A Study on the Characteristics of Safety Culture by Workplace Size and Work Type in the Group Company (동일업종 그룹 계열사의 사업장 규모 및 작업형태별 안전문화 특성연구)

  • The government operates autonomous safety management activities in the regulated safety management in order to prevent industrial accidents. On the other side, companies are promoting safety management in the workplace, such as improving the safety level of the safety system, but the major reason for the accidents is safety ignorance in the event of big accidents. This study aims to improve the safety culture level by analyzing the difference in safety culture among six workplace sites in the manufacture of food products and drawing the improvement point. The main result is as follows. In order to enhance the safety level of the safety system, it is necessary to minimize the number of systems to be implemented, and to strengthen the small safety management activities that workers participate directly in the workforce, and the incentive policy for the promotion of the safety management activities should be coordinated by each group. Due to the high proportion of female workers, the proportion of female workers should be encouraged to actively participate in the safety of women, thereby improving safety culture levels and improving safety awareness through customized safety education. By learning work procedures through theory and practice, the level of safety culture should be increased. Employees voluntary safety participation activities should increase the level of mutual safety culture. Depending on spontaneous safety participation activities, one should promote safety culture enhancement activities by enhancing the safety level of the safety culture and enhance safety culture through safety awareness, and promote safety culture and procedures for improving safety culture.

A Study on the Public Library Policies of Local Governments: Focusing on the Long-Term Planning and Organizations (지방자치단체의 공공도서관 정책 분석 - 중장기 계획과 담당 조직을 중심으로 -)

  • The purpose of this study was to investigate how local governments implement and enforce library policies for their regional libraries to provide benefits to their community residents. To this end, this study analyzed public library polices of regional governments in Korea with their long-term and annual plans. According to the results almost regional governments included plans for public libraries in their long-term plans, however, organizations exclusively responsible for libraries were very rare. Main components of the policy mostly related with establishing public libraries. In addition, creating and supporting a small library, a library of building workforce capacity planning librarians, library cooperation system, whether to target the entire city reading promotion policies were included in the policy.

A Study on Test Application of RNTC System in College (전문대학 RNTC(부사관학군단) 제도에 관한 연구)

  • Non-commissioned officers reach 80% of the 6,500 recruitment target, and 88% of the workforce is operated, about 9,500 less than the quota. To solve this problem, RNTC was tested and operated for about four years since 2015. And it was run directly by the Army in 2020. However, the Army has not solved the problem of RNTCs in college. While maintaining RNTC in universities, measures were needed to cope with the decrease in school-age populations, but the army did not address them. The universities tried to achieve two goals: securing students and increasing employment rates, which failed to meet the expectation. This was mainly because students only from particular departments were selected. And this was not what the army aimed to achieve through RNTC. After analyzing the cause of this phenomenon. the problem turned out to be the erroneous perception of RNTC to the general public. In order to eradicate this problem, there needs to be more effective promotion by the Army, and some improvements are also needed in terms of RNTC's selection process. In this paper, we find and describe the problems of the system itself. If this problem is solved, we will be able to not only satisfy the needs of both the Army and the universities, but also produce good non-commissioned officers through the RNTC system.

  • After getting through the financial crisis, Korean government has promoted Local Industry Promotion Project across the country by realizing the needs to overcome structural recession and promote self-growth. Therefore researching current manpower status and manpower demand in shipbuilding industry, which is the strategic industry of Jeonnam province, is very critical to enhance the competitiveness and efficiently manage training professional manpower. In this respect, this study mentioned some issues and provided the improvements for the research on demand for Professional manpower training project in Shipbuilding industry of Jeonnam province. It was shown that the aging trend of professional workforce, short in skilled/professional manpower and lack of education & training institutions are critical problems of shipbuilding industry in Jeonnam province. To improve these problems, various support policies such as strengthening networks among related agencies and companies or universities are strongly recommended.

  • With development of Information Security industry and recognizing value of information as an asset, demand for information protection is foreseen to be expanding gradually. The Information Security industry in this paper defines as an industry where relative products as well as consulting services are developed, produced, and distributed. This study reclassifies sub-sectors of the Information Security industry based on the definition of product and services defined above, and it uses the RAS technique to broaden a scope of an input-output table to include the Information Security industry with purpose of analyzing economic spill-over effects industry will encounter during 2013~2017. Results show that investment in the Information Security industry during 2013-2017 induces total economic outputs to KRW 3,206.9 billion and is expected to employ additional 27,406 workforce.

  • There is a growing concerns for startups and management issues in the small business sector. In the Korean unique condition, female-owned small business seemed to play a crucial role in stimulating domestic demands and replacements for workforce reductions in the time of reduced birth rates and export-driven economy. Despite importance of female-owned small businesses, domestic statistics about female small businesses are not well recognized and defined. To design the current entrepreneurship training programs for female entrepreneurs more female-friendly, we need to improve overall environments surrounding training systems. We can classify the environmental improvement for women-friendly entrepreneurship training into three types as follows: First, it is needed to conduct regular surveys on difficulties female entrepreneurs may have. To develop a program for women-friendly entrepreneurship training, extensive and thorough survey is required for entrepreneurship training goals. To design women-friendly entrepreneurship training for women entrepreneurs henceforth, preliminary surveys should be carried out to detect problems within the course of the program and women's expectation regarding entrepreneurship training. Second environmental improvement is to overcome the lack of information on entrepreneurship training for women. Difficulties that women entrepreneurs experience are different from their counterparts, male. Last is about overcoming the lack of follow-up management after opening a business. To surmount the issue, we need to organize a management improvement consulting systems focused on female entrepreneurs. Establishing networks connecting female businesses should be the most urgent measure. With this regard, if follow-up services for female entrepreneurs are provided for at least three years from the time a business is opened, it may produce even more desirable results.

