A Technical Assessment of Possibility Sanction for Assistance to DPRK (대북 바이오가스플랜트 지원의 제재 가능성에 대한 기술적 평가)

  • Under the economic banner of "self-reliance," North Korea has focused on hydro and thermal power as its main energy supply sources. However, in the face of extreme energy penury caused by machinery and material supply instability in the wake of the collapse of the former communist block as well as equipment aging and deterioration due to floods and other disasters, North Korea and international aid organizations are increasingly turning their attention toward energy source diversification. In particular, renewable energy is recognized as the best strategic energy source for North Korea and it is a decentralized energy option that is suitable in light of North Korea's power distribution networks and its pursuit of self-reliance. Biogas can contribute to improving the human rights situation of North Koreans in conjunction with an increase in food production. For this reason, renewable energy is the most promising option for an energy source that is likely to secure humanitarian aid from international organizations such as the Food and Agricultural Organization (FAO) and the World Food Programme (WFP). However, the implementation of such humanitarian aid has been hampered by rising concerns about the diversion of provided energy materials for military purposes and the disguised introduction of dual use items strategic materials as well as UN Security Council resolutions and sanctions of the international community against North Korea's military provocation, including nuclear tests and missile launches. This paper explores the possibility of solving this dilemma and proceeding with the humanitarian aid to North Korea by evaluating the potential for sanction and the risk of diversion of the possible products for biogas-related aid on the basis of the list of UN-sanctioned items.

  • A cut-slope near Guam-Ri Hwado-Eup Namyangju-Si Kyunggi-Do collapsed during a heavy rainfall over 400mm at 28th of August 2000. The cut-slope collapse reportedly developed mainly by block sliding along a set of discontinuities, although slope angle of the cut-slope was 40$^{\circ}$(1:1.2) that agrees with the road construction criteria. This study aims to analyze differences and correlations among several data-collecting methods limited to discontinuity analysis related with cut-slope collapse. This study started with analysing discontinuity surface characteristics, geology of the country rock and orientations of the discontinuities directly related with the collapse. Analysis of aerial photos around the study area provided regional lineament data, and discontinuity plane description and measurements were collected from core logging and Borehole Image Processing System (BIPS). Spearmans correlation ranking coefficient method was used to get correlation of discontinuity planes according to analysis methods. The result suggests that the correlation coefficient is ${\gamma}_s$ = 0.91 Plus, stability analysis of discontinuity plane orientation data using equal-area stereonet revealed that the study area is unstable to planar failure. This study suggests that the cut-slope angles currently applied should be shallower and that significant attention is required to orientation distribution of discontinuities existed in cut-slopes studies.

Effects of Animal Manure Application with Additional Nitrogen Fertilizer on Improvement of Forage Productivity and Soil Fertility in Mixed Grassland

  • Experiments were conducted on established grassland sward at Gongiam, Kwangju, and Kyung-gi in Korea from 1995 to 1997. The influence of mineral-N fertilizer or animal manure(AW) on herbage dry matter(DM) yield, N yield, the recovery of AM-N, and soil N and organic matter(0M) content in the mixed sward('potomac' orchardgrass, 'fawn' tall fescue, and 'kenblue' Kentuky bluegrass) was investigated. The treatments were replicated three times in a split plot block design. AM(the main plots) was applied at 200kg N ha ' year ' on each plot. The types of AM were cattle feedlot manure(CFM), pig manure fermented with sawdust(PMFS) and Korea native cattle slurry(KNCS). Three levels of mineral-N fertilizer, as urea, ranging from 0 to 200kg N $ha^{-1}\;year^{-1}$ in 100kg increments, were superimposed on each plot. The fertilizers and AM were applied in two equal dressings(the end of March and middle of November). AM and mineral fertilizer had significant effects(p<0.05) on herbage DM and N yields. Growth Characters and Productivities of Corn Varieties at Deakwanryoung District of Korea (대관령지역에서 사료용 옥수수 품종별 생육특성과 수량성)

  • Growth characters and productivities of corn varieties were compared to provide the basic data to the famers that in order to select the good corn varieties at Deakwanryoung district of Korea. Currently cultivated 8 recommended corn varieties and Suwon 19ho as check variety were used in this experiment and experimental design was randomized complete block with three replications. Resarch results obtained at Deakwanryoung branch (sea love 800m) of National Livestock Research Institute in 1999 are summarized as follows. Culm lengths of DK501 and GL4899 among corn varieties were shorter as 180cm and 198cm, respectively and rest of varieties were more or less 230cm and no difference among varieties. Inflorescence height was lower in varieties showing low culm length, and inflorescence heights of PK3525 and DK729 were higher about 10~15cm than those of other varieties. Stem diameters of all varieties except DK501 were thicker compared to check variety, Suwon 19ho and P3144W was thickest. Leaf numbers of late maturing DK729 and G4743 were higher as average 12 and 12.3 per plant, respectively. Silking dates among varieties were ranged from August 10 to 20 showing 10 day difference and DK501 was earliest as August 10 and G4743 was latest as August 20. Ear rates of early silking varieties were more than 46% and late silking varieties were less than 40%(P>0.1). Dry matter and TDN yield of P3351 was highest as 24,710 and 17,470kg/ha respectively, and DK729 and G4743 were second and third in order. In conclusion. early and medium maturing variety. P3352 with high yield and good growth characters was desirable at Deakwanryoung district of Korea.

