This paper proposed the validity and necessity of establishing the Jungwon Historical and Cultural Area by reviewing the historical characteristics of the name Jungwon and its temporal and spatial range. We also explored ways to utilize the Jungwon historical and cultural Area under the Special Act on the Maintenance of Historical and Cultural Areas. Jungwon, which means the center of the country, has strategic value as a key area connecting the Korean Peninsula to the north and south through the Geripryeong and Jukryeong. It also includes Chungju, which connects the Namhan and Bukhan Rivers . From the Mahan period, the areas of Cheongju and Jincheon, the Miho Stream basin to the west, and Chungju to the east were closely connected to each other. Afterwards, Baekje, Koguryo, and Silla engaged in a fierce battle to occupy the Jungwon area. Jungwon culture was born through the negotiation and fusion of the cultures of the three kingdoms. In particular, Silla continued to value the Jungwon area, demonstrated by the installation of Seowongyeong in Cheongju and Bukwongyeong in Wonju, centering on the Jungwongyeong. Since we have a historical view with a focus on ancient kingdoms, we have overlooked the full value of the history and culture of Jungwon. We need to recognize the importance of Jungwon area and think about how to utilize it. Therefore, we suggested in this paper that there be more public information services on the cultural heritage of Jungwon, the historical heritage experience, and the education programs for local residents. The development and operation of Jungwon's history, culture, and tourism contents, as well as the various academic research papers should be used to reveal the identity of the Jungwon historical and cultural area.

In secret communication, steganography is the sending and receiving of secret messages without being recognized by a third party. In the spatial domain method bitwise information is inserted into the virtual bit plane of the decomposed pixel values of the image. That is, the bitwise secret message is sequentially inserted into the least significant bit(LSB) of the image, which is a cover medium. In terms of application, the LSB is simple, but has a drawback that can be easily detected by a third party. If the upper bit plane is used to increase security, the image quality may deteriorate. In this paper, I present a method for concealing Hangul secret messages in image steganography based on the lo-th bit plane and the decomposition of modified pixel intensity values. After decomposing the Hangeul message to be hidden into choseong, jungseong and jongseong, then a shuffling process is applied to increase confidentiality and robustness. PSNR was used to confirm the efficiency of the proposed method. It was confirmed that the proposed technique has a smaller effect in terms of image quality than the method applying BCD and Fibonacci when inserting a secret message in the upper bit plane. When compared with the reference value, it was confirmed that the PSNR value of the proposed method was appropriate.

In this paper, we propose a new five-qubit multiple bit flip code that can completely protect the target qubit from all multiple bit flip errors using only CNOT gates. The proposed multiple bit flip codes can be easily extended to multiple phase flip codes by embedding Hadamard gate pairs in the root error section as in conventional single bit flip code. The multiple bit flip code and multiple phase flip code in this paper share the state vector error information by four auxiliary qubits. These four-qubit state vectors reflect the characteristic that all the multiple flip errors with Pauli X and Z corrections commonly include a specific root error. Using this feature, this paper shows that low-cost implementation is possible despite the QECC design for multiple-flip error correction by batch processing the detection and correction of Pauli X and Z root errors with only three CNOT gates. The five-qubit multiple bit flip code and multiple phase flip code proposed in this paper have 100% error correction rate and 50% error discrimination rate. All QECCs presented in this paper were verified using QCAD simulator.

Purpose: The annual statistics for poisoning are reported based on the data from poison control centers in many advanced countries. In 2016 a study was conducted to analyze the 2016 Korea Poisoning status. This study was conducted to make a better annual report for poisoning statistics in Korea from a 2017-2018 national representative database. Methods: This study was a retrospective analysis of poisoning patients based on the data from an emergency department (ED) based injury in-depth surveillance project by the Korea Centers for Disease Control and Prevention in 2017-2018. Bite or sting injuries were not included. Results: A total of 17714 patients presented to 23 EDs because of poisoning. Adults above 20 years old age accounted for 84.6% of the population, while the proportion of intentional poisoning was 60.8%. The poisoning substance presented in the ED were therapeutic drugs (51.2%), gas (20.3%), pesticides (16.4%), and artificial substances (11.4%). Overall, 35% of patients were admitted for further treatment. The mortality was 2.4% (422 cases), and the most common fatal substances in order were carbon monoxide, other herbicides, and paraquat. Conclusion: This study showed the 2017-2018 status of poisoning in Korea. The prognosis is different from the cause of poisoning and the initial mental state of the patient. Therefore, appropriate methods for preventing poisoning and therapeutic plans in specific situations are needed.
This study purposed to analyze the spatial pattern and the amount of carbon emission at the deforestation area based on the administrative and GIS data. The total size of deforestation area in last nine years (2000-2008) was about 649 ha, and it was occurred annually about 72 ha. The occurrence rate of deforestation per administrative area in Wonju was about 0.74%. It was 0.34% higher than that of Kwangwondo, and 0.06% less than that of National rate. On the other hand, the forms of deforestation by purpose were not related to the administrative district unit. The number of deforestation forms was highest at settlements. second most frequent form is other land. Grassland showed the lowest score. In addition, the deforestations were more occurred which is closed to the existing housing and building rather than roads. The number of deforestation was 1.2 times higher based on 300m. Seventy percent of deforestation was occurred which is less than 0.5 ha in size, and it increased to 91% when the size is less than 1ha. The total size of theoretical carbon emission based on deforestation area was estimated at 23,424 tc, and average annual carbon emission was estimated by 2,603 tc. Carbon emission per ha was 36.1 tC/ha. This study results will be useful to construct the greenhouse gas statistical verification system against the Post-2012 by GIS.

