개성공단 2단계 사업착공 및 안정적 발전을 위해서 원활한 근로자 수급이 필요적인 상황으로, 본 연구에서는 2007년 남북 합의문을 바탕으로 개성공단내 근로자 숙소 건립을 위한 계획기준과 모델을 제안하고자 한다. 계획안은 근로자 복지, 경제적 효율성, 기술적 타당성, 합의가능성, 장기적인 발전성을 고려하여 계획기준 수립과 대안별 검토가 이루어졌다. 1인당 점유면적 산정을 위해 한국 근로기준법과 중국과 북한 접경지역에 공급되고 있는 근로자 숙소 현황 조사를 통해 1인당 전용면적을 산출하였으며, 6인 1실 공동화장실을 기본으로 하는 경제적 대안과 4인1실에 실안에 실내화장실을 설치하는 발전형의 두가지 대안을 비교 검토하였다. 후보지와 관련하여 기 합의되었던 동창리 일원중 경사도, 접근성, 개발용이성을 고려하여 최적입지의 구역을 설정하였으며, 기존 대지형상을 유지하면서 공급할 수 있는 후보지의 우선순위도 제안하였다. 건설공법은 북측 인력 숙련도, 자재 수급 여건을 고려하여 RC라멘조 공법이 최적화된 대안으로 설정하였으며, 15,000명 동시 수용에 따른 부대복리 및 편의시설 공급의 효율성을 고려하여 4~6개 단위를 기준으로 한 클러스터형 단지배치안을 제시하였다. 사업방식은 남북협력기금을 대출받아 개발사업자가 개발하고 수익자부담 원칙에 따라 임대료를 회수하는 유상임대 방식으로 총 사업비는 대안별로 차이가 있지만 약 800억~1,000억원 내외이며, 건설기간은 약 36개월 정도 소요될 것으로 예상된다. 근로자 숙소 입주 이후 운영관리를 위해 건설사업자가 운영관리 총괄, 요금징수, 기반시설 관리를 담당하고, 인적관리는 북측에 위임하는 이원화된 거버넌스인 가칭 개성공단 근로자숙소 운영위원회 설립을 제안하였다.

건설근로자에게 강의식으로 전달하는 안전교육은 집중도와 몰입도에 한계가 있으므로 전달력과 흥미가 떨어진다. 교육을 통하여 불안전한 행동을 개선하고, 안전사고를 예방하기 위해서는 체험식 교육으로 패러다임을 전환할 필요가 있다. 연구목적: 체험식 안전교육은 건설근로자가 위험을 더 빠르게 인지하고, 응급대처 능력향상과 사전·사후 학습전이 효과성을 검증하므로 건설근로자 사고 예방에 기여하고, 체험교육이 건설근로자 안전한 행동 유도에 미치는 영향 연구가 목적이다. 연구방법:실제 건설 현장과 동일 작업환경으로 구성된 체험시설을 경험한 종사자들의 설문으로 안전체험교육 사전·사후에 대한 의견조사와 학습전이 성과에 대해서 조작적 정의와 변수측정도구를 계획하고, 연구가설을 설정하였다. 연구결과: 구조방정식 모형을 통하여 경로분석 하였으며, 베이지안 이론과 MC 시뮬레이션 분석법으로 척도목표 기술통계량 및 척도입력 기술통계량에서 의도된 안전(A), 불안전(B)의 하위영역 비(非) 체험 교육, 체험식 교육의 평균, 표준편차, 최소·최대 값을 통해서 건설근로자 행동 변화를 확인하고 가설을 증명하였다. 결론: 건설근로자들에게 참여동기가 유발되어야 교육의 효과와 산업재해가 감소된다.

건설 사업장에서 발생하는 안전사고 예방을 목표로 건설 현장의 불안전한 행동이라는 고질적 어려움과 고충을 해소하기 위해서 스마트 안전보건활동이라는 변수를 통하여 의도된 안전한 행동을 만들고, 이러한 행동 변화로 산업재해 감소에 도움이 되고자 한다. 연구목적: 스마트 안전보건활동이 불안전한 행동으로 발생하는 사고와 근본 원인인 근로자 행동 변화에 어떤 영향을 미치는지 분석하고, 이 활동은 근로자의 안전 경험치가 향상되고, 불안전한 행동을 의도된 안전한 행동으로 변화되며, 작업중에 나타나는 불안전 행동이 줄어들므로 안전사고 예방과 근로자 생명 보호에 도움이 된다는 가설을 검증한다. 연구방법: 스마트 안전보건활동을 독립변수(X)로 선정하였고, 근로자 행동 의도인 의도된 안전과 불안전을 종속변수(Y), 태도와 주관적 규범, 계획된 행동 통제를 매개변수(M)로 정하였다. 척도의 신뢰성과 타당도 분석은 안전보건활동에 관한 탐색적 요인분석과 판별타당도분석, 집중타당도를 분석했으며, 행동 변화의 가설검증을 위해서 주요 변수의 경로분석과 근로자 행동 변화의 실증분석으로는 베이지안모델 분석과 MC시뮬레이션의 확률밀도 분포를 통해 연구를 검증했다. 연구결과:건설 현장의 스마트 안전보건활동을 경험한 근로자는 불안전한 행동이 줄고, 의도된 안전 행동을 한다는 분석이 가장 높게 나타남을 알 수 있었다. 이는 근로자 행동변화에 영향을 미칠것이라는 연구가설이 입증되었고, 연구분석의 구조방정식과 경로분석에서 변수간의 상관관계 확인, 실증분석을 통해 스마트 안전보건활동이 근로자 불안전한 행동을 통제하고, 감소시킬 수 있다는 점을 확인하였다. 결론:건설 현장에서 사고를 예방하고 근로자의 행동을 변화시키기 위해서는 스마트 안전 보건활동이 매우 중요한 항목이란 것을 알 수 있었다.

