Assessing agricultural competitiveness of cities and counties in Gyeongbuk

  • The government of Gyeongbuk in Korea increased the financial input in the agricultural sector by 43% from 2008 through 2012. However, the productivity of the agricultural sector in Gyeongbuk rose only about 3.6% during the same period. This study evaluated the agricultural competitiveness of each city or county in Gyeongbuk using six evaluation indices (scale, productivity, finance input, location quotient, technical education, and total) and investigated the relationship between the indices and total values of agricultural productions. The results show that Sangju, Gyeongju, Andong, Uiseong, and Seongju have high competitiveness for the scale index. For the productivity index, Gimcheon, Mungyeong, Ulleung, Yeongju, and Seongju were highly evaluated. For the location quotient index, Yeongcheon, Uiseong, Cheongdo, Seongju, and Sangju have high competitiveness. Uiseong, Yeongdeok, Cheongsong, Gunwi, and Yeongyang were highly evaluated for the agricultural finance input index. For the agricultural technical education index, Chilgok, Sangju, Mungyeong, Uiseong, and Gyeongju have high competitiveness. Finally, Sangju, Euiseong, Yeongcheon, Gyeongju, and Andong were highly evaluated for the total competitive index, while Yeongdeok, Yeongyang, Goryeong, Uljin, and Cheongsong have a low competitiveness for the total competitive index. This study also found that out of five indices, scale, location quotient, and technical education indices have a positive and statistically significant effect on the total values of agricultural production. However, we did not find any statistically significant effect of the productivity and finance input indices on the total values of agricultural production. Hence, we can conclude that the government should focus their agricultural policy on scale, location quotient and education to improve total agricultural production.

  • 기후변화, 농업용수, 대기오염 등의 환경변화에 민감한 연구단지의 특성상 환경 자원의 이용이 용이해야 하나 현 농업기술원은 농업연구를 위한 환경 및 생태계 유지가 힘든 실정이다. 또한 지속 가능한 농업, 6차 산업화와 같은 새로운 패러다임에 입각한 기반시설을 수립하고 공공서비스의 효율적인 공급을 위해서는 경상북도농업기술원의 이전이 불가피하다. 이에 따라 농업기술원 이전을 위한 입지이론 및 방법을 검토하고 입지여건 분석을 위한 입지선정 기준을 제시하는 것이 본 연구의 목적이다. 따라서, 먼저 공공시설 이전에 관한 입지이론에 대해 알아보았고, 입지선정을 위한 연구방법으로 후보지 여과방법을 사용하였다. 후보지 여과방법에는 요인별 점검법, 나뭇가지 모양분석법, 혼합형 분석법이 있는데 본 연구에서는 요인별 점검법을 바탕으로 하여 입지기준을 제시하였다. 이에 따라 입지선정 기준으로 경제성과 개발의 용의성, 접근성과 편의성, 농업여건, 토양여건, 인력자원 지원이 가능한 곳 그리고 연계성과 형평성이 고려되었다.

입지계수를 이용한 지역 농특산물 지리적표시제의 정량적 평가기준 연구 (Quantitative Evaluation on Geographical Indication of Agricultural Specialty Products using Location Quotient (LQ) Index)

  • Using geographical indication, a type of source identification, can effectively promote local specialty agricultural products of superior quality, by identifying the specific geographic location or origin of the produce. Agricultural products can be registered using the geographical indication by describing the product's relation to its geographical origin including the reputation and quality. However, this indication has no objective standards to qualify goods as agricultural specialty products. The purpose of this study is to suggest basic criteria to define the characteristics and criteria of agricultural specialties based on a quantitative evaluation method. To propose this basic standard, we used the proportion of arable land to denote the major production areas and the location quotient (LQ) index to grasp the extent of the specialty of a product. The results show that the average LQ values of registered agricultural products, particularly apples, pears, and garlic, are 3.26, 8.01, and 2.82, respectively. This indicates that they are more specialized than produce from other areas that have not registered for a geographical indication. Low LQ values were found in some areas with registered rice geographical indications, which are also more focused on their historical reputation as the main rice producing areas. Considering the agricultural specialty of products, the recommendation is that the producing proportion should be over 1% of the national scale and over 10% of the province scale, and the LQ value should be over 2.0. This recommendation is not a requirement, but the criteria can prove to be useful in identifying a higher range of specialized agricultural products.

청년농업인의 거주지역 선택 결정요인 (Factors Influencing Young Farmers' Residential Location)

  • The purpose of this study is to identify the characteristics of young farmers' residential location characteristics. Based on residential location theory and previous studies on the stated preference for residential environment of young farmers, this study develops a spatial econometrics model using housing and neighborhood variables, accessibility variables, natural environment variables and farm economics and management variables. The findings suggest that the higher rate of young farmers has a positive relationship with higher population density, higher housing price, closer distance to city centers and Eup districts compared to Myeon districts. In addition, areas which have higher rate of farmers with high sales and growing certain crops such as fruits and vegetables are revealed to have higher rate of young farmers. This study presents that maintaining rural vitality is also crucial for attracting young farmers to rural areas and remaining them in the farm as active agricultural workforce.

