methods all require the artificial markers to be located near to the cameras mounted on the vehicle. Therefore, in the case of the vehicle far away from the structure where the markers are usually mounted on, we may need alternative position-aiding solution to guarantee the navigation accuracy. For this purpose, we develop a sonar image processing based underwater localization method using a Forward Looking Sonar (FLS) mounted in front of the vehicle. The primary purpose of this FLS is to detect the obstacles in front of the vehicle. According to the detected obstacle(s), we apply an Occupancy Grid Map (OGM) based path planning algorithm to derive an obstacle collision-free reference path. Experimental studies are carried out in the water tank and also in the Pohang Yeongilman port sea environment to demonstrate the effectiveness of the proposed autonomous swimming technology.

한국의 비행장 장애물 제한구역 밖의 장애물이 항공안전에 미치는 영향에 관한 연구 (A Study on the Altitude Restrictions of Obstructions outside Airport Obstacle Limitation Surfaces of Korea)

  • 비행장 주위의 자연장애물이나 인공구조물들은 비행장운영의 효율성에 중대한 영향을 주며, 기상조건에 따라 항공기의 이착륙을 제한한다. 이런 이유로 인하여 비행장 주위의 장애물은 활주로나 관련되는 시설보다도 공항의 효율성과 비행안전에 더 큰 영향을 준다. 따라서 ICAO를 비롯한 대다수의 국가에서는 비행장 주위의 장애물을 제한하는 장애물제한표면을 설정하여 장애물을 제한할 뿐만 아니라 장애물제한구역 밖의 장애물도 제한하고 있다. 이런 장애물 제한표면을 침투하는 장애물은 영구적인 장애물에 의하여 차폐되어지거나, 항공학적 연구를 통하여 항공기운항에 영향이 없다는 것이 판명되지 않는 한 제거되어 진다. 그러나 우리나라에서는 장애물제한구역에 외측수평표면이 없어 다른 나라에 비하여 협소할 뿐만 아니라, 장애물제한구역 밖의 장애물에 대한 제한도 법적근거가 없이 시행되고 있어 비행안전과 재산권보호라는 상반된 문제가 대립하고 있다. 본 연구에서는 문헌연구와 서울공항의 사례분석을 통하여 비행장장애물제한구역 밖의 장애물이 비행안전과 공항운영의 효율성에 미치는 영향에 대하여 분석하였다. 분석 결과는 장애물의 위치에 따라 장애물제한구역 밖의 장애물이 비행안전과 비행장의 운영에 심각한 영향을 미칠 수가 있음을 나타내었다. 따라서 장애물제한구역 밖에 있는 150m를 초과하는 물체는 항공학적 연구를 통하여 항공기운항에 악영향을 끼치지 않는다는 것이 증명되기 전에는 장애물로 간주되어야 한다. 이런 문제를 해결하기 위한 네 가지 대안이 제시되었으며, 규제대상을 가능한 축소하기 위해서는 ICAO의 권고사항을 적용하는 것이 타당할 것으로 판단된다.

디젤기관의 대체연료로서 DEE의 연소 특성에 관한 연구 (A Study on the Combustion Characteristics of DEE as an Alternative Fuel in Diesel Engine)

  • Nitrogen oxides(NOx) and smoke emissions of diesel engine are regarded as a source of air pollution, and there is a global trend to enforce more stringent regulations on these exhaust gas emissions. However, the trade-off relation of NOx and smoke is a main obstacle to reduce both of them simultaneously. In this paper, experiments were conducted with an oxygenated fuel(diethyl ether) as an effective way to improve the trade-off relation of NOx and smoke. Exhaust emissions of diesel fuels with DEE were influenced by the additive content of DEE and the injection timing. Especially, DEE effected more at the high engine speed and load than at the low engine speed and load. Diesel fuel blended with DEE 10% was a desirable blend for the simultaneous reduction of NOx and smoke.

