안전한 보행환경 사업 대상지 선정지표 개선방안 연구 (A Study on Improvement of Site Selecting Indicators for Safe Pedestrian Environment)

  • 본 논문은 안전한 보행환경 사업 대상지 선정지표 개선 방안을 위한 연구 과제로서, 그동안 차량 중심으로 도로 정책이 추진됨에 따라 최근 매년 2천명 이상의 보행자 사망사고가 발생하는 등 인간중심의 보행환경이 매우 열악한 실정으로 보행권이 심각하게 침해되어 왔다. 보행권은 공공의 안전보장, 질서 유지 및 복리 증진을 저해하지 않는 범위에서 국민이 쾌적한 보행환경에서 안전하고 편리하게 보행할 권리로서, 국가는 안전하고 편리하며, 쾌적한 환경을 마련해 주어야 할 의무가 있다. 최근 보행자 안전에 대한 관심이 증가되고 있으며, 안전하고 쾌적하며 건강한 보행환경 공간 조성을 위한 국가차원의 지원도 이루어지고 있다. 보행환경 불량 대상지에 대한 개선사업은 많은 비용이 수반됨에 따라 한정된 재원을 효율적으로 사용하여 최대한의 효과를 얻고 그 사업추진의 타당성에 대한 엄격한 사후평가가 이루어져야 한다. 그러나 현재 보행안전 및 편의증진에 관한 법률에 의거 보행환경 개선지구 지정의 법적근거는 마련되었으나, 안전한 보행환경 조성이라는 목적에 맞는 사업 대상지 선정지표는 마련되어 있지 못한 실정이다. 이에 본 연구에서는 그동안 연구되어온 안전한 보행환경 사업 대상지 선정 평가지표의 문제점을 검토하여 개선안을 제안하고자 하였다. 안전한 보행환경 조성이라는 사업목적에 맞게 사업대상지 선정 시에는 주민설문조사와 역사성을 평가지표에서 제외하고, 보행자 안전성과 보행환경 평가 이외에 보행공간 안전시설과 강풍 등 자연재난 및 잠재적 인적위험에 대한 재난 안전성 평가를 신설할 것을 제안하였다.

게임 생산자의 노동 불안정성 연구: 보상 및 경력전망을 중심으로 (A Study on Precarious Labor of Korean Game Workers : Focusing on reward and career prospect)

  • 이 연구는 게임 생산자들의 노동 불안정성(precarity)에 주목하여, 오늘날 한국 게임업계 노동환경의 특징에 대해 탐구하는 것을 목적으로 한다. 이를 위한 연구방법론으로서 질적 연구와 양적 연구를 결합하였다. 구체적으로 게임 생산자들에 대한 심층인터뷰, 그리고 한국근로환경조사(2014/2017)자료를 바탕으로 게임인력들이 인식하는 보상 적절성 및 경력전망에 대한 계량적 분석을 실시했다. 주요 연구결과는 다음과 같다. 첫째, 게임 생산자들은 고용불안, 경제적 불안, 과도한 착취 외에도 자율성 상실 및 노동소외가 결합된 방식으로 노동 불안정성을 경험하고 있었다. 둘째, 2014년에서 2017년 사이에, 30인 이상 사업체 소속 인력들의 경우 보상 적절성에 대한 인식이 긍정적으로 개선되었으나, 30인 미만 사업체에서는 악화된 것으로 나타났다. 또한 경력 전망에 대한 인식 측면에서는, 30인 이상 사업체 인력들에서는 유의미한 변화가 나타나지 않았으나, 30인 미만에서는 오히려 악화된 것으로 나타났다. 이러한 결과는 게임 산업 내부에서의 노동 불안정성이 사업체 규모, 직군, 경력 등 다양한 요소에 따라서 각기 다른 양상으로 나타나고 있다는 것을 보여준다. 또한, 국내 게임 산업의 양극화·불평등 구조가 점차 심화되고 있다는 점을 드러낸다.