Erosion behavior according to location of conduit cracks in agricultural reservoir

  • The conduits of agricultural reservoirs undergo deterioration over a considerable period of time and this is highly likely to cause structural problems such as cracks. It is therefore important to consider the effects of structural defects on the body from the viewpoint of stability and maintenance of the embankment. In this study, basic data on the effects of the crack location on the stability of the embankment is obtained by identifying, comparing, and analyzing the erosion characteristics and pore water pressure behavior through a large-scale model experiment that involves classifying the location of the conduit cracks. From the results of the experiment, it was confirmed that when a crack occurred, the amount of leakage increased as the location of the crack portion was closer to the water level, and the internal erosion phenomenon accelerated, thereby increasing the possibility of piping. It was also found that an upstream conduit crack affects the erosion and water pressure change of the central and downstream conduit of the embankment, and the conduit crack has a very large effect on the pore water pressure despite the low upstream water level. Therefore, the seepage behavior of the embankment for each conduit crack identified in this study is considered to be useful basic data for preparing a repair and reinforcement plan according to the crack location in the future.

신규마을 조성사업의 입지 평가에 관한 연구 (A Study on the Location Assessment of Rural Village Construction Project)

  • If the new town development project begins with inappropriate location then it will be difficult to recruit tenants and the proportion of the infrastructure cost could increase. It is necessary to evaluate the feasibility of the new town development projects to solve this problem. This study aims to identify the current status of the new town development projects and draw up evaluation criteria by examining advanced researches. To identify the importance of each village, we set up the weights through analytic hierarchy process. The evaluation criteria were classified into location conditions and economical efficiency. In the case of location conditions, it was classified into available size, geographical conditions, and accessibility. As a result of analyzing the questionnaire, it was subdivided into officially assessed land prices in case of economic efficiency. This study had some limitations, that is we focused on the location conditions and economic feasibility among other factors. Therefore further study should contain analysis more on socio-cultural aspects such as residents' cooperation or will for this project. By adding results later, we can make more reasonable decisions when we choose appropriate area.

  • 본 연구는 해방이후 한국의 농업 지리학 연구 동향의 일환으로 농업 입지 연구의 성과와 의의를 밝히고 비판 한 것이다. 농업지리학 연구의 정수라고 일컬어지는 농업 입지 연구가 한국의 경우 활성화 되지 못하고 있는 것은 농업 공간의 협소성의에도 한국농업지리학의 후진성과 관련이 있다. 다만 연구건수가 매우 제한적이긴 하나 농작물, 낙농, 작부체계, 농업 노동, 산지 농업, 농업 재해등의 입지 연구에서는 상당한 성과를 거두고 있는 것도 사실이다. 또 이들 연구는 한국의 농업공간이 전통사회공간에서 경제공간으로 변화 된지가 비교적 최근인 사설을 반영한 것이 대부분이다. 앞으로의 농업입지 연구는 거시적으로는 국민경제나 세계 경제와 관련된 연구, 미시적으로는 농민이나 농가수준에서의 연구, 지역적으로는 도시와의 관계나 지역농업연구가 강화될 필요가 있다.

농촌 생활SOC 사업의 입지 적합성 평가 - 국민체육센터를 중심으로 - (Location Suitability Assessment of the Living SOC Project in Rural Areas - Focusing on the Sports Center -)

  • This study aims to evaluate the location suitability of the Living SOC Project in rural areas. For the assessment of location suitability, we applied location efficiency and location equity, respectively. One hundred sixteen national sports centers in 57 rural areas are selected as the target of analysis. The location efficiency and location equity in each sports center revealed a large gap between facilities. The location suitability evaluation results examined in 57 rural areas were similar to those analyzed at individual facilities. The correlation between the location suitability results and rural characteristics was weak. Also, location efficiency and location equity have a fragile relationship. In the light of these results, the location of the sports center, whose supply has been confirmed in rural areas through the Living SOC project, does not consider regional characteristics actively. In addition, it is difficult to say that the location efficiency and location equity of sports centers have been proactively estimated. Therefore, breaking away from the performance-oriented policy and switching to a lifestyle SOC supply policy based on the pre- and ex-post location evaluation system is necessary.

  • It is necessary to evaluate the location suitability for protected horiculture to plan new protected horticulture facilities in rural areas. Evaluation models for location suitability of protected horticulture in three selected regions ; suburban , plain mountainous were constructed by method of analytic hierarchy process (AHP). Evaluation models were to three case study areas,location characteristics of protected horticulture were shown in each regional features.

전통마을 숲의 GIS-DB구축 및 분포 특성 분석에 관한 연구 (A Study on the analysis of location on the traditional rural village forest in South Korea)

  • This article purposes to make a GIS database of South Korea rural village forest. So we first tried to collect data of their geographic coordinates or location from the many references on the rural village forest. As the result, we collected locations of the 634 forests. Boundaries of the 462 forests could be made by using their satellite imagery. Finally we implemented GIS database of the 462 traditional rural village forest in South Korea. Furthermore we surveyed 100 forests out of them. They were analyzed in the view of location, area, wood species, cultural assets and activities of inhabitants. These data can be used in the rural village planning and I look forward this database is helpful to preserve existing traditional rural village groves as a lasting legacy.
