The purpose of this study was to explore process of life experience for mothers of children with severe disabilities. Strauss and Corbin's Grounded theory approach was used. Total 17 mothers who have experience of caring for severely disabled child participated. In-depth interviews was done from January 2010 to May 2011. Three to seven interviews were done for each participant. As a result of this study, 119 concepts, 41 subordinate categories and 20 categories have been revealed. The experience of caring children with severe disabilities were 'desolate life' 'plunging in darkness' 'managing to pull oneself' 'rising again' and 'rediscovering of life'. The core category of selective coding was rediscovering of new life from life in darkness. It is suggested that welfare policies need to be modified and new policies need to established for mothers who care for severely disabled children.
Background : Demands have increased for a variety of welfare services and customized services for persons with disabilities(PWD). A management System focused on PWD was needed to provide for comprehensive services. The purpose of this study was to design a disability database and an application system in order to provide continuous and comprehensive rehabilitation service for PWD. Methods : We analyzed local and abroad disability-related policies and systems and derived the contents that should be included in the integrated database for PWD through a survey among rehabilitation specialists. Result : The integrated database for PWD was composed of 7 categories including General Characteristics, Health & Medicine, Assistance, Education, Employment, Economics and Daily & Social Life. The applicable system of integrated database for PWD was proposed to help conducting policies in such areas as follows ; 'welfare', 'education and culture', 'economic activity', 'social participation' and 'Health'. Conclusion : The main goal of disability policy and strategy should be established by systematically analyzing disability-related data integrating database of PWD. Accordingly, specific objectives and directions for disability policies should be set and efficiently managed and operated. The integrated database for PWD may be utilized for disability-related policies and service monitering, sustainable and integrated management and community participation and integration based on the rights of the disabled.

The purpose of this study was to determine the present state of disabled people participating fully in sports for all, analyze its legal, organizational, and policy status, and present a future direction for parasports in pursuit of better sports welfare. For this purpose, literature review was performed, obtaining the following results concerning a parasports activation plan. First, it is necessary to increase large-scale, systematic public relations through association between the government and private organizations with the objective of increasing the number of disabled people participating fully in sports for all. Second, it is necessary to implement full revision of the Sport Promotion Act and establishment of a Parasports Promotion Act actively. Thorough preparation for legislation is most of all required to meet the realities and cope with temporal changes. Third, it is necessary to build an effective system through convergent governance of parasports and relevant ministry. It is necessary to clarify the dual concepts of 'physical activity' and 'sports for all,' present a proper direction for policies, and implement efficient policies and projects. Fourth, it is necessary to reinforce participation by diverse expert groups in the development of parasports policies. This requires convergence of such elements as philosophy, rehabilitation, education, marketing, and laws in addition to sport elements.
Demographic changes such as an aging and low fertility, as well as changes in industrial structure and residential environment, revealed the limitations of urban development policies. Accordingly, the government is making efforts to ensure a prosperous life for the people by including the plan to expand the living SOC in the national urban regeneration policy. The main priority tasks of the Living SOC include the establishment of welfare infrastructure for children and the vulnerable. This means that interest in welfare is increasing recently. In this study, we analyzed the supply status of welfare facilities for the senior, child and the disabled in 17 cities and provinces nationwide using LQ (Location Quotient). After analyzing the causes of the imbalance in the supply of welfare facilities by region, the improvement plan was suggested. Each welfare facility was highly localized by region, especially the accessibility gap between cities and provinces is very large. Welfare finances were similar in most cities and provinces, with the exception of some cities and provinces. In the case of cities with very high living standards, sufficient facilities were not provided. Improvement methods are as follows; Combination of welfare facilities that can maximize space efficiency, Securing appropriate welfare finance in consideration of living standards by city and province, Differentiation of supply method considering demand and user types for welfare facilities.
Social welfare facilities where provide the socially disadvantaged with proper social services, face financial difficulties. This is because not only of the lack of governmental support, but also of social welfare facilities' lack of skills in developing abundant resources from the private sector. In this context, this study tried to find factors affecting resource mobilization of the social welfare facilities to devise policies in resource development. Mail survey was conducted with the structured questionnaire. Employees in charge of community resource development were asked to answer the questionnaire. The study population were two types of welfare facilities: community welfare centers and residential care facilities. A total of 293 community welfare centers and 632 residential care facilities responded to the survey. The response rate was about 62%. The dependent variable of the study was the amount of resource mobilization in the year 2001 which was measured as the number of donors, the total amount of donation, and estimated amount of gift-in-kind. Three types models were constructed per each welfare facility. Independent variables were selected based on the previous research findings: community environment factor, structural factor, and resource development factor. Multiple regression was utilized to analyze the data. The resource development factor turned out to be significant variable in various models. In the models of donors, the amount of donation, and the amount of gift-in-kind, at least one out of four variables in the resource development factor was significant. Welfare centers which establish the resource development department or hire employees to take care of resource development, and adopt computer software in managing donors, receive more donations than their counterparts. Interestingly, the centers where employees take the responsibility of resource development as well as other responsibilities (dual duty), did not have more resources mobilized than those with no employees for resource development. Using computer software in managing donors turned out to be a significant variable in many models, except for the donor model. In addition, residential care facilities located in urban area have more donors and donations, and among residential facilities those for the elderly, children, and the mentally retarded and those hiring more employees, receive more donations than those for the disabled and those hiring less employees. As for the gift-in-kind model, the centers located in high income area and residential facilities for the elderly, women and mentally retarded receive less gift-in-kind than those for the disabled. Based on the above findings, this study suggested that to mobilize resources the welfare centers as well residential care facilities need to have community resource development department or resource development staffs, and adopt computer software to systematically organize donors.
This study aimed at empirically analysing the double discrimination on the elderly with disabilities due to both age and disabilities in the labor market. To achieve this research goal, real employment probabilities and hourly wages of the elderly disabled(below "ED") were compared with those of the young disabled(below "YD") and those of the elderly non-disabled(below "END") to calculate empirical differentials between ED's and YD's, and ED's and END's. The differential decompositions between groups were applied by the Oaxaca(1973). The study results were as followings. First, the real gaps of the employment probabilities between ED and YD only appeared at the regular jobs and the gaps due to the characteristics between ED and YD were bigger than those due to the age discrimination. Second, on the contrary, the gaps of the hourly wages were caused by age discrimination more than characteristics between YD and ED. Third, it was not true that the elderly with disabilities take double discriminations in the labor market. It is therefore required to give the additional incentives to ED workers with government subsidies of employment promotion for the disabled provided. Second, it is proposed that the integrations the employment policies for the disabled with those for the aged because the disability as dependent valuable didn't have statistically significant effects on the employment probabilities and the hourly wage levels.