  • 국내 국경 지역의 주요 도로에 낙석 장애물을 설치, 운영하여 적군의 이동을 방지하고 차단하고 있다. 그러나 접경지역의 개발로 인한 교통량 증가는 낙석으로 인한 도로 교통 혼잡, 교통 안전, 도시 미관 저하 등 많은 문제를 야기하고 있다. 따라서 본 연구는 단위별로 다르게 적용되는 낙석장해물 철거 및 교체 시설 설치 지침을 제공하고, 운영에 필요한 낙석 장해물 유지비에 대한 국방부의 정책 방향을 제시하고자 하였다. 본 연구에서는 낙석 장해물 제거 및 대체시설 설치에 관한 지침 연구의 일환으로 필수 낙하 장해물에 대한 표준 단가를 제시하여 암석 제거 여부를 판단 할때 판단 자료로 활용하고자 하였다.

Evaluation of Wheel-based Mobile Robot Performance for Simple Environmental Obstacles

  • For the evaluation of the mobile robot performance in complex environments, the experimental approach in an actual physical environment has been commonly taken. In the physical experimental approach, however, it is quite difficult to define the proper environment for the evaluation due to the lack of commonly agreed characteristics of the test environment. Particularly the number of combinations of types and physical parameters of the obstacles that the mobile robot is expected to deal with is practically unlimited. In an effort to simplify and improve the effectiveness of the evaluation process, we propose an evaluation method using decomposed environmental elements, where we evaluated the performance of the robot for a small group of simple and decomposed obstacle components, for examples projection and slope, instead of a large group of complicated random obstacles. The paper describes a set of simple obstacle models and performance parameters that we have chosen for the effective evaluation process. As an alternative to the physical experimental evaluation approach, in this paper, we used a virtual evaluation environment where the robot and the physical test environment has been modeled using a commercial multi-body dynamics analysis packaged called RecurDyn.

  • Building Information Modeling(BIM) is rooted in the economic and functional advantages of maturing from paper-based 2D drawings. The paper-based design and construction drawings are typical production from BIM and using the drawing under BIM environment is needed because there is not an alternative media instead of paper-based drawings. However using the 2D drawing process based on 2D CAD for BIM environment directly has difficulties because there are significant differences in data structure between CAD and BIM. CAD is based on traditional drawings as a whole while BIM is focused on individual objects and providing various levels of information associated with the objects. It can be an obstacle to move from 2D CAD to BIM that we don't have a standard or guideline for BIM. Futhermore, the complexity of drawing in representation would be the obstacle too, so the solution is discussed in the research based on the case of Samoo Architects and Engineers.

수산물의 기능성 재사용 포장용기 사용을 통한 물류합리화에 관한 연구 (A Study on the Effects of Functional Reusable Packing Containers for Marine Products on Logistics Rationalization)

  • Disposable marine product packaging materials such as wooden, Styrofoam, and corrugated cardboard boxes have a very low reuse rate, thus causing the logistics costs to rise and making it difficult to establish a unit load system for marine products. Disposable packing containers to be discarded are accompanied by resource and environmental issues home and abroad. Transportation vehicles for marine products have to return empty without loading different kinds of products after delivery due to the smell and properties of marine products, thus posing as an obstacle to logistics rationalization. In an effort to overcome those limitations, this study examined the stages of transportation including "producer-wholesale market in the producing area-commission merchant-wholesale market in the consumption area-commission merchant-quasi-wholesale market-consumer" and also analyzed the utilization and distribution of disposable packaging materials currently used in the circulation of marine products including wooden, Styrofoam, and corrugated cardboard boxes. Based on the analysis results, the investigator developed a logistics rationalization model capable of promoting semi-permanent reuse and lowering empty vehicle rate on return routes as an alternative to address environmental issues caused by disposable packaging materials, which have been an obstacle to the logistics rationalization of marine products, packaging costs in the process of repeating packing and unpacking at each stage of marine products circulation, and empty vehicle rates on return routes after marine products delivery.
