Internet users want to use IP sharing routers for reducing their cost and managing their terminals easy. Network service providers(NSPs) forced their subscribers pay extra charges to use extra terminal like IP router, since 1998 in Korea. The NSPs asserted that IP sharing routers would harm their networks or would impose extra load on their networks, but they were unable to prove their assertion. Users and manufacturing companies insisted on the legitimacy of IP routers, because the IP router is a kind of terminal for end-users, and as such, the right of selection of an IP router belongs to the user. The interest in and beliefs of the relevant social groups about IP router will be deduced through their interpretation. It draws the technological frame of two social groups, NSPs and IP router-manufacturing companies. The rough struggle between two social groups come from their frames. The article shows how society constructs a particular information technology.

Objective: Lao PDR's recent accession to the World Trade Organization necessitates a greater understanding of the patterns and risk of livestock production in order to better align national policy with the Agreement on the Application of Sanitary and Phytosanitary Measures. This eco-health study was conducted to improve understanding of the interrelations between market chains and zoonotic infection risks at two strategic cross border points between Lao PDR, Thailand and Viet Nam. Methods: Information gained from smallholder farmer/trader interviews was integrated with serological surveys for pig-associated zoonoses-including hepatitis E virus (HEV), Taenia solium (T. solium) and trichinella-to identify potential linkages between disease risk and pig production and slaughter in low input systems common across the country. Results: Trichinella and HEV exposure was high in both humans and pigs in both study areas, significantly associated with pig slaughter and the subsequent consumption and handling of raw pork products. T. solium demonstrated a strong geographical and ethnic association with the northern study area bordering Vietnam. With the right knowledge and accessible, affordable inputs, the majority of smallholder farmers indicated a willingness to invest more in pig production, which could simultaneously improve livelihoods and decrease exposure to HEV, Trichinella, and T. solium through increased access to formal markets and an improved slaughter processes. Conclusion: The linkages identified when assessing disease risk in the context of potential economic and cultural drivers of transmission highlight the importance of a systems-based approach for the detection and control of zoonotic disease, and contributes to an improved understanding of the Lao PDR livestock sector.

For people with physical or sensory limitations, broadcasting is the main means of information acquisition and leisure. Recently, changes in the media environment, such as convergence of broadcasting and communication, digital mobile conversion of broadcasting, and active media usage behavior of users, make broadcasting accessibility of the disabled difficult, and as a result, the information gap between the disabled and the non-disabled is increasing. A notice on broadcasting rights for the disabled was enacted in consequence of the amendment of the Broadcasting Law in July 2011 and the web accessibility guideline became more effective with the amendment of the National Informatization Act in 2013 so that legal basis for the right of media access for the disabled was established. However, media services for them are still lacking quantitatively and qualitatively. In this study, we describe the present status of the audio description service for the visually impaired, and analyze the results of the questionnaire survey on the usage status, satisfaction and improvement requirements of the audio description service for 100 visually impaired people.
The world is focusing on e-books as the e-book market is growing rapidly as a fused industry at the crossroads of information technology and digital content. Many countries are actively participating in this new market and leveraging on its potential and growth, while Korea's market is still in its preliminary stage. There is a good reason to be concerned over the fact that access to digitalized materials that are the most relevant to the current time are not readily available. Therefore, the strategy in collecting and utilizing content must be newly refurbished. In order to do this, the legal issues and policies related to digital libraries must be considered. The most relevant examples from abroad are Google Book Search and the EU's Europeana project. Then, what are the necessary measures for Korea to materialize its own digital library? Digital libraries can significantly influence social welfare and bring forth economic effects. Social preparation surrounding this subject should continue to increase because digital libraries will change the manner in which people share and use information. Therefore, this paper aims to examine the legal and economic problems and issues related to the establishment of digital libraries as well as to provide policy recommendations.
Purpose - The objective of this paper is to investigate the effect of asset specificity, the level of information sharing, the importance of information sharing, and an integrated collaborative environment on supply chain performance. Research design, data, and methodology - Data collection was implemented as follows: questionnaires were distributed to 250 companies that have business ties with Halla Climate Control Corporation. The empirical study to test our hypothesis was based on statistical analysis (using SPSS 18.0 and AMOS 18.0). The hypothesis of this paper is that the asset specificity variable has positive effects on the following variables: Level of information sharing, the importance of information sharing, and integrated collaborative environment. Moreover the variables, the level of information sharing, and the importance of information sharing are strongly influenced by the variable integrated collaborative environment, and these when combined, have an effect on the dependent variable, supply chain performance. We tested our hypothesized model utilizing path analysis with latent variables. Results - According to the results of our analysis, hypothesis H1, which tests whether there is a relationship between asset specificity and the integrated collaborative environment, is supported at the 0.01 level. Hypotheses H2 and H3 were also confirmed, and asset specificity had positive effects (+) on the level of information sharing variable. The importance of the information sharing variable was statistically significant at the 0.01 level. Hypotheses H4 and H5 posited that the integrated collaborative environment variable would have a positive effect on the level of information sharing; the importance of information sharing variable was strongly supported statistically, with a significant p-value below. Moreover, the level of information sharing (H6), and the importance of information sharing (H7) variables also had a statistically relevant influence on supply chain performance. As a result, existence of a collaborative system between companies would influence supply chain performance by strengthening real-time information access and information sharing. Thus, it is important to construct a collaborative environment where information sharing among companies and cooperation is possible. Conclusions - First, with rapid changes in the business environment, it becomes necessary for enterprises to acquire the right information in order to properly implement SCM. For successful SCM, firms should understand the importance of collaboration with supply chain partners and an internally built collaboration system, which in turn will better promote a partnership commitment with suppliers as well as collaborative integration with buyers. A collaborative system, as we suggest in this paper, facilitates the maintenance of a long-term relationship of trust, and can help reinforce information sharing. Second, it is necessary to increase information sharing over time via a collaborative system so that employees of the suppliers become aware of the system. The more proactive and positive attitudes are towards such a collaborative system by the managerial group, the higher the level of information sharing will be among the users. Successful SCM performance is achieved by information sharing through a collaborative environment rather than by investing only in setting up an information system.

