Working Atmosphere and The Role of Agency Influencing Collaborative Working between Health and Social Welfare Services -The Application of E-S Model to Two Pilot Projects- (보건복지협력에 영향을 미치는 업무환경과 실행자의 역할 - 두 시범사업에 대한 E-S모델의 적용 -)

  • Despite the increase in the demands on collaboration between health and social welfare, the success of such schemes have been limited. The extant literatures tends to be dominated by explanations for needs or short-term outcomes of collaboration rather than systematic follow-up research to apply to the frontline. At the same time, there is no attempt to apply the theories related to collaboration in order to discuss the situation. This study explores the factors hindering such collaborative working in the frontline, through semi-structured interviews with practitioners involved in two pilot projects. A theoretical framework (Equilibrium Model-Sensemaking, E-S model) which combined Equilibrium Model of 'Interorganizational Network' of Benson(1975) and 'Sensmaking' of Weick(1995) for conceptualiing aspects of collaborations such as working atmosphere and agency was applied to the empirical study of the Public Health and Welfare Office(1995-1999) and the Social Welfare office(2004-2006) pilot projects. Data were collected over three months from 8 pilot project areas with practitioners and managers from health and social welfare. The findings show significant regional differences between pilot areas, such as the presence of active leaders and co-location, had a major impact on the ability of practitioners to effectively integrate services. In other words, active leaders tended to influence practitioners' motivation, while co-location encouraging communication between both practitioners, and thus seemed to influence the practices of collaborative working. Furthermore, through E-S model, it is interpreted that this kind of positive experiences about collaborations may impact on the current practitioners' comprehensive perspective towards health and social welfare services in general. The findings could help policy makers consider the practical ways to break down the barriers between health and social welfare.

Network Analysis on Communication of Welfare Policy Using Twitter Data

  • This main purpose of the study is to identify social network of communicators sharing information on Bokjiro for publicizing welfare policy. This study employs NodeXL pro to understand networks and their role in the social network. The data for social network analysis was collected from Twitter for a week. The result of the analysis shows that the social network of communicators on Bokjiro does not have many nodes. It also has an independent network with high possibility of information distortion. Little communicators have controlling power in information flow in one way of communication. According to the result, it is not effective for marketing strategy of welfare policy in providing online information through Bokjiro. The study suggests that the government should use the transactional approach to marketing based on agent-oriented activity focusing on the exchange relationship between information providers and demanders in an age of networked intelligence.

Implementation agency effect on Self-Sufficiency of Participants in Self-Support Program (자활사업 집행기관이 자활사업 참여자의 자활효과에 미치는 영향 - 위계선형모형(HLM)의 적용을 중심으로 -)

  • This study set out to investigate implementation agency effect on participants' self-sufficiency in self-support program. Self-support program's implementation agency consist of civil groups and social welfare corporations. The final sample size was 602 program participants and 18 implementation agencies in Gwangju city, South Korea. Two-level hierarchical linear model was used for analysis. The major findings of this study are as follows. First, civil groups' participants were healthier, more often participated in business model, earned higher monthly income, participated shorter time rather than participants in social welfare corporation. Second, civil groups' participants showed low level of self-sufficiency than participants in social welfare corporations. These results means that self-support policy is not delivered uniformly because front-line implementation agencies develop work habits that influence the outcome of policy. And limitations and implications of this study were discussed with respect to further studies.

A Study on the Qualitative Evaluation for the Program of Clinical Social Welfare Setting : Focused on Utilizing of Phenomenological Self-Evaluation Method (사회복지조직에서의 프로그램 질적 평가 연구 : 현상학적 자기평가의 활용을 중심으로)

  • The purpose of this study is to apply to the phenomenological self-evaluation method in the social welfare agency. It means that the phenomenological self-evaluation method accepts "the reality" which occurs in the social welfare setting, and functions for the social worker to play dual role of practitioner-evaluator. This paper examines two dimensions of social work evaluation theory and practice. Firstly, this study is to investigate a trend of evaluation in social work setting, and seeks theoretical aspect of phenomenological self-evaluation method, with emphasis on the strength and limit of the positivism evaluation methods. Although qualitative evaluation was suggested to make an alternative to the positivism by qualitative researchers, they did not suggest the specific methods and roles of the practitioner-evaluator. In this study, two directions of the phenomenological self-evaluation method are suggested to overcome the limitations. which are "environment-relation self-evaluation" and "program-oriented self-evaluation". Secondly, the result of phenomenological self-evaluation studies for the social welfare community center program and organization in kangnam district from June, 1994 (Program-oriented self-evaluation) to march, 2000 (Environment-relation self-evaluation) are presented. the phenomenological self-evaluation study showed the expected outcome such as; reflective self-training, making a practice knowledge, enhancing service quality, and reinforcing the identity of social welfare profession.