This study aims to suggest improvements in night landscape lighting of Bomun Lake, a representative waterfront landscape in Gyeongju which is the city designated as UNESCO World Heritage in December 2000. This study divided the area into three types of sections-that is, road section, walking section, and landscape section- based on the present condition of land use and users of the Bomun Lake area. In addition, this study classified the lightingtypes by section into nine lighting types-that is, road, crossroad, parking lot, pedestrian passage, trail, sculpture, tree, waterfront deck-by comparing them to the park lighting types suggested by the KS A illuminance standards, and examined the problems of the current Bomun Lake lighting base on the standards. By using this as basic data, this study established relevant plans and collected research material. This study suggested directions of each of the three sections and improvements in illuminance, color temperature, creating methods of each of the nine lighting types to the night Lighting planning of the Bomun Lake area reflecting the landscape characteristics of Gyeongju, a historical, cultural city.

We investigated the location and surveillance system of fortress using inter-visibility analysis between fortress and the capital of the Silla Dynasty. The digital terrain model(DTM) was generated with $10{\times}10m$ grid in Arcview 3.2. Then three fortresses lines(Myeonghwal-sanseong, Namsan-shinseong, Seohyeong-sanseong) were superimposed on the DTM. 4 results of this study were drew out from the cumulative visibility analysis. First, the most of fortress lines which showed the high visible frequency from the Sila-Capital(538 viewpoints) have a good aspect toward the capital. It means that 3 fortresses secured the visibility to the capital. Second, the cumulative visibility analysis from 3 fortresses generated evenly distributed visible frequency across the inside of fortress. It shows that the inner area of fortress is more advantageous to command during the war. On the contrary, a number of invisible(vulnerable) regions which is scattered on the outside were supplemented by adjacent fortress. Third, the north area of the Sila-captial showed the highest visible frequency generated by sum up the visibility from 3 fortresses. The northern captial is placed within 4km distance easy to support at the Myeonghwal and Seohyeong-sanseong. We proved that the Sila-capital had organized a solid surveillance system by 3 fortresses. Fourth, we could infer the practical process of fortress layout from comparing a cumulative visibility map. For the secure of visibility and defense systems, the fortress line would form a rising shape to the peak. This practical location theory can replace the vague common location theory that the fortress would constructed on two thirds of mountain height. It will be an empirical method in the ancient remains research.

The recovering of historical mountain fortress needs the maintenance of forest scape for achieving visibility. In the study, the methods for the maintenance of the forest around the fortress were proposed. The Cumulative Visibility Analysis and Multiple Sight Surface Analysis were tested to verify the methods using GIS on the Myeong-hwal Fortress in Kyungju. The results of the study are as follows. First, the Cumulative Visibility Analysis was made on the Myeong-hwal Fortress from surrounding major viewpoints. The Cumulative Visibility Analysis enables the selection of excellent visibility sectors on the fortress. The 6 excellent visibility sectors were 1,937m(which occupied 41.2% of the area). Second, two cases of pine tree height were compared in the Cumulative Visibility Analysis. One used the average height of pines and the other used the maximum growth height. The comparative result demonstrated that the case of average height would be more effective for deciding the pine removal zone as well as achieving visibility to the mountain fortress. Third, to examine the feasibility of the management method, the tree removal plan and removal execution were compared on the A zone which showed high visibility frequency. Asa comparative result, there was insignificant difference(3.3%) in area between the tree removal plan($10,935m^2$) and removal execution($11,296m^2$). This study proved the Cumulative Visibility Analysis and Multiple Sight Surface Analysis to be effective for forest scape maintenance around a mountain fortress.

Recently, the importance of eco-friendly power generation facility using renewable energy has newly appeared. Hydropower plant is a very important source of electricity generation and supply which is very important to secure safety because it is commonly connected with multi facility and operated on a large scale. In this study, a scenario-based analysis method was suggested to assess vulnerability of a penstock system caused by water hammer commonly occurred in the operation of hydropower plants. A hypothetical hydropower plant was used to demonstrate the applicability of a transient analysis model. In order to verify reliability of the model, the prediction of pressure behaviors were compared with the results of commercial model (SIMSEN) and measured data, then a real hydroelectric power plant was applied to develop all potential water hammer scenarios during the actual operation. The scenario-based simulation and vulnerability assessment for water hammer in the penstock system were performed with internal and external load conditions. The simulation results indicated that the vulnerability of a penstock system was varied with the operating conditions of hydropower facilities and significantly affected by load combination consisting of different load scenarios. The proposed numerical method could be an useful tool for the vulnerabilityty assessment of the hydropower plants due to water hammer.

This study aims to investigate the distance of culture and life by 'The Relation-Approach.' For this, We identified the path and mechanism of importance of culture and life through the concept of respective distance and closed distance. We found that the structure of closed culture and closed life makes the distance of culture and life dangerous, which is operated as the factor of making dangerous culture and life. This fact shows that respectiveness operates in the process of converting respective distance to closed distance. Also, It was confirmed that the problem of solving dangerous distance can be established in the condition that mutual distance of culture and life can have the possibility of accomplishment. But We found the fact that the distance which is regarded as the true mutual distance having the consistence of the open condition-accomplishment in culture and life is actually operated by making the dangerous path and mechanism. In this point, We suggested the concept of 'The Multi-tier Dangerousness,' not 'The Single-tier Dangerousness.' We also found the importance of dangerousness of perception with a view to resolving dangerousness operating in culture and life. The fact that 'dangerousness of perception' produced 'dangerousness of phenomenon' was identified. Further more, We suggested that intrinsic perception is needed so as to healthy culture and life. And Open perception was emphasized to go to mutual distance beyond respective distance.
