안전관리전문기관의 산업재해예방 성과에 관한 연구 -자체수행 안전관리사업장과 비교 중심- (A Study on the Performance of Industrial Accident Prevention in Safety Management Institution -Focus on Comparison with Self-Managed Safety Workplace-)

  • 본 연구는 산업안전보건법에 따라 지정·등록하는 안전관리전문기관에서 안전관리를 대행하는 사업장과 안전관리를 자체 수행하는 사업장의 사고재해율과 사고사망만인율을 비교 분석·검증하였다. 연구결과에 따르면 사고재해율이 낮은 집단은 안전관리자를 자체 선임한 사업장, 규모는 근로자 300인 미만 자체 선임 사업장, 산재보험 업종은 제조업과 운수·창고·통신업의 자체선임 사업장으로 유의성을 확인하였다. 사고사망만인율이 낮은 집단은 근로자 300인 미만 안전 관리전문기관의 대행 사업장과 기타의사업의 자체 선임 사업장으로 나타났다. 그 외 집단의 분석에서는 사고재해율과 사고사망만인율의 유의성을 확인할 수 없었다. 본 연구에서 안전관리전문기관의 대행 사업장에서 사고재해율이 자체 선임사업장 보다 높고, 사고사망만인율은 규모와 업종에 따라 일부 차이가 있는 것을 확인하였다. 따라서, 현재의 안전관리의 대행제도로는 사고사망 등 산재예방 효과를 담보할 수 없으므로 대행제도의 개편과 안전관리자를 대상으로 산업재해 및 사고사망 예방 전문성 강화를 위한 제도의 개선이 필요하다.

사업장 규모별 업무상 근골격계질환 요양 실태와 영향 요인 (Analysis of the Factors Regarding Work-related Musculoskeletal Disease by Company Size)

  • Purpose: This study was constructed in order to examine factors that influence work-related musculoskeletal disease (WMSD) approvals and current status according to the company size. Method: This is a descriptive study that utilized Industrial Accident Compensation Claim Data. Workplaces with over 35,811 workers derived from the 2012 claim data, which comprised approximately 91.5%, were selected for this study. Then workplaces were divided into three groups according to the number of workers: less than 5, 5~299, and 300 and over. Results: Since 2008, the number of small sized workplaces has increased. The 2012 data showed that 32.5% of workers at small sized workplace had WMSD. However, workplaces with 5~299 workers showed WMSD approval rate of 60%. Of note most WMSD approved workers were employed by manufacturing and construction companies, regardless of the workplace size. Most of them were engaged in elementary tasks. The days of medical treatment at OPD and IPD were most prevalent among workers at the largest workplaces. Conclusions: It is certain from this study that WMSD has been polarized by the company size. More policy attention should be paid to the WMSD status of workers at small sized workplaces which usually do not have their own health office.

통합환경관리제도 운영을 위한 최적가용기법 평가·선정기법 연구 (Evaluation and Selection Method of Best Available Techniques for Integrated Environmental Management System)

  • The process of evaluating and selecting the best available techniques presents various characteristics for each country. In the case of EU, BAT is selected through TWG meeting after first screening, mass and energy balance, impact assessment and decision support process. Korea has proposed four principles to select BAT that can be carbon neutral for each environmental infrastructure in order to reduce greenhouse gas emissions. In order to evaluate and select the best available technique, it is necessary to differentiate the method according to whether it is a technique generally applied at the current workplace, whether it is a single technique or a combination technique, and whether it is a technology technique or management technique. In the case of a single technique, it should be evaluated whether it is a technique applied in the workplace, excessive cost, superior environmental technique over BAT, and secondary environmental pollution. In the case of multiple techniques, it is necessary to examine whether the emission standards are met and whether the pollutants can be treated at the same level as BAT. In the case of BAT candidates for management techniques, whether or not they contribute directly or indirectly to lowering the emission level of pollutants can be an important evaluation item. In the case of environmental techniques that are not generally applied in the workplace, it is recommended that the following 8 steps be carried out, including those prescribed by law. In the first stage, the list of performance evaluation factors is listed. In the second stage, the level of disposal of pollutants and the level of satisfaction with standards are listed. In the third stage, the environmental evaluation elements are listed. In the fourth stage, Is to list the economic evaluation elements, step 6 is to list the pollution and accident prevention evaluation factors, step 7 is the quantitative evaluation of the technical working group, and step 8 is BAT confirmation through deliberation of the central environmental policy committee.

Relationship between Comorbid Health Problems and Musculoskeletal Disorders Resulting in Musculoskeletal Complaints and Musculoskeletal Sickness Absence among Employees in Korea

  • Background: To investigate the relationship between musculoskeletal disorders and comorbid health problems, including depression/anxiety disorder, insomnia/sleep disorder, fatigue, and injury by accident, and to determine whether certain physical and psychological factors reduce comorbid health problems. Methods: In total, 29,711 employees were selected from respondents of the Third Korean Working Conditions Survey and categorized into two groups: Musculoskeletal Complaints or Musculoskeletal Sickness Absence. Four self-reported health indicators (overall fatigue, depression/anxiety, insomnia/sleep disorder, and injury by accident) were selected as outcomes, based on their high prevalence in Korea. We used multiple logistic regression analysis to determine the relationship between comorbid health problems, musculoskeletal complaints, and sickness absence. Results: The prevalence of musculoskeletal complaints and musculoskeletal sickness absence due to muscular pain was 32.26% and 0.59%, respectively. Compared to the reference group, depression/anxiety disorder and overall fatigue were 5.2-6.1 times more prevalent in the Musculoskeletal Complaints Group and insomnia/sleep disorder and injury by accident were 7.6-11.0 times more prevalent in the Sickness Absence Group. When adjusted for individual and work-related physical factors, prevalence of all four comorbid health problems were slightly decreased in both groups. Conclusion: Increases in overall fatigue and depression/anxiety disorder were observed in the Musculoskeletal Complaints Group, while increases in insomnia/sleep disorder and injury by accident were observed in the Sickness Absence Group. For management of musculoskeletal complaints and sickness absence in the workplace, differences in health problems between employees with musculoskeletal complaints and those with sickness absence as well as the physical and psychological risk factors should be considered.

