This study has been conducted to investigate the North Korea water supply system. For this purpose, laws and regulations concerning the North Korea water utilities were analyzed. According to this study, the water supply system of North Korea is similar to that of South Korea. The major difference between these two systems lies in the national water supplier: South Korea has the national water supplier as well as the municipal suppliers, while there is no national water supplier in North Korea. It is noted that the North Korean water utilities depend on outside suppliers for resources necessary for water production such as electricity, chemicals, spare parts, etc. This could damage the North Korean water utilities. If required resources were not delivered properly (deficient quantity and/or at delayed timing), the water suppliers would encounter difficulties in water production.

This study compared the characteristics of the optimization technique and the water supply and demand forecast using K-WEAP (Korea-Water Evaluation and Planning System) model and MODSIM (Modified SIMYLD) model considering wtaer supply priority. Currently, The national water resources plan applied same priority for municipal, industrial and agricultural demand. the K-WEAP model performs the ratio allocation to satisfy the maximum satisfaction rate, whereas the MODSIM model should be applied to the water supply priority of demands. As a result of applying the priority, water shortage decreased by an average of $1,035,000m^3$ than same prioritized results. It is due to the increase of the return flow rate as the distribution of Municipal and industrial water increases. Comparing the analysis results of K-WEAP and MODSIM applying the priorities, the relative error was within 5.3% and the coefficient of determination ($R^2$) was 0.9999. In addition, if both models provide reasonable water balance analysis results, K-WEAP is superior to GUI convenience for model construction and data processing. However, MODSIM is more effective in simulation time efficiency. It is expected that it will be able to carry out analysis according to various scenarios using the model.
The electricity cost of pumping system accounts for a large part of the total operating cost for long distance water supply networks. This study presents a method based on dynamic programming for establishing an joint optimal operation of pumps and storages system on a hourly basis. Analysis is taken of the relative efficiencies of the available pumps, the structure of the electricity tariff, the consumer-demand pattern, and the storage characteristics and operational constraints of the pipe. The possible system objectives and constraints are described. An application of the method to the existing Yangju Water Supply System consisted of two pump station and 5 storage pools under the condition of expanding pumping facility in the part of the Capital Area Water Supply System is presented, showing that considerable electricity cost savings are remarkable. The approach was found to be implementable in real system operation and large-scale water supply system design in respect of minimizing life-cycle total cost.
Water supply plan by optimal conjunctive use of surface and ground water is studied to prepare expected water deficit in near future. The optimization model for conjunctive use of surface and ground water is developed using discrete differential dynamic programming technique to maximize net benefit by water supply. As a result of applying the model to Namdaechun river located in Yangyang, it is found that water supply reliability using optimal conjunctive use of surface and ground water is much higher than reliability using surface water alone.
Currently, South Korea implements water resources management policies focusing on integrated water quantity, quality and hydro-ecology management. In particular, rehabilitation of natural rivers has become a major issue. As for reservoir operation during non-flood season, efforts have been made continuously to apply the Deficit Supply Method that can maximize water supply to address droughts and increase in water demand. When Deficit Supply Method is applied, the water supply capacity of reservoir can be maximized. However, downstream water flow would remain constant. In consideration that a natural stream, a long-time-created hydro-ecology, can be significantly influenced by flow variability, the Deficit Supply Method-based reservoir operation can generate effective water supply. Still, it may trigger adverse effects from the aspects of natural rehabilitation and hydro-ecology recovery. The main objective of this study is to analyze impacts on downstream flow duration through reservoir simulation by comparing the Firm Supply Method, the Deficit Supply Method and the Selective Deficit Supply Method, and examining each method's effects on reservoir operation. This study found that the Firm Supply Method could maintain water flow variability, but could not maximize water supply capacity. When the Deficit Supply Method was applied, water supply capacity could be increased while remaining vulnerable regarding water flow variability, as a difference between average flow and low flow was negligible at downstream. In comparison, the Selective Deficit Supply Method was found to sustain time-based reliability at 95% or higher, whereas downstream flow duration could be maintained at a level similar to the level generated by the Firm Supply Method.
Decentralized water supply systems, treating the water in users'vicinity, cutting down the distribution system, utilizing the alternative water resources(rainwater harvesting, water reclamation and reuse and so on.) and saving energy and other resources, could be categorized into POU(Point-Of-Use), POE(Point-Of-Entry) and community small scale system. From the literature review, we could thought that decentralized water supply system and hybrid system(integrating centralized and decentralized water supply system within urban water management) might have strengthening comparative advantages to centralized system with respect to: (1) water security, (2) sustainability, (3) economical affordability. Even though it is difficult to derive and quantify direct benefit advantages from decentralized and hybrid system in comparison with centralized system, (1) operational cost reduction, (2) assurance for safe and stability water supply and (3) greenhouse gas reduction can be expected from successful establishment of the former.
Issues and problems in formulating South Korea's water resources policy are discussed in terms of water quantity and quality. South Korean needs both water conservation and water supply capability for the growing population and economic activities. The government has attempted to build more large-scale dams to store and supply water for residential, farming and industrial uses, but the environmentalists who emphasize conservation and environmental protection oppose the government. The environmentalists are popular among the general public. Water quality has been deteriorating from point- ad non-point sources. urban and farm runoffs are serious pollutants. All want by preserve water quality. There is no dispute on this matter between the government and the environmentalists. Money is hard to come by to preserve water quality. Economic and financial crises and no self-sufficient local governments' revenue structure are pessimistic. Basic survey on water resources, hydrology and hydraulic is badly needed for the future water resources planning.

