A Critique on Kim, Mandoo -Based on His Social Work Practice and Literatures- (김만두 비평 -그의 실천경험과 연구문헌 중심으로-)

  • This study aims to grasp a slice of development of Korean Social Welfare. For this study, a character critique has been conducted on Kim, Man-doo who had been superbly equiped by social work practice and study as well. The accomplished critique came from literature criticism is based on his social work practice and his literatures. Five and six themes have been elicited each from Kim's social work practice and his literatures. Through the association of those two kinds of themes has been finally reasoned out another five themes; emphasis on integrated approach, encompassment of social welfare from America and Japan, virtuous cycling formation of Social Welfare, paradigm shift of Social Welfare, and regrettable unfinished harmony of practice and study. In regards to the results, some subjects are discussed as follows; Kim's social work practice had been refined crossing the social welfare system, a slice of Korean social welfare in 1960-90s was exposed, children-based social work practice in 1960s had been practiced unitedly, and Korean Social Welfare in 1960-80s had been structured differently according to the scholars'inclination.

Mediating Effect of Psychological Empowerment on the Causal Relationship between High-Performance Work System and Organizational Citizenship Behavior in Social Welfare Organizations

  • The study is to examine the mediating effect of psychological empowerment on the causal relationship between high-performance work system and organizational citizenship behavior. This study collected data from public organizations that are responsible for social welfare provision in Daegu, Gyeongsangbuk-Do, and Pusan in South Korea. This study employs confirmatory factor analysis in Amos 21 to find the discriminant validity of all constructs and regression analysis by Baron and Kenny (1986) to test that psychological empowerment is a mediator of the causal relationship between high-performance work system and organizational citizenship behavior. As the result of the analysis, psychological empowerment has a significant mediating effect on the relationship between high-performance work system and organizational citizenship behavior. The study suggests to the managers in social welfare organizations how they need to enhance organizational citizenship behavior through psychological empowerment themselves.

A Development for 'Attitude toward Work Scale' on Welfare Recipients (공공부조수급자의 "일에 대한 태도" 척도 개발)

  • This study aims to develop an attitude toward work scale on the welfare recipients in Korea. This study has process through literature review and empirical research. As a results, there are 3 factors, 'independent/reliance', 'work as itself', 'hardworking and success' in this scale. And this scale is composed of 11 items with 5 likert scale. The sums of squared loading of this scale is 54.9%, and the internal reliability is ${\alpha}=.79$. The means of attitude toward work on welfare recipients in Korea is 43.9 among the total sum 55. This means the welfare recipients in Korea have highly positive attitude toward work. This study has an implication as a first trial to measure work attitude on welfare recipients in Korea more objective and scientific. But this scale need some follow-up study to improve the validity and elaboration.

The effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency (사회복지공무원의 복지의식이 직무가치관과 직무효과성에 미치는 영향)

  • The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.

The Relationship Between Frequency of Injuries and Workplace Environment in Korea: Focus on Shift Work and Workplace Environmental Factors

  • Background: The purpose of this study was to investigate the effect of shift work on occupational safety in various industrial sectors. The study analyzes the effects of shift work on the health of workers by considering factors such as the workplace environment and welfare. Methods: Focusing on the $4^{th}$ Korean Working Conditions Survey, this study used an ordinary least-square multiple regression analysis. The dependent variable was the annual frequency of injuries reported by workers. Independent variables were categorized as demographic, shift work, workplace environment, and welfare variables. The analysis was conducted on two levels: 1) Shift work and nonshift work groups were compared, and 2) Shift work was compared with fixed and rotating shifts. Results: For the entire group, age, a low level of education, work hours, and daily and dispatch work negatively impacted the frequency of injuries. Shift work was negatively affected by workplace environment and welfare factors. In the shift group, the frequency of injuries was lower than that of regular workers, and the higher the autonomy in the choice of work hours, the lower the frequency of injuries. Furthermore, shift workers in Korea have more extended work hours (49.25 h/week) than other workers (46.34 h/week). Conclusion: Overall, welfare factors such as workplace satisfaction and worke-life balance reduced the frequency of injuries. The effect of shift work was limited, but it was confirmed that shift worker autonomy could reduce the frequency of injuries.

The Effects of Homeownership on Welfare Perceptions (자가소유가 복지인식에 미치는 영향)

  • Homeownership is much more than a financial calculation. It is a socio-psychological phenomenon. During the last decade studies of homeownership have demonstrated a positive link between homeownership and positive social outcomes including welfare perceptions and attitudes. This study compared welfare perceptions between homeowners and renters in Korean Welfare Panel Survey using data collected in 2019. The study analyzed six continuous outcomes of welfare perceptions. Six variables indicating welfare perceptions included: (1) welfare and work disincentives; (2) welfare recipients are lazy; (3) welfare selectivism; (4) national minimum; (5) free university education and; (6) free child care and kindergarten. This study acknowledged bias arising from selection on observables. To control these biases, this study employed analytical approaches including the treatment effect model. Results of this study confirmed that attainment of homeownership is not possible for everyone. Findings from this study have provided some evidence that homeowners and renters have different perceptions on welfare listed above. Finally, issues relating to homeownership and welfare perceptions were discussed. Implications for social work practice and research were further discussed.

  • This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.

A Study on Factors Related to Work-family Balance of Working Women with Children (유자녀 취업여성이 경험하는 일-가정 균형에 관련된 변인에 대한 연구)

  • The purpose of this study is to examine the factors related to how Korean working mothers balance work and family. We used the first year data of 1661 working mothers participating Korean Longitudinal Study of Women and Families. When mothers were living with their parents-in-law, reported higher level of work-family spillover; whereas satisfaction with husband's household chores was more their related to lower level of work-family spillover. Attitudes placing lower priority on family, disagreement on their works with husband, and traditional family role perception were related to higher level of work-family interference. We also found that salary, working hours, job satisfaction, and a series of maternity protection programs, including maternity leave, were significantly related to work-family balance.

  • This study examined influences of work-family conflict on husband-to-wife battering and explored the mediating effects of stress between work-family conflict and wife battering. Subjects were 293 male violence offenders sampled from 65 domestic violence counseling centers nationally. Both directions of conflict between. work and family, work-to-family interference (WIF) and family-to-work interference (FIW), were proven to be significantly influential on wife battering and stress. Work-to-family interference did not have direct influence on wife battering but indicated a complete mediation effect of stress. On the other hand, family-to-work interference implied a partial mediation effect of stress, with both direct and indirect influences on wife battering. Based on these findings, the research discussion was extended to include the implication of an intervention that would decrease husband-to-wife battering.

  • The progress in IT has increased work efficiency in many fields, leading to the start of a new era where information is exchanged by connecting all objects under the paradigm of IoT. Interest is growing on the convergence of various fields of study that goes beyond simply applying IT to research to increase efficiency in multidisciplinary studies. As such, there is a need to develop an IT-based model that can be applied to social welfare work. Social welfare workers in Korea at present have twice the workload and stress of those of their counterparts in other OECD countries. This leads to decreased work efficiency. This paper seeks to suggest a way to increase efficiency in social welfare work by improving the work process through IT-based systems. The study is expected to contribute to increased efficiency in the area of social welfare.
