This study is aimed at proposing the framework of international cooperation business in HRD KOREA. To achieve this goal I collected all of data that were used in process of international cooperation business in HRD KOREA and interviewed some people to get information from the people concerned. After that I analyzed data involved in using SWOT technique and proposed the framework of international cooperation business in HRD KOREA. The conclusions are as these. First, alliances must be vitalized between businesses besides between organizations. For example 'Developing of voluntary comeback program for foreigner' and 'Establishment of HRD KOREA Center' can be proposed as action plans for this strategy. Second, glocalization must be pushed ahead. For example 'Business career monitoring system for PMC' can be proposed as action plan. Third, building of preemptive base must be done. For example 'Standing of international HRD forum' can be proposed as action plan. Fourth, reinforcement of organizational competency must be done. For example 'The program for internationalization' can be proposed as action plan. Fifth, SBU(Strategic Business Unit) must be pushed ahead. For example 'Customer diversification portfolio' can be proposed as action plan.

Community action is an essential component for health promotion. Through effective community action, a community can gain control over its health & health determinants, and improve the quality of its life. The Ottawa Charter for Health Promotion (WHO, 1984)stated that a health promotion program that stimulates and strengthens community health activity is one of the five main action areas in the field of health promotion. This paper reviews the meaning and key concept of community health promotion action, and discusses ways to strengthen community action as defined by the Ottawa Charter for Health Promotion. It discusses the principle of community participation for health promotion, and, taking a successful example of a community-based health promotion program, it provides an illustrative example of how to build partnerships and coalitions in a community. Community development theories for community-based approaches are also introduced, along with their key concepts. Finally, the paper assesses the barriers to effective community health promotion action in Korea, and proposes several strategies for strengthening community action for health promotion.

Software-Defined Networking (SDN) offers several advantages in dynamic routing, flexible programmable control and custom application-driven network management. However, the programmability of the data plane in traditional SDN is limited. A network operator cannot change the ability of the data plane and perform complex packet processing on the data plane, which limits the flexibility and extendibility of SDN. In the paper, AP-SDN (Action Program enabled Software-Defined Networking) architecture is proposed, which extends the action set of SDN data plane. In the proposed architecture, a modified Open vSwitch is utilized in the data plane allowing the execution of action programs at runtime, thus enabling complex packet processing. An example action program is also implemented which transparently encrypts traffic for terminals. At last, a prototype system of AP-SDN is developed and experiments show its effectiveness and performance.

In this paper, a model of adaptive individual life support system is proposed from the viewpoint of cybernetics. This model is derived based on the relation between human behavior and human action, static and dynamic in processing speed, and abstract/concrete. In applications, task and information of human which includes in this system analyzed by paying attention to cybernetics. This paper shows a few actual example of modeling by fundamental adaptive individual life support model such as medical diagnosis, health care and education support. Finally as an example, design and implementation are concretely carried out for health care support system. This is also a method to design a information support system which is involved in human.

We show that the Liechti-Strenner's example for the closed nonorientable surface in [13] minimizes the dilatation within the class of pseudo-Anosov homeomorphisms with an orientable invariant foliation and all but the first coefficient of the characteristic polynomial of the action induced on the first cohomology nonpositive. We also show that the Liechti-Strenner's example of orientation-reversing homeomorphism for the closed orientable surface in [13] minimizes the dilatation within the class of pseudo-Anosov homeomorphisms with an orientable invariant foliation and all but the first coefficient of the characteristic polynomial p(x) of the action induced on the first cohomology nonpositive or all but the first coefficient of p(x)(x ± 1)², p(x)(x² ± 1), or p(x)(x² ± x + 1) nonpositive.

The trajectory of a classical dynamics is determined by the least action principle. As soon as we come to quantum dynamics, we have to consider all possible trajectories which are proposed to be a sum of the classical trajectory and Brownian fluctuation. Thus, the action involves the square of the derivative B(t) (white noise) of a Brownian motion B(t). The square is a typical example of a generalized white noise functional. The Feynman propagator should therefore be an average of a certain generalized white noise functional. This idea can be applied to a large class of dynamics with various kinds of Lagrangians.

This article uses action semantics to formally specify the meaning of objects and their related operations. The action-semantics framework. compared to others. is able to not only express object-oriented computation steps more clearly, but also provide a hint on how to implement them. As a showcase. an action semantics of a variant of Abadi-Cardelli's-calculus is defined. Then we use an example program to show how to derive the meaning.

Service FMEA may yield several possible corrective actions for each failure mode with large RPN. Corrective actions for each service failure are usually interrelated with the customers and environmental elements of the service system. SWOT analysis can provide an effective way to analyze the inner and outer environmental impacts for each corrective action. In this paper, we suggest a way for selecting and ranking corrective strategy in service operation based on SWOT analysis. Every candidate of corrective action strategy is ranked and evaluated on the basis of the impact factors of the SWOT variables, correlations between possible corrective actions and SWOT variables, and RPNs of service failures. The most desirable set of corrective actions is selected considering the preference score of each corrective action, required resources and budgetary allowance. The proposed methodology is demonstrated with an illustrative example.

This study compares and contrasts the Wales and England Organic Action Plans (WOAP and EOAP) and a Korean regional Life-Food Development Plan (KLFDP) in order to facilitate the development of the organic sector in Korea. Early action plans, for example, the first WOAP (1999) focused support on developing the supply of organic products whereas later action plans focused on marketing and consumer. OAPs may not only provide specific issue-solving roles by proposing new policy measures but also perform a regulatory role as a controller for organic sector development as a whole. The current KLFDP seems to stick to the former role but hardly has the latter role such as setting priorities, harmonizing various conflicting policy measures and factors and performing evaluation process for further progress. To secure better harmonized and sustainable development of Korean organic farming sector, constructing comprehensive national-level organic action plan, which has policy developing, implementing, regulating, evaluating and evolving functions, might be the most efficient choice.

Human errors performed during the operations have a dominant portion of the accidents. But the systematic human error evaluation methodology universally accepted is not developed yet. One of the difficulties in performing human reliability analysis is to evaluate the performance shaping factors which represent the characteristics and the circumstances in the discriminate manner. For assessing a specific human action more exactly, it is necessary to consider all of the PSFs at the same time which make an effect on the human action. In this paper, dynamic influence diagrams are introduced to model simultaneously their effects on the specific human action. And the human actions and their subsequent PSFs are categorized and classified as the complementary works. A new human error evaluation methodology using influence diagrams is developed. This methodology involves the categorization of PSFs and the PSFs quantification. The applied analysis results for the example task are shown for representative purposes. It is shown that this approach is very flexible in that it can be applied to any kind of actions.
