행정경계 구축 및 활용방안에 관한 연구 (A Study on the Construction and Application of Administrative Boundary)

  • 현재 전국을 일괄적으로 포괄하는 1/5,000 수치지형도에서는 행정경계가 구 지역까지 구축되어 있고, 1/1,000 수치지형도가 구축된 지역에 한해 법정동까지 구축되어있다. 그러나 활용가치가 높은 행정동의 경우는 수치지형도 어느 곳에도 구축이 되어있지 않은 실정이다. 본 연구는 행정경계를 일괄 구축하기 위한 방안으로 행정경계의 현황을 분석하고, 기본지리정보로써의 행정경계를 일괄 구축하기 위한 합리적인 방안을 제안함과 동시에 활용방안에 대하여 조사하였다. 기본지리정보의 행정경계를 행정동 단위까지 구축하기 위해 편집지적도와 수치지형도를 기본으로 하는 2가지 방법을 사용하였다. 편집지적도를 이용하여 구축한 결과 상위 행정구역에 대한 경계불일치가 나타나는 등의 단점이 있었다. 반면 수치지형도를 사용시에는 구축 과정이 용이하고 타 기본지리정보와의 연계가 가능하다. 기본지리정보로의 활용면과 구축의 효율성 측면에서 수치지형도를 이용하는 방법이 더 효율적이었다. 수치지형도를 기반으로 한 행정경계 구축은 기본지리정보로써 관련 산업에서 활용도가 높을 것이므로 행정경계 구축을 통하여 국가 공공재로 널리 활용될 수 있도록 하여야 할 것이다.

Transglobal Leadership Toward Sustainability: A Case Study in Indonesia

  • This research aims to analyze transglobal leadership which has an impact on bank sustainability with militancy and organizational culture variables as mediating variables. In addition, to evaluate militancy, cultural organizations exist to encourage bank sustainability. This is an explanatory research conducted using a quantitative approach in the form of a survey. The population of this study includes all Heads of Regional Offices and Head of Branch Offices of PT. Bank Rakyat Indonesia is spread across Sumatra, Java, Kalimantan, Sulawesi, Bali and Jayapura. This study uses a research instrument in the form of a questionnaire that has been tested for validity and reliability and secondary data. Quantitative data analysis was performed in the form of Structural Equation Modeling (SEM) analysis based on Partial Least Square (PLS) to answer the research hypothesis. The results show a significant and positive relationship between transglobal and militancy leadership, transglobal leadership with innovation culture, militancy with innovation culture, militancy with bank sustainability and innovation culture with bank sustainability. The novelty of this research lies in the use of militancy and innovation culture as intervening variables in the correlation between transglobal leadership and bank sustainability. The militancy variable is the new variable to be checked.

행정정보 데이터세트 종합관리시스템의 서비스 방안 연구 (A Study on the Service of the Integrated Administrative Information Dataset Management System)

  • 2020년 「공공기록물에 관한 법률 시행령」 개정에 따라 행정정보 데이터세트 기록관리 방안이 법제화되며, 국가기록원은 행정정보 데이터세트 기록관리 업무를 지원하기 위해 행정정보 데이터세트 종합관리시스템을 구축할 계획을 밝혔다. 하지만 데이터세트와 관리 기준표의 특성을 고려한 구체적인 서비스 방안은 부재한 작금이다. 이에 본 논문은 국내·외 공공데이터 포털 및 기록관 웹사이트 14곳을 대상으로 데이터세트 서비스 현황을 비교 분석하고 시사점을 도출하여 행정정보 데이터세트 종합관리시스템에 적용 가능한 서비스 방안 6가지를 제안했다. 본 연구의 결과가 행정정보 데이터세트 활용 및 서비스 활성화로 이어지기를 기대한다.

The Study on People's Satisfaction towards Public Services of Viet Nam: Evidence of Tra Vinh Provincial Center of Public Administrative Services

  • The paper aims to provide some recommendations to improve the operational capacity of the Tra Vinh Provincial Center of Public Administrative Services and to improve the effectiveness and efficiency of management in the State administrative agencies. The study on people's satisfaction towards public services of Tra Vinh Provincial Center of Public Administrative Services was conducted by collecting primary data of 300 people who used public services provided by this Center from September 2018 to November 2018. By using the multivariate regression method, the author found that there were a number of factors affecting people's satisfaction towards public services at the Center, including procedures, service fee, and attitudes of the staff, empathy, staff capacity, and trust. These factors had an impact on people's satisfaction towards public administrative services performed by staff officers from Tra Vinh Provincial Center of Public Administrative Services. Since then, the study has proposed policy implications to improve people's satisfaction on service quality at the Center such as: Develop a flexible charge mechanism of public services; Enhance the sense of responsibility of staff officers; Pay attention to improving administrative procedures; Establish trustworthiness to people; Pay attention to professional improvement; and Build up a friendly and respectful team of staff.