This study aims to examine the screening rate of health screening of the disabled by screening the data of disability and health statistics of the National Health Insurance Corporation, to suggest the problems of health examination and the future improvement measures, and also to review the type of health management of the disabled based on the results of health examination interview. As people with limited daily life or social life for a long time because of their physical/psychological disabilities in accordance with the Article2 of , out of 2,479,080 registered people with disabilities on the basis of December 31st 2015, the research subjects were limited to people with disabilities who participated in the health screening and health type for presenting the opinions about policies. In conclusion, regarding the health screening for the disabled, first, it would be necessary to collect the opinions from people with disabilities in order to prepare the health screening service suitable for them. Second, it would be needed to develop the health screening items for each type of disability and severity. Third, it would be necessary to consider the medical equipments and amenities of health examination for the disabled. Fourth, there should be the securement of manpower and education for service providers. Fifth, the mobility right of the disabled should be secured. Regarding the health type of the disabled, first, the expert consultative group in each area should be composed for the health enhancement of the disabled. Second, it would be necessary to screening the current status of health enhancement programs for the disabled and operating facilities. Third, the Central Health Medical Center for the Disabled, shown in the law on the securement of health rights & medical accessibility of the disabled should develop the standardized health enhancement programs for each disability type and severity. After examining the contents of health examination and health type of the disabled, the opinions about policies were suggested. Thus, in the future, there should be more detailed researches based on the tasks suggested by this study, and also the causal relations between health of the disabled and relevant programs should be continuously revealed.
Purpose: This study was to describe the burden of aged parents caring for adult children with disabilities and related factors. Methods: The subjects were 123 caregivers aged over 65 who were caring for 18-year-old or older children with disabilities. The research tool of this study was a structured questionnaire on family burden. Data were collected from June 3 to 25, 2010, and analyzed by Cronbach's alpha, mean, standard deviation, t-test, and ANOVA using SAS 9.2 program. Results: The major findings of this study were as follows. Elderly parents caring for adult children with disabilities perceived a moderate level of burden. The burden from concern over their children's future was highest, and economic and physical burdens were higher when the parents were younger. Burden was significantly different according to parents' characteristics such as gender, perceived health status, disease, the costs of caring for disabled children, and children's characteristics such as disability rating, health status, and ADL. Conclusion: In order to reduce the burden of elderly parents caring for adult children with disabilities, we need to improve their health status and assess comprehensive policies.

The purpose of this study is to explore the factors affecting the satisfaction level of the disabled and their families. As a major variable, the mediating effect of the change of the disabled was examined in the relationship between residential facilities satisfaction and family life satisfaction. A total of 810 responses were collected by conducting a questionnaire survey on 856 persons with disabilities and their parents. As a result, the facilities satisfaction for the disabled has a significant influence on the family life satisfaction and the change of the handicapped. In the relationship between facility satisfaction and family life satisfaction, the change of disabled showed partial mediating effect, and it was confirmed that the effect of facility satisfaction on family life satisfaction increased when there was a change in the disabled. The results of this study can be used as the basic data to structure the discussion of living facilities for people with disabilities and their families, as well as can be used to restructure policies and practices for residential support services for the disabled. In particular, it is meaningful as a basic data for proposing various future types of residential facilities required by parents of adults with disabilities.

Since the 1960s, as de-institutionalization for the disabled advanced, the concept of integration for the disabled and the non-disabled has gradually developed as well. Despite efforts to improve various welfare policies for the disabled, their satisfaction level in culture and leisure activities has not significantly increased. This study aims to analyze the 10 selected design guidelines dealing with disability in order to diagnose the current status of the guidelines adaptable to inclusive park design, which can provide opportunities to access natural and cultural public spaces. From the users' point of view, the guidelines turn out not to have a balance between the disabled and the non-disabled in terms of the usage of certain spaces and they heavily focus on physical disability in adult ages. From the planning and design aspect, a specified design process is overlooked. Amenities/facilities and programs, layout and zoning are only mentioned while they are very specific about accessibility and mobility. It is necessary to establish the concept and goal of inclusive parks, and to provide specialized guidelines for inclusive parks from a more balanced perspective.
