A Study on FIS-B Design and Implementation for Providing Air Traffic Informations (항공교통정보 제공을 위한 FIS-B 설계 및 구현에 관한 연구)

  • According to CNS/ATM, a new concept of navigation system, ADS-B systems are being built in the field of surveillance. FIS-B is one of the key elements of ADS-B, and also provides various flight informations, weather informations to the aircraft. In this paper, we reviewed the FIS-B standard and analyzed performance requirements. And then we designed and implemented FIS-B. In this simulation, we showed performance of FIS-B. And this research is very useful to the future work.

  • HLA is made for interoperability and reusability as distributed system framework under DMSO. RTI provides the necessary services for message transmission, object management as HLA 's understructure. But its performance can decrease as it becomes larger and more complex because of communication overhead. To solve this problem, RTI and TCP socket are partially used during data exchange and OMM is designed to efficiently manage objects. The efficiency of the proposed method is proved through simulation when it is applied to an air traffic control simulation based on HLA/RTI.

  • An increasing number of vehicles is causing various traffic problems such as chronic congestion of highways and air pollution. Local governments have been managing traffic by constructing systems such as Intelligent Transport Systems (ITS) and Advanced Traffic Management Systems (ATMS) to relieve such problems, but construction of an infrastructure-based traffic system is insufficient in resolving chronic traffic problems. A more sophisticated system with enhanced operational management capabilities added to the existing facilities is necessary at this point. As traffic patterns of the urban traffic flow is time-specific due to the different vehicle populations throughout the time of the day, a local network-wide signal operation plan that can manage such situation-specific traffic patterns is deemed to be necessary. Therefore, this study is conducted for the purpose of establishment of a plan for contextual signal control management through signal optimization at the network level after setting the Frame Signal in accordance to the traffic patterns gathered from the short-term traffic forecast data as a means to mitigate the problems with existing standardized signal operations.

  • International organizations related to air transport such as ICAO, IATA, ACI are forecasting that the number of passenger will grow about 4.4% annually up to 2015. Therefore, the innovation of given system technology and operation procedure is required in global scale to cope with the increase of air traffic demand. CNS/ATM infrastructure based on satellite is considered to play key role in order to solve the problems due to the dramatic increase of air traffic demand over the world. Free flight concept in the air transport operation has been proved with CNS/ATM infrastructure especially in USA and Europe. Therefore, it is necessary to develop key technologies to overcome technology gap and to secure international competitiveness in Korea. ADS-B is an important issue, and new element technologies should be considered as essential items which were shown in Capstone project. Nowadays, the free flight concept is combined to Air Transport Road Map such as NextGen project in USA, SESAR in Europe. In this process, free flight is included in the concepts such as ATM(Air Traffic Management), aviation security and safety, environmental protection and economy development, wide area weather variable reduction service, information integration and application between the related authorities (civil/military) etc. The purpose of research is to establish mid-term and long-term infrastructure plan and strategy for free flight realization in Korea. The analysis of action target and equipment construction status, phase construction plan of infrastructure has been performed by considering mid-term and long-term free flight plans of USA and Europe.

  • It is an objective of Shanghai urban development to quickly build Shanghai into one of the international centres of economy, finance and trade. To fulfil the objective, a rational urban general layout and a satisfactory traffic network are needed. As a metropolis with complete urban functions and specified geographical position, Shanghai must develop a perfect citytown system that best suits its composite urban distribution. In planning the central city, the principle of "open and multi-centred" and "optimization of land use" should be taken into consideration. To build a satisfactory urban traffic network, emphasis should be laid upon the construction of deefwater wharf, air-field and inforation centre. In addition, determination should be made to build a high-speed traffic means including high speed railroad and express highway so that a public traffic network is realised on and above ground, and underground. A solution of traffic preblem in Shanghai lies in good understanding of traffic policy and strenthening of strategic management combined with a rational layout of traffic circulation.