충남지방(忠南地方)의 농업기계(農業機械) 훈련실태(訓練實態)에 관(關)한 조사(調査) (Survey on the Status of Farm Machinery Training in the Chungnam Province)

  • 농업기계(農業機械) 훈련업무(訓練業務)의 능률화(能率化)를 위(爲)한 기본자료(基本資料)를 얻기 위하여 충남지방(忠南地方)의 농업기계(農業機械) 훈련기간(訓練機間)인 도(道) 농민교육원(農民敎育院)과 17개(個) 시(市) 군(郡) 훈련소(訓練所)를 대상(對象)으로 훈련실태(訓練實態) 및 훈련기간(訓練機間)의 실태(實態) 등(等)을 분석(分析)했던 바 다음과 같은 결론(結論)을 얻었다. 1. 농업기계(農業機械) 훈련(訓練)의 효과(效果)를 높이기 위(爲)해서는 시(市) 군(郡) 농업기계(農業機械) 훈련소(訓練所)의 타설(拖設) 및 장비(裝備)의 보완(補完)이 절실히 필요(必要)하며 2. 각급(各級) 농업기계(農業機械) 훈련소(訓練所)의 교관(敎官)은 농업기계(農業機械)의 전문교육(專門敎育)을 이수(履修)한 자(者)로 보완(補完)하는 것이 바람직하며 기술요원(技術要員)의 수적(數的) 안배(按配)와 이들의 직급(職級)올 정규화(定規化)하는 것이 요망(要望)된다. 3. 효과적(效果的)인 훈련(訓練)을 진행(進行)키 위(爲)해서는 훈련시기(訓練時期)를 농한기(農閑期)로 하여야 할 것이며 1개(個) 반(班)의 인원(人員)도 현재(現在)의 약(約) 1/4인 10명(名) 내외(內外)로 편성하는 것이 바람직하다.

코로나19 대응 간호사가 인식하는 협력적 재난 거버넌스 (Collaborative Disaster Governance Recognized by Nurses during a Pandemic)

  • Purpose: We aimed to identify collaborative disaster governance through the demand and supply analysis of resources recognized by nurses during the COVID-19 pandemic. Methods: We used a descriptive study design with an online survey technique for data collection. The survey questions were developed based on focus group interviews with nurses responding to COVID-19 and expert validity testing. A 42-question online survey focusing on disaster governance was sent to nurses working in COVID-19 designated hospitals, public health offices, and schools. A total of 630 nurses participated in the survey. Demand and supply analysis was used to identify the specific components of disaster governance during a pandemic situation and analyze priority areas in disaster governance, as reported by nurses. Results: Demand and supply analysis showed that supplies procurement, cooperation, education, and environment factors clustered in the high demand and supply quadrant while labor condition, advocacy, emotional support, and workload adjustment factors clustered in the high demand but low supply quadrant, indicating a strong need in those areas of disaster governance among nurses. The nurses practicing at the public health offices and schools showed major components of disaster governance plotted in the second quadrant, indicating weak collaborative disaster governance. Conclusion: These findings show that there is an unbalanced distribution among nurses, resulting in major challenges in collaborative disaster governance during COVID-19. In the future and current pandemic, collaborative disaster governance, through improved distribution, will be useful for helping nurses to access more required resources and achieve effective pandemic response.

치과기공사의 안전교육 실태 및 상해발생 조사연구 -서울·경기 지역을 중심으로 (Study of the safety education condition and injury occurrence in dental technicians- in Seoul and Gyeonggi)

  • Purpose: It is intended to raise awareness of importance of protective equipment and necessity of safety education by examining the actual condition of measures to deal with accident, occurrence of injury, whether safety education is received or not, the actual condition of wearing protective equipment, and working environment of dental lab and dental technician. Methods: A self-administered survey was conducted for a total of 150 dental technologists. A chi-squared test and independent-samples t-test was carried out by using SPSS WIN Program (version 12.0) in order to analyze the actual condition of safety education according to work experience and position and whether injury occurred according to whether to wear protective equipment. Significance level was 0.05. Results: With regard to whether injury occurred according to whether safety education was received, there was 'receiving the safety education-injured (71.8%)', 'not receiving the safety education-injured (79.7%)', 'receiving the safety education-not injured (28.2%)', and 'not receiving the safety education-not injured (20.3%)'. The statistical results of injury occurrence according to safety education were not significant. With regard to whether to be injured according work experience, there was 'less than 10 years-injured (68.4%)', 'less than 10 years- not injured (31.6%)', '10 years or above-injured (89.1%)', and '10 years or above-not injured (10.9%)'. The statistical results of injury occurrence according to work experience were significant (p<0.001). Conclusion: Dental lab and specialized agencies should continue to be interested in periodic safety training, recommending wearing protective equipment and personal protective equipment support and so on.