  • The purpose of this study is to grope for the improving the management in order that Korea community centers may put better welfare services to community residents. Community welfare center is a professional social welfare agency that meets welfare needs of community residents by offering synthetical and various welfare services in community according to social, economical, cultural, regional background. Community welfare center was established for clearing up the conflict between social classes after Industrial Revolution in England, for solving problems of women movement and immigration in America, for different purpose in other countries. But there is no difference between countries in the sense of welfare services activities centering around poor community though each purpose are different. It can be known that community center must perform the function as social welfare professional agency which aimed at community care program. Resource which are needed for management of community center are mostly in community and community center must strive to get resources which are in community. But all the weakness of finance and facility which community center has may not be solved by using community resources. Community welfare center is not fixated yet in Korea. And community residents has little understanding of community center. Thus national financial support is needed. Actually community has difficulty to mobilize community resource. The problem is how to carry out this national financial support effectively and going on study about this problem is needed.

  • The research examine countermeasures of community welfare center, total welfare service provider in the local, to establish of identity and revitalization in the rapidly changing social circumstances. It examine countermeasures of the community welfare center in institutional and practical environment of welfare environment. The community welfare center has to provide welfare service which is improvement the quality of life in local, to be as methodical casework facility and to solve the community matters throughout organized residents. Also, comparison with specific welfare center and similar welfare facilities, the community welfare center has to provide differentiation services from totally welfare services. Finally, in privatized and market economic welfare environment, the community welfare center has to have policy countermeasures strategies to survive in competition not only welfare service provider.

Factors Influencing the Utilization of Needs Assessment Results in the Social Welfare Centers (사회복지기관의 욕구조사결과 활용에 영향을 미치는 요인에 관한 연구)

  • Despite the importance of the needs assessment activities and the necessity of the systematical investigation on the features of the needs assessment in the social service agencies, it has been observed that the recent NA studies have ignored an important study area of NA, the utilization of needs assessment results in social service agencies. Therefore, this study was undertaken to investigate salient features of the utilization of community needs assessment results, particularly, in the social welfare centers located in Seoul city. A questionnaire was constructed with seven parts, including a dependent variable and 6 independent variables, and 67 questionnaires were collected from 90 agencies during two months. As the result of the descriptive analyses, the five noticeable features were found; (1) the needs assessment results in the agencies was not highly utilized; (2) the attitude on the NA activities was not highly positive because the responders thought that NA activities require too much time from agency staff; (3) agency staff was more actively involved in the NA process than agency directors; (4) the responders thought that quality of NA influences on the utilization of NA; (5) the respondents were confident in carrying out NA although they did not have many opportunities to learn the technical skills of NA research. Multiple regressions were applied to analyze the relationship between independent variables and three kind of dependent variables - conceptual utilization, instrumental utilization, total utilization. The result showed that the conceptual utilization was critically influenced by social workers' confidence on NA, attitude on NA, and directors' involvement in NA. The institutional utilization was influenced by the directors' involvement. The total utilization was influenced by social workers' attitude on NA, confidence on NA, and directors's involvement. Major findings were discussed and several suggestions were made for future research and improvement of the utilization of needs assessment result in social welfare centers.

A Behavioral Study of Community Social Welfare Service Organizations on Acquiring Financial Resources (지역 사회복지서비스 조직들의 재정자원 수급 행태에 관한 연구)

  • There has been a demand of changing service delivery system for social welfare services, and therefore changing is resource acquisition environment for community social welfare service organizations (CSWSOs). These phenomena are, however, not properly actualized through the CSWSOs. The discrepancy between environmental demand and organizational adaptation seems to result from our lack of understanding those organizations. Based on this understanding, several research problems have been formulated on resource acquisition behaviors of CSWSOs. Empirical data were gathered, and the final sample included 82 social welfare agencies of Pusan province and 122 top/high level agency administrators. The result of data analysis and their implications are as follows: (1) Most of CSWSOs prefer government grants to other financial resources, because government resources can give them more stability than others including private donations and user fees. (2) In order to induce changes in CSWSOs, their stability needs should be properly counted. (3) There is no enough evidence to prove that CSWSOs leaders' personal characteristics have contributed to the behavioral differences on financial resource acquisition among CSWSOs. Rather, there has been enough evidence to prove for influences by institutional environment factors. So, it is recommended that, in order to change behaviors of CSWSOs, the focus should be given to the proper control of those institutional environment factors.

Factors Influencing on the Field Education Outcome on Time-registration Student (시간제 등록 학생의 사회복지현장 실습성과에 영향을 미치는 요인)

  • This study aims to research the influencing factors of field education outcome. This study is to help the social welfare subject find out the field education orientation. Following is the result brought out from the research. First, it was found that the evaluation of field manager, field agency and field education outcome working in social welfare agencies had no meaningful statistical difference. Second, the results of regression analysis showed that the evaluation of field manager and field agency had influenced on field education outcome. Along with major of the study, implications for expanding opportunities of continuing educations for managers in non-profit organization are discussed.

  • The Newcastle disease virus (NDV) outbreak was first reported in Java Island, Indonesia, in 1926, which was then reported further in Newcastle-upon-Tyne, England. Nevertheless, the NDV is still endemic in Indonesia, with outbreaks occurring in free-range and commercial chicken farms. The dynamic evolution of the NDV has led to the further development of vaccines and diagnostic tools for more effective control of this virus. This paper discusses the history of the NDV occurrence, vaccines, the development of diagnostic tools, and the epidemiological condition of the NDV in Indonesia. Indonesia, which has the largest poultry population in the world after China, has challenges in preventing and controlling this virus that causes economic losses to the farmers and has an impact on the welfare of the poultry farming community in Indonesia.