근로자참여와 소통이 산업재해 감소에 미치는 인과관계 구조모형 연구 (A Study of Causal Relationship between Worker's Participation & Communication in Industrial Accident Prevention Activities and Industrial Accident Reduction)

  • This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

고속도로 건설현장의 인적오류 예방을 위한 실무자용 도구 개발 (Hands-on Tools to Prevent Human Errors in Highway Construction)

  • Objective: The aim of this study is to reclassify human errors and to develop hands-on tools to apply the new classification for preventing human error accidents in highway construction site. Background: The main cause of accidents in highway construction was reported as the carelessness of workers. However, such diagnosis could not help us operationally prevent accidents in real workplace. Method: The accidents in highway construction were reanalyzed and the causes of human error were reclassified in order to educate and improve the awareness of human error in highway construction. Field survey and interview with safety managers and workers were conducted to find the causal relationship between the actual accidents and the human errors. Results: The most frequently observed human errors in highway construction were classified into six categories such as mis-perception, distraction, memory fail, slip, cognition error and mis-judgment. In order to provide hands-on tools to increase the awareness of human error in construction field, the human error checklist and card sorting diary were developed. Especially, the card sorting diary was designed to increase the ability in human error inspection of safety manager at construction site. Moreover, posters were developed based on actual accident cases. Conclusion: We suggested that the improved awareness and analytical report on checklist, card sorting diary and posters for construction field could collectively prevent the accident. Application: The classification of human error, hands-on tools and posters can be directly applicable on highway construction site. This analytical and collective approach preventing human error-related accident could be extended to other construction workplaces.

중대재해처벌법 현황과 문제점에 대한 고찰 (A Study on the Current Status and Problems of the Serious Accident Punishment Act)

  • 연구목적: 중대재해처벌법이 2022년 1월 시행됨에 따라 노동계, 경영계 등 사회적으로 큰 이슈가 되고 있다. 해당 법률의 목적인 중대재해 예방은 생명과 신체를 보호함의 목적에 충족 할 수 있도록 문제점을 분석하여 개선방안을 제시하고자 한다. 연구방법: 해당 법률의 주요내용을 파악하고, 현재 시행된 법의 적용 현황 및 법 조항별 문제점을 분석하였다. 연구결과: 법 시행 6개월 경과된 현재 50건 이상의 사고가 발생하여 중대재해로 분류가 되었고, 해당 법률에 의해 처벌이 내려진 경우는 없다. 문제점으로는 1) 적용 사업장의 형평성의 문제, 2) 일부 법 조항의 명확성의 원칙 결여 문제, 3) 안전보건 확보의 의무의 민간기관 위탁화의 문제, 4) 과도한 처벌규정의 문제로 크게 4가지로 분석되었다. 결론: 법 시행초기인 만큼 시행착오가 있지만 해당 법률의 안착 및 목적에 부합하기 위해 노동계와 경영계를 비롯한 각 계의 노력으로 개정이 필요하다.

  • This study attempted to provide implications by analyzing the impact of business Owner's safety commitment on industrial accidents and examining the mediating role of management supervisors' safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner's safety commitment, the management supervisor's safety leadership, and the worker participation. The employer's safety will and the management supervisor's safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.

식품절단기 사용 사업장의 사고성 재해 특성에 따른 개선방안 연구 (A study on the improvement of food cutting machines through industrial accident characteristics in Korea)

  • The past five years, industrial accidents due to food processing machinery have been occurred 725 cases, injury by the food cutter occurred 390 cases in its. On this study, to prevent food cutter injury, an attempt is made to present the improved documentation of fundamental safety of the food cutter workplace through the injury analysis of food cutter injury and surveys on band saw machine business field. Analyzing the result of 390 cases on food cutter injury, amputation, cut, puncture occupied 75.1 percent (293 cases), compressed occupied 23.3% (91 cases), also it showed constant component without reference to gender, age, scale of work place, service period. In the survey, lack of concentration for workers have been pointed out as the biggest factor in the cause of band saw machine injury. Meanwhile, such as the EU and Japan, whereas presents safety standards about band saw machines that are tailored to each country, on the other hand, South Korea doesn't provide the standards. To prevent the food cutter injury, safety standards need to be established in consideration of amputation, cut, puncture, compressed injury and financial support is required to procure protective equipment at each place of business.

  • The unsafe act and unsafe condition is induced by the fundamental cause factors of industrial accidents. In this paper, stress is classified into job, life and workplace stress. Therefore, the purpose of this paper is to develop a Korean stress model focused on the unmarried workers in order to prevent fundamental industrial accidents. The results of this paper are followed. First, the oriental culture and idea in Korea is directly connected to the central axis of all life. Accordingly, concrete and systematic safety management methods should be proposed from the point of Korean culture. Finally, the industrial accident questionnaire needs an item that reports the mental and physical condition of workers in order to prevent occupational diseases.