This study was investigated agricultural water supply system of major agricultural waterway for Gimje canal, Jeongeup canal, Dongjin river conduit of Dongjin river basin. Furthermore, this result will be used for water resources and agricultural demand in Saemangeum reclaimed arable land. Annual precipitation for 5 years in Dongjin river basin was 1,311.7mm. The average discharges in Dongjin river basin was $1,390{\times}10^6\;m^3$ and $1,516{\times}10^6\;m^3$ and $744{\times}10^6\;m^3$ for 2,007 and 2008, respectively. Also, annual average amount of water resources was 1,861${\times}10^6\;m^3$ and $2,279{\times}10^6\;m^3$ and $1,227{\times}10^6\;m^3$ for 2,007 and 2008, respectively. Dongjin river basin water system for the analysis of agricultural water in water resources, runoff, agricultural water demand and usage surveys were analyzed, resulting in the total amount of water due to precipitation of the watershed of the $12.3{\times}10^9\;m^3$ ~$22.8{\times}10^9\;m^3$ and Dongjin River basin in waters flowing discharge is $7.4{\times}10^9\;m^3$~$16.1{\times}10^9\;m^3$, agricultural water demand and usage of each of $6.8{\times}10^9\;m^3$~$6.9{\times}10^9\;m^3$ and $4.9{\times}10^9\;m^3$~$7.1{\times}10^9\;m^3$ compared to the agricultural water demand was more likely. Agricultural water supply system in Dongjin river basin is complex because of devided branches to the main canal and branch canal. In this process, accurately assessment of water usage is very difficult. Therefore, systematic management of water resources and supply of agricultural water supply system to use the terms of the complexity and diversity by considering the appropriate level of agricultural water management systems will be needed. As a result of this study, it can be used water resources assessment in quantity, rational usefulness and basic planning of water resources development for water distribution.

To effectively implement the integrated water management policy outlined in the National Water Management Act, it is essential to analyze agricultural water supply and demand at both basin and water district levels. Currently, agricultural water is primarily distributed through open canal systems and controlled by floodgates, yet the utilization-to-supply ratio remains at a mere 48%. In the case of agricultural water, when analyzing water balance through existing national basin water resource models (K-WEAP, K-MODISM), distortion of supply and regression occurs due to calculation of regression rate based on the concept of net water consumption. In addition, by simplifying the complex and diverse agricultural water supply system within the basin into a single virtual reservoir, it is difficult to analyze the surplus or shortage of agricultural water for each field within the basin. There are limitations in reflecting the characteristics and actual sites of rural water areas, such as inconsistencies with river and reservoir supply priority sites. This study focuses on the development of a model aimed at improving the deficiencies of current water balance analysis methods. The developed model aims to provide standardized water balance analysis nationwide, with initial application to the Anseo standard watershed. Utilizing data from 32 facilities within the standard watershed, the study conducted water balance analysis through watershed linkage, highlighting differences and improvements compared to existing methods.
Our country is making efforts to manage water resources efficiently. In the future, It is necessary to develop a plan after subdividing the basin considering regional problems and water use, topographical and climatic characteristics. This study constructed water supply and demand system based on the standard watershed unit for water shortage evaluation considering spatial resolution. In addition, water shortage were calculated and compared using the MODSIM model in the Han-river basin. As a result, the average water shortage occurring during the 49 years (1967-2015) was 129.98 million $m^3$ for the middle watershed unit and 222.24 million $m^3$ for the standard watershed unit, resulting in a difference of about 2.1 billion m3. However, the trends and distribution of water shortage occurrence were very similar. The reason for this is that, in the case of the Middle watershed unit analysis, water shortages are calculated for the demand for living, industrial, and agricultural water for the representative natural flow value, assuming that all the water can be used in basin. The standard basin unit analysis showed that the difference between the fractionated supply and demand resulted in a large water shortage due to the relatively small amount of available water, and that the main stream did not show water shortage due to the ripple effect of the return flow. If the actual water use system is considered in the model as well as the subdivision of the spatial unit, it will be possible to evaluate the water supply and demand reflecting the regional characteristics.
