A Study on the Policy Effects of Child Care Leave : Focusing on the childbirth (육아휴직의 정책효과에 관한 분석 : 출산에 미치는 효과를 중심으로)

  • The aim of this study is to analyze the policy effects of child care leave focusing on the childbirth in South Korea. This instituion of child care leave orinignally seeks to harmonize the work and family. The instituion is increasingly fortified in the receipants and benefits. This study analyze the policy effect of the institution using difference-in-difference method and Korea Welfare Panel Data. The result of the analysis suggest that substantial expansion of child care leave and family-friendly labor environment rebuilding are important.

A Study of the Conditions of Cooperative Child-care Places in Jeju Self-Governing Province (제주 지역 공동육아나눔터 운영 실태 연구)

  • Communal places for parents to take child-care are very important in activating cooperative child-care(CCC). Therefore, Jeju Special Self-Governing Province has been operating Cooperative-Childcare-Places(CCPs) since 2016. This study analyzed the operational status of the CCPs and presented the model type to provide data for the activation of CCC. Qualitative analyses were applied to the results of interviews with 10 staff members. The common task they considered difficult was recruitment, and there was a big difference in the operation of the regular program depending on the competence of the staff in charge. The lack of support systems, such as education and consulting, has made it difficult for the staff to do their work. Additionly, four models of CCPs were found, a resident self-governing type, a workplace type, an institutional type, and a rural complex type. In conclusion, CCP spaces should be planned and facilities created with a focus on the needs of child-care activities. Second, the role of staff in helping to organize the parents' self-governing committee is crucial. Third, it needs to establish a support system to strengthen the capacity of the staff members.

The Influence of Child Care Center Manager's Coaching Leadership on Teacher's Motivational Self Concepts Via Middle Manager's Coaching Leadership (어린이집 원장의 코칭리더십이 중간관리자의 코칭리더십을 매개로 보육교사의 동기부여적 자아개념에 미치는 영향)

  • Objective: This study aimed to investigate the influence of child care center managers' coaching leadership on teachers' motivational self-concepts via middle managers' coaching leadership. Teachers' motivational self-concepts consisted of personal self-concept and social self-concept. Methods: A questionnaire survey was conducted on 475 child care center teachers regarding teachers' recognition of the coaching leadership of managers and middle managers and motivational self-concepts of teachers. To analyze the collected data, the path was examined through descriptive statistics, correlation analysis, structural analysis using Amos, and the mediating effect was confirmed by conducting the Sobel Test. Results: The middle manager's coaching leadership was found to mediate the pathways from the manager's coaching leadership to the teacher's social self-concept, but did not mediate the personal self-concept of teachers. Conclusion/Implications: This study showed that the manager's coaching leadership was mediated by the middle manager's coaching leadership and that the manager's coaching leadership had an influence on the social self-concept of teachers. These results imply that both managers and middle managers need to develop coaching leadership skills in order to improve the motivational self-concept of teachers, which is important for work efficiency at child care centers.

A study for the balance between Work and Family of married working women : focused on the families with the child(ren) of lower grades (기혼취업여성의 일-가정 균형 실태 : 초등학교 저학년생 자녀를 둔 가정을 중심으로)

  • This study investigate the balance between work and family of married working women. Data from 12 married working women who have child(ren) in age 7-9. was collected through in-depth interviews. The interviews was to examine their child-caring and the balance between work and family. The results show that the child(ren)'s age, the quality of after school program, the time to go to work and out of work, the type of work and labor flexibility were the important factors which affect the everyday child-caring. The respondents were unsatisfied with their balance between work and family, especially they felt that their leisure time is insufficient, but they seemed to accept this unbalance to some extent because they recognize the child-caring is more important than their balance between work and family in this life cycle. In conclusion the public support for the child-caring of dual-earner families with the child(ren) in lower grades has to be more extended because the support system and services for this life cycle are weak and insufficient compared with the support system for the child(ren) of the preschool ages. The currently public services for child-caring are still far from their needs to achieve the balance between work and family. So the whole child care support policies and systems are to be continued with more balanced perspectives and practical programs.

Discourse Analysis of Free Child Care Policy for Infants-Focus on the Perspectives of Work-Family Balance (영유아 무상보육정책 담론에 대한 분석 -일가족 양립 지원 관점을 중심으로-)

  • This study has examined an analysis of discourses on free child care policy for 0-2 year old children in Korea. The author has searched articles in daily news papers of "free child care for 0-2years old" using Korea Integrated News Database System and Chosun archive. For the analysis, articles from March 2012 to May 2013 has been collected. From this study, it has been suggested that discourses has been showed with diverse issues such as home care allowance, working mom vs full-time housewives, universal welfare vs selective welfare. These discourses has developed with the ideologies of conservative and progressive perspectives. The suggestions of this study will contribute to the development and practice of a free child care policy for 0-2 year children through reflective discourse analysis.

Construction of Thoughts and Roles of Parents with Multiple Children (다자녀의 부모로 살아가기: 세 자녀 부모의 다자녀 양육에 대한 생각과 역할 형성)

  • The purpose of this study is to provide diverse points of view to understand the low fertility issue of Korean society. For this phenomenological qualitative study, in-depth interviews were conducted with 14 married couples(28 persons) all raising three children. Participants were asked about overall family and work life, child care role performance, thoughts about child rearing, and their sociocultural context. Interview data were explored based on 6 analyzing steps offered by S, J, Talyor and R. Bogdan(1984). Most participants of this study were formed positive perceptions about having three children. Parents' positive perception was closely related with their attitude of not worrying too much about their children's future as well as child caring contexts around them. Parents' perception about having three children was also linked with their child care role construction process. In detail, parents with more positive perceptions tended to increase their level of child care involvement. This was particularly true for fathers. Mother and father's job situation emerged as an important factor to shape their child care involvement. In addition, child care attitude of people around them explained father's child care involvement. Applying these qualitative results, we first expect to provide detailed ideas about lives with three children in Korea. Second, based on our study findings, a more realistic and helpful policy to help the low fertility problem could be developed. Lastly, we also hope to provide helpful phenomenological qualitative research about low fertility issues of Korea.