이주 노동자의 구강건강관리에 따른 치주치료요구도 (Community periodontal index treatment needs in relation to dental health care of migrant worker)

  • Migrant Worker are rapidly increasing in Korea since 1990. They are nowadays main sources of laborer groups engaging in medium-sized factories. The purpose of this study is to provide the basic information to establish proper oral health policy. Dental caries and periodontal disese are the most common disease that occur in the mouth. Periodontal disease is the most common disease in humans and the biggest reason for the loss of the teeth in the adult population. The CPITIN has been developed jontly by the international Dental Federation and the World Health Organization. CPITN is now an established index of level, of periodontal condition in populations for which specific intervention might be considered. This study was conducted to obtain the information regarding to CPITN of migrant workers located in Daegu, Questionaire survey was carried out for 289 workers from July 9 to August 8, 2006. Total survey was 289, 224 males and 65 females. The result was as follows: First, The number of nationality was 14. The first majority was China as 31.8% Among 14 nationalities were Cambodia 18.0%, Vietnam 12.8%, Sri Lanka 12.1%, Indonesia 7.3%, Nepal 4.2%, the other 13.8%, those who are aged from 20 to 29 were 43.9%, and salary from 1,000,000 won to 1,490,000 won 51.2%.(as for their residence, those who resided) over 3 years were 42.6% and not insured reached 68.5%. Second, more than 93.4% of the subjects need periodontal treatment, only 4.9% of non-smoker was health periodontal states, four times frequency of tooth brushing per a day was 16.7%. Third, 28.7% of migrant workers had experienced visit of dental clinic, and 22.9% had received treatment of decayed tooth. Fourth, It is difficult for them 65.1% of them to visit dental clinic in korea, the First was a communication problem and the second was time. Fifth, Most of them didn't have a oral health education but 85.1% of them said that they wish they attend oral health education. We conclude that the situation of migrant workers was very bad considering their working conditions, circumstances, and health condition. According to this study, more than 93.4% of the people need periodontal treatment. Besides they didn't have accurate knowledge about prevention of periodontal disease. Therefor our considering these facts, the policy of dental health by government should be established for migrant workers.

근로자의 산업보건 지식과 태도에 관한 조사연구 (A Survey on the Knowledge and Attitude of Workers Concerning Occupational Health)

  • This research was carried out on 1,017 production workers for four months from May to August, 1991, to search more effective management method of their health by grasping their knowledge and attitude on industrial health. The results of this study can be summarized as follows: 1. As for general characteristics, 74.2% were male and 25.8% were female among the 1,017 workers. The two largest age groups were 30~39, 38.7%. As for education level, graduation from high school was 58.6%, 61.2% were married, 35.9% owned their house, and workers who worked more than 1 year less than 5 years was 52.9%, workers who worked 8 hours a day was 46.7%, the largest group income level was 60~69 thousand won 21.2%, and the degree of satisfaction with work was ordinary, 45.6%. 2. The degree of recognition concerning occupational diseases was 92.5% at a very high rate. Causes of occupational diseases under the present work field were in order of noise, dust, heavy metal. The largest group of the counterplan for prevention was an improvement of working environment, 62.0%. 3. The major cause that threatens worker's health was poor working environment, 31.4%. As the best method for workers' health management, working environment management was pointed. 4. As for health examination result, the response that it is of use to health management was 53.8%. As for examination method and result, 42.7% responded that they are formal. The practice period was more than once every six months as the largest group, and the highest desire for improvement was that they wants an exact information of the result. 5. 49.3% of the respondents know about the measurement of working environment an the response that the measurement is necessary to improve working environment was 57.9%, and that the results from the measurement were reflected on improvement an management 57.5%. Appropriate period to take a measurement was more than once per six months, 40.2% and per three months, 29.1%. 6. As for safety and halth instruction, 34.5% were educated for both, 38.2% for only safety education and just 4.6% for only health education. 51.9% responded that they had never been educated out of work place. The period of its practice was more than once a month, 39.5% and every three months, 21.3%. 7. The importance of safety and health showed that the one is equal to the other, 59.8%, that the one is more important, 29.6%, and that other is more important, 7.6%. 67.7% said the necessity of a safety and health manager. 8. In spite of more or less health obstacle of work environment, 14.9% of the respondents wanted to overwork to gain an allowance for over-time work, 39.9% didn't, and 40.2% according to condition and state. 9. As the most important cause of industrial accident, 40.2% indicated unsafe behavior. As for the individual protective instrument, 66.1% of all the respondents said they have worn it to protect industrial diseases. 10. As for the degree of understanding of the contents in Industrial Safety and Health Law and Industrial Law of Accident Insurance, an affirmative response was respectively 49.3% and 50.8% and the sources of safety-health information were televisions and radios, 28.0%. Therefore, it is necessary that we do positive working environmental improvement, continuous management and health education's inforcement to increase their health and prevent occupational diseases.

