This study is regarding the accessibility for the disabled in the catholic churches. The purpose is to check the current condition of the accessibility for the disabled and to suggest the improvement plans targeted at 10 churches located in Yuseong-gu, Daejeon metropolitan city. Especially the current condition of the obligations and recommendations specified in the accessibility enhancement law for the disabled was performed through field investigation. Firstly, the accessibility for the disabled of each church was evaluated qualitatively as well as quantitatively. And then sequential improvement plans divided into three stages were suggested. Above all, the parish, management authority of catholic churches should establish medium and long-term plans besides legal standards. Even though the scope of this research was limited to catholic churches of certain areas, the result of this research is expected to help investigation the current condition of the accessibility for the disabled and to suggest the improvement plans in other catholic churches.

본 논문에서는 장애인들의 디지털 정보 접근성 향상에 필요한 전체적인 환경을 조명하고 새로운 발전 방안을 제안한다. 장애인들의 디지털 정보 접근성 향상은 정보의 입력부터 처리 및 출력까지에 필요한 하드웨어와 소프트웨어는 물론이고 필요한 사회적 요소까지 모두 함께 갖추어져야만 효과를 기대할 수 있다. 기존의 많은 논문에서는 웹 접근성이나 장애인을 위한 IT 기술들에 대하여 개별적 주제로 다루었으나 본 논문에서는 이들을 컴퓨터 접근성과 함께 통합적으로 기술하고, 기술적 요인과 함께 사회적 요인을 포함한 통합적 발전 방안을 제안 하였다.

본 논문은 재난대응과 관련이 있는 기관 및 단체의 웹 접근성을 평가 분석한다. 웹 접근성의 법률적 시행에 따라 재난발생의 위급상황에 직간접으로 관여하는 기관 및 단체의 웹 사이트와 콘텐츠도 기준이상의 웹 접근성의 준수 되어야 하기 때문이다. 재난대응기관 및 유관단체의 구체적인 웹 접근성 준수 실태 파악을 위해 평가 도구로 K-WAH4.4를 적용하였으며, 웹 콘텐츠 접근성 지침 2.0에 따라 해당 웹 사이트의 6개 세부지침에 대한 준수가 61.8%로 저조함을 보이고, 웹 접근성을 높이기 위한 개선의 필요성을 제기한다.

2008년에 장애인차별금지법이 제정되었고, 2013년 4월 11일부터 웹 접근성 준수가 시행되었다. 따라서 모든 법인과 단체는 2015년까지 웹 접근성 준수를 충족해야 한다. 본 논문은 한국형 웹 접근성 평가도구인 K-WAH 4.4를 적용하여 노인전문요양병원의 웹 접근성을 평가하였고 그에 대한 개선 방안을 제안하였다. 웹 콘텐츠 접근성지침 2.0에 따라 노인전문요양병원을 평가한 결과 매우 낮은 웹 접근성 준수율을 보였다.

본 논문에서는 스마트 정보화시대에 장애인을 위한 스마트 기기의 접근성 준수 현황을 조사하고 개선방안을 제시하는 것이다. 현재 가장 많이 사용하고 있는 스마트 기기 운영체제(IOS, Android, Windows)기반의 스마트 기기의 시각, 청각, 지체장애인 접근성 제공 현황을 조사하고 비교분석을 통해 개선방안을 도출하여 장애인의 스마트 기기의 접근성 개선방안을 제시하였다.

Studies suggested an increase in the competitiveness and roles of mainline railways like speed and accessibility improvement, as a fundamental direction of the National Transport Network Plan. At this point, topics presented especially for strengthening the role of human and environment centered transportation: as to the greatly improved speed competitiveness, there are an operational speed above 180km/h ~ 200km/h and traveling within 2 ~ 3 hours among big cities. As to accessibility improvement, there are accessibility to main railway stations within 30 minutes, and the improvement of accessibility, safety, eco-friendliness, amenity etc. As a part of these suggestions, field specific plans were proposed for the establishment of expressed mainline railway network in Korea such as train's, civil structures, trolley lines etc. In this paper we analyzed the conventional lines and systems to figure out whether to change details in terms of H/W of signaling system. Additionally, we reviewed the compatibility or difference of signalling system depending on train's speed. With this result, we deduced the number of virtual blocks specific to the speed of 180km/h, 200km/h and 230km/h, which were showed for the speed improvement considering each variable like blocks, braking distance etc. In this way, we suggested the railway signal system establishment plan considering safety operation.

