인과지도에 기반한 주파수공유 생태계 활성화 정책 설계 (Policy Design to Vitalize Spectrum Sharing Ecosystem : A System Dynamics Approach)

  • Demand of spectrum resource is tremendously increasing recently and this trend will continues in the future due to the wide spread of IT services based on cloud computing and Internet of Things technology and as well as smart devices. Recently, spectrum sharing technology has drawn attention to the spectrum policy makers as a promising way to overcome the shortage problem of scarce spectrum resource. To succeed in commercialization of spectrum sharing technology, it is necessary to prospect the future business ecosystem of spectrum sharing and develop appropriate policies and laws at the same time along with the advance of spectrum sharing technology. The purpose of this paper is to analyze casual relationships between enablers in future business ecosystem of spectrum sharing and propose policies to vitalize spectrum sharing ecosystem based on a system dynamics causal map proposed in the previous research. With the causal map and system dynamics method, it is possible to analyze feedback loops exist in the business ecosystem of spectrum sharing and build policies which optimize positive dynamics in business ecosystem of spectrum sharing. As a result, policy leverages were found in four areas; spectrum supply, spectrum demand, spectrum quality and technology, and spectrum transaction cost. For those policy leverages, 13 policies were identified and intervention timing for each policy was discussed. Finally, the promotion policies of government and market participants to vitalize spectrum sharing ecosystem were discussed.

Two-Stage Spectrum Sensing Scheme Using Fuzzy Logic for Cognitive Radio Networks

  • Spectrum sensing in cognitive radio networks allows secondary users to sense the unused spectrum without causing interference to primary users. Cognitive radio requires more accurate sensing results from unused portions of the spectrum. Accurate spectrum sensing techniques can reduce the probability of false alarms and misdetection. In this paper, a two-stage spectrum sensing scheme is proposed for cooperative spectrum sensing in cognitive radio networks. In the first stage, spectrum sensing is executed for each secondary user using energy detection based on double adaptive thresholds to determine the spectrum condition. If the energy value lies between two thresholds, a fuzzy logic scheme is applied to determine the channel conditions more accurately. In the second stage, a fusion center combines the results of each secondary user and uses a fuzzy logic scheme for combining all decisions. The simulation results show that the proposed scheme provides increased sensing accuracy by about 20% in some cases.

Spectrum Sharing SDMA with Limited Feedback: Throughput Analysis

  • In the context of effective usage of a scarce spectrum resource, emerging wireless communication standards will demand spectrum sharing with existing systems as well as multiple access with higher spectral efficiency. We mathematically analyze the sum throughput of a spectrum sharing space-division multiple access (SDMA) system, which forms a transmit null in the direction of other coexisting systems while satisfying orthogonal beamforming constraints. For a large number of users N, the SDMA throughput scales as log N at high signal-to-noise ratio (SNR) ((J-1) loglog N at normal SNR), where J is the number of transmit antennas. This indicates that multiplexing gain of the spectrum sharing SDMA is $\frac{J-1}{J}$ times less than that of the non-spectrum sharing SDMA only using orthogonal beamforming, whereas no loss in multiuser diversity gain. Although the spectrum sharing SDMA always has lower throughput compared to the non-spectrum sharing SDMA in the non-coexistence scenario, it offers an intriguing opportunity to reuse spectrum already allocated to other coexisting systems.

A Probabilistic Interpretation of the KL Spectrum

  • A spectrum minimizing the frequency-domain Kullback-Leibler information number has been proposed and used to modify a spectrum estimate. Some numerical examples have illustrated the KL spectrum estimate is superior to the initial estimate, i.e., the autocovariances obtained by the inverse Fourier transformation of the KL spectrum estimate are closer to the sample autocovariances of the given observations than those of the initial spectrum estimate. Also, it has been shown that a Gaussian autoregressive process associated with the KL spectrum is the closest in the timedomain Kullback-Leibler sense to a Gaussian white noise process subject to given autocovariance constraints. In this paper a corresponding conditional probability theorem is presented, which gives another rationale to the KL spectrum.

  • In this study, We examine closely the capacity spectrum method which a kind of displacement-based method evaluated by displacement of structure as an alternative to the load-based analysis method. The displacement-based method can easily review the strength of structure, seismic performance, ductility. Seismic performance by using capacity spectrum method is divided into design response spectrum and capacity spectrum. We can diagram design response spectrum by deciding the design seismic factor depending on performance target, site classification, seismic level, return period as UBC-97. Capacity spectrum is a load-displacement curve obtained by Push-over analysis considering the geometric parameter and the material parameter. We execute the seismic performance evaluation by using the capacity spectrum method to reinforced concrete pier which has been seismic design. As a result, We confirmed that there is a yield point and a ultimate point close by design response spectrum of UBC-97.