  • The purpose of this study is to investigate the effect of emotional labor behavior of employee at geriatric long-term care(LTC) facilities on job burnout and service quality focusing on the emotional leadership of superior to improve the working environment of LTC employee and provide the high-quality service to seniors. First, it is appeared that between emotional labor behaviors deep acting has a negative effect on job burnout, in contrast surface acting has a positive effect on job burnout. and, emotional labor behavior has positive influence on service quality. Second, self efficacy has partial mediating effect of tangibility, reliability, assurance and empathy on service quality only for the deep acting between emotional labor behaviors. Third, between emotional labor behavior, emotional leadership has moderating effect on emotional depletion and deterioration of personal accomplishment. In contrast, moderating effect of emotional leadership is not appeared on surface acting and depersonalization. In conclusion, further study is required to improve service quality of elderly in LTC facility and working environment of LCT facility workforce.

Clinical Survival: Male Nurses Adaptation Process for Female Nurses (임상에서의 생존: 여성간호사에 대한 남성간호사의 적응 과정)

  • The purpose of this study is to find meaning of male nurses's adaptation to female nurses by grsping deeply what the adaption process of male nurses is from male nurses's point of views. What is the adaptation of male nurses to female nurses? With this research subject, we explored the adaptation process of male nurses to female nurses through phenomenological method. The study participants were 12 male nurses with more than 25 months of experience working in hospitals who agreed to the intention and method of the study. The results of this study were derived from 39 meanings of composition, 13 theme bundles, and 4 categories. As for the category, it was revealed that, in the case of maladjustment situation, there was a tendency to assimilate into force, interpersonal relationship, to improve the job ability, and to become a dedicated nurse. The results of this study can be used as basic data to develop effective nursing workforce management measures in the clinical field by understanding the adaptation process to female nurses of male nurses.

A Repository for Publications on Basic Occupational Health Services and Similar Health Care Innovations

  • Background: Occupational health services are not available for more than 80% of the global workforce. This pertains especially to informal workers, workers in agriculture and in small enterprises, and self-employed. Many are working in hazardous conditions. The World Health Organization, the International Labor Organization, the International Commission on Occupational Health, and the World Organization of Family Doctors promote as part of a solution, basic occupational health services (BOHS) integrated in primary or community health care. Quality information on this topic is difficult to find. The objective of this study is to develop an open access bibliography, a repository, referring to publications on BOHS and similar innovations, to support progress and research. Methods: The database design and sustaining literature searches (PubMed, Google Scholar, SciELO) are described. For each publication selected, basic bibliographic data, a brief content description considering copyright restrictions, and a hyperlink are included. Results: Searches resulted in a database containing 189 references to publications on BOHS such as articles in scientific journals, reports, policy documents, and abstracts of lectures. A global perspective is applied in 43 publications, a national or regional perspective is applied in 146 publications. Operational and evaluative research material is still scarce. Examples of references to publications are shown. Conclusion: The repository can inspire pioneers by showing practices in different countries and can be used for reviews and in-depth analyses. Missing publications such as from China, Russia, Japan, Republic of Korea, and Spanish/Portuguese speaking countries, can be added in the future, and translated. Search functions can be developed. International collaboration for the promotion of occupational health coverage for all workers must be intensified.

Effect of Government Guidelines and Corporate Governance on Telework Adoption and Occupational Health Measures in Taiwanese-Listed Companies

  • Background: Telework adoption in Taiwan has surged because of government guidelines during the COVID-19 pandemic. This study examined the disclosure practices of Taiwanese-listed companies, assessing their adherence to government telework guidelines and their correlation with corporate governance, focusing on occupational health measures. Methods: We conducted a guideline-adherent cohort analysis of the 2020 and 2021 sustainability reports of 295 Taiwanese-listed companies. We assessed their disclosure of corporate measures for teleworking in alignment with two government guidelines, specifically occupational health measures. Using the McNemar test and general estimating equation analysis, we compared the 2020 and 2021 responses and examined their associations with corporate governance rankings. Results: Telework adoption increased significantly from 2020 to 2021, with 68% of companies reporting new work modes. The mentioning of government guidelines also increased to 67% by 2021. Companies with higher governance rankings were more likely to adopt online occupational health measures, including occupational health services (RR = 2.03; 95% CI = 1.41-2.94; p < 0.001) and mental health promotion activities (RR = 2.01; 95% CI = 1.06-3.82; p = 0.032), than those with low rankings. Although on-site and online occupational health services increased, home workspace assessments did not. Conclusion: Our findings highlight significant upward trends in the disclosure of telework measures following the issuance of government guidelines. Corporate governance is significantly associated with the implementation of occupational health measures. Amid the evolution of teleworking, both government guidelines and corporate governance have become essential for shaping work arrangements and ensuring workforce well-being.