A Study on The Enhancement of Aviation Safety in Airport Planning & Construction from a Legal Perspective (공항개발계획과 사업에서의 항공안전성 제고에 대한 법률적 소고)

  • Today air traffic at the airport is complicated including a significant increase in the volume of air transport, so aviation accidents are constantly occurring. Therefore, we should newly recognize importance of the Air Traffic Safety, the core values of the Air Traffic. The location of airport that is the basic infrastructure of the air traffic and the security of safety for facilities and equipments are more important than what you can. From this dimension, I analyze the step-by-step safety factors that are taken into account in the airport development projects from the construction or improvement of the airport within the current laws and institutions and give my opinion on the enhancement of safety in the design and construction of airport. The safety of air traffic, as well as airport, depends on location, development, design, construction, inspection and management of the airport including airport facilities because we have to carry out the national responsibility that prevents the risk of large social overhead capital for many and unspecified persons in modern society through legislation regarding intervention of specialists and locational criteria for aviation safety from the planning stage of airport development. In addition, well-defined installation standards of airports and air navigation facilities, the key points of the airport development phase, can ensure the safety of the airport and airport facilities. Of course, the installation standards of airport and air navigation facilities are based on the global standard due to the nature of air traffic. However, to prevent the chaos for the safety standards in design, construction, inspection of them and to ensure the aviation safety, the safety standards must be further subdivided in the course of domestic legislation. The criteria for installation of the Air Navigation facilities is regulated most specifically. However, to ensure the safety of the operation for Air Navigation Facilities, performance system proved suitable for the Safety of Air Navigation Facilities must change over from arbitrary restrictions to mandatory restrictions and be applied for foreign producers as well as domestic producers. Of course, negligence of pilots and defective aircraft maintenance lead to a large portion of the aviation accidents. However, I think that air traffic accidents can be reduced if the airport or airport facility is perfect enough to ensure the safety. Therefore, legal and institutional supplement to prioritize the aviation safety from the stage of airport development may be necessary.

  • Ongoing SWIM(System Wide Information Management) with the United States and European countries as the center is a part of the ASBU(Aviation System Block Upgrade) program improved performance of aeronautical data system in the International Civil Aviation Organization and a core technology of Integrated Aeronautical Data Management Network to elevate service through digitally aeronautical information management. Therefore, in this paper, we analyze SWIM architecture and network applied the concept of SOA(Service Oriented Architecture), and propose methods of implementation transforming applications operating established legacy aeronautical data system into integrated aeronautical data management network through adapter technology. This will allow development of middleware and application suitable for the next generation infrastructure network environment for efficient ATM(Air Traffic Management)and provide timely required information for users.

  • This is a study to research the effective way to enhance the performance of safety management by gathering and analyzing the information of undesirable occurrences that may result in accident or serious incident. This includes the way to identify the potential hazards related with the proactive activities. As detailed improvements, this paper introduces the mandatory and voluntary reporting system, normal operation safety survey, ATC quality assurance and the encouragement of just culture.

ADS-B based Trajectory Prediction and Conflict Detection for Air Traffic Management

  • The Automatic Dependent Surveillance Broadcast (ADS-B) system is a key component of CNS/ATM recommended by the International Civil Aviation Organization (ICAO) as the next generation air traffic control system. ADS-B broadcasts identification, positional data, and operation information of an aircraft to other aircraft, ground vehicles and ground stations in the nearby region. This paper explores the ADS-B based trajectory prediction and the conflict detection algorithm. The multiple-model based trajectory prediction algorithm leads accurate predicted conflict probability at a future forecast time. We propose an efficient and accurate algorithm to calculate conflict probability based on approximation of the conflict zone by a set of blocks. The performance of proposed algorithms is demonstrated by a numerical simulation of two aircraft encounter scenarios.

  • Geofence defines the area that UAS should not enter or exit to ensure the safety of their operations, and is considered as one of critical capabilities of the UTM (UAS traffic management) system. In this study, a geofence simplification method using modified perpendicular algorithm is proposed. The performances of the proposed geofence simplification method were evaluated with actual building data, and the evaluation results confirmed that the number of vertices can be effectively reduced while minimizing the spatial size of the geofence.