The study was first part of the research on development of consumer education program as social education program. The purpose of this study was to review social consumer education programs conducted by various organizations and to examine the consulting statistics from Korea Consumer Protection Board and Korea National Council of Consumer Organizations. In Consumer Protection Board, consumer education was operated mainly for both college students majored in consumer studies and public-sector workers. Outgoing education was provided mainly to the persons in industries and housewives. Other consumer organizations conducted consumer education using government funds. The organizations considered 'purchasing' and 'consumerism' most frequently as the topics for the education. 'Credit' and 'insurance' were another main concerns at the education. The consulting statistics showed that 'mobile communication', 'laundry service', 'health foods', and 'educational materials for foreign language' took the largest portion of the consumer consulting. Some implications were made for developing consumer education program as social education.

This paper deals with the development and feasible study of the train to pedestrian protection airbag. The concept of the airbag system is to protect the pedestrian like as workers on railroad. The airbag system includes cushions, gas generators, a housing, sliding fixture, anti-bouncing airbag, and a leg protection bumper. Those things were designed and fabricated. The performance of the airbag system was evaluated in the sense of the static deployment test, drop test, dynamic motion test and field(train level) test. The deployment logic, TTF(Time to fire), and the inner pressure of the cushion were also investigated for the airbag.

Recently, Subway workers have died from lung cancer. According to the Epidemiological Survey of the Welfare Corporation Institute of Pulmonary Disease of the Welfare Corporation, the family members applied for industrial accidents. The radon concentration in the subway work area was found to exceed 10 times the recommended standard value of 148 becquerels (Bq/㎥) in domestic multipurpose facilities. In addition, as a result of the national indoor radon concentration survey conducted by the Ministry of Environment in 2010 and 2013, housing was found to be over 100 becquerels (Bq/㎥) in 41% of the surveyed subjects. In addition, it was found that in 2012, 16.3% of villages exceeded the radon standard value in the survey on natural radioactive materials containing groundwater.

This paper first introduces the U. S. pension system and its current trends. Then the following two sections discuss the research on worker behavior of defined contribution plans, a popular pension plan available for American workers in recent years, and the adequacy of retirement income among American people. The last section is a summary. This paper reviews the trend of the U. S. pension system, research on worker's behavior of defined contribution retirement plans, and studies on retirement income adequacy. These themes may have common or different features in other countries, such as Korea. This paper provides helpful information for private and public policy makers and researchers of these topics in Korea to advance their understanding of pension and retirement behavior and facilitate effective policy making of pensions and retirement.

Recently, workers are interested in work-life balance. However, most dual- income couples do not make the effort to achieve work-life balance in their everyday life compared with many workplaces that make various family-friendly policies available to them. Therefore, this study aims to suggest the necessity and process of work-life balance through career management over one's lifespan. The needs and resources of families are not the same during every stage of the family life cycle. Thus, dual-income couples should aim to invest in career management which includes balancing their work and their family when considering their future career and life. Additionally, they should try to match the needs and resources of both their work and their family by using family resources, workplace policies, and community networks.

In construction work, safety accidents often occur in combination with unstable physical and human conditions during preparation and execution of work. In Korea, the accident rate is higher to that of any country in the world. Therefore, it is necessary to take measures by fundamental prescription. In this paper, in the case of construction safety management, we tried to find a reasonable alternative through a questionnaire survey to apply to subcontracting and small-scale construction. In conclusion, workers who are well aware of the task could be able to reduce the accident rate by deploying them as safety management officers after receiving the training.

The purpose of this study was to analyze the effect of the influencing factors on the economic and educational supports selection of small self-employed business. A sample of 321 was selected from self-employed workers living in Daegu. For data analysis, logistic regression was used. The major findings were as follows: 1 The determinants of the economic supports selection in self-employed business were father's working experiences in self-employed business, taking employees or not in business, having housing ownership or not, and as well as the amount of starting capital. 2. The determinants of the educational supports selection in self-employed business were self-employer's working experience as self-employed before or not, and empowerment with self-employed work.
