Offset is a peculiar trade form, the compensation of importing the weapon system, accompanied by the international weapon system contract. Korea has been applying offset to defense acquisition program for fostering the domestic defense industry and improving defense R&D ability since Korean offset policy was built up in 1983. However, there are not enough evidences for benefits of offset and it is rather believed that the performance management system of offset is not thoroughgoing enough because of lack of the systematic policy. It is essential to develop the well-organized performance management system in order to maximize outcomes from application of technology obtained by offset. The main objective of this paper is to propose key performance index that is practically useful to manage offset performance systematically and maximize outcomes of offset.

The applications of Global Navigation Satellite System (GNSS) receivers are becoming wider in various commercial and military systems including even small weapon systems such as artillery shells. The precision-guided munitions such as Small Diameter Bomb (SDB) of United States can be used for pinpoint strike by acquiring and tracking GNSS signals in high mobility situation. In this paper, a small GNSS receiver with embedded interference suppression capability working under high dynamic stress is developed which is applicable to the various weapon systems and can be used in other several harsh environments. It applies a kind of matched filter and multiple correlator schemes for fast signal acquisition and tracking of even weak signals and frequency domain signal processing method to eliminate the narrowband interference. To evaluate the performance of the developed GNSS receiver, the test scenario of high mobility and interference environment with the GNSS simulator and signal generator is devised. Then, the signal acquisition time, navigation accuracy, sensitivity, and interference suppression performances under high dynamic operation are evaluated. And the comparison test with the commercial GNSS receiver which has high sensitivity is made under the same test condition.
The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

Virtual Fire Control System(VFCS) in attack helicopter is developed. VFCS is comprised of multifunction display, store management computer, mission computer, target acquisition and designation system, mission planning system, weapon simulator and flight simulator. Weapon engagement process under the operational environment of helicopter was considered by using the VFCS. We considered hellfire missile, tow missile, unguided rocket and turret gun. The results of this study will be utilized efficiently on integrated fire control system SIL(System Integration Lab.) in attack helicopter.
Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.

The private sector is currently reviewing the feasibility of the project or deciding economic policies by analyzing the economic ripple effects. However, the arms acquisition project focuses on the need for the national defense weapons system by analyzing the costs and the effectiveness of the analysis and reviewing the necessity and feasibility of the project. In order to analyze the economic ripple effects, KB (the Bank of Korea) prepares and publishes an analysis table of industrial associations in a given unit. IAAR (the industrial association analysis report) is difficult to apply directly to the defense weapons system. Therefore, research on the economic ripple effects applicable to the defense arms procurement project was needed. In this study, we propose the generic methodology for estimating economical and technical ripple effects resulted in acquiring new weapon systems. Based on the analysis of inter-industrial relations, economical ripple effects are estimated with production inducing effects, value-induced effects, employment-induced effects and export-induced effects. Also, the technological ripple effects are estimated with technological intensity represented by investment cost in research and development. To show the validity of proposed methodology, a case study of acquiring new weapon systems such as GR (guided rocket), destroyer, and helicopter is accomplished. From the case study, it is concluded that these economical & technological ripple effects can be used as a reference to decision making in the course of acquiring major future defense weapons systems.

This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

Recently, the acquisition environment of the Korean defense weapon system is emphasizing more the importance of cost analysis in terms of efficient execution for defense acquisition budget. While cost analysis, however, is emphasized in law and process, its infrastructures are still insufficient We have been using computerized cost models to obtain an estimate at early phase of project. But those models have been developed by foreign companies, and so they have many limitations when using in Korean defense environment. For this reason, it began to sympathize that we need the development of the Korean version cost estimation model suitable for our defense industry environment, and now many studies are proceeding. In this study, we suggest Cost Estimating Relationships(CERs) developing methodologies which is key logics of Korean version cost estimation model. Especially, we proposed a new CER's development process depending upon data characteristics such as, multicolinearity, outlier, small samples and heteroscedasticity. Also, we presented a case study for artillery weapon system using these methods we developed. We find that these CERs could be verified through theoretical methods.

The purpose of this study is propose an alternative for flight attendants to acquire equipment that could enhance the ability to adapt in flying conditions. Introducing and acquiring weapon system, such equipments should be deeply considered in multilateral aspects; reinforcements in the overall strategic status in the army, the ramifications that can contribute to military resources, and economic situations in the country. To do this, we first induced several criteria that can be used for evaluating alternatives. After that, we applied the analytic hierarchy process(AHP) approach to putting all factors into considerations in decision making for equipment acquirement. The results of this study are expected to have usefulness in formulating strategies and policies in selecting equipment acquisition alternatives for flight attendants.