In South Korea, systems related to the provision of public data were recently implemented. As a result, policy changes have been made that are headed in the direction of actively providing open access to data held by public institutions, such as government agencies and local municipalities. At present, Seoul City is putting the bus exclusive lane system into practice according to mass transit revitalization policy. Starting with the installation of roadside bus exclusive lane in the past, at present, even the road sections for central- lane bus exclusive lane system are on the increase. The purpose of this research is to analyze the factors giving impacts on bus accident on central bus exclusive lane and roadside bus exclusive lane. In case of the central bus exclusive lane, the 6 variables, such as the number of bus routes, number of access & entrance to central lanes patterns, whether the stop line of central lanes retreats or not, separated distance between the stop line of central lanes and crosswalks, traffic volume, and number of bus routes stopping at bus stops on reversible lanes, were found to have a significant influence on bus accidents. In case of roadside bus exclusive lane sections, the four variables such as the number of right-turn bus routes, whether to be chronic illegal parking & stopping, time for the walk signal, and forms of land use, etc. were found to have a significant influence on bus accident.

Cooperative program planning and teaching is a strategy for developing and implementing resource based learning. This approach combines the classroom teacher's subject expertise and knowledge of the students with the teacherlibrarian's specialized knowledge of the availability and use of learning materials. And the purpose of cooperative program planning is to develop learning experiences or units of study that effectively integrate the student's resource center activities with other learning experiences. There are also some conditions that are conducive to effective planning sessions. First, the teacher-librarian must be prepared to initiate planning with teachers, rather than waiting for teachers to come to them. Second, the teacher-librarian must be prepared to present suggestions in such a way that the teacher can respond. The purpose of this study is (1) to investigate the planning process of cooperative program planning and teaching in the previous studies and (2) to find general problems when the cooperative program planning and teaching apply in actual situation. For these purposes, I chose a school library and a teacher-librarian in Seoul to observe how this cooperative program planning and teaching carry out in the school library. Main findings are summarized as follows: (1) A teacher who teaches alone for one grade is more proper to carry out the cooperative program planning and teaching. Young teachers are usually more active to change their teaching methods. (2) The cooperative program planning and teaching is a program what needs a lot of materials. When there is no right reference book in a school library, it would be good to access DB through PC telecommunication. It is also possile to contact lirarians who work in large public libraries or university libraries. (3) The cooerative program planning and teaching needs cooperative working between a teacher-librarian and a teacher. Thus a teacher-librarian should be in his school in the day time like the other teachers for the program's planning process. ( 4) There has to be a guide to change into resource based learning in teaching method. Thus the Korean Library Association or Korean Library and Information Science Society should offer a seminar or a workshop about cooperative program planning and teaching for the teacher-librarians. (5) It needs a system that a teacher-librarian can know about student's assignments so that he can prepare reference books for them. (6) The school library can be able to offer excellent service like cooperative program planning and teaching to the teachers and students according to a teacher-librarian's enthusiasm.

In this paper, requirements of efficient group key creation in multiple hierarchy structure environment with clear distinction of hierarchical roles within organizations are explained and the method of creating a group key that satisfies such requirements is proposed. The proposed method creates the group key through logical sum operation of hierarchy identifier created using uni-directional hash chain and group identifier randomly created according to the access right. The problem of excessive possession of key information by upper group users in the existing static group key creation technique was resolved. At the same time, lower group users were prevented from deducing key information of upper group users. In addition, as a result of comparative analysis performed with an experiment on existing super group key creation technique and multiple hierarchy group key method, the proposed method was found to be equivalent or superior to existing method in terms of various items including the total number of keys created, the number of keys possessed by users, the number of keys used for encoding and decoding of information, and expandability of keys.
This study aims to analyze factors affecting villagers' participation in conservation of village woodlands. We postulated that socio-economic characteristics such as gender, age, place of birth, wealth level, frequency of use and leader experience could contribute to decision-making of participation in the village woodland conservation. Data were collected by interviewing 52 villagers in village A and 41 villagers in village B and were used to estimate the probability function of villager's participation in village woodland conservation using ordered logit model. The results indicate that frequent use of village woodlands increases the probability of villagers' participation in conservation of village woodlands in the case of village A. In the case of village B, people who were born in the village and have experiences of serving the village as a village leader are more likely to participate in the village woodland conservation activities. Considering the fact that the village woodland of village A is owned by the community as a village common, and that cultural activities remain in the village woodland of village A, the utility of village woodlands to the residents and their common understanding of village woodlands seem to influence the likelihood of villagers' participation in conservation of village woodlands. In order to induce villagers' participation in the village woodland conservation, it is necessary to recognize the right of villager's access and provide villagers with common understanding of village woodlands through cultural activities and education programs.