농촌지도조직체계의 변화에 따른 농촌지도공무원의 역할모호성에 대한 인식 (A Study on Korean Agricultural Extension Officers' Perception of Role Ambiguity According to Restructuring of Agricultural Administrative Systems)

  • The purpose of this study was to identify korean agricultural extension workers' Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

Institutional Strengthening and Capacity Building: A Case Study in Indonesia

  • This study seeks to examine and analyze the influence of institutional strengthening factors, and capacity building - communication, resources, and training - on the performance of defense policy implementation. This study conducted a quantitative analysis related to the implementation of the institutional strengthening policy. The data used are primary data with a research instrument in the form of a questionnaire. The population in this study were all people in the city of Bandung, Indonesia. The sample of this study consisted of 200 respondents consisting of civilians and soldiers who served in the city of Bandung. Data analysis uses the Structural Equation Model (SEM) measurement model. The results of this study reveals that institutional strengthening (X1) influences positively and significantly capacity building's communication (Y1), resources (Y2), and training (Y3). On the other hand, the performance of defense policy implementation (Y4) is positively and significantly affected by capacity building's communication (Y1), resources (Y2), and training (Y3). The interaction between institutions, consumption support, role of the healthcare sector, and effectiveness are the most important indicators reflecting capacity building (communication, resources, training) and the performance of defense policy implementation. Essentially, this study analyzes the performance of defense policy implementation based on capacity building.

Effects of Psychological Capital and Gratitude on Employees Intention to Leave: The Role of Job Satisfaction

  • This study investigated development of Intention to Leave concept or model, by positioning psychological capital and gratitude, and job satisfaction as mediator to Intention to Leave. It is expected that findings contribute to Human Resource Management theories, specifically ones which are related to employee behavior. This study used qualitative approach in which survey and questionnaires were employed during data collection. This study was conducted in PT. Pupuk Kalimantan Timur located in Bontang, East Kalimantan. PT. Pupuk Kalimantan Timur was selected as the setting since it has had a lot of achievement. Population was 500 employees of PT. Pupuk Kalimantan Timur in Bontang, while total samples were 250. This study uses a sampling technique of proportional stratified random sampling. Data analysis methods were descriptive and quantitative. Inferential statistics, namely Generalized Structured Component Analysis (GSCA) were used to confirm model developed based on empirical data. This study showed that there is a significant and positive influence between Psychology Capital (X1) on Job Satisfaction (Y1) and Gratitude (X2) on Job Satisfaction (Y1). Gratitude is the strongest influencing variable on job satisfaction. Meanwhile, a significant but negative effect between Job Satisfaction (Y1) on Intention to Leave (Y2). This means that high job satisfaction will reduce the intention to leave.

병원행정직 간호사의 특성에 관한 탐색적 연구 - 성격, 직무만족, 업무적합성 인식을 중심으로 - (An Exploratory Study on the Characteristics of Nurse Administrators - Focused on Personality, Job Satisfaction and Work Appropriateness -)

  • Objective: This study was performed to find out the characteristics of nurse administrators and the relationships among their personality types, administrative work appropriateness and job satisfaction. Methods: Participants were 112 nurse administrators who had worked for more than 1 year in a hospital administrative position in Seoul and Gyeonggi area. Data were collected form April 14 to Jun 17, 2016, using questionnaires. For the analysis, SPSS WIN 20.0 program was used. Results: Personality types are related to job satisfaction and administrative work appropriateness. Among big-5 personality types, the neurotic level is negatively related to job satisfaction. However, extroversion is positively related. For the appropriateness of administrative work, the way of transfer and working department show no significant relations but age shows significant relation. The influence of age needs further study. Conclusion: The personalty types are related to nurse administratorsʼ job satisfaction and administrative work appropriateness.

행정통계의 체계적 관리를 위한 대표적 통계항목 선정 사례연구 (A case study on the selection of representative statistics for systematic management of administrative statistics)

  • 지역통계는 특성화통계를 중심으로 그 수요가 증가하고 있음에도 불구하고 통계작성비용 증가 등의 이유로 인하여 조사통계로 모든 요구를 충족시키기에는 한계가 있다. 이에 그 대안으로 고려되는 것이 행정통계이다. 본 연구에서는 전라북도 행정통계 자료 가운데 지역정책 수립 및 특성화에 기여하는 대표통계를 선정하고 이를 체계적으로 관리함으로써 질적 향상을 통한 신뢰성 확보를 이룰 수 있는 방안에 대해서 논하였다. 그 결과 45개 항목을 전라북도 대표통계로 최종 선정하였다. 본 연구에서 대표통계의 선정에 대한 필요성을 제기하고 구체적인 선정절차를 밝힌 것은, 본 연구가 지방자치단체에서 생산되는 행정통계의 체계적인 관리와 효율적인 활용에 도움을 줄 수 있는 계기가 되기를 기대 해서이다.

  • The purpose of this study is to use urban regeneration management types through classification and step-setting of physical types by administrative dong as the basis data for future urban management plans in local small and medium cities. The analysis was conducted on the physical density of each administrative dong by setting the data on urban and architecture provided by the government as three elements: buildings, lots, roads, etc. Through the system classified in this study, Mokpo City's 23 administrative districts were divided into nine management types and three management steps. Methodology can be utilized to establish areas of similar areas within the city and to use them as basic data for planning management. It is meaningful that it is possible to extract areas that need actual regeneration and maintenance through physical density analysis and plan suitable projects.