An Oligopoly Spectrum Pricing with Behavior of Primary Users for Cognitive Radio Networks

  • Dynamic spectrum sharing is a key technology to improve spectrum utilization in wireless networks. The elastic spectrum management provides a new opportunity for licensed primary users and unlicensed secondary users to efficiently utilize the scarce wireless resource. In this paper, we present a game-theoretic framework for dynamic spectrum allocation where the primary users rent the unutilized spectrum to the secondary users for a monetary profit. In reality, due to the ON-OFF behavior of the primary user, the quantity of spectrum that can be opportunistically shared by the secondary users is limited. We model this situation with the renewal theory and formulate the spectrum pricing scheme with the Bertrand game, taking into account the scarcity of the spectrum. By the Nash-equilibrium pricing scheme, each player in the game continually converges to a strategy that maximizes its own profit. We also investigate the impact of several properties, including channel quality and spectrum substitutability. Based on the equilibrium analysis, we finally propose a decentralized algorithm that leads the primary users to the Nash-equilibrium, called DST. The stability of the proposed algorithm in terms of convergence to the Nash equilibrium is also studied.

  • A methodology to assess seismic fragility of a nuclear power plant (NPP) using a conditional mean spectrum is proposed as an alternative to using a uniform hazard response spectrum. Rather than the single-scenario conditional mean spectrum, which is the conventional conditional mean spectrum based on a single scenario, a multi-scenario conditional mean spectrum is proposed for the case in which no single scenario is dominant. The multi-scenario conditional mean spectrum is defined as the weighted average of different conditional mean spectra, each one of which corresponds to an individual scenario. The weighting factors for scenarios are obtained from a deaggregation of seismic hazards. As a validation example, a seismic fragility assessment of an NPP containment structure is performed using a uniform hazard response spectrum and different single-scenario conditional mean spectra and multi-scenario conditional mean spectra. In the example, the number of scenarios primarily influences the median capacity of the evaluated structure. Meanwhile, the control frequency, a key parameter of a conditional mean spectrum, plays an important role in reducing logarithmic standard deviation of the corresponding fragility curves and corresponding high confidence of low probability of failure (HCLPF) capacity.

Predicting required licensed spectrum for the future considering big data growth

  • This paper proposes a new spectrum forecasting (SF) model to estimate the spectrum demands for future mobile broadband (MBB) services. The model requires five main input metrics, that is, the current available spectrum, site number growth, mobile data traffic growth, average network utilization, and spectrum efficiency growth. Using the proposed SF model, the future MBB spectrum demand for Malaysia in 2020 is forecasted based on the input market data of four major mobile telecommunication operators represented by A-D, which account for approximately 95% of the local mobile market share. Statistical data to generate the five input metrics were obtained from prominent agencies, such as the Malaysian Communications and Multimedia Commission, OpenSignal, Analysys Mason, GSMA, and Huawei. Our forecasting results indicate that by 2020, Malaysia would require approximately 307 MHz of additional spectrum to fulfill the enormous increase in mobile broadband data demands.

  • In this paper, we study rings with Noetherian spectrum, rings with locally Noetherian spectrum and rings with t-locally Noetherian spectrum in terms of the polynomial ring, the Serre's conjecture ring, the Nagata ring and the t-Nagata ring. In fact, we show that a commutative ring R with identity has Noetherian spectrum if and only if the Serre's conjecture ring R[X]U has Noetherian spectrum, if and only if the Nagata ring R[X]N has Noetherian spectrum. We also prove that an integral domain D has locally Noetherian spectrum if and only if the Nagata ring D[X]N has locally Noetherian spectrum. Finally, we show that an integral domain D has t-locally Noetherian spectrum if and only if the polynomial ring D[X] has t-locally Noetherian spectrum, if and only if the t-Nagata ring $D[X]_{N_v}$ has (t-)locally Noetherian spectrum.

Reevaluation of Seismic Fragility Parameters of Nuclear Power Plant Components Considering Uniform Hazard Spectrum

  • The Seismic probabilistic risk assessment (SPRA) or seismic margin assessment (SMA) have been used for the seismic safety evaluation of nuclear power plant structures and equipments. For the SPRA or SMA, the reference response spectrum should be defined. The site-specific median spectrum has been generally used for the seismic fragility analysis of structures and equipments in a Korean nuclear power plant Since the site-specific spectrum has been developed based on the peak ground motion parameter, the site-specific response spectrum does not represent the same probability of exceedance over the entire frequency range of interest. The uniform hazard spectrum is more appropriate to be used in seismic probabilistic risk assessment than the site- specific spectrum. A method for modifying the seismic fragility parameters that are calculated based on the site-specific median spectrum is described. This simple method was developed to incorporate the effects of the uniform hazard spectrum. The seismic fragility parameters of typical NPP components are modified using the uniform hazard spectrum. The modification factor is used to modify the original fragility parameters. An example uniform hazard spectrum is developed using the available seismic hazard data for the Korean nuclear power plant (NPP) site. This uniform hazard spectrum is used for the modification of fragility parameters.