Studies on the comparison of Agronomic Characteristics and Productivity in Induced Vetch Cultivar (도입 베치의 품종에 따른 생육특성 및 생산성 비교 연구)

  • This experiment was conducted to compare the agronomic characteristics and productivity inintroduced vetch cultivar at the experimental field of Grassland and Forage Crops Division, National Livestock Research Institute from 1999 to 2000. The experiment was arranged in a randomized block design with three replications. The vetch cultivar used in this study were 8 cultivar(Haymaker plus, Common, Capello, Namoi, Victa, Aneto, Popany, Korean milk vetch). Namoi, Victa and Aneto cultivar were died during winter. The cultivar having the fastest flowering date was Korean milk vetch while the flowering date of Common was the latest as 22th May. The average dry matter(DM) content was 14.7% and crude protein(CP) content was 20.9%. Common showed the highest CP content by 23.1% and Korean milk vetch showed the lowest content by 18.0%. Average acid detergent fiber(ADF) and neutral detergent fiber(NDF) content were 33.5 and 42.5% respectively. All cultivar showed the first grade of RFV(relative feed value). The productivity of vetch cultivar were severely different according to the winter hardness. Common showed the highest DM yield by 8,664kg/ha, but the DM yield of Capello and Popany were low by 3,004 and 2,114kg/ha, respectively. The yield of CP and TDN(total digestible nutrient) also was high at Common. The results of this experiments indicated that the productivity of vetch cultivar was effected greatly depending on winter hardness, therefore it was thought winter hardness is the main factor for introducing vetch cultivar.

  • To find out the productivity of temperate grasses on the south and north slope, a field experiment was conducted with five forage species of Cactylis glomerata, Festuca arundinacea, Phleum pratense, Agrostis gigantea and Trifolium repens. It was treated by randomized block design with 4 replications and lasted from September, 1983 to October, 1986 in Suweon. The results obtained are summarized as follows: 1. During the vegetative period for three years, the mean surface temperature and soil temperature at a depth of lOcm on the south exposure were 2.0^{\circ}C$ and 0.8^{\circ}C$ respectively higher than that of north slope, but the soil temperature between exposures were practically not different in the mid-summer season. 2. Early growth and development of forage species on the north exposure were better than that of species on the south slope. 3. Average DM yield of grasses on the north slope was much more increased than that of species on the south, however, Trifolium repens was more positive in the south. 4. Otherwise average DM yield of Dactylis glomerata and Festuca arundinacea on the north slope was a little more increased, that of Phleum pratense and Agrostis gigantea was much more increased than that of same forage species on the south.

Effects of ${\alpha}_1-Adrenergic$ Stimulation on Contractility and Intracellular $Na^+$ Activity of Guinea Pig Ventricular Muscles (기니픽 심근의 수축력과 세포내 $Na^+$ 활성도에 미치는 ${\alpha}_1-Adrenergic$ 수용체 자극효과)

  • Myocardial ${\alpha}_1-adrenoceptors$ have been shown to mediate a biphaslc inotropic response that was characterized by a transient decline followed by a sustained increasing phase in guinea pig ventricular muscle. Recently one group reported that an ${\alpha}_1-adrenoceptors-induced$ intracellular $Na^+$ decrease is linked to fast $Na^+$ channel inhibition and another group reported that it is linked to $Na^+$-$K^+$ pump activation by ${\alpha}_{1b}-adrenoceptors$. But until now, its mechanism is not clear. Therefore, to see whether the $Na^+$channel or $Na^+-K^+$ pump is related to a decrease in intracellular $Na^+$ activity and/or the negative inotropic response, and which ${\alpha}_1-adrenoceptor$ subtype was involved in the decrease in intracellular $Na^+$activity by phenylephrine, we used conventional and sodium selective microelectrodes, and tension transducer to determine the effects of ${\alpha}_1-adrenergic$ stimulation on membrane potential, intracellular $Na^+$ activity, and twitch force in guinea pig ventricular muscles. $10^{-5}$ M Phenylephrine produced a slight hyperpolarization of the diastolic membrane potential, a decrease or increase in $a_N^i_a$, and a biphasic inotropic response. The negative inotropic response accompanied by a decrease in intracellular $Na^+$activity, whereas in muscles showing a remarkable positive inotropic response without initial negative inotropic effect was accompanied by an increase in intracellular $Na^+$ activity. The decrease in intracellular $Na^+$ activity was apparently inhibited by WB4101, an antagonist of the ${\alpha}_{1a}-adrenoceptors$. The decrease in intracellular $Na^+$ activity caused by phenylephrine was not abolished or reduced by a block of the fast $Na^+$ channels. $V_{max}$ also was not affected by phenylephrine. Phenylephrine produced an increase in intracellular $Na^+$ activity in the presence of a high concentration of extracellular $Ca^{2+}$ (in quiescent muscle) or phorbol dibutyrate, a protein kinase C activator(in beating muscle). These suggest that the ${\alpha}_{1a}-adrenoceptors-mediated$ decrease in intracellular $Na^+$ activity may be related to the protein kinase C.

