  • Cyber-terror trials are increased in nowadays and these attacks are commonly using security vulnerability and information gathering method by variable services grew by the continuous development of Internet Technology. IDS's application environment is affected by this increasing Cyber Terror. General Network based IDS detects intrusion by signature based Intrusion Detection module about inflowing packet through network devices. Up to now security in network is commonly secure host, an regional issue adopted in special security system but these system is vulnerable intrusion about the attack in globally connected Internet systems. Security mechanism should be produced to expand the security in whole networks. In this paper, we analyzer the DARPA's program and study Infusion Detection related Technology. We design policy security framework for policy enforcing in whole network and look at the modules's function. Enforcement of security policy is acted by Intrusion Detection system on gateway system which is located in network packet's inflow point. Additional security policy is operated on-line. We can design and execute central security policy in managed domain in this method.

It is proved that in the conditions of digital economy, domestic innovation structures are underdeveloped and do not fulfill their leading role at the present stage of innovative development of the country. To understand the importance of effective operation of innovation infrastructure, the main world models of innovation development are considered, and the directions of using the experience of their functioning for Ukraine are determined. The main indicators of innovation activity of Ukraine in the context of regions are analyzed. There is a significant differentiation of innovation indicators in the regional context. The cartographic analysis of innovative activity of regions is presented. The mechanism of definition and implementation of priority directions of innovative activity in the context of the digital economy development is offered.

  • Based on major safety-related statistics of cities, provinces, counties, and districts across the country, social disasters manage regional safety index ratings in six areas(traffic accidents, fires, crime, life safety, suicide, and infectious diseases), and natural disasters operate a management system. The current application of the regional safety assessment of natural disasters is very insufficient to evaluate the local risk of natural disasters up to the Eup, Myeon, and Dong level, and it is marked too engineering and difficult for the general public to use. The purpose of this study is to present Korea's natural disaster local risk assessment as an improvement model that extends to the sub-unit of Eup, Myeon, and Dong, using the local risk assessment model mixed with natural and social disasters.

For this purpose, this article analyzed North Korea's cyber attack cases against Korea by categorizing according to threat type and purpose. The research findings are as follows. It is necessary first, to have aggressive cyber protection and attack capabilities; second, to establish an integrated cyber security control tower that can be overseen by the national government; third, to need to legislate domestic cyber- related laws; fourth, to build a multilateral & regional cyber cooperation system. The implication of these findings are that it needs to be strengthened the cyber security capability from the cyber threats of North Korea by minimizing the damage during the peacetime period and for the complete warfare in case of emergency.

  • Objectives: This study divided the factors that affect participation in health screenings into individual, household, and regional levels and conducted a multi-level analysis to identify the factors related to participation in health screenings. Methods: Participants from the 2017 Community Health Survey were classified into 2 groups (under 40 and 40 or older). A multi-level logistic regression analysis was conducted to identify the factors that affected participation in health screenings. Results: The screening rate of the participants was 69.7%, and it was higher among participants aged 40 and older (80.3%) than it was among participants younger than 40 (49.8%). At the individual level, the factors that influenced participation in health screenings included age, economic activity, smoking status, physician-diagnosed hypertension, and a moderate or high physical activity level. At the household level, the odds ratio of participation in health screenings was high for participants who lived in single-person households, lived with a spouse, earned a high monthly household income, and were not beneficiaries of national basic livelihood security. At the regional level, the odds ratio at the 95% confidence interval level of participation in health screenings was high for participants who had trust in the local community and lived in an area with a proportionally high social welfare budget. Conclusions: This study analyzed nationalwide data and confirmed that individual, household, and regional characteristics affected participation in health screenings. Therefore, policies that prioritize the improvement of regional level factors and especially household level factors are likely to be the most effective for improving the screening rate.

  • The security environment surrounding the East Asian seas is rapidly changing due to the naval arms race among coastal states. The arms race is likely to worsen the security dilemma of the countries involved, thus increasing the chances for armed conflicts. It is too early to tell how the contemporary naval arms race in the region will evolve. But, for sure, the level of uncertainty is increasingly becoming high and intense. At the same time, there is emerging a legal warfare or lawfare among the rival countries. In particular, the United States and China have been involved in a serious debate about the nature and scope of the right of innocent passage and freedom of navigation in other countries' maritime zones. In collaboration with its regional allies, the United States has also put normative pressures on China with its excessive claims in the South China Sea. The latest arbitral tribunal case between the Philippines and China illustrates the point. With both arms race and normative competition in play, the future of East Asian maritime security will remain very complex and uncertain.

  • This paper is mainly an attempt to approach and rethink regionalism and regional organizations, as a new political phenomenon of our modern world politics, by focusing on the way regime types influence the identity building of Maghreb Arab Unionregional organization in North Africa. The focus of this paper will be on the importance of domestic politics as a non-conventional way of studying regionalism. And unlike many studies of regionalism, generally emphasized by realists and liberalists that focus either on security or economy as an outcome of the old regionalism paradigm, this paper will emphasize domestic politics as a guiding line to understand the regional one.
