  • The planning phase of construction project success or failure of the enterprise decision the 1st dangerous duration which occurs very there is a possibility of making with the phase which is important, of construction project in life cycle most many risk. But the risk management from planning phase well does not become accomplished is the actual condition from existing construction project. Interactive Fuzzy Linear Programming with Two-Phase Approach

  • This paper is for applying interactive fuzzy linear programming for the problem of product mix planning, which is one of the aggregate planning problem. We developed a modified algorithm, which has two-phase approach for interactive fuzzy linear programming to get a better solution. Adding two-phase method, we expect to obtain not only the highest membership degree, but also a better utilization of each constrained resource.

  • This study verified for the necessity for the comprehensive analysis of outcomes resulting from the local industry promotion project in many respects. To analyze the operation planning for performance management of local industry promotion project, this study redesigns the so-called PDCA(Plan${\rightarrow}$Do${\rightarrow}$Check${\rightarrow}$Act) model which is also known as Deming Cycle and verifies some hypotheses. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0. The findings are as follows: First, there was a positive relationship between the planing phase and the implementation phase. Second, there was also a positive relationship between the implementation phase and completion of the project phase. Third, there was a positive relationship between the planing phase and completion of the project phase. Finally, the implementation phase was a partial mediator on the relationship between the planing phase and completion of the project phase. Based on these findings, the implications and the limitations of the research findings were discussed, and recommendations for future research were provided.

  • Early planning phase of private development project is an important part in mercy of failure and success of all project. Hut reliability of analysis result existing planning phase in not high to the importance. So we analyzed a basic problem point through case study and research data analysis of planning phase in private development project. After this, there is a cause in no establishment of systemic model about work processing and method of planning phase. We would like to suggest the solution through establishment of planning phase analysis processing and risk management model. We think that suggested analysis method increase the credibility of analysis result. With this, we anticipate we suggest the guideline in project process phase and that assist the effective accomplishment of project.

A Study on the development quality control by application of QFD and Stage-gate in defense system (QFD 및 Stage-gate 모델을 활용한 국방분야 개발단계 품질관리 방안 연구)

  • Purpose: The purpose of this study is to propose adoption of QFD and Stage-gate in order to analyze the quality of korea defense system. Methods: Drawing change data of initial production phase in korea defense system were anlayzed and a practical method was proposed. Results: The results of this study are as follows; Off line Quality Control should be introduced in development phase. Specially, in case of defense system, the best method is QFD(Quality Function Deployment) and Stage-gate process. At first, QFD 1 step defines product planning from VOC(Voice Of Customer), QFD 2 step specifies part planning from product planning, QFD 3 step defines process planning from part planning, QFD 4 step defines production planning from previous process planning. Secondly, Stage-gate process is adopted. This study is proposed 5 stage-gate in case of korea defense development. Gate 1 is located after SFR(System Function Review), Gate 2 is located after PDR(Preliminary Design Review), Gate 3 is located after CDR(Critical Design Review), Gate 4 is located after TRR(Test Readiness Review) and Gate 5 is located before specification documentation submission. Conclusion: Off line QC(Quality Control) in development phase is necessary prior to on line QC(Quality Control) in p roduction phase. For the purpose of off line quality control, QFD(Quality Function Deployment) and Stage-gate process can be adopted.

A Study on the Application and Development of the Strategic Environmental Assessment(SEA) Model with Reference to Urban Comprehensive Plan (전략환경평가 모형의 개발과 적용에 관한 연구(I): 도시기본계획 평가를 중심으로)

  • Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is "the consultation of environmental investigation into a change in national land utilization", which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is "the consultation of environmental investigation into an administrative plan and project", which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not playa role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows: First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries. derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps ; Phase 1; establishing a work program, Phase 2; defining the scop. of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.

  • In planning phase of Public Multi-Housing Projects, it is required to develop the methodology and criteria for fair cost prediction with influencing power from planning phase to occupancy phase. Many studies still have focused on the prediction of cost by multiple regression. However, there is no logical explanation about the influence of nonmetric variables for the prediction of cost in planning phase. Accordingly, this research pursues a cost prediction model including nonmetric variables for use in planning phase. There are 3 steps of this research : 1) Finding the factors influencing construction cost and assigning variables for a multiple regression. 2) Conducting a dummy regression analysis with nonmetric variables and model validation by comparing actual cost data. 3) Developing the ratio of RC structure cost to wall structure cost by using cost predection model. The results could establish cost prediction process including the influence of nonmetric variables and the ratio of RC structure cost to wall structure cost.

A Plan of Project Information Management through Analysis of Drafting Process for Transportation Planning (양중계획입안 프로세스의 구조화를 통한 프로젝트 정보관리 방안)

  • As the number of high-rise building construction projects grows up, the subject of the transportation planning has become one of the grave issue. however important decision making are made by the experience of the a planner without the rational plans for information sharing. therefore, the purpose of this study is to suggest a plan of prefect information management not only for describing drafting process for transportation planning but also for systematizing information used in the procurement, transportation and construction phase to achieve these objectives, this study 1)analyzes the prior theory about transportation planning, 2)performs a case study of actual project to embody the problems of site management by analyzing the results of interviewing experts. In conclusion, the following factors are systematized : 1)the structure of drafting process for transportation planning, 2)the contents of information used in the procurement, transportation and construction phase, 3)the actual condition of code breakdown structure in transportation Planning phase. It is anticipated that the proposed methodology would be able to improve information management among the related engineers and accumulated data that might be used in similar construction projects in Korea.

BENCHMARKING THE PREPROJECT PLANNING PRACTICE FOR THE BUILDING CONSTRUCTION INDUSTRY IN TAIWAN

  • Significant decisions are made by the project team during the early planning phase of capital facility project developments. The preproject planning phase begins after a decision is made to proceed with a project concept and continues until the detail design stage. Many of the industry practitioners and researchers have recognized the importance of preproject planning and that inadequate early planning is one of the key factors affecting project success. Nevertheless, the preproject planning practices vary significantly for the construction industry in Taiwan and the quality of preproject planning relies heavily on individual project team's experience. This research sets out to benchmark the preproject planning practice for the building construction industry in Taiwan. From late 2007 to early 2010, the researchers collected information from a total of 92 building construction projects using questionnaire survey. The analysis results show that the surveyed projects with better preproject planning have better cost and schedule performances on average. It is recommended that project team spend more efforts in the preproject planning stage to have a better chance of achieving project success.

Suggestion and Verification of Assessment model on Construction-Cost of Steel Bridge in Project Performance Phases

  • Estimating the reasonable construction-cost according to the construction phase in public construction is an important element for securing and executing a national budget efficiently. As a general rule, the predetermined cost of construction is estimated at the end of the design of the target structure. Therefore, it seems to be a considerably difficult problem to estimate the approximate cost of construction, only with its basic information of the bridge in the design planning phase and the early design stage where we can not have specific detailed-section of the target structure. In this paper, we present the calculation of construction-cost in the planning phase based on the analysis of factors affecting the cost of construction conducted in the previous study. Beside, to estimate the cost of construction in early design phase, we would like to present the calculation of construction-cost in the early design phase by executing the analysis of data collected from 61 steel box bridges. It was found from the result of study that the estimated cost of construction gained by the calculation of construction-cost in this paper reduces the error between the real cost of construction and that by the existing method of using.
