Serial Use of Hydrodynamic and Water Quality Model of the Geum River using EFDC-Hydro and WASP7.2 (EFDC-Hydro와 WASP7.2 를 이용한 금강하류의 수리-수질 연계 모델링)

  • This study reports the serial use of a 3-D hydrodynamic model, EFDC-Hydro and a dynamic water quality model WASP7.2 that are maintained by USEPA. The 48 km section of the Geum River downstream between Daechung Dam and Gongju was selected as a sample study site. Topographical information was used to accurately represent morphology of the study site and boundary conditions were derived from governmental databases including WAMIS by Ministry of Land and Ocean and WEIS by Ministry of Environment. EFDC-Hydro was successfully calibrated for observed water level and WASP was calibrated using monthly observed water quality data obtained from the above sources. It was found that the current water quality target of BOD for the Geum River-H point could not be met on monthly basis though every other tributary of the area would meet its own water quality target as assigned in Korean TMDL. This study proposed the new target BOD water quality for the Gabcheon and Mihocheon as 4.3 and 3.6 mg/l, respectively so that the Geum River-H point can meet the target. When Sejong City is constructed, it is estimated that effluent discharge limit of BOD must be less than 4.5 mg/l to meet water quality of the point. This study shows that it is possible to carry out more precise modeling considering both water movement and water kinetics by using EFDC and WASP simultaneously.

Neoliberalizing Water: Commodification Debate and their Making in Korea (물의 신자유주의화 - 상품화 논쟁과 한국에서의 발전 -)

  • Neoliberalizing nature spreads widely across diverse fields and areas. Commodifying water is the most frequent case conflicting with the stance, water as commons. This paper reviews the commodity versus commons debate in other countries leading to the importance of wider perspective considering regional contexts, and then examines the case of Jeju with that regard entirely depending freshwater on underground acquifer. In Jeju, the sale of bottled water by private corporation has been in confrontation with the declaration of water as commons by Jeju government. But, the commodity versus commons conflict over water hinders more important concerns such as the abundant use by tourism related hotels and golf courses, the free largest agricultural use, and the production and sale of bottled water by Jeju government itself. The real focus of concern should be given to the constraints on increasing water rate for tourism businesses, charging fees on agriculture, and the local development imperatives. The dual stance of Jeju government in promoting water as commodity as well as promulgating water as commons seems to be a case adding diversity to the geography of neoliberalizing nature.

Estimation of Regional Agricultural Water Demand over the Jeju Island (제주도 권역별 농업용수 수요량 산정에 대한 고찰)

  • Over 96.2% of the agricultural water in Jeju Island is obtained from groundwater and there are quite distinct characteristics of agricultural water demand/supply spatially because of regional and seasonal differences in cropping system and rainfall amount. Land use for cultivating crops is expected to decrease 7.4% (4,215 ha) in 2020 compared to 2010, while market garden including various vegetable crop types having high water demand is increasing over the Island, especially western area having lower rainfall amount compared to southern area. On the other hand, land use for fruit including citrus and mandarin having low water demand is widely distributed over southern and northern part having higher rainfall amount. The agricultural water demand of $1,214{\times}10^3\;m^3/day$ in 2020 is estimated about 1.39 times compared to groundwater supply capacity of $874{\times}10^3\;m^3/day$ in 2010 with 42.4% of eastern, 103.1% of western, 61.9% of southern, and 77.0% of northern region. Moreover, net secured amount of agricultural groundwater would be expected to be much smaller due to regional disparity of water demand/supply, the lack of linkage system between the agricultural water supply facilities, and high percentage of private wells. Therefore, it is necessary to ensure the total net secured amount of agricultural groundwater to overcome the expected regional discrepancy of water demand and supply by establishing policy alternative of regional water supply plan over the Island, including linkage system between wells, water tank enlargement, private wells maintenance and public wells development, and continuous enlargement of rainwater utilization facilities.

  • Rural water resources systems may be largely constituted by two parts. One is rural water supply systems such as reservoirs, wells, pumping stations. The other is rural water demand systems which include municipal water, irrigation water, industrial water, livestocks water, inland fisheries water and envir¬onmental water in rural areas. planning to develop rural water resources systems is a very hard task because of their complicated factors and the large number of spatial data to investigate and manipulate. A Geographic Information SystemCGIS) will be a powerful and efficient tool to handle the spatial data and to plan the land use. All data can be efficiently maintained and easily updated. This paper refers to the construction of a GIS for planning rural water resources systems applied to Kokseong County, Cheonnam Province, Republic of Korea. The Geographic Informa¬tion was constituted by 4 layers of base map and 11 layers of thematic map.

  • From the standpoint of end-use and practical performances, attention was focused preparing cotton fabrics which posses good dyeability as well as water repellency. The results are summarized as follows, as far as findings obtained from this study is concerned. The fluoro chemical (FC) water repellent finished cotton fabrics exhibited good dyeing properties and colorfastness to washing. Furthermore, the DMDHEU durable-press and FC water repellent finishes in a single pad bath resulted in excellent durable press performance and good water repellency.

  • The relations between tidal fluctuation and freshwater discharge are stuied dy use of observed data in the estuarine region of the Nagdong Rivre. Damping modulus which represents the resistance to propagation of tidal wave is estimated, and it is verified that when the fresh water discharge is lower than 300 m/sec., the elevation of mean-water-level at Gupo is the same as mean sea-water-level.