In this study, we investigated web contents accessibility of 60 hospital web sites in Korea. The eight evaluation criteria were used for estimating the web contents accessibility of the web sites. These criteria were as follows: providing an alternative text, providing caption for moving picture, providing a skip navigation, usage of pop-up windows, usage of a summary or a caption tag for data table, providing a page title, providing a label for online form, and usage of java scripts. K-WAH 3.0 was used for estimating five evaluation criteria. According to Internet web contents accessibility guideline 1.0, we estimated the rest three evaluation criteria manually and described good or bad examples for the evaluation results technically. The results show that the web accessibility of hospital web sites is generally insufficient and the constant interests in improvement for accessibility are urgently needed.

본 연구에서는 국내외의 웹 접근성 동향을 살펴보고 웹 접근성을 보장하기 위한 법제도와 웹 접근성 실태를 소개하였다. 그리고 우리나라의 웹 접근성 지침을 근거로 종합전문요양기관 종합병원 등 80개 의료기관을 대상으로 웹 접근성 실태를 조사하였다. 평가항목은 접근성 베이스 평가기준으로 웹 접근성 지침1의 대체텍스트 제공, 지침2의 프레임사용제한, 키보드로만 운용 등 3개 항목, 사용성 베이스 평가기준으로 음성서비스 제공, 글자크기 조정, 다국어 웹사이트 제공, 웹 접근성 방침 공시 등 4개 항목에 대하여 평가를 실시하였다. 웹 접근성 준수율을 나타내기 위하여 KADO-WAH2.0을 사용하였다. 평가결과 웹 접근성 준수율이 전체적으로 미흡한 수준이었으나, 과거와 비교하여 상당한 수준까지 개선되었다. 그리고 준수하는 의료기관과 그렇지 못한 의료기관의 차이가 매우 크게 나타났다. 한편 많은 병원들이 웹 접근성에 대응하기 위한 노력을 하고 있다는 것을 알 수 있었다. 향후 공공성 공익성이라는 특성을 가진 의료기관에 대해서도 웹 접근성 확보를 위한 독자적인 접근성 지침의 수립, 웹 접근성에 대한 인식의 제고, 지속적인 교육 및 홍보, 법 제도적 보완 등을 적극적으로 추진하는 것이 바람직하다고 본다.

본 논문에서는 국내 인터넷 쇼핑몰 웹사이트의 웹접근성 향상을 위한 연구를 수행한다. 먼저 국내 웹접근성의 기준을 분석하고, 이어 국내 주요 인터넷 쇼핑몰 웹사이트의 웹접근성 평가를 실행하여, 인터넷 쇼핑몰 웹 사이트가 가지고 있는 웹접근성 현안 문제를 도출하고 분석한다. 이러한 국내 인터넷 쇼핑몰 웹사이트의 웹접근성에 대한 평가를 근거로 하여 웹 접근성을 향상시키기 위한 대체텍스트 비율을 높이기 위한 방법으로 엑셀 VBA를 이용한 대체텍스트 향상 방법을 제안하고 구현한다. 제안된 방법을 사용할 경우 웹 프로그래밍 전문지식이 없더라도 웹페이지에 포함된 이미지의 대체 텍스트를 확인하고 수정할 수 있게 되어 웹접근성 준수율 향상에 도움이 될 수 있다.

This research is carried out being divided into a first evaluation and second evaluation. A Study is carried out on first, the accessibility compliance level of Korea government department websites and second, whether the site which complies well with web accessibility increases web usability for users through a web usability evaluation. The evaluation result, web sites which comply well with the web accessibility guidelines were observed to increase web usability for both normal and disabled people but web sites which do not comply well were observed to lower the web usability making the web sites unavailable or inconvenient to use. Therefore, it can be concluded that there is a very close interrelationship between web accessibility and usability and thus compliance with web accessibility is not an option but a mandatory requirement.
