As a result of the study, first, the average value of turnover intention was high in the group with low experience of female caregivers at home-based elderly welfare centers and the group without religion. Second, the higher the job stress of nursing care workers, the higher the intention of turnover. Third, there was a moderating effect of self-elasticity between the job stress and the of turnover of nursing care workers. Therefore, it was necessary to consider measures to prevent job stress of nursing caregivers and improve self-resilience.

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

  • The primary purpose of this study is to examine the buffering effect of social welfare services on the relationship between the level of older persons' impairment and burden experienced by the family caregivers. It also assessed the level of caregiving burden as well as the effect of both older person's impairment and the characteristics of the caregivers on burden. The survey data collected from 150 community residing family caregivers was used for analyses. Findings are as follows. First, the caregivers are more burdened in the deterioration of mental health, scarce time for oneself, and the suffering of social life than in other areas of burden. Second, the more severe the physical and the mental impairment of the elder, the more burden the caregivers experience. The caregivers' characteristics such as the worse mental health, the lower level of attachment to the elder, the longer caregiving hours are also related to the higher level of caregiving burden. Third, the caregivers' use of adult day care and respite care services buffer the relationship between the level of impairment of older persons and the caregiving burden. However, social work counselling, visiting nurse, homemaker services do not have such buffering effects. Among informal support, instrumental support buffers the relationship between the elder's physical impairment and burden, while emotional support buffers the relationship between the elder's mental impairment and burden. According to the results, implication for social welfare services and practice methods for the family caregivers was discussed.

  • The purpose of study is to examine the effects of family support on the life satisfaction of elderly with disabilities and provide a ground necessary to improve it. Research was conducted on 167 elderly with hearing, visual and physical disabilities aged over 60 who were living in Seoul and Pusan. Telephone survey, sign language and interview, in accordance with types of disability, were adopted to collect data effectively. That is telephone survey was used for elderly with visual impairment whereas face-to-face interview for physical impairment and sign language for hearing impairment by volunteers. Collected data were analyzed, using hierarchical regression analysis. This study utilized two different models, direct effect model and buffering effect of social support in order to examine the effects of familial support on the life satisfaction of elderly with disabilities. Research findings suggest that the level of life satisfaction appeared to be low in general among elderly with disabilities and emotional family support exerted a positive effect on life satisfaction. In addition, it is empirically supported that emotional family support buffered the negative effect of economic limitations on life satisfaction. In other words, the effects of economic limitations as stress factor decreased with the increase in the frequency of emotional support, however, the level of life satisfaction decreased at a mercy of the stress factor of economic limitations with the decrease in the frequency of emotional support. Finally, this paper attempted to provide some alternatives to effectively improve life satisfaction among elderly with disabilities based on empirical findings.

  • This study examines a casaul relationship between depression and welfare transitions of the National Basic Likelihood Protection Program. From a social selection perspective, prior high levels of depression are likely to select people into welfare or serve as a barrier to leaving welfare. From a social causation perspective, entering or exiting welfare can change the levels of depression. These hypotheses were tested using KOWEPS(Korean Welfare Panel study) 2005~2007. The results are as follows. First, entering welfare clearly increases the levels of depression. The increased economic stress resulting from falling into poverty seems to play a major role in the negative effect of welfare entry. Second, exiting welfare does not decrease the levels of depression. However, when welfare exits are classified into distinctive categories, welfare exit combined with concurrent poverty exit is likely to decrease the levels of depression. Third, high levels of depression clearly increase the probability of entering welfare regardless of the prior poverty status. Fourth, high levels of depression do not decrease the probability of exiting welfare, but rather increase the probability of an administrative disentitlement which leads to even worse economic conditions after exiting welfare. One implication of these findings is that negative policies such as time limit and strengthening sanctions can increase the number of welfare cyclers who are able-bodied but mentally weak.