우리나라 성인들의 치아우식증 인지실태 (Recognition Condition to Dental Caries in Korean Adults)

  • 국내 3대 만성질환 가운데 하나인 치아우식증 인지실태를 조사하고 인지실태 향상 방안을 제시하여 구강질환 예방에 필요한 기초자료를 제공한다. 치과병원에 치과진료를 위하여 내원한 20대 이상의 성인 남녀 390명을 대상으로 설문조사를 실시하였다. 응답이 누락된 설문지를 제외한 총 336부를 분석에 사용하였다. 치아우식증에 대하여 들어본 적이 없는 사람이 많았고, 대부분이 인지를 못하고 있었다. 치아우식증 정보경로는 치과이었고, 치과에서 정보를 얻은 사람이 다른 경로를 통하여 얻은 사람과 비교하여 정확히 인지하고 있는 것으로 나타났다(p=0.008). 치아우식증 인지에 영향을 미치는 요인분석을 위한 단변량로지스틱 회귀분석 결과, 20대는 40대 이상보다, 전문직은 기타보다, 구강상태 매우 건강은 매우 나쁨보다 치아우식증을 정확히 인지할 가능성[OR(95%CI)]이 각각 2.06(1.16-3.66)(p=0.000), 5.49(2.52-11.93)(p=0.000), 6.40(1.57-26.03)(p=0.002)으로 나타났다. 치아우식증 예방을 위해 20대 이상, 전문직 이외 직종, 직장보험 이외 의료보장 가입자, 구강상태가 나쁜 사람을 대상으로 치과 전문가를 통한 교육이 필요하다.

서비스업 종사자의 고용형태에 따른 근로환경 실태와 근무사기에 관한 연구 (A Study on the Actual Condition of Work Environment and Work Morale According to the Employment Type of Service Workers)

  • 본 논문에서는 산업안전보건연구원에서 실시한 제 4차 근로환경조사(2014) 원시자료를 활용하여 서비스 종사자들의 고용형태에 따른 근로환경 실태와 근무사기에 관하여 연구하였다. 근로환경 실태는 업무자세, 감정노동, 업무 자율성으로 구성되어졌으며, 근로사기와 관련된 심리적 차원은 업무에서 느끼는 유능감, 직무만족, 사회적지지, 직무스트레스로 이루어졌다. 아울러 고용형태는 상용직, 임시직, 일용직 근로자를 중심으로 분류하여 분석하였다. 연구결과 상용직 근로자에 비해 임시직과 일용직 근로자들이 좀 더 열악한 환경에서 근무하는 것으로 밝혀졌다. 그러나 상용직 근로자들의 감성노동에 대한 질적 피로도는 더 높은 것으로 추정되었다 뿐만 아니라 근무환경과 근로사기 간에는 밀접한 상관관계가 있는 것으로 나타났다. 본 연구를 토대로 서비스업 종사자들이 가지는 실태와 문제점에 대해서 알 수 있었으며, 좀 더 나은 서비스가 되기 위해 근로자들의 근로환경과 근무사기를 높일 수 있는 방안들에 대한 모색들이 이루어질 수 있으리라 기대된다.

지속가능 패션 실용화를 위한 디자인 교육 프로그램 개발 (Developing Design Education Program concerning Sustainable Fashion)

  • Sustainability has been a big issue over the whole global industry lately and is an important fashion trend that reflects the modern phase of the time. The concept of sustainable fashion includes physical fashion products made from eco-friendly or recycle materials as well as ethical value such as corporate social responsibility for environment, labor or working condition. Fashion companies of advanced countries who are aware of the geo-environmental and ethical issues found that generating profits by setting trends and pursuing external beauty can no longer be the ultimate goal of fashion companies, and started to recognize the importance of sustainable fashion as a future-oriented trend. Not only fashion industry but also governments of advanced countries have been playing a leading role to educate the people regarding the importance of sustainable fashion and making large investments to foster industry specialists in educational institution. The aim of this study is to propose sustainable fashion design education program that fits the domestic university curriculum and government-leading education program in order to set the foundation for sustainable fashion industry. Thus, this study investigates successful cases of foreign government-led sustainable fashion education that can be introduced to improve domestic sustainable fashion education. The empirical study of the research is developing 12-15 week university level education program to foster specialists in sustainable fashion. The survey carried out by the students who participated in the program shows the change of perception on sustainable fashion. Developed university level program can be spread to municipal corporation, school of continuing education, and etc. in order to derive participation and problem perception of the citizens on sustainability. Developing systemized sustainable fashion design education program would be the first step of sustainable fashion by educating students who will take the leading role in the future fashion industry. Moreover, it can strongly influence future customer education as well as a special education inducing interest on sustainability in everyday life. A follow-up study is expected to serve as a foundation for sustainable fashion to take root successfully in the fashion industry.
