  • In an effort to protect consumers' rights to information and to promote their freedom of choice, the South Korean government has been enforcing a policy called the cosmetics full ingredients list system since 2008, which requires cosmetics manufacturers to list all of the ingredients used in their products. This policy aims to assist consumers in identifying the causes of possible side effects of cosmetic products. This study uses consumers' demographic information addition to their cosmetics purchase and usage characteristics to learn about consumers' attitudes and utilization intentions and the influence of information from the cosmetics full ingredients list. This study was conducted through a questionnaire based survey administered to women above the age of 20 years across South Korea who use cosmetic products. The questionnaire was distributed to 300 members on the panel of M Brain, an online research institute. The findings of this study are as follows: (1) The level of knowledge on cosmetics' ingredients positively affected the consumers' attitude and utilization intention of information on the cosmetics full ingredients list. This implies that habitual behavior, such as checking information, leads to increasing intention to utilize of new information. (3) The brand, as a decision-making factor, negatively affected consumers' attitudes regarding information.

  • Purpose: Public health centers (PHCs) provide a variety of healthcare services according to the Regional Public Health Act (RPHA). We aim to analyze the changes in public healthcare services according to the legislation and the number of public health nurse (PHN) involved in the service, and propose an alternative to effectively distribute the public health nursing workforce for protecting the health rights of people. Methods: This is a review study that deduced the results from literature review. Results: During the revision of the PHC law to the RPHA, several services were added. Health related laws have forced the PHCs to provide services for these legislations. Consequently, the workload on the PHNs has been increasing. However, the PHNs have been consistently lacking. In 2017, there are 16.2 full-time nurses per center. Furthermore, About 50% of the PHCs are not meeting the minimum requirements of licensed or qualified health professional workforce outlined in 1997. In addition, 43% of the nurses in the PHCs are part-time nurses. Conclusion: We suggest that the minimum requirements of health professional workforce should be modified to reflect the increase in the workload of PHNs, and a legislation to enforce PHCs to fulfill these requirements is needed.

  • Multicultural Family Support Centers (MFSC) have provided five program areas including family, gender equality, human rights, social integration, and counseling since 2015. It is important to examine the MFSC staff's perceptions of the family programs and program needs for multicultural families to improve the effectiveness of these programs. In this study, we aim to explore the staff's perceptions of the family programs and to assess multicultural family program needs based on the family life cycle. A total of 130 MFSC staff were recruited through 128 MFSCs across Korea. Descriptive statistics were conducted for data analysis. Our findings revealed that MFSC staff have increasingly recognized that their target audiences are not only marriage immigrants and their families but also foreign workers' families and families from North Korea. In addition, the MFSC staff identified the importance of family programs instead of only programs for individual family members and multicultural families' different program needs based on their family life cycle. Contrary to the positive perception of the family programs, they described challenges of the family programs including a shortage of funds, difficulty recruiting family member combinations (e.g., couples, parent-child) for family programs, a lack of a program manual, and a heavy workload. This study provides insights into the family programs including their development and delivery.