Interpersonal Conflict Management Strategies Selected by Childcare Teachers (보육교사들이 선택한 갈등관리전략)

  • This study observed co-worker's conflict situations and interpersonal conflict management strategies from 5 teacher's conversations and informal gatherings in a new born child classroom. Taxonomic analysis, Domain analysis, and Componential analysis(Spradley, 1980) were used to analyze co-worker's conflict situations, and Styles of Handling Interpersonal Conflict(Rahim, 1983) were used to analyze the child care teachers' interpersonal conflict management strategies. The findings of this study were as follows: First, child care teachers experience conflict. The causes of conflict were to do their best, to protect the right of teachers, and to work jointly. Second, Dominating conflict management strategy was used when a cook wouldn't provide teacher's snacks or adopt a teacher's suggestion about methods of providing snacks. Avoiding conflict management strategy was used when a cleaner asked for help or a supervisor asked for extra work. Integrating conflict management strategy was used when infant care teachers suggested ways to go on a vacation. Obliging conflict management strategy was used when teachers followed the principal's directions to sit in and observe another teacher's classroom. Compromising conflict management strategy was used when infant care teachers suggested ways to clean up a play room together.

Child Care Teacher's Job Satisfaction and Burnout (보육교사의 직무만족도와 소진)

  • The purpose of this study is to investigate child rare teachers' job satisfaction in relation to their burnout and differences in their job satisfaction by demographic variables. Subjects of this study were 285 child care teachers in Chungnam province. They responded to 'Teachers' Work Satisfaction Scale' and 'Teachers' Burnout Scale.' The collected data were analyzed by one-way ANOVA, Pearson's partial correlation, stepwise multiple regression, $Scheff{\acute{e}}$ test for post hoc test, and Cronbach's a for reliability with SPSS PC program(10.0 version). The results are as follows: First, total job satisfaction was high in teachers with high school diploma and those married. Also, burnout level was high in teachers with high school diploma, those with more than 5 year, those married, and those over 40 years old. Second, the partial correlation coefficient of teachers' job satisfaction in relation to their burnout was -.52. Finally, teachers' burnout and demographic variables explained approximately 31% for total score of job satisfaction and $13{\sim}33%$ for subscales of it.

A Meta-regression Analysis on related Protective Variables of Childcare Teacher's Turnover Intentions (보육교사의 이직의도와 관련된 억제변인의 메타회귀분석)

  • The purpose of this study was to conduct a systematic review of the previous studies done on the child-care teacher's turnover intentions. From 2001 to 2011, 33 articles which reforted primary empirical data met the criteria for inclusion in the meta-analysis. The results of this study are as follo ws: First, included in the main factors related to child-care teachers' turnover intentions were a job-related variable, an organizational internal variable and an organizational external variable. Second, the most influential protective variable related to the child-care teacher's turnover intentions among the set of organizational external variables was work-time followed by welfare, education and training, remuneration, social recognition and promotion system. Third, the most influential protective variable related to child-care teachers' turnover intentions among the set of job-related variables was teacher efficacy followed by job satisfaction, participation of decision making, performance, work-autonomy and work-professionalism. Fourth, the most influential protective variable related to the child-care teacher's turnover intentions among the set of organizational internal variables was personal relations followed by relationships with the director and relationships with colleagues. The effect size of these variables was large. Fifth, the results of meta-regression analysis revealed that the survey area and years had no significant effect on overall effect sizes.

A study on OK-gram positiveness and abuse awareness of Pre-service Child Care Teachers (예비보육교사의 OK-gram 긍정성과 학대인식 연구)

  • The purpose of this study is to investigate the relationship between the OKgram and abuse awareness, and between the the characteristics of the major field and abuse awareness of pre-service child care teachers who are taking the (child care) course as part of their university curriculum. Positiveness isclassified into 2 subfactors,self-positiveness and other positiveness, while abuses are classified into 4 sub factors,viz. body, sex, emotion and neglect, in order to investigate and analyze the effectsof each sub factor. Asurvey was carried out for students of the department of Child Care and the department of Social Welfare of the universities in Gyeonggi-do, Gangwon-do and Seoul, during the 5 day period from 8th May to 12th May, 2017. After conducting a frequency analysis, correlation and multiple regression analyses were performed, from which we madethe following conclusions. First, it was found that positiveness influences abuse awareness, and that when other positiveness is higher than self-positiveness, abuse awareness is increased. We also concluded that we should provide more personality programs that enhance others positiveness. Second, the seriousness of abuse level showed an average value of 4.594, which is highly recognized, while the level (required) to recognize the index wasin the order of sexual(4.789), physical(4.587), neglect(4.510), emotional(4.498), with the index of emotion beingthe lowest. This indicatesthe necessity to strengthen the social standard on emotion abuse awareness. Third, in the characteristics of the major field, the respondents answered that their actual work experience of being a pre-service child care teacher was helpful to raise their abuse awareness, and thatchild care practice wasthe most important.Therefore,we concluded that it is necessary to arrange practical courses which increase the chance of obtaining actual work experience and provide child care practice during child care teacher training.