Influence of Bioelectric Current on the Acupuncture: A Pilot Study - Focusing on the Effect of PC6 Against Heart Rate - (생체전류가 침 치료에 미치는 영향: 예비연구 - 심박수에 대한 내관(內關) 자침 효과를 중심으로 -)

  • Objectives : Many studies have investigated the electric specificity of meridian and acupoint. However, the definition about the real substance of 'Ki(Qi)' that flows in the meridian has not been established yet. The authors hypothesized that the 'Ki(Qi)' may be the very 'bioelectricity' of western medicine, from two common features that they are not visible with naked eyes and that they function in the living body only. Methods : 20 healthy adults participated in this study. Heart rate was measured before and after exercise. Acupuncture was performed at PC6 immediately after exercise with counter balance in the first experiment. In the second experiment, acupuncture group was further divided to the three groups, i.e. glove acupuncture group, manual acupuncture group, and NaCl acupuncture group. In the glove group, acupuncturist put on the two folds of latex gloves to block bioelectric currents between the acupuncturist and subject. In the NaCl group, acupuncturist had his fingertips wet with NaCl solution. Results : Exercise increased Heart Rate and acupuncture at PC6 inhibited this increase. In the second experiment, the significant difference compared to the comtrol group was the most in NaCl acupuncture and the least in Glove acupuncture. However, there was no significant difference between three groups. Conclusions : The results of this study seem to be deficient as a conclusive evidence for the hypothesis that the 'Ki(Qi)' of Korean Medicine is the 'bioelectricity' of western medicine.

Motion Map Generation for Maintaining the Temporal Coherence of Brush Strokes in the Painterly Animation (회화적 애니메이션에서 브러시 스트로크의 시간적 일관성을 유지하기 위한 모션 맵 생성)

  • Painterly animation is a method that expresses painterly images with a hand-painted appearance from a video, and the most crucial element for it is the temporal coherence of brush strokes between frames. A motion map is proposed in this paper as a solution to the issue of maintaining the temporal coherence in the brush strokes between the frames. A motion map is the region that frame-to-frame motions have occurred. Namely, this map refers to the region frame-to-frame edges move by the motion information with the motion occurred edges as a starting point. In this paper, we employ the optical flow method and block-based method to estimate the motion information. The method that yielded the biggest PSNR using the motion information (the directions and magnitudes) acquired by various methods of motion estimation has been chosen as the final motion information to form a motion map. The created motion map determine the part of the frame that should be re-painted. In order to express painterly images with a hand- painted appearance and maintain the temporal coherence of brush strokes, the motion information was applied to only the strong edges that determine the directions of the brush strokes. Also, this paper seek to reduce the flickering phenomenon between the frames by using the multiple exposure method and the difference map created by the difference between images of the source and the canvas. Maintenance of the coherence in the direction of the brush strokes was also attempted by a local gradient interpolation to maintain the structural coherence.

Assessing the Positioning Accuracy of High density Point Clouds produced from Rotary Wing Quadrocopter Unmanned Aerial System based Imagery (회전익 UAS 영상기반 고밀도 측점자료의 위치 정확도 평가)

  • Lately, Unmanned Aerial Vehicles(UAV), Unmanned Aerial Systems(UAS) or also often known as drones, as a data acquisition platform and as a measurement instrument are becoming attractive for many photogrammetric surveying applications, especially generation of the high density point clouds(HDPC). This paper presents the performance evaluation of a low-cost rotary wing quadrocopter UAS for generation of the HDPC in a test bed environment. Its performance was assessed by comparing the coordinates of UAS based HDPC to the results of Network RTK GNSS surveying with 62 ground check points. The results indicate that the position RMSE of the check points are ${\sigma}_H={\pm}0.102m$ in Horizonatal plane, and ${\sigma}_V={\pm}0.209m$ in vertical, and the maxium deviation of Elevation was 0.570m within block area of ortho-photo mosaic. Therefore the required level of accuracy at NGII for production of ortho-images mosaic at a scale of 1:1000 was reached, UAS based imagery was found to make use of it to update scale 1:1000 map. And also, since this results are less than or equal to the required level in working rule agreement for airborne laser scanning surveying of NGII for Digital Elevation Model generation of grids $1m{\times}1m$ and 1:1000 scale, could be applied with production of topographic map and ortho-image mosaic at a scale of 1:1000~1:2500 over small-scale areas.
